1.0 DETAILED TENDER NOTICE

Sealed tenders in “B-1” form are invited by the undersigned for the work

mentioned below from the contractors who have specialization in Construction , and

Commissioning 4000M3 capacity Water Storage Tank with performance guarantees.

The earnest money deposit and cost of tender form shall be paid by Demand Draft

only drawn in favor of Ichalkaranji PowerLoom MegaCluster Limited Ichalkaranji on

any Nationalized Bank or Scheduled Bank payable at Ichalkaranji without which tender

will not be opened. The tender shall be received in two envelopes. The first envelope

should contain EMD as stated below and the second envelope should contain the price bid

in B-1 form issued by IPMCL. The tender should be submitted through reputed courier

service or in Person so as to reach the office of Executive Director, ICHALKARANJI

POWER LOOM MEGA CLUSTER LTD Ichalkaranji.

If the submission is not done in proper manner as prescribed above, the

offer shall not be considered at all.

The intended tenderers are requested to download qualification documents

& the tender documents, which will be available on the website of IPMCL

www.ichmegacluster.com. The tenders should be submitted in 2 envelopes. The 1st

envelope containing Technical Offer with Demand Draft for EMD & Demand Draft

for cost of tender Rs.5,000/- (Non-refundable) in the name of Ichalkaranji

PowerLoom MegaCluster Limited, Ichalkaranji payable at Ichalkaranji on any

Nationalized or Scheduled bank.

If the Demand draft towards cost of tender ( Non-refundable) and EMD &

duly filled qualification form is not found in the 1st envelope , then price bid of the

tenderer shall not be opened The second sealed envelope should contain the Price Bid.

The price bid of the tenderer who qualify for the work as per the prescribed criteria

shall only be opened. The tenderers, who fulfill the qualification criteria, should

submit the tender and enclose only those documents as prescribed in the qualification

form.

The intended tenderers are requested to down load tender documents

from IPMCL’s website www.ichmegacluster.com which shall be filled

properly and submitted. No change should be made in the tender script by the

tenderer and if after submission of the tender it is noticed that the tender

script is changed, the tender submitted shall be summarily rejected.

The queries received from the tenderer before due date shall be

replied and the reply of the queries shall be given on 02/02/2019 in Pre-bid

Meeting. The Minutes of Meeting regarding the queries of the contractors

shall form part and parcel of the tender documents and the clarifications given

in this document shall supersede the provisions in the tender.

Right to reject any or all the tenders without assigning any reason

thereof is reserved by the Competent Authority of IPMCL.

A) TERMS AND CONDITIONS - GENERAL

1. Tender documents shall be issued by the Office of the IPMCL at

Ichalkaranji to on payment of Rs.5000/- (non-refundable) by cash or DD in

favour of Ichalkaranji Powerloom Megacluster Ltd, payable at Ichalkaranji,

towards cost of tender documents. The Secretary, IPMCL will be the tender

issuing authority.

2. Modifications, if any, made in the above documents will be done by

addenda/ corrigenda, copies of which will be sent in duplicate to each bidder

before the due date of the tender. One copy should be signed, sealed and

submitted along with the technical bids. Tender to be submitted, is as detailed

hereafter. The bidder shall not make any additions/ deletions to or amend the text

of the documents except in so far as may be necessary to comply with the

addenda/ corrigenda issued. The bidders shall use only tender documents as

issued for submitting the bid and shall comply with various terms and

conditions.

3. All pages of tender documents shall be signed by the person authorized to

file the tender and submitted with technical bid.

4. The full name of the person authorized to file the tender, designation,

current and main office address, Phone No., Fax No. & e-mail address shall be

indicated in the tender.

5. Tenders sent through e-mail, Fax and Telex will not be entertained.

6. The tenders should be filled in and submitted in English. All

accompanying literature and correspondence shall also be in English.

7. No claim for costs, charges, expenses incurred by the bidder in connection

with preparation of tender submission and for subsequent clarifications of their

tender shall be accepted.

8. IPMCL will not be responsible for any typographical errors/ ambiguity/

additions/ omissions committed by the bidder while filling up of the tender.

9. Submission of a bid by a tenderer implies that he has read all the terms &

conditions and has made himself aware of the scope and specifications of the

items to be supplied, availability of the materials, local conditions and other

factors bearing on the execution of the supply.

10. The bidder shall be deemed to have full knowledge of documents and no

extra charges consequent on any misunderstanding or otherwise shall be allowed.

11. The bidder shall be deemed to have satisfied himself before tendering as to

the correctness and sufficiency of his tender and about the rates quoted by him

and cover all his obligations under the tender.

12. Bids submitted by the manufacturers and authorized agents only shall be

considered.

13. EARNEST MONEY DEPOSIT (EMD)

14.1) Tender must be accompanied by Earnest Money Deposit (EMD) either in

the form of D.D or pay order in favor of Ichalkarnji Powerloom Megacluster

Limited and shall be interest free. The amount of EMD will be 1% of the value of

your quoted price.

14.2) EMD shall be paid in Indian currency only. In case of receipt of EMD in

Indian currency from abroad, same shall be refunded in Indian currency only.

IPMCL will not be responsible for refunding the EMD in foreign currency.

14.3) Tenders not accompanied by Earnest Money Deposit (EMD) shall be

summarily rejected.

14.4) The EMD of the unsuccessful bidder will be returned within 1 month from

the date of opening the technical bids.

14.5) The EMD of successful bidder will be released on submission of

Performance Bank Guarantee (PBG).

14. BANK GUARANTEE

The successful bidder will submit a PBG for 10% of the order value valid for SIX

months from the date of commissioning or 12 months from the date of Supply

whichever is earlier. This BG or DD should be submitted along with the Dispatch

Documents. The security deposit (DD or BG) should cover the entire warranty

period of the items to be supplied.

15. AUTHORITY OF SIGNING

If the tender is submitted by an individual, it shall be signed by him.

If the tender is submitted by a proprietary firm, it shall be signed by the

proprietor.

If the tender is signed by the partnership firm, it shall be signed by all the partners

of the firm or by the partner holding the power of attorney for the firm for signing

the tender, in which case, a certified copy of the power of attorney shall

accompany the technical bid.

If the tender is submitted by a limited company or a corporation, it shall be signed

by a duly authorized person or the person holding the power of attorney for

signing the tender, in which case a certified copy of the power of attorney shall

accompany the technical bid.

16. PRICE & CURRENCY BID

17.1) The tender shall be filled in English with a neat hand/type and all the

figures and words shall be legible.

17.2) The rates shall be written both in words and figures. The bidder shall also

show the amount of each item, the total of each section and the grand total of the

whole tender.

17.3) Correction, if any, shall be made by crossing out, initialing with date and

rewriting.

17.4) In case of conflict between the figurers and words in the rates, the latter

shall prevail.

17.5) The tenders shall be verified by the bidder for accuracy in the arithmetical

calculations, prior to submission.

17.6) The price may be offered in Indian Rupee only.

17. PACKING AND SUBMISSION

18.1) The tender shall be submitted on or before the scheduled date & time and

at the address mentioned in the Tender Notice. While (i) technical bids (Cover- A)

of more than one item can be combined and kept in one cover, (ii) commercial

bids (Cover- B) shall be submitted for each machine separately in sealed covers.

