1. Background & JustificationA Letter of Intent (LoI) has been signed between the Governments of Indonesia and Government of the Kingdom of Norway on 26 May 2010 to establish a Partnership for REDD+ (reducing emissions from deforestation and forest degradation) to tackle greenhouse gas emissions from deforestation and forest and peat land degradation. As a result of this partnership, a national REDD+ Task Force was established by Presidential decree. The Task Force has subsequently appointed UNDP as the interim fund manager, prepared and facilitated the signing of a 2 year moratorium on forest licenses, and also nominated 9 provinces as candidate REDD+ implementation pilot provinces. Following several assessment processes, in late 2010, Central Kalimantan was selected as the pilot province for REDD+ implementation.Being selected as the pilot province, Central Kalimantan currently encounters a number of challenges with regard to deforestation and degradation. Since the 1990s, for example, the province has seen considerable growth and rise in employment, especially through large, company-owned plantations growing oil palm for export. But this has been accompanied by a steep rise in GHG emissions, both through unsustainable land conversion practices and wild fires. At the same time, the population of central Kalimantan does not currently benefit from an education system whereby the effects of climate change and the potential to mitigate it are emphasised and made clear.

In addition, there are currently limited possibilities to easily switch to alternative and gainful livelihoods for the population, a significant proportion of which depends on the plantations and mining activities for means of income. Given that the moratorium may entail job losses in the agriculture and forestry sectors, which are dominated by men, it will be important that opportunities for alternative means of income generation are planned and that these opportunities are accessible for all.Such a situation has attracted ILO Jakarta through its Project on Combating Forced Labour and Trafficking of Indonesian Migrant Workers to an interest to provide an enhanced local capacity building for relevant stakeholders in Central Kalimantan to undertake a livelihood program. The program aims to minimize the risks of job losses in the agriculture and forestry sectors through to facilitating the access of communities to alternative green sources of income, as the preliminary steps for their further involvement in sustainable forest management.

To realize such objective, the ILO will provide a well-tested entrepreneurship training named Start and Improve Your Business (SIYB) for relevant selected stakeholders. It will involve the Provincial/local ministries of Labour, Planning and Development, Women Empowerment as well as the existing Training Centers in Central Kalimantan. In addition to the government representation, the training will also collaborate with non-state actors such as NGOs and unions. This initiative will also seek a synergy with Kantor Pendukung or Supporting Office of REDD+ in Palangkaraya in order to promote the training package into their programming approach.

The selection of the ILOs SIYB modules for the training is based on the massive implementation of SIYB in Indonesia and worldwide with a strong impact for the development of SME sectors. It is expected that through integrating the SIYB into the livelihood program run by local stakeholders as well as the Kantor Pendukung/KP REEDD+, entrepreneurship trainings will contribute to the development of small and medium enterprises for local community. 2. About the TOT SIYB

This training is to be provided by qualified Master Trainers who have advanced to a high level of proficiency in course materials through extensive and rigorous training and testing provided by the ILO headquarters in Geneva, Switzerland. It will be conducted for 10 days with co-support from ILO Migrant Workers Project and SMKN 27 Jakarta. After accomplishing the 10-day TOT, the participants then go on to conduct Training of Entrepreneur (TOE) sessions, the training of end beneficiaries. By using this two tiered approach the ILO is able to proliferate SIYB knowledge to a much wider audience. After exercising TOE facilitation, the prospective trainers will be then invited to participate in 6-days Refresher Course, so-called RTOT, in order to bridge experience sharing amid trainers as well as to provide inputs and comments both from the Master Trainer and their peers.

There are core competencies of SIYB trainer that should be entailed in the selection of participants/trainers: (1) promoting the SIYB programme; (2) organizing training events; (3) developing training sessions; (4) conducting TOE training sessions; (5) carrying out after-training-support.

In addition to introducing the trainers to the SIYB materials, the TOT sessions seek to impress upon candidate trainers the technique behind Adult Learning Methodology. The basic emphasis behind this methodology is that Teaching adults is different from teaching children. Many adult participants have not attended education since they were school-aged and therefore bring with them a lifetime of experience. They therefore need to be treated with dignity and respect in accordance with their social status. Adult learners are not so much students as participants. Trainers are therefore taught to be aware of their position in relation to adult learners and to respect the position of the individuals whom they teach. Respect becomes the key to effective communication.

The basic core idea behind Adult Learning Methodology is that adults learn best when: (1) they want or need to; (2) they can practice the new learning in a realistic setting; (3) they can relate the learning to past, present or future events; (4) they can measure their progress and receive feedback; and (5) they feel comfortable in a non threatening learning environment. To meet the needs of adult learners the ILO has designed SIYB materials to be easily understandable. Concepts are explained in simple language and are presented in a logical sequence.3. Objective and outputs

In order to undertake the implementation of TOT SIYB properly, objectives and outputs are defined as the followings:

2. To promote the SIYB package to the agencies regular activities/programming:

The agencies work plan on implementation of SIYB step-down trainings (or called training of entrepreneurs/TOEs) which will be independently conducted by the respective involved agencies The agencies plan/strategy in integrating the SIYB training package into the local entrepreneurship approach 20 stakeholders in Central Kalimantan Province will master SIYB package and act as the trainers for the government entrepreneurship programmes utilizing SIYB toolkits 4. Timeframe, Place and Reporting

The TOT training will be conducted in Palangkaraya 6-24 February 2012 and will be attended by stakeholders in Central Kalimantan Province.

All reports will be prepared by the consultants/trainers and should be sent by the consultants/trainers to ILO Jakarta Combating Forced Labour and Trafficking of Indonesian Migrant Workers. All reports should be completed in edited English by 1st week of March 2012.

Timeline:16-20 January: TOR and budget preparation24-31 January: Coordination with local stakeholders1-10 February: Selection of participants, materials preparation, trainers & committee coordination

13-17 Feb: Final preparation and coordination20 Feb-1 Mar: TOT implementation

2st week of Mar: Final report submission

2nd week of Feb: Finalisation of Action Plan by agencies concerning SIYB/entrepreneurship

5. Involved AgenciesThe TOT SIYB will involve both government agencies such as ministries of labour (Disnaker), planning and development (Bappeda), training centers (BLKs), and women empowerment (PP) and non-state actors (NGOs and unions). ILO will directly collaborate with a well known NGO named Lembaga Dayak Panarung (LDP) in Palangkaraya to undertake to activity. The participants will be selected by ILO Jakarta based on the SIYB selection guidelines and standard. ILO will provide the equal opportunity for male and female teachers to apply, and will provide more chance for teachers who in charge with entrepreneurship subject.

6. Monitoring and Evaluation

To ensure the quality of SIYB implementation at schools level, ILO will provide technical expertise through monitoring and evaluation. The respective involved schools will play an active role in reporting the activities, including providing the ILO with plan of action of the implementation of Training of Entrepreneurs (ToE) for the students.

Through involving in this joint activity, the respective schools also mean to agree to be available for the ILO program evaluation and provide feedback in terms of program improvement in the future.

The impact of the use of the manual will be closely evaluated. Indicators will include elements related to knowledge of marketing, costing, business plan, etc. Baseline data will be decided during the ToT, and collected as part of the trainings at community level. The ex-post evaluation figures will then be compared with baseline data to measure the change in knowledge attitude and practice. The evaluation will later be used for promoting the use of the manual

The estimated budget required for this TOT workshop is IDR 121,326,000 or USD 13,082.PAGE
