B. PURPOSEOFTHEPROJECTLanddegradationinthePhilippinesislargelycausedbythesusceptibilityofitssoiltoerosionduetothehillyandmountainouslandformsinmanypartsofthecountry.Thewidespreadclearingofforestlandsinsteeplyslopingandrollingtopographyleavesthebaresoilhighlyvulnerabletoacceleratederosion of topsoil causedby heavy rainfall and consequential erosive force ofwater run-off. Thepracticeofkaingin(orshiftingcultivation)andotherformsofunsuitableuplandfarminginclearedforestareasfurtherworsenstheerosionproblemandlossoffertileandproductivetopsoils.Landdegradation in the Philippines is manifested by (i) the loss of productive topsoil throughwatererosion, (ii) lossofsoil fertilityduetoover-cultivation, (iii) lossofvegetationcoverdueto illegalloggingandwidespreadforesttreecutting,and(iv)expansionofslashandburnagricultureincriticalslopes.Otherkindsofdegradationwhichcoverarelativelysmallerpartofthelandscapeinclude(i)water logging due to poor drainage and water management; (ii) soil salinization due to over-harvesting of ground water near coastal areas; and (iii) soil pollution from excessive pesticideapplicationandcontaminationbyindustrialandhouseholdwastes.

Theprojectfocusedprincipallyatthesystemicandinstitutionallevels,andhencestrengthenedtheenablingregulatory,institutionalandfinancialframeworkthatwouldgoverneffortstoaddresslanddegradation in thePhilippines. ItmainstremedSustainableLandManagement (SLM)policiesandprograms into the Comprehensive LandUse plans of local government units (LGUs) through theguidance of government agencies such as Department of Agriculture (DA), Department ofEnvironmentandNaturalResources(DENR),DepartmentofAgrarianReform(DAR),DepartmentofInterior and Local Government (DILG) andHousing and LandUseRegulatory Board (HLURB) tostrengthencomplementationamongthesegovernmentinstitutionsconcernedwithlanddegradationandensurethattheincidenceandspreadoflanddegradationinvulnerableecosystemsareavoidedand/orreduced.Theprojectaidintheimprovementofthelandproductivityandsocioeconomicwell-beingofsmallfarmers.Thiswasachievedthroughaparticipatorycross-sectoralapproachinvolvingallthekeystakeholdersinprojectdesignandimplementation.Thefocusinthefieldinvestmentsofthe project, is the promotion of SLMmeasures and technologies for the adoption of vulnerablefarming communities. Through the establishment of SLM demonstration sites, farmers learned,

adopted and adapted various methods of soil conservation farming and water resourcesconservationthatwouldimprovetheircropproductionandincome.The project aimed to strengthen the SLM frameworks to address land degradation process andmitigatetheeffectsofdroughtinthePhilippines.C. TECHNICALACCOMPLISHMENTS1. SUMMARYThe objective of the Project in strengthening the SLM frameworks to address land degradationprocessandmitigatetheeffectsofdrought inthePhilippineswasachievedthroughthefollowingoutcomes:Outcome1:Effectivenationalenablingenvironmenttopromoteintegratedlandscapemanagement.Under this outcome, the following are the accomplishments of the project classified underDevelopmentalResearchandPolicyIssuances:

Output1.1Multi-sectoralstakeholderscommitteestrengthenedatnationalleveltooverseeandgivetechnicaladviceontheintegrationofSLMintoLGU’sdevelopmentplansTheimplementationofSLMprojectisacollaborativeendeavouramongmanyofnationalandsub-nationalagencies, localgovernmentunits(LGUs),academe,andcivilsocietyorganizations(CSOs).TheDA-BSWMastheexecutingagencyhastheoverallresponsibilityforthetimelyandcost-effectiveimplementationofprojectactivities.An Inter-Agency Technical Committee (IATC)was created to ensure the technical aptness of theimplementationof theproject in thepilot sites, formulationofguidelinesandpolicies,and in theformulationoftechnologymodulesforuseintraininganddissemination.TheCommitteealsoservestoassessandevaluatetheoutputsoftheconsultants,determineitsacceptabilityandviability,andrecommendforitsapprovalandacceptancebytheProjectBoard.Lastly,theyensuredthattheworkandfinancialplanoftheprojectisgearedtowardstheachievementoftheprojectoutcomeshence,recommendforitsapprovalbytheProjectBoard.It ischairedbytheNationalProjectDirectorandOIC-DirectorofDA-BSWM,co-chairedbyDENR-FMB and HLURB. The regular members are DA-Special Projects Coordination, Monitoring andAssistance Division (SPCMAD), DA-Regional Field Offices VIII and X, DA-Agricultural TrainingInstitute (ATI),DAR,DILG,NEDA,NCIP,UNDP, IIRR,UPLB, CentralMindanaoUniversity, VisayasStateUniversity,ProvincialAgricultureOfficeinBukidnonandOfficeoftheProvincialAgriculturistin Leyte. End of project achievement/accomplishment: The National Integrated Land ManagementFramework(ILMF)formainstreamingSLMpracticesandtechnologiessupportedbytheProjectwasadoptedbyHLURB.TheProjectsupportedthedevelopmentoftheILMF.TheILMFplanisalogicalconstructestablishingthe rationale planning process for themanagement of land resources for sustainable agriculturedevelopment.TheILMFidentifiestheactionsi.e.Policies,Programs,ProjectsandActivitiesneededtoattainSLMforagriculturaldevelopment.ThistoolisusedtomainstreamSLMintheCLUPsoftheLGUsaswelltothenationalstrategicdevelopmentplans.ItaimstodevelopaframeworkonILMforadoptionbyDA,DENRandLGUsinthepreparationoftheirdevelopmentandmanagementplansforsustainable agriculture and agro-forestry conservation and production. The scope of the ILMFincludesthefollowingactivitiesandoutputs:1)formulationofIntegratedLandManagementPolicyFramework (ILMPF) as a template for SLMplanningbyLGUs; 2)preparationofmajor stepsandguidelinesinpreparingILMF/SLMPlan;3)preparationoftemplatesforanalysingdegradationtype,theircausesandeffects;4)preparationoftemplatematrixforanalysinggapsandconstraintsandidentifyingpolicies,programsandprojectsinaddressinglanddegradationtypes,theirimpactsandmajor causes; 5) preparation of the menu of SLM practices and technologies; 6) formulation ofperformance monitoring and evaluation indicators for land degradation interventions; 7)preparationoftemplatematrixforILM/SLMplan;8)adoptionofmodifiedtoolsforhazardexposureassessmentandclimatechangevulnerabilityassessmentofagriculturesector;and9)adoptionoftoolforagricultureresourceaccounting.MainstreamingILMFyieldpotentialsbenefitsinthatitwillsystematicallyintegrateSLMintolocaldevelopment planning and program implementation processes, local budget support for SLMprogramswillbeensuredthruitsinclusionintheLocalDevelopmentInvestmentPlan(LDIP),oncemainstreamed in the Comprehensive Development Plan, integration of soil and land resourcesconservationstrategiesand innovativetechnologies into localagriculturaldevelopmentprogramsand extension work, capacitation of LGUs’ City/Municipal Agriculture Offices (C/MAOs),City/Municipal Environment and Natural Resources Offices (C/MENROs) and City/MunicipalPlanning and Development Offices (C/MPDOs) through hands-on training on SLM planning,mainstreamingandprojectimplementation,improvementandsustainabilityoftheproductivityofthe soil and land resources and income of farmers through the adoption of appropriate SLMtechnologiesandservices,andeffectivemonitoringandcontrollingoftheconversionofland.Thepreparationof the ILMFPlan involves five (5) steps such as: 1) setting theobjectives, scope andlimitationoflandresourcesmanagementstudy;2)assessingthestatusoflandresources’use–landdegradationtheircausesandeffects;3)defininglandresourcesmanagementissuesandchallenges;4)preparinglandresourcesdevelopmentandmanagementplan;and5)monitoringandevaluationofperformanceofILMprogramsandprojects.TheLGUsofMalaybalayCity,BukidnonandAbuyogMunicipality,Leyteunderwenta5-daytraining-workshopinthepreparationoftheILMFPlan.Thetraining-workshopinvolvedseniorplannersfromtheofficesofC/MAO,C/MENRO,C/MPDOandCity/MunicipalityGISstaff.The training-workshopaimedatequippingtheplannersfromthetwopilotLGUswiththeknowledgeandskillsneededinthepreparationoftheILMFplanandSLM-enhancedCLUP.ItalsoservedasanopportunityfortheplannersfromthedifferentLGUofficestoworktogetherandsharetheirknowledge,skillsanddatainILMFplanningandmainstreamingSLMintheCLUP.Throughthetraining-workshopconducted,the following outcomes and outputs were realized: 1) knowledge and skills gained by LGUparticipantsonILMFplanpreparation;2)initialcontentsofILMFplanproduced;3)actionplanto