Both the sealed envelopes (Technical & Commercial bids) should further be

enclosed in another envelope and addressed to The Executive Director,

Ichalkarnji Power loom Megacluster Limited, Ichalkarnji. The bidder should

ensure that the cover super scribe clearly on the top of each packet as technical

bid, commercial bid and on the main envelope the identity of the company/ firm

and the tender reference number.

18.2) The sealed covers should be super scribed (i) cover- “A” as “Technical

Bids” and (ii) cover- “B‟‟ as “Commercial Bids”.

18.3) Cover- A (Technical Bids) shall contain

a) Earnest Money Deposit (EMD) in the form of DD for an amount as

mentioned in the document. b) D.D of Rs.5000/- as document fees in case the

document has been downloaded from the website.

c) Original Tender document duly signed by the authorized person on all

pages with seal.

d) Compliance to technical specifications of the equipment/ item for which

bids are submitted – Authorized person to indicate the compliance of technical

specifications in the respective pages of the tender document and sign the same.

e) Compliance to the terms and conditions of the tender document –

Authorized person to specify, “All the above terms and conditions will be

complied with” and sign in respective pages of the tender documents, where

“terms and conditions” are given.

f) Adherence to the stipulated delivery schedule of the equipment/ item –

Authorized person to specify

“delivery schedule given above will be complied with and sign in respective

pages of the tender documents, where “delivery schedule of each of the items” is

given.

g) Proof that the bidder is (i) either manufacturer or (ii) an authorized agent

for the equipment/ item for which the bid is submitted.

h) List of organizations in India and abroad, along with Contact Person,

address, Tel. No., Fax No. etc., to which similar make/model of the equipment

were supplied.

i) Compliance that the bidder has manufactured or supplied the Machine

during the past 2 years and performance report from at least 2 such users for the

past 2 years.

j) Covering letter, on the letter head of the bidder stating:

a. That the minimum warranty period of one year.

b. That the bid conforms to the terms and conditions of the tender.

c. Confirmation that the quoted rates are valid for ONE year from the date of

order confirmation.

d. The details regarding the service centers, stocking of spares, etc.

k) Addenda/ corrigenda/ clarification issued by IPMCL before due date of

tender, duly signed by authorized person.

l) Descriptive leaflet/ brochure giving the technical details of the equipment/

instruments.

m) A letter indicating assumptions, criterion, technical alternative, etc., if any.

However, the alternatives suggested by the bidder would not be taken as the basis

for technical/ commercial evaluation of the bids.

n) Details of pre-installation requirements should be given.

o) Power of Attorney authorizing the person who has filed the tender, if

applicable.

Cover-B ( Commercial Bids) shall contain -

a) Total cost of the main Storage Tank required for the functioning of the

system, including the test control system, utility, packing & forwarding etc., duly

filled and signed in the format prescribed in the tender document at Schedule

‘B’. No money other than the total indicated above will be payable on any

account.

18. VALIDITY OF THE TENDER

Rates quoted by the bidder and the Earnest Money Deposit submitted shall be

valid for ONE year from the date of Confirmation of the order.

The Bidder shall not withdraw or revise or alter any conditions, rate(s) quoted

within this stated period, unless he is called upon to do so on mutual agreement/

negotiations. The Chairman, IPMCL reserves the right to forfeit the Earnest

Money Deposit if the bidder revokes or withdraws the tender within this stated

period.

19. OPENING THE TENDER

The Technical tender shall be opened by a Purchase Committee constituted by the

competent authority, IPMCL, Ichalkaranji, at the time, date and venue as given in

the “Tender Notice”.

20. AGREEMENT

The successful bidder shall sign and return copy of Purchase Order placed with

him, as a token of acceptance of the terms and conditions of the Purchase Order.

21. CRITERION FOR REJECTION

22.1) The IPMCL reserves the right to accept or reject any tender or

reject all tenders without giving any reasons whatsoever for their decision.

22.2) Tenders are liable to be rejected in which any of the prescribed particulars/

information is either missing or incomplete in any respect and/or if the prescribed

conditions are not fulfilled.

22.3) Tenders which are found to be technically non-responsive shall be rejected

and their commercial bids shall not be opened.

22.4) Canvassing in connection with tender is strictly prohibited and tender

submitted by bidder who resorts to canvassing will be liable to rejection.

22.5) Tenders containing specific conditions of the bidder other than the terms

and conditions given in the tender document and not acceptable to the IPMCL are

liable to be rejected.

22.6) If the validity of the offer is not for one year, the tender will be rejected.

22.7) If the tender document duly signed by the authorized person on all

pages is not submitted, the tender will be rejected.

22. The IPMCL caters mainly to the manufacturers/ exporters. Hence,

Purchase Committee may at its discretion give preferences to more popular

brands of machines, which give results that are widely accepted internationally by

buyers abroad and the decision of the Committee will be final.

23. Before submission of the tender, the prospective bidders are expected to

examine technical specifications of the machine required, terms and conditions,

etc., given in this tender document. Failure to furnish all information required in

the tender document may result in the rejection of the bid.

24. The IPMCL reserves all the right to cancel items, from the list of

requirement of machine without assigning any reason thereof.

CHECK LIST TO BIDDERS

1. Get all the clarification regarding terms and conditions, specifications etc

during the pre-bid meeting or through mail on [email protected] prior

2. The original tender document purchased/ downloaded in full has to be

submitted along with the technical bids duly signed on all pages. Adequate copies

of the format of the cost details may be taken separately for each instrument.

3. If the tender document is downloaded, separate DD of exact amount as of

tender fee is to be enclosed and also the required EMD for each machine as

mentioned in the tender document are to enclosed.

4. A covering letter duly signed by the authorized person as per the specimen

given at annexure VI of the tender document.

5. Ensure that User Certificates from at least two users on their letter head

stating that the performance of similar make and model supplied to them is

satisfactorily is enclosed.

6. No commercial terms of reference should be given in the technical bid at

all.

7. A descriptive leaflet / brochure of the equipment quoted are enclosed

along with the technical bid.

8. Ensure that all documents are enclosed in cover A as mentioned

9. The technical and commercial bids are submitted separately super

scribing cover A Technical Bid for Water Storage Tank instrument & Cover B

Commercial bid for Water Storage Tank. The technical bids can be kept together

in one envelop, ensure that the commercial bids are kept separately for each

instruments.

10. Proof regarding manufacturer / authorized agent, as the case may be, is

enclosed.

11. Prior to submission of bids, bidders have to ensure that the system quoted

by them is suitable for treating the effluent to the standards prescribed.

12. Cost details are to be given in the prescribed format only. If more than one

Model of the instrument is quoted, separate sheet may be enclosed may be given.

Note: if the bidder fails to furnish all the relevant documents / information as

mentioned in the tender documents, the tender will be rejected.

PROCEDURE FOR DOWNLOADING PRE-QUALIFICATION FORM/TENDER FORM

The tender documents consists of

1) Post-Qualification document.

2) Programme of work format.

3) Main tender documents.

4) Drawings .

It should be noted carefully by the Contractor that the offer is to be submitted

in two separate sealed envelopes. Each of the envelopes shall contain the

documents as stated below.

st Envelope will contain

1) Pret-Qualification form duly filled in along with all the requisite documents i.e.

