ADA TOWNSHIP BOARD MEETING MINUTES

August 27, 2018

Meeting was called to order by Supervisor Haga at 12:00 noon. Members present: Supervisor Haga, Clerk Smith, Trustees Hurwitz, Jacobs, and LeBlanc. (LeBlanc arrived five minutes late). Also present: Parks Director Mark Fitzpatrick, DDA Coordinator Brian Hilbrands, Fire Chief David Murray, Assessor Stephanie Boerman, Planning Director Jim Ferro, Administrative Assistant Adina Winczewski, plus 19 community members. Members absent: Trustee Robert Proos, Treasurer Kevin Moran.

APPROVAL OF AGENDA

Moved by Jacobs, supported by Hurwitz, to approve the Agenda as presented. Motion carried.

SPECIAL PRESENTATION - LIBRARY / COMMUNITY CENTER PROJECT UPDATE

Project Manager, Scott Rantala, from JLL, presented an update on the library and community center design progress. Mr. Rantala stated another meeting is scheduled for sometime during the week of September 9th with the design committee.

PAY APPLICATION 5 & FINAL – THORNAPPLE RIVER WATERMAIN CROSSING PROJECT Steve Groenenboom, Moore & Bruggink Consulting Engineers, presented this application. Moved by LeBlanc, supported by Jacobs, to approve Pay Application 5 & Final for the Thornapple River Watermain Crossing Project in the amount of $34,938.44 to Diversco Construction Co. Inc. PAY APPLICATION 1 - ADA GATEWAY PROJECT Trevor Bosworth, VIRIDIS Design Group, presented this application. Moved by Jacobs, supported by LeBlanc, to approve Pay Application 1 for the Ada Gateway Project to Katerberg VerHage, Inc. for $23,780.00. Mr. Bosworth provided board members with a photo of a proposed stainless-steel mesh screen backdrop to improve the visibility of the sign. He stated they would have a mock-up of any proposed materials in order for people to see what the sign would look like before a backdrop is chosen. Jacobs asked what the process would be for choosing the backdrop. Haga stated it would be referred to the Parks, Recreation, and Open Space Preservation Board and then back to the Township Board of Trustees for approval. Roll Call: Yes - Hurwitz, LeBlanc, Jacobs, Smith, Haga; No - 0. Absent – Proos, Moran. Motion carried.

BOARD COMMENT

Supervisor Haga introduced and welcomed Assessor, Stephanie Boerema, and Community Policing Officer, Eric Toonstra.

Trustee Hurwitz stated he was in downtown Ada on Saturday night and felt excited and inspired by all the people and changes that are happening within the village.

Clerk Smith stated there has recently been a FOIA request for documents for the 2016 election.

Trustee Leblanc stated he and his wife went to Zeytin on Friday night for dinner and there was a two hour wait. He is also excited about the activity and interest in downtown Ada.

Supervisor Haga stated he received a letter from Rick and Fiona Hert regarding the short-term rental ordinance that did not get adopted. This is the fourth letter he has received on the subject.

Supervisor Haga stated that there is a 57-unit development in Canon Township on 4 Mile Rd. and Egypt Valley. The Kent County Road Commission is paving about ¼ mile of the road from Egypt Valley to the entry of the development at the developer’s expense. This will hopefully encourage traffic to use Egypt Valley instead of 4 Mile Rd.

Supervisor Haga stated the FOIA request which Clerk Smith mentioned is the largest request the Township has received. It is somewhat complicated.