complete ILMF plan at a target date produced; 4) evaluation report on the ILMF planning toolconducted; and 5) evaluation of the ILMF planning process and the training-workshop wasconductedandreportprepared.ThefullevaluationoftheILMFplanningprocessandresultswasdoneinthreeways:1)analysisoftheILMFreportssubmittedbythepilotLGUs;2)analysisoftheevaluationsurveyresultsconductedandsubmittedbythepilotLGUs;3)overallanalysisoftheILMFtraining-workshopconductedandsubmittedbythepilotLGUs.Theresultsof ILMFplanningbythepilotLGUswereusedtofurtherimprove theplanningprocess andprocedures. The capacity developmentneeds of LGUplannersfrom Malaybalay City and Abuyog Municipality were identified based on the findings of theassessmentmadeby theconsultantof their submitted ILMFplanreportand their self-evaluationreport.ThespecificcapacitybuildingneedsoftheLGUplannersfromthetwopilotLGUsincludethefollowing:1)technicalassistancebyBSWMontheassessmentandmappingoflanddegradationandlandsuitability;2)trainingonagriculturehazardexposuremapping;andlandsuitabilitymappingusingGIS;3)training,mentoringandtechnicalassistanceinthepreparationofENRA-ARAaccountsandtheirusesandmoreintensivetrainingonenvironmentalcostandbenefitanalysisandvaluation;4)trainingandhands-onestablishmentofSLMperformancemonitoringandevaluationindicatorsandsystem;5)user-friendlymanualforplanningtoolstoinclude:detailedILMFplanning;ClimateChange Vulnerability Assessment (CCVA) and Disaster Risk Assessment (DRA); ENRA-ARA; landdegradation monitoring and evaluation; crop suitability assessment; and SLM performancemonitoringandevaluation.Toensurethereplicabilityofthetoolsandtechnologiesdevelopedintheproject,thisplanningtoolhasbeenpilottestedformainstreamingtothestrategicdevelopmentplansofDA’sAFMPandDENR-FMB’sPMPCRFD.EntrypointsformainstreaminginthePDPFPsofNEDAandCDPofDILGwerealsoidentified.ThepilotingformainstreamingSLMinDAandDENR-FMB’sstrategicdevelopmentplansaimedtoprovide decision makers on the identification of the needed investments for mitigating landdegradation and its impacts through the promotion, demonstration and eventual adoption ofadaptiveSLMfarmingpracticesandtechnologiesacrossthecountrythruthefacilitationofCityandMunicipalAgriculturalOfficesofLGUs.Output1.2ApprovedguidelinesonSLMmainstreamingintonationalandlocallanduseplansandinvestmentprograms(fieldtestedunderOutcome2)Descriptionofindicator:EnhancedCLUPguidelinestomainstreamSLMBaselinelevel:NoexistingproceduralguidelinesonmainstreamingSLMinlanduse,agriculturalandforestrydevelopmentplansEnd of project target level: Guidelines on mainstreaming have been applied in to pilotmunicipalitiesandfurtherenhancedbasedonexperienceandfindingsofthetestingexerciseEndofprojectachievement/accomplishment:TheSupplementalGuidelines forMainstreamingSLMintheComprehensiveLandUsePlans(CLUPs)wasapprovedbytheHLURBBoardthruHLURBBoardResolutionno.991seriesof2019ApprovingtheSupplementalGuidelinesforMainstreamingSustainableLandManagement(SLM)totheComprehensiveLandUsePlan.TheGuidelineshasbeenpilottestedinAbuyogMunicipalityandMalaybalayCitythroughatraining-workshopconductedsidebysidewiththepreparationoftheILMFPlanforthetwoLGUs.Thetwo