Two separate Demand Drafts bearing cost of Blank tender form and EMD

drawn on Nationalized / Scheduled Bank payable in favor of “ ICHALKARANJI

POWER LOOM MEGA CLUSTER LTD Ichalkaranji “ .

2) An overall project schedule in the form of a bar chart shall be furnished along

with Post Qualification form.

If the earnest money is not paid in prescribed form as stipulated in the

tender notice, in the form of D. D. and documents listed above are not properly

enclosed, the main tender document submitted in envelope No.2 shall not be

opened at all and the offer shall stand rejected outright.

nd Envelope will contain—

1) The original tender form duly filled in without conditions.

2) Pre bid meeting shall be held on 2nd

February 2019 at 11.00 AM in the Project

Office for clarifications of doubts with bidder. Bidder shall submit their queries

on points/ scope of work etc in writing to MEGA CLUSTER. After discussion in

the meeting the Minutes of Meeting shall be issued. These minutes shall form part

& parcel of the contract document.Bidders offer there after shall be unconditional.

3) Bar chart showing the work to be executed in every month in the given time limit.

If any one of the above documents are not submitted in the 2nd

envelope, then

tender shall be summarily rejected which shall be noted by the tenderer.

Conditional offers shall be rejected outright.

DIRECTION TO THE TENDERER FOR FILLING TENDER

The Tenderer shall duly sign and complete the printed form.

Every page of the tender and contract documents including specifications,

drawings, every correction, deletion or addition and every slip pasted etc. shall be

signed by the tenderer.

The Tenderer should carefully note unit of each item. No change in this unit is to

be made. In case of any doubt, the intending Tenderer should refer the matter to

the Executive Director and get necessary clarification, well in advance so as to

submit the tender on due date and time.

In case of any doubt regarding any clause in the tender documents, the same

should be got clarified from the Technical Director, well in advance , so as to

submit the tender on due date and time.

Contractors should note that.

1) The offer worked out for works under B-1 forms shall be quoted in Schedule

“B” properly.

2) The Grand total quoted by the contractor shall be considered for evaluating the

offer.

(1) INITIAL SECURITY DEPOSIT

The contractor is required to pay total 5% security deposit (Including EMD) of

tender amount if his offer is accepted and he is called for execution of agreement

as explained below.

i. 1 % EMD will be converted to security deposit that is paid along with the

tender

DD Drawn on any nationalized/ scheduled bank in favour of Ichalkaranji Power

Loom Mega Cluster Ltd payable at Ichalkaranji .Another 1% in the form of DD

after signing of the contract. Remaining 3% security Deposit will be collected in

every R A Bill to the tune of 0.5% till the value reaches 5% of the total Contract

Value.

iii. Since this is turnkey project job, rates quoted shall be firm & fixed. No

price escalation shall be paid or acceptable,

: SCOPE OF WORK :

A) Providing and Constructing of 4000M3 Capacity Storage Tank.

The scope of work includes Providing and Constructing of R.C.C Tanks on the

basis of Obligatory data given separately and site plan given by IPMCL.

The scope of work includes following:

1) The detailed layout & other document, plan of Proposed Tanks shall be

submitted to IPMCL

2) The detail specifications given anywhere in tender document should be

considered.

B) Construction of 4000M3 Capacity Storage Tank:

The 4000M3

capacity Storage Tank shall be constructed in Plot No. 1-7B, Laxmi

Co-operative Industrial Estate, Hatkanangale. The Tank shall be suitable for

textile Industrial effluent as well as river water or filter water and softened water .

The effluent collected by collection system will be received in the Storage Tank

for further treatment.

: TERMS & CONDITIONS OF THE CONTRACT :

1. Essential Qualifying criteria: -

Bidder should have executed at least two Water Storage Tanks of minimum

2000M3 Capacity on turnkey basis in last 5 years with satisfactory

performance. Bidders’ average annual turnover in last three years should

not be less than 1 Crores. Bidder must produce Credentials & experience

with details. Experience with renowned public/ private sector is a must.

2. Issue of Work Order:

Initially work order will be issued for work as per mentioned in the tender.

Total time period of contract is 5 Months. Time allotted for work will be 15

days & for Construction it will be 04 months.

3. Contractor shall ensure the compatibility with other agencies working in

the premises.

10. TERMS OF PAYMENT

A) CIVIL WORKS

No advance will be paid with the work order.

75% of RA Bills shall be paid within 7 days of submission of bill. Balance

22% will be paid after certified by Engineer-in-charge. Detailed

measurements to be recorded & bill to be prepared. Minimum amount of

R.A. Bill shall be min.20 % of Contract value.

No advance will be paid for purchase of any material.

3% will be retained as Security Deposit. For hydraulic testing 10% of the

value of the tender cost will be retained & released after successful testing.

After commissioning and completion of satisfactory performance guarantee

runs and final acceptance as certified by Engineer-in-charge against a

performance bank guarantee of equivalent amount valid for a period of 12

months from the date of such commissioning of the Structure the security

deposit will be released after 12 months or against submission of

Performance Bank Guarantee of equivalent amount. This period of 12

months is defect liability period.

GENERAL SPECIFICATIONS OF VARIOUS WORKS:

In addition to General specifications attached with the tenders following various

specifications adopted for Civil, Works shall be as follows :

Brief Specifications of Civil / Structural works:

1. All concrete shall be as per design mix and the same shall be batched by weight.

Minimum cement content for various grades of concrete shall be as per IS of latest

edition.

2. For all underground tanks/sumps,outer walls shall be 300 mm above FSL.

Minimum free board of 0.5 M shall be kept for liquid retaining structures and

minimum thickness of wall shall not be less than 0.20 M for all structures.

3. Excavated earth shall be disposed of upto maximum of 1500 M lead from the

plant battery limit to the disposal site as directed by Engineer In Charge.

4. The hydraulic test for liquid retaining structures shall be done in accordance

with I.S.: 3370.

However, the liquid depth for testing purpose shall be the design liquid depth

including the free board.

5. Minimum cover to the main reinforcement shall be as per relevant I.S.: (456,&

3370).

6. Floor slab of water retaining structures shall be minimum 250 mm thick as per

design and shall be cast directly over lean concrete M: 150 .

7. No waterproofing compound shall be added in M 30 concrete mix, for water

retaining structures. However, structures shall be made watertight by obtaining

proper compaction, dense concrete.

8 All concrete surfaces shall be form-finished concrete and no plastering

shall be done. However, in case of any rough surface, the surface shall be

smoothly finished at no extra cost.

9. Water proofing for RCC roof terraces shall be done by grouting with IPS

finishing. The thickness of roof-slab shall be minimum 0.13 M in M-30.

10. P.C.C. for water retaining structures shall be M:15, 150 mm thick.

11. All brick work shall be carried out as per IS specification in the proportion of

1:6 C. M. All external walls of the building shall be constructed in 230 mm thick

brick masonry and partition walls shall be constructed in 150 mm thick brick

masonry.

12. All brick structures shall be provided with 20 mm thick plaster in two coats

with sponge finish outside and 20 mm thick internal plaster with neeru finish

13. All building structures shall be painted with washable oil bond distemper of

approved make (Asian / Nerolac) in two coats from inside .

14. At all construction joints for water retaining structures, 200 mm wide GI

water stop shall be provided.