NEW BUSINESS RESOLUTION R-082718-1, ROAD CLOSURE FOR FOREST HILLS CENTRAL HOMECOMING PARADE Laura Stiles, Teacher, Student Council Advisor, and Homecoming Parade Coordinator for Forest Hills Central, presented this request for a road closure on Friday, September 28, 2018 for the homecoming parade. Moved by LeBlanc, supported by Jacobs, to approve Resolution R-082718-1, for a road closure for the Forest Hills Central Homecoming parade. Roll Call: Yes - Jacobs, Hurwitz, LeBlanc, Haga, Smith; No - 0. Absent – Proos, Moran. Resolution adopted. RESOLUTION R-082718-2, FOREST HILLS EASTERN GRADUATING CLASS CHARITABLE GAMING LICENSE Lynda McCready, Co-President of the All-Night Party Committee, presented this request. Moved by Jacobs, supported by Hurwitz, to approve Resolution R-082718-2, for the Forest Hills Eastern Graduating Class Charitable Gaming License Permit. RESOLUTION R-082718-3, ROAD CLOSURE FOR ANNUAL TRUNK-OR-TREAT Kindell Rerucha of the Ada Business Association presented this request for a road closure on October 29th, 2018 from 4:00p.m. to 6:30p.m. Moved by Jacobs, supported by LeBlanc, to approve Resolution R-082718-3, for a road closure for the annual Trunk-Or-Treat. REDEVELOPMENT AREA LIQUOR LICENSE APPROVAL PROCESS Brian Hilbrands, DDA Coordinator for Ada Township, presented this request. Moved by LeBlanc, supported by Jacobs, to approve the Redevelopment Area Liquor License Approval Process. Roll Call: Yes – Hurwitz, LeBlanc, Jacobs, Smith, Haga; No – 0; Absent – Proos, Moran. Motion carried. ORDINANCE O-082718-1, AMENDMENT TO PVM DISTRICT REGULATIONS Jim Ferro, Planning Director, presented the proposed amendment to the PVM District Regulations, which would add provisions concerning duration of development plan approval. Moved by Jacobs, supported by LeBlanc, to adopt Ordinance O-082718-1, amending PVM District Regulations to add provisions concerning duration of development plan approval. After board discussion, it was moved by Jacobs, supported by LeBlanc, to postpone the amendment and refer back to the Planning Commission to clarify Section 78-480, Subsection G-2 and G-4. Motion to postpone carried. ORDINANCE O-082718-2, AMENDMENT TO INDUSTRIAL DISTRICT REGULATIONS Jim Ferro, Planning Director, presented the proposed text amendment to the Industrial District Regulations which would add “Indoor Vehicle Sales” as a permitted use. Moved by Jacobs, supported by Hurwitz to adopt Ordinance O-082718-2, amending the Industrial District Regulations to allow “Indoor Vehicle Sales” as a permitted use. Roll Call: Yes – Jacobs, Hurwitz, LeBlanc, Haga, Smith; No – 0; Absent – Proos, Moran. Ordinance adopted. PROGRESSIVE AE REQUEST FOR ADDITIONAL CONSTRUCTION ADMINISTRATION SERVICES – SETTLERS GROVE PARK Mike Oezer, Progressive AE, presented this request. Mr. Oezer stated Phase 1 is complete. Phase 2 includes riverbank restoration and concrete work which is currently in progress and expected to be completed in late October. An additional $19,400 is being requested due to additional time this project is taking, including DEQ permitting, additional visits for construction staking, utility

Moved by LeBlanc, supported by Jacobs to approve the request for additional construction administration services fees in the amount of $19,400.00 to Progressive AE for the Settlers Grove Park. Trustee LeBlanc expressed concerns about the 29% fee increase. Supervisor Haga asked if there is room for compromise for the Township. Mr. Oezer stated yes. Roll Call: Yes – Jacobs, Hurwitz, LeBlanc, Haga, Smith; No – 0, Absent – Proos, Moran. Motion carried. SETTLERS GROVE PARK CHANGE ORDER 3 AND 4 Mike Oezer, Progressive AE, presented this request. Mr. Oezer stated Change Order 3, for work in phase 1, is for $8,115.00 and Change Order 4, for work in phase 2, is for $40,073.40. Change Order 3 includes changes that were in the plaza and playground area to add more pavers for a larger walkable area. There were also drainage changes recommended by the contractor. Change Order 4 includes changes resulting from meeting with the DEQ for riverbank restoration. Moved by Jacobs, supported by LeBlanc to approve Change Order 3 in the amount of $8,115.00 and Change Order 4 in the amount of $40,073.40 to Katerberg VerHage, Inc.