pilot LGUs adopted the Supplemental Guidelines for Mainstreaming SLM in the CLUPs, and willintegrateSLMduringtheupdatingoftheirCLUPsin2022.TheGuidelinesisasimplifiedsetofinstructionsthatLGUscouldfollowandapplyinintegratinglandresourcesmanagementaspartoftheirpolicyandplanningprocesses.Themainstreamingprocessrationalizesthenecessaryadjustmentsandcorrectionsinthespatialandagriculturedevelopmentplansatthecity/municipalitylevel.Specifically,themainstreamingprocessaimsto:determinetheimpacts of land degradation and climate change on agricultural production and on the socio-economicwelfareoffarmingcommunities;rationalizeandinstitutionalizeSLMintheCLUPofLGUs;andprovidebudgetsupportneededfortheSLMbytheLGUs.TheGuidelinesisprimarilyintendedfortheuseoftheC/MPDOincollaborationwiththeC/MAOandtheC/MENRO.TheguidelinesalsoserveasaguidebookfortheplanningofficersfromHLURBwhoassisttheLGUsinthepreparationoftheirCLUPsandforthetechnicalstafffromBSWMwhowouldassist the LGUs in the preparation of the ILMF Plan (asmentioned in Output 1.1), which needsstatistical information and preparation of maps. In addition to the technical assistance that areneeded to be provided by HLURB and BSWM, LGUs also need hands-on-training on AgriculturalResourceAccountingfromatechnicalexpert.The Supplemental Guidelines for Mainstreaming SLM in the CLUP was officially adopted by theHLURBBoardofCommissionersthru:

These Guidebooks were developed to complement with the Implementation of SupplementalGuidelinesforMainstreamingSLMintheCLUP.Inthedevelopmentoftheguidebooks,atrainingonCapabilityEnhancementonManagingSpatialDataforSLMwasconducted.ThistrainingwasparticipatedinbyGISSpecialistsandPractitionersfrom the two pilot sites. The following topics were discussed: Introduction to GIS, Geographicphenomena and spatial data types, database management systems, spatial data inputs, spatialreferencing and map projections, introduction to ArcGIS, using ArcMap, ArcToolbox andGeoprocessing, how to download GIS data from open sources in the internet, building thegeodatabase,andlabels,symbologyinArcMap.Afterthediscussionstheparticipantsweretaskedtocompletetheworkshopsforthemtohavehands-onexperienceintheuseandmanagementofthedatabaseaswellasthecomputationandmappingoftheCLDIusingArcGIS.Furthertothis,focusedgroupdiscussionswiththedataholders(MAO,MENRO,MPDO)fromthetwopilotsiteswerealsoconducted.TheFGDhighlightedthegatheringofthefollowingdatatoproducetheCity/MunicipalAgro-EnvironmentalDataModelGuidebook.ThisGuidebookisadocumentationof the geodatabase and the LGU Agro-Environmental dataset which was designed to aid datamanagersattheLGUlevelinadministeringthespatialdatainalogicalandorganizedmanner.Thisimplementstherule-basedcheckstomaintaintheintegrityofthedata.The SLM Geodatabase contains the following feature datasets: administrative component(annotations, boundaries, institutional buildings, domains, and administrative features typology);hydrography (annotations, hydrography features, and domain); Hypsography (annotation,hypsography features, domains, contour typology, and rasters); infrastructure (annotations,transport facilities, and domain); environmental (land cover, land classification, protected areas,domains, climate classification, fault lines, and air and water quality); DRRM and CA (rainfall,temperature,climateprojections,andhazardmaps);EconomicsectorfocusingonAgriculture(agro-edaphicfactors,LandManagement,AgriculturalSupportInfrastructure,otheragriculturalactivities,agro-climaticfactors,andagro-socio-economicprofile).WhiletheCLDIMappingGuidebookprovidestheusersastep-by-stepprocessonthecalculationoftheCLDIandmappingitusingtheArcGIStoolsinthedeterminationofCLDIforsingleandmultiplesources of land degradation, data sources, data preparation, and other considerations. Inaddition,theFMBisintheprocessofenhancingtheFMBTechnicalBulletinNo.2:“ForestLandUsePlanning”tomainstreamtheSLMApproach.Further to achieve the end of project target, the Project in collaboration with the City ENRO ofMalaybalayCity,conducttwobatchesoftreeplantingactivitiestoincreasetheplant/soilcoverinMalaybalayCity.ThesetreeplantingactivitiesaretobereplicatedinotherbarangaysidentifiedbytheCityGovernment.Recognizing the extent of the problem on soil erosion in the City, the Project packaged an SLMTechnology–TheMuyongAgro-forestryRidgeStabilizationSystemorMARSS.MARSSisapolicy-basedtransitionallandmanagementstrategyforthereversionofcorncultivationtoagro-forestrysystem inwaterand forest resourcesprotectionareas. In the formulationof this technology, twocoresissueswereidentifiedinthepilotsite.First,isthemisuseofclassifiedpublicorprotectedforestland.Theselandswereplantedwithround-upready(RR)corn,aprimaryingredientforlivestockfeed formulation. However, the approved CLUP of Malaybalay City showed that these lands areclassified under Cluster 3 and are in violation of both the LGU and the DENR policies on ForestHydrologyandWatershedManagementandConservation.Second,farmerswhohaveoccupiedtheProtectionZoneareburningtheirfarmwastesandisindirectviolationoftheCityOrdinancewhichprohibitsburningofsolidwastes.Havingidentifiedtheseissues,theProjectsawthisasanopportunity.Whatthefarmer-co-operatordoisthateveryharvest,cornstovers(dagami)arecutandpiledupalongthecontoursandareburnedinplace.Thispracticefacilitatedcornwastedisposal,pestanddiseasecontrolandmanagementandasacheapsourceoforganiccarbonmaterialsfortheimprovementofsoilfertility.Theintegrationofthis practice to the adaptive MARSS is a special community-based action for integrating localknowledge for soil health restoration with the science of integrated landscape management. Itsachievementwill be a clear step for the interest of the crop-farming community to transformingenvironmentalrisksinthiscaseburning,intoopportunitiesoftransformingalloccupiedProtectedWatershedAreasintomajorcarbonsinkintheHighlandEcosystemsofMindanao.Inaddition,theestablishmentofthesoilcarbontrashlinetechnologyisapotentialinterceptorofnutrientrichrunofftherebyincreasingtheoverallresilienceandsustainabilityofMARSSandecosystemservicesinthegeneralridgetoreefapproach.MARSSasdescribedislandscape-basedwiththreedistinctagro-forestfarmingsystems:1)theridgeslopedevotedtoamixtureofforesttreesorwoodlot(“Muyong”)representingtheenvironmentalfunction,themid-slopeformixedfruittreesidentifiedandselectedby the farmer representing the economic function and the foot slope for corn-intercroppedwithvarious fruit trees representing the transitional function. This is a strong integration of climatechangeadaptationwithsustainedco-benefitstomitigationofclimatechange.Thistechnologyhastwophasesuntilthewholewatershedisrevertedintoitsnaturallandusesuchas:Phase1:TransitionalAdoptionoflandscape-basedcornproductiontechnologiesandpracticesforsoilhealthrestoration/improvementtosustaintransitionalcornproductionuntilthelandisfinallyused for sustainable long-term “Muyong” Agro-forestry establishment and renewed ecosystemservices.