15. On walkway and around opening handrailing consisting of 90 mm dia R.C.C

vertical circular shaft 1 mtr. height and 25 mm dia SS304. pipes horizontal in two

rows with vertical at 2 mtr. c/c shall be provided with 1 coat of anticorrosive and

two coats of decorated paint.

16. All doors frame shall be of M. S. 18 gauge pressed steel of size 75 x 125 mm

and doors shutters shall be of superior quality factory made flush doors solid core

commercial type hot pressed of 35 mm thick with 12 mm thick wood lipping all

around. Door frame shall be painted with 1 coat of red oxide and two coats of oil

paint. Door shutter shall be painted with one coat of primer and two coats of

synthetic enamel paint from both sides. All doors shall be provided with necessary

fittings (Handles, sliding bolts, tower bolts etc.) in stainless steel.

17. Water retaining structure shall be concrete grade M 30 and rest shall be M 25

and is designed according to latest IS.

18. Minimum thickness of M.S. chequered plate shall be 6 mm and grating shall

be 25 mm.

19. Half brick partition walls shall be constructed in C.M. 1:4 with 8 mm hoop

iron reinforcement at every 4th course.

20. Specification of floor-on-grade in pump skid shall be as under:

21. a. Rubble filling 500 mm over well compacted earth.

b.125 mm thick RCC slab of grade M-15 with one layer of reinforcement of 8

mm (Tor) dia @ 200 mm c/c both ways over PCC.

22. Expansion joints shall be provided as per standard norms and as directed by

Engineer In charge.

23. All rooms in the Pumphouse shall be provided with electrification as per

approved drawing with tube fittings, fans, exhaust fans, power point etc. All

electrification work shall be carried out through casing and capping of approved

make (Modi) and size.

24. All windows shall be provided with steel CRC sheets 24 guage. Top (All

around).

25. All structures of storage tanks shall be painted from outside by acrylic

emulsion paint over one coat of primer as directed by Engineer in charge. All

structural works with one coat of anticorrosive paint and two coats of synthetic

enamel paint.

26. All RCC / PCC work shall be done by using plywood and steel plank

shuttering with proper strong support and bracing.

27. B. B. masonry chambers with cover and proper finishing shall be constructed

for specials fixed on internal piping.

28. All doors & windows shall be provided with decorative RCC chajja of 0.75 M

Cantilever Span.

ADDITIONAL CONTRACT CONDITIONS

1) The contractor shall engage full time Project Manager capable of engaging

labours and guiding the work and understanding the specification. He shall take

order as given by the Executive Director or his representative and shall be

responsible for carrying out the work. The agent shall not be changed without

prior intimation to the Executive Director and his representative at the work site.

2) The contractor shall take all the precautions during the execution of work so as

not to cause any damage to any property and shall be responsible to make it good

as directed by the Executive Director without any extra cost.

3) The successful tenderer shall produce the certification of the specified

concerned authority as valid and concerned license issued in this favour under the

provisions of the contract labour (Regulation and Abolitation Act. 1970) before

starting the work . All the cement, steel shall be tested and shall conform to

relevant IS Specifications. Design mix shall be only used at site during

execution.Failure to do so, acceptance of the tender shall be liable to be

withdrawn and security deposit shall be forfeited.

(46)The contractor shall pay not less than the fair wage to the work men on the

ground that the wages paid are not fair or are less than the Minimum Rates of

Wages as prescribed by the Government of Maharashtra under the Minimum

Wages Act. 1948 . The dispute shall be referred to the Executive Director, and his

decision shall be conclusive and binding on the contractor, but the said decision

shall not any way affect the conditions in the contract regarding payment to be

made by IPMCL at the sanctioned tender rates.

Revised clause 52 and 53 the contractor shall duly comply with all the provision

of the Contract Labour (Regulation and Abolitation) Act. 1970 (30 of 1970) and

the Maharashtra Contract Labour (Regulation and Abolitation) Rules, 1971, as

amended from time to time all other relevant statutes and statutory provisions

concerning payment of wages particularly to workmen employed by the

contractor and working on the site of work .

In particular the contractor shall pay wages to each worker employed by him on

the site of work at the rates prescribed under the Maharashtra Contract Labour

(Regulation and Abolitation) Act. 1970 . If the contractor fails or neglects to pay

any wages at the said rates or makes less payment and the IPMCL makes such

payment of wages in full or part there of less paid by the contractor as the case

may be, the IPMCL shall be deemed to be entitled to recover the same as such

from the contractor or deduct the same from the amount payable by the IPMCL to

the contractor here under or from any other amounts payable to him by the

IPMCL.

“ 46(V) (b) the contractor shall also maintain all records required to be maintained

under the Payment of Wages Act.1986. The Minimum Wages Act.1948 and the

Contract Labour (Regulation and Abolition) Act. 1970 and rules framed under

these enactments ” .

4. The contractor shall, at all times, observe the provision of Employment of

Children Act, 1938 and re- enactments or modifications of these and shall not

employ or permit any person to do any work for the purpose or under the

provision of this contract in contravention of the provision of the said Act. The

contractor hereby agrees to indemnify IPMCL from and against all claims and

penalties which may be suffered by IPMCL or any person employed by them by

reason of any default on the part of the contractor in due observation and

performance of provision of the Employment of Children Act. 1938 or any re-

enactment or modifications of the same.

Clause under Act. 1975 :-

The contractor shall not while making recruitment for the same work or for work

on similar nature make any discrimination against women except where

employment women in such work is prohibited or restricted by or under any law

for the time being in force provided that the provision of this clause shall not

affect any priority or reservation for schedule castes or any other caste or category

of person in making recruitment.

TERMS & CONDITIONS FOR CEMENT & STEEL TO BE PROCURED

BY THE CONTRACTOR

1. The Engineer-in-charge of IPMCL should check the material before they are

used in the work. If the material is not found as per relevant Indian Standard

Specifications then such material shall be rejected.Rejected material shall be

removed from site forthwith.

2. The contractor should make his own arrangements for storage and proper

security of materials procured by him by constructing a pucca shed, which should

be leak proof and should protect the materials against atmospheric effect. The

same shall be dismantled and removed the same within 15 days from the date of

completion of work. If the contractor fails to dismantle and remove the same

within specified period then the same shall be removed by the IPMCL at the cost

and risk of the contractor. The cost for such removal shall be recovered from the

contractor.

3. The cement supplied should be of approved make and bearing IS mark as

approved by Engineer- in-charge . The steel should be of approved make only.

The contractor should note that the testing of cement, steel and all material

supplied by contractor should be got done for each lot through Government Lab at

his own cost before use on work. Steel should be from Mahalaxmi.Sail,Tata

SPECIAL CONDITION FOR RUBBLE AND MURUM

The contractor must produce official receipt indicating from which quarry the

rubble/ murum has been brought and they should see that rubble/ murum is brought from

officially permitted quarries only.

During the execution of the work Engineer in charge shall verify the original

receipt from the contractor, whether the rubble/ Murum has been brought by him from

authorized quarries or otherwise and only rubble/ Murum obtained form authorized

quarries shall be accepted.

The payment of royalty for murum and rubble is the responsibility of the

contractor.

If the contractor produces the receipt of royalty charges paid to the Govt. by the

quarry owner (dealer or bill of registered/ Authorized dealer or bill accepted however

undertaking on stamp paper of Rs.100/- shall be given by the contractor in the token

regarding taking the entire responsibility of payment of royalty.