RecommendationsforFutureSimilarProjects

● ProjectDuration.Forfuturesimilarprojects,itshouldbenotedthatthefirstyearofprojectimplementationisusuallylostonadministrativerelatedworkpreparationsandissuesandconcerns.Thus,willgreatlyaffecttherealimplementationofwhatwasintheworkplanoftheproject.Giventheshortdurationoftheproject,outputsshouldnothavebeenanchoredonthecompletionofoneoutput.Intheproject’scasethecompletionoftheSustainableLandManagementaspectoftheProjectwasapre-requisiteforthedevelopmentoftheManualsunderCapacityBuilding.ThoughthisisreallytheidealsetupforthiskindofProject.Theno-costextensionoftheProjectprovedthatthe3yearperiodofprojectimplementationisnotenoughtomeettheendofprojecttargetssetintheprojectdocument.

● Knowledge Management. An effective knowledge management plan should have been

developedatthestartoftheProjecttoeffectivelycommunicatethroughIECmaterialstheprogressoftheProject.ACommunicationsOfficermustbepartoftheformingoftheProjectManagementOffice.

● Targetonthenumberofhouseholdsadoptingthetechnologies.Thelargenumberof

REPORTONOTHERCROSS-CUTTINGISSUESTheImplementationofSLMPracticestoAddressLandDegradationandMitigateEffectsofDroughtaddressescross-sectoralissuescoveringSocial,Environmental,EconomicandInstitutionalconcerns.Land degradation is a global problem that is both aggravated by the changing climate andunregulatedhumanactivities.ThePhilippinesishighlysusceptibletothisgiventhecountry’snaturalhillyandmountainouslandscapewhichmakesitvulnerabletonaturaldisastersandclimatechange.Withlimitedflatlandssuitableforintensiveagriculturalactivities,growingpopulationinthecountryandincreasingdemandforurbanizationpushessmallandlandlessfarmerstocultivatelessdesirablelandsresultingtoprogressivedeterioration.Traditionalfarmingpracticessuchasslashandburnandwidespread tree cutting contribute immensely to the continuous depletion of nutrients and soilerosionthatleadstothecripplingofthecountry’sagriculturallandproductivity.Iflanddegradationremainsunmitigatedandaddressed,notonlywillitaffecttheoverallbalanceofsupplyanddemandoffoodcommodityinthecountry,butitwillalsoaffectthestabilityofincomeofsmallfarmersandtheirchancestowiggleoutofpoverty.Landdegradationthen isbothanenvironmentalandasocio-economicconcern.Thoughthemainstrategyistoaddresslanddegradationthroughsystemicandinstitutionalmechanisms--wherethefocus is on policy and structural improvements and enhancement of technical supports of thenational to the local level--involvement of local farmers and local experts were also seen as animportant component in responding to the problem of land degradation. Capacitating the localexecutivesthroughinstitutionalandtechnicalsupports inthedevelopmentoftheir localstrategicplanswasanapproachusedbytheprojecttoarresttheproblemoflanddegradationatthemunicipalandregionallevelasthemanagementandregulationoflandsandlandusesareunderthejurisdictionofthelocalgovernments.However,behavioralchangesamongthelocalfarmersisalsoasimportant.Theprojectrecognizestheknowledge-gapbetweenscientistsandresearchers,and farmers in theunderstandingof landdegradation.Often,farmersmeasureproductivityofthelandsolelythroughtheamountofyieldtheyproduceandadapt their farmingpractices through that lens.Nevertheless, there are elements intraditional farming practices that are often overlooked by scientists. Hence, the project tried toaddress that gap through scientifically enhancing traditional and already existing agriculturalpractices andeducating farmersofmore sustainable andadaptive landmanagementpractices toproperlyaddresstheuniqueproblemstheyencounterintheirownfarmlands.AsinthecaseofMalaybalayCity,protectedforest landshavealreadygivenwaytointensivecornfarming.Thecurrentagricultureuseofelevatedforest lands is indirectviolationofexisting localregulations. This is a perfect case of balancing the lens of environmental soundness and socio-economicresponsivenessoftheprojectintervention.Theproject’sfocuson“adaption”ratherthan“adoption”seestherealityoflivelihooddependenceofmajorityoffarmersintocornfarming.Insteadoftotallybanningintensivecornfarminginelevatedforestlandsandtakingawaythemainsourceoflivelihoodofthesefarmers,theprojectintroducedagro-forestryasaninterventionmechanismwhichintend to slowly change the farming practices and decrease the dependence of farmers to cornfarming.

8. SUSTAINABILITYOFRESULTS

The Project’s Executing Agency as well as the major players in the topic of land degradationformulatedaSustainabilityPlanbeforetheoperationalclosureoftheproject.Asafollow-uptotheformedsustainabilityplanbelowaretheupdatesonthecurrentinitiativesbeingundertakenbysomeoftheagencies.DABSWM.TheBSWMwillbelaunchingtheknowledgeproductsinaNationalStakeholderForumand officially turnover these to the concerned agencies. Further the BSWM plans to expand thecoverageoftheSLMGeodatabasewithcollaborationwiththeotherdataholderslikeDENRandDAR.TheywillalsoprovidetechnicalassistancetotheHLURBintheimplementationoftheSupplementalGuidelinesandtothelocalgovernmentsespeciallyonthemappingoftheCLDI.Currently,theBSWMis planning to launch the National Soil Health Program (NSHP), wherein the Adaptive BalancedFertilizationManagementSystemwillbeadopted.RecommendationsfromthispackagedtechnologywillappliedtothepilotsitesoftheNSHP.HLURB.The training syllabuson themainstreamingof SLM in theCLUPhasbeenstartedby theProjectbeingtheManualonthePreparationoftheILMFPlanandMainstreamingSLMintheCLUP.Thismanualwill formpartof theHTPAPTrainingManual.Thiswillaid them inproviding technicalassistancetothelocalgovernmentsinintegratingSLMintheirCLUPs.FMB.TheFMBisplanningtoholdatrainingoftrainors(FMB)staffontheSLMtechnologiestoaidtheminprovidingtechnicalassistancetolocalgovernments.TopicsonthemainstreamingofSLMtothePMPCRFD,mappingofCLDIandmonitoringthruCLDIMSaretobediscussedduringtheTOT.MalaybalayCity,Bukidnon.TheLocalgovernmentofMalaybalayisontheprocessofhavingtheirproposaltobeapprovedbytheircurrentcityMayor.Thisproposal istofacilitatetheirrequestoftechnicalassistanceandconductofcapacitybuildingactvitiesfromtheBSWM.