GENERAL SPECIFICATIONS OF WORK

1. GENERAL:

For General Specifications of materials and completed items of this work,

the specifications contained in the STANDARD SPECIFICATIONS of P.W.D. of Govt. of

Maharashtra (Edition 1972) are to be referred to and followed in general. A list of certain

common material and items with reference to Standard specifications Book is given under.

The specifications for individual items of work shall be further carried out in

accordance with the Indian Standard specifications pertaining to various materials to be

used in the work and also workmanship and other relevant standard. The specifications

contained herein below shall however be in application or in addition to the specifications

laid down in various Indian Standard specifications. Where the two contradict the

specifications contained herein below shall hold good.

2. EXCAVATION :

a) Scope : The scope of work includes excavation in different materials

including soils, soft murum, hard murum, boulders, soft rock and hard rock, wherever

required for roads, pipe trenches, sumps, wet wells, building foundations, Nala channeling,

filling back around foundations, plinths, cutting for roads approaches, ramps etc., The

scope of work also covers conveyance, loading, unloading and disposal of excess

excavated materials low laying areas in 5 Km. Portion or stacking them properly as

indicated. The contractor shall furnish all tools, plant, machinery, instruments, qualified

supervisory staff, labour, materials, consumables and everything necessary, whether or not

such items are specifically stated herein, for completion of the job in accordance with the

specification requirements.

The contractor shall carry out the surveys of the site before excavation and set out

properly all lines and establish levels for various works as such.

b) Classification :

a) Loose/Soft soil:

Any soil which generally yields to the applications of picks and shovel„s, rakes or

any such ordinary excavating implements and organic soil, black gravel, silt, turf

loam, clay peat etc., fall under this category.

b) Dense/ Hard soil :

Any soil which generally requires the close application of picks , or jumpers or

scarifies to loosen it. Stiff clay, gravel and cobble stone etc., fall under this category.

c) Mud :

Mud is a mixture of ordinary soft soil and water in fluid or weak solid state.

d) Soft/Disintegrated Rock ( Not Requiring Blasting ) :

This shall include the type of rock and boulders which may be quarried or split

with crow- bars. Laterality , hard conglomerate and amygdaloidal basalts also come under

this category. Only one rate shall be quoted on all the above materials which are excavated

without blasting.

e) Hard Rock ( Requiring Blasting ) :

This shall include the type of rock or boulder which for quarrying or splitting

requires the use of mechanical plant and or blasting.

Note: Boulder is a rock fragment, usually rounded by weathering. disintegration

and exploitation or abrasion by water or ice having minimum dimension in any

direction of more than 300 mm.

c) Clearing Site :

The area to be excavated/filled shall be cleared of all fences, trees, plan , pegs,

stumps, bush, vegetation, rubbish, slush etc., and other objectionable matter. If any roots or

stumps of trees are met during excavation, they shall be removed. The material so removed

shall be disposed off as directed by the Engineer-In-Charge. Where earth fill is intended,

the area shall be cleared of all loose or soft patches, topsoil containing objectionable

matter/materials before filling commences. No separate payment shall be made for such

clearing works.

d) Excavation for building structures :

a) Description

Excavation for structures shall consist of removal of materials for the construction

of the foundations, retaining walls, pipe trenches , ponds, road ways, C.D. works, tunnels

and other similar structures in accordance with the requirements of this specifications and

the lines and dimensions shown on the drawings or as indicated by the Engineer –In-

Charge.

The work shall include construction of shoring, bracing, draining and pumping;

the removal of all logs, stumps, grubs and other deleterious matter and obstruction

necessary for placing the foundations, trimming bottoms of excavation: backfilling

cleaning up the site and disposal of all surplus materials.

b) Description

After the site has been cleared off as per clause 2.3 above, the limits of excavation

shall be set out true to lines, curves, slopes, grades and sections as shown on the drawings

or as directed by the Engineer-In–Charge. The contractor shall provide all labour, survey

instruments and materials such as string, pegs, nails, bamboos, stones, lime, mortar,

concrete etc., required in connection with the setting out of works and establishment of

bench marks.

The contractor shall be responsible for the maintenance of bench marks and other

marks and stakes as they are required for the work in the opinion of the Engineer-In-

Charge.

c) Excavation :

Excavation shall be taken to the width of the lowest step of footing and the sides

shall be left plumb where the nature of the soil allows it. Where the nature of the soil or the

depth excavated trench/pit does not permit vertical sides, the contractor at his own expense

shall put up the necessary shoring, strutting and planking or cut slopes to a safe angle or

both with due regard to the safety of personnel and the works and to the satisfaction of the

Engineer-In-Charge. The depth to which the excavation is to be carried out shall be as

shown on the drawings unless the type of material encountered is such as to require

changes, in which case the depth shall be as ordered by the Engineer-In-Charge.

d) Blasting :

Blasting is not permitted at the site as other works are in progress. The bottom of

the foundation shall be leveled both longitudinally and transversally or stepped as directed

by the Engineer-In-Charge. Before the footing is laid, the surface shall be slightly watered

and rammed. In the event of the excavation having been made deeper than that shown on

the drawing or as otherwise ordered by the Engineer-In-Charge, the extra depth shall be

made up with concrete of the foundation grade at the cost of the contractor. Any other

ordinary filling shall not be used for the purpose to bring the foundation to level.

When rock or other hard strata is encountered, it shall be freed of all loose and

soft materials, cleaned out and filled with cement mortar or grout to the satisfaction of the

Engineer-In-Charge.

e) Slips & Blows :

If there are any slips or blows in the excavation, these shall be removed by the

contractor at his own cost.

f) Back filling :

To the extent available, selected surplus soil from the excavation shall be used as

backfill. Fill material shall be free from clods, salts, sulphates, organic or other foreign

materials. All clods of earth shall be broken or removed. Where excavated material is

mostly rock, the boulders shall be broken into pieces not larger than 225 mm size mixed

with properly graded fine materials consisting of murum or earth to fill up the voids and the

mixture used for filling. If any selected fill material is required to be borrowed, the

contractor shall make arrangement for bringing the material from outside borrow pits. The

material sources shall be subject to the prior approval of the Engineer-In-Charge. The

contractor shall make necessary access roads to such borrow areas at his own cost if such

access roads do not exist.

Back filling of the foundation pits shall be carried out in the space around the

foundations after clearing it of all debris as directed by the Engineer-In-Charge and the

volume of back filling is measured but not earlier than the full setting of the concrete or

masonry of the foundation. Back filling shall be carried out in such a manner as not to

cause undue thrust on any part of the structure. Back filling shall be done in space around

the foundations in layers of 150 mm loose thickness, watered and compacted to the

satisfaction of the Engineer-In-Charge.

g) Disposal of surplus Excavated Material :

All the excavated material shall be the property of the IPMCLWhere the

excavated material shall be the property of the IPMCLWhere the excavated materials is

directed to be used in the construction of the works for general grading, plinth filling or

embankments, the operations shall be arranged in such a manner that the capacity for

cutting, haulage and compaction are nearly the same. All hard materials such as hard

murum , rubble etc. not intended for filling in foundations, plinth or embankment, shall be

stacked neatly for future use as directed by the Engineer-in-charge within the lead

specified. Unsuitable or surplus materials not intended for use in part of the works or for

reuse shall be disposed off outside the work area as directed by the Engineer-in-charge.

h) Excavation and refilling for pipe line trenches :

a) In excavating trenches through the existing road, the soling, metaling, pavement, kerbing,

turf etc. are to be placed on one side and preserved for reinstatement when the trench or

other excavation shall be filled up.

Before any road metal is replaced, it shall be carefully shifted and cleaned. The

surface shall be restored and maintained to the satisfaction of the Engineer-in-charge and of

the owners of the roads or of other property traversed.

Grubbing shall be carried out and surface over the trenches shall be cleared of all

trees, stumps, roots and all other encumbrances affecting excavation of the work and shall

be removed from the site to the approval of the Engineer-in-charge.

b) More than half of the width of any road or street shall not be occupied and obstructed. If

insufficient space is left for public and private transit, the materials excavated shall be

removed and brought them back again when the trench is required to be refilled. The

consent of the Engineer-in-charge shall be obtained in writing before closing any roads to

vehicular traffic and the foot-walks must be kept clear at all times.

c) The trenches shall be excavated to such a depth that the pipe inverts may be at the levels

given on the sections. In bad strata, the Engineer-in-charge may order the contractor to

excavated to a greater depth than that shown on the drawings and to fill up the excavation

to the level of the pipe invert with concrete, broken stone, gravel or other materials. Any

such extra excavation and concrete shall be paid extra at the rate laid down for such

works in the schedule of the extra works, if ordered by the Engineer-in-charge in writing,

but if the contractor excavates the trench to greater depth than required without a specific

order to that effect in writing of the Engineer-in-charge , the extra depth shall have to be

filled up with concrete at the contractor„s own costs and risk to the satisfaction of the

Engineer-in-charge .

d) Unless otherwise described in the contract pipe bedding material having compaction

fraction value 0.2 or less when tested as specified and grading within the following range.

The soluble sulphate content shall not exceed 2 gm. of sulphate (as SO2) per liters when

tested in accordance with IS : 2720 . Contractor 33

e) After the pipe or other work has been laid and provide to be watertight, the trench or

other excavations shall be refilled. Utmost care shall be taken in doing this, so that no

damage shall be caused to the pipe and to other permanent work. The filling in the

haunches and upto 75 cm above the crown of the pipe shall consist of the fine selected

materials. Selected backfill shall be suitable material which is free from lumps of cohesive

soil size smaller than 75 mm and stones larger than 37.5 mm.

The soluble sulphate content shall not exceed 2 gm. of sulphate (as SO2) per liter when

tested. The back filling of the bedding and the surrounding of the pipes is to be carried out

immediately after jointing. The bedding and surrounding shall be brought up equally on

both sides of the pipe ensuring that, it is in carefully compacted layers not exceeding 150

mm thickness. The surrounding for rigid pipes which may be in bedding material or

selected backfill unless otherwise described in the drawings shall be taken upto a height of

300 mm above the top of the pipe barrel. Flexible metal pipes shall be surrounded as per

the instructions in the drawings.

f) The contractor shall, at his own costs and risk make good promptly, during the whole

period of the works in hand, any settlements that may occur in the surface of roads, beams,

footpaths, gardens, open spaces etc., whether public or private, caused by this trenches or

his other excavations and he shall be liable for any accidents caused thereby. He shall also,

at his own expense and charges, repairs and make good any damage done to buildings and

other property / If in the opinion of the Engineer-in-charge, he fails to make good or pay

the expenses of making good such works with all practicable dispatch, the Engineer-in-

charge shall be at liberty to get the work done by other means and the expenses thereof

shall be paid by the contractor or deducted from any money that may be or become due to

him or recovered from him in any other manner according to the law of the land.

g) The contractor shall at his own costs and charges provide places for disposal of all

surplus materials not required to be used on the works. As each trench is refilled, the

surplus soil shall be immediately removed, the surface properly restored and roadways and

sides left clear.

h) The contractor shall at all times support efficiently and effective the sides of the

trenches and other excavations by suitable timbering, piling and sheeting and they shall be

close timbered in loose or sandy strata and below the surface of the subsoil water level with

our any extra cost. All timbering, sheeting and piling with their walling and supports shall

be of adequate dimensions and strength and fully braced and strutted, so that no risk of

collapse or subsidence of the walls of the trench can take place. The contractor shall be

held responsible and accountable for the in sufficiency of all timbering, backing, sheeting

and piling used for all damage to person and property resulting from the improper quality,

strength, placing, maintaining or removing of the same.

i) The contractor shall at all times during the progress of works keep the trenches and

excavations free from water which shall be disposed of by him in a manner as will neither

cause injury to the public health nor to the public or private property nor to the work

completed or in progress nor to the surface of any roads or streets, nor cause any

interference with the use of the same by the public.

j) If any excavation is carried out at any point or points to a greater width than the

specified cross section of the trench, the same shall be filled with concrete by the contractor

to the requirements of the Executive-in- charge at his own expenses and charges.

k) Width of the trenches shall be pipe diameter plus 60 cms.

l) No blasting permission in any case shall be granted,

EXCAVATION FOR CI PIPE LINES, M.S, PIPELINES , DRAINAGE LINES, CD WORKS

Excavation shall be carried out in steps of 250mm wide on each side of the trench

and at every 1.5 m. depth.

In case of pipe line, the excavation in step shall be applicable beyond 1.5 m depth

only.

Excavation for jackwell & intake pipe. The 0.50 mtrs. affset shall be given on

either side for a depth of 1.50 mtr. in soil and soft rock and 0.25 mtr. Offset on either side

for depth of 1.5 mtr. in hard rock .

2.8 Shoring and strutting :

Any shoring and strutting required for keeping the surface or excavation in

desired Position shall be provided by the contractor, shoring and strutting shall be

maintained right upto completion of the works.

The cost of shoring strutting is included in the unit rate of excavation.

3. CONCRETE :

h) SCOPE :

The scope of work under this specification covers the use of structural concrete

(plain or reinforced) wherever the same is specified in the drawings. The work shall be

done generally specified in the drawings. The work shall be done generally adhering to the

provision of IS:456 of the latest version thereof

INTENT : This specification deals with general structural use of plain and reinforced

concrete. The special requirement of structures such as hydraulic structures and water

retaining structures covered in the respective specifications are not covered in this

specification of IS456-2000 pertaining to the design aspects of cement concrete are not

specifically covered here. However, the executing agency is expected to be reasonably

familiar with the entire contents of IS: 456 of latest version and the IS code applicable for

Hydraulic/water retaining structures as well.

i) Material

3.2.1Cement :

1) All cement procured for the work shall be of ordinary Portland cement of 43 Grade

conforming to relevant IS i. e. IS 269-1978.

2) For all cement consuming items, in the work, cement to is be of ISI mark and 43 grade

OPC only. The brand name of cement manufactures are such as Ultratech, Manikgarh,

Rajashree, Birla Super, Naramda, Ambuja, Coromandal, Grasim and ISI marks cement

approved by the Engineer-In-Charge.

3) The cost of cement to be borne by the contractor for this work, shall be inclusive of all

taxes, transportation, Octroi and separate payment on any of the elements account will not

be made.

4) At least for every consignment of cement & steel , one test certificate of testing of cement

& steel, shall be obtained by the contractor from recognized lest laboratory, as

recommended by IPMCL at his own cost. If cement & Steel supplied is found to be of sub-

standard quality, the same will be rejected. In case cement supplied is found to the

substandard in the testing and if it is used before obtaining test result, the Engineer in

charge shall reject the portion of work constructed by substandard cement and the

contractor shall be required to dismantle all such work including the length with the other

work structurally connected with the same at his cost and risk.

6)The contractor shall maintain a record of receipt and consumption of cement for

ascertaining the factuality of cement used, for various items of work, as per standard

cement consumption and shall be produced when asked for by IPMCL. This record will be

maintained in the work order book kept at site by the contractor under control of Engineer-

in charge and it will remain binding on the contractor to attest, it, day to day.

Average 28 days compressive strength of concrete proposed to be used shall not be less

than 90% of the average strength of three similar concrete cubes of size 15 cm prepared

with distilled water. The cubes shall be prepared, cured and tested in accordance with the

requirements of IS: 516 – 1959.

The PH value of water shall not be less than 6. Water satisfactory for mixing is also

suitable for curing.

d) The admixtures shall be used with the approval of Engineer-In Charge.

The admixtures shall conform to IS: 9103 – 1979.

3.2.2Aggregates :

Aggregates shall conform to the requirements of IS:383 – 1970 or the latest

version thereof. For heavily reinforced concrete members, the nominal maximum size of

the aggregates should be restricted to 5 mm less than the minimum clear distance between

the main bars or 5 mm less than the minimum cover to the reinforcement whichever is

smaller. Grading : The approximate range in grading of coarse aggregate shall be as under.

j) The grading between the limits specified above shall be such that it shall

produce a dense concrete of the specified proportion and consistency that will work readily

into position without segregation and without excessive water content.

d) : The grading of sand and coarse aggregate is liable to be modified beyond

the limits specified above in said local conditions in order to obtain required strength and

workability. The grading as well as relative proportion of sand and coarse aggregate are

liable to be changed at the discretion of the Engineer-In – charge, in order to produce dense

concrete of required strength which can be worked readily into position without

segregation. In a given ratio of cement and total aggregates of volumes and coarse

aggregate, no compensation payable for adjustment of relative proportion and grading of

aggregate.

3.2.4Sand :

3.2.4.1 Source and size : Sand used for the work shall be from natural rivers

and with such a characteristics that should necessary satisfy the specification and maximum

size of the sand be upto 5 mm.

3.2.4.2Quality:-The sand shall consist of hard, dense durable silicons grity

materials obtained from rock fragments.

It shall be free from injurious amounts of dusts, lumps and fiacky particles

substances. The maximum individual percentage of deleterious substances in the sand

delivered for use shall not exceed the following.

five percent by weight. The sand shall be free from injurious amounts of organic

impurities. Sand producing a colour darker than the standard in the colorimetric test for

3.2.4.3 Natural sand :-The natural sand shall be well graded and the sieve

The gradation curve of the natural sand shall be within the enveloping curves of

gradation for natural sand.

3.2.4.4 Fineness Modulus : The fineness modulus shall be calculated by adding cumulative

percentage of sand retained on the size A.S.T. M. standard screen from No.4 to 100

inclusive ( or 480, 120, 240, 60, 30 & 15 sieve of the IS) dividing the sum by 100. Any

deviation from specified range of gradation and modules shall not be permitted without the

written permission of Engineer-In-Charge.

Natural sand shall have a fineness modulus ranging from 3.3 to 3.9 without any

admixture.

3.2.4.5: Coarse aggregates for concrete shall consist of hard dense durable uncoated

crushed rock or gravel and shall be free from injurious amounts of soft, fixable, thin,

elongated or laminated pieces, alkali organic matter of other deleterious sub-stances.

Flocky and weathered stones shall not be used.

3.2.4.6 Impurities :-The broken stone or gravel shall be free from dust and dirt and shall be

washed if necessary to ensure that all faces of the stones are perfectly clean. The maximum

individual % by weight of deleterious materials in any size of coarse aggregates shall not

exceed the following values.

The tensile strength, elastic deformation, shrinkage, creep and thermal expansion

of concrete shall be as per of IS : 456 – 2000 and its latest version.

The workability of concrete shall be as per IS: 456-2000 and its latest version.

3.3.1 DURABILITY :

The durability of concrete depends on its resistance to deterioration and the

environment in which it is placed. The resistance of concrete to weathering, chemical

attack, abrasion and fire depends on its quality and constituent materials. Susceptibility to

corrosion is governed by the cover provided and the permeability of concrete. The cube

crushing strength alone is not a reliable guide to durability of concrete. It must have an

adequate cement content and low water cement ratio.

3.4Mix proportioning and mixing –

PRODUCTION AND CONTROL OF CONCRETE.

To avoid errors in batching, due consideration should be given to using the smallest

practical number of different concrete mixes on any site at any one plant.

BATCHING :




Contractor


In proportionate concrete, the quantity of bulk cement and aggregates should be

determined by mass where mass of cement is determined on the basis of mass of cement

per bag. A reasonable number of bags should be weighed periodically to check the net

mass. When cement is weighed on site and not in bags, it should be weighed separately

from aggregates. Water should be either measured by volume in calibrated tanks or

weighed. Any soild admixture that may be added may be measured by mass, liquid and

paste admixture by volume or mass. Batching plant shall conform to IS: 4925 – 2000 or the

latest version thereof. Accuracy of all measuring equipments shall be periodically checked.

The grading of aggregates should be controlled by obtaining the coarse aggregates in

different sizes and blending them in the right proportion when required, the different sizes

being stocked in separate stock piles. The material should be stock piled for several hours,

preferably a day before use. The grading of coarse and fine aggregates should be checked

as frequently as possible, the frequency being determined by the Engineer-In Charge. It is

important to maintain the water cement ratio constant of its cement value. To this end,

determination of moisture contents in both coarse and fine aggregates should be made as

frequently as possible. The frequency at site will be decided by the Engineer – In – Charge

according to the weather conditions. The amount of water added shall be adjusted to

compensate for any observed variations in the moisture contents. For the determination of

moisture contents in the aggregates, IS: 2386 ( part II ) 1963 shall be referred to. To allow

for the variation in the mass of aggregates due to variation in their moisture contents,

suitable adjustments in the masses of aggregates shall also be made.

Mixing :

Concrete shall be mixed in mechanical mixers. The mixer shall comply with

IS: 1791-1968. The mixing shall be continued until there is a uniform distribution

of the materials and the mass is uniform in its colour and consistency. If there is segregation

after unloading from the mixer, the concrete should be remixed.

3.5 Transporting and placing –

Concrete shall be transported from mixer to the formwork as rapidly as possible

by methods which will prevent the segregation or loss at any of the ingredients and

maintaining the required workability.During hot or cold weather concrete shall be

transported in deep containers. Other methods to reduce loss of water by evaporation in hot

weather and heat loss in cold weather may also be adopted.

PLACING :

The concrete shall be deposited as neatly as practicable in its final position to

avoid rehandling. The concrete shall be placed and compacted before setting commences

and should not subsequently be disturbed. Methods of placing should be such as to

preclude segregation. Care should be taken to avoid displacement of reinforcement or

movement of formwork.

3.5.1 COMPACTION :

Concrete should be thoroughly compacted and fully worked around the

reinforcement around embedded fixtures and into corners of the formwork.

3.5.2 CONSTRUCTION JOINTS :

Concreting shall be carried out continuously upto construction joints, the position

and arrangements of which will be indicated by the designer. When the work has to be

resumed on a surface which has hardened, such surface shall be roughened, swept cement

mortar in same ratio of cement to sand in the concrete mix. This layer of cement slurry or

mortar shall be freshly mixed and applied immediately before placing concrete.

3.5.3 COMPACTION :

All concrete shall be vibrated by mechanical vibrator of approved type so as to

ensure dense concrete. Hand tamping and ridding shall not be used for compaction of

concrete except in special circumstances with the express permission of the Engineer-In

Charge. When immersion type vibrators are used, they shall be vertical type and about 50

cms. apart.

3.5.4 DRY – BATCHING :

Dry mortar consists of one part of cement two parts of sand by volume and just

enough water so that the mortar used will stick together on being mounded into a ball by

slight pressure of the bonds and will not exclude water when pressed but will leave the

hands damp. The mortar shall be placed in layers of not more than 20 cm. thickness after

being compacted, each layer shall be roughened by being scratched to provide an effective

bond with the succeeding layers. The last of finishing layer shall be smooth to form a

surface continuous with the surrounding concrete. All patches shall be rendered thoroughly

to the surface of the chair opening and shall be sound and free from shrinkage cracks.

3.5.5 (A) FINISHING A PERMANTELY EXPOSED SURFACE :

Except as specified or directed, all permanently exposed surfaces and other

surfaces requiring durability under water (Except the outlet ) Shall be finished in the

following manner. As for as possible concrete should have form finish. If the form finish is

not satisfactory the concrete surface shall provided with 20 mm thick plaster as per

direction of Engineer-in-charge. Till the plaster is done no full payment shall be released.

(B) Variation in concrete surface.

The maximum allowable variation of concrete surface shall be as listed below: -

Abrupt irregularities are defined as off sets and fins caused by displaced or

misplaced from sheeting, Iining or from sections by loose knots in forms of otherwise

defective from timber. All other (except depressions for closed as gradual irregularity)

Radical irregularities shall be measured with a 1.5 m. consisting of straight edge for place

surface and its equivalent for curved. Surface grinding or stoning shall be done for required

to bring the irregularities within the specified limits as above .

3.5.6 CEMENT VARIATION CLAUSE :

The variation in cement consumption for cement consuming items should be +/-

5% of figures given, if the actual consumption on any work is beyond these limits, reduced

rates shall be paid for any item of work on which less cement has been used below limit of

(-) 5% and a penal recovery be made for excuses and wasteful cement. If consumption goes

beyond the limit of +5%, the rate of recoveries from the contractor should be at Rs. 6600/-

per tone of cement used in excess beyond the permissible ranges as stipulated above. The

standard consumption for cement shall be as per the table enclosed with the tender. No

claim for extra use of cement more than permissible limits shall be entertained by IPMCL.

3.5.7 VIBRATION :

The vibrators should be inserted to the full depth of the newly laid concrete layer.

The vibrators shall however not revibrate the concrete which has commenced its final set.

Special care shall be taken to see that the vibrator touching the reinforcement or embedded

parts does not disturb the concrete below which commence its final set. The concrete shall

not be vibrated excessively so as to cause segregation.

For the section of RCC wall a surface vibrator shall also be used by the contractor

for proper compaction of RCC work whenever necessary.

3.6 CONCRETING AT NIGHT TIME :

As far as possible no concreting is to be done at night. However, if the concrete is

to be placed at night, adequate lighting arrangements shall be made as directed by the

Engineer-In-Charge and no female workers shall be employed for working at night time.

3.7 CONCRETING DURING RAINS :

When concreting is required to be done or continued while it is raining it shall be

seen that the concrete is not damaged due to rain while it is being transported and placed.

After placing the green concrete, it shall be adequately covered for a period of 24 hrs. The

work shall, however, be discontinued when the rain is so severe that water collects in pool

on the surface of the fresh concrete and it is not possible to provide adequate shelter.

3.8 SAMPLING AND TESTING :

Samples from fresh concrete shall be taken as per IS: 1199-1959 and cubes shall

made, cured and tested at 28 days in accordance with IS: 516 – 1956 and its latest version

thereof.

In order to get a relatively quicker idea of concrete, concrete tests at 7 days may

be carried out in addition to the 28 days compressive strength tests. For this purpose, values

given in label below may be taken for general guidance in case of concrete made with

ordinary Portland cement. In all cases the 28 day compressive strength alone will be

criterion for acceptance or rejection of the concrete.

3.8.1 FREQUENCY OF SAMPLING :

Sampling Procedure :

A random sampling procedure shall be adopted to ensure that each concrete batch shall

have a reasonable chance of being tested, i. e. the sampling should be spread over the entire

period of concreting and cover all mixing units.

TEST SPECIMEN :

Three test specimen shall be made from each sample for testing at 28 days.

Additional cubes may be required for determining the strength of concrete at 7 days or at

the time of striking the formwork. The specimen shall be tested as described in IS: 516 –

1959.

TEST STRENGTH OF SAMPLE :

The test strength of the sample shall be the average of the strength of three

specimens.The individual variation should not be more than + 15% of the average .

Concrete will be rejected if it is porous or honeycombed in placing has been

interrupted without providing a proper construction joint, the reinforcement has been

displaced beyond the tolerances specified or construction tolerances have not been met.

3.9 CURING :

Moist Curing :

Exposed surfaces of concrete shall be kept continuously in damp or wet condition

by pending or by covering with a layer of sacking, canvas, hassian or similar

materials and kept continuously wet for at least seven days from the date of

placing the concrete.

3.10 Inspection and post testing of structures.

Inspection. immediately after stripping the formwork, all concrete shall be

carefully inspected and any small defects be removed or made good before the concrete has

thoroughly hardened.

In case of doubts regarding the grade of concrete used either due to poor

workmanship or based on results of cube strength tests, compressive strength tests on

concrete shall be done on the basis of core test.

3.11Concrete structures for storage of Liquids –

3.11.1SCOPE :

The scope of work for concrete structures for the storage of liquids includes

providing all the materials, labour, scaffolding and other temporary works as required,

including mixing, pouring, casting, curing, de-shuttering and testing of all structures for

storage and conveyance of work including those structures in contact with water. The

structures involved include jackwell, sumps,etc. The work shall be done generally in

accordance with IS: 3370 ( Part II) – 1965 or the latest version thereof.

3.11.2INTENT :

This specification covers the general requirements for the construction of

concrete structures, plain, reinforced or pre-stressed concrete, intended for storage of

liquids, mainly water.

3.11.2MATERIALS :

The requirements for materials shall be governed by 4 of IS :456 – 1964 and 4 of

IS: 1343-1960 for reinforced concrete and prestressed concrete members, respectively, with

the following additional requirements :

a) Porous aggregate.

Under no circumstances shall the use of porous aggregates, such as burnt clay and

broken brick or tile, be allowed for parts of structure either in contact with the liquids on

any face or enclosing the space above the liquid.

b) Prestress steel :

The steel prestressing for prestressed concrete members of the structure shall

comply with the requirements of either IS : 1785 – 1961 or IS : 2009 -1962

3.11.3JOINTING MATERIALS :

Joint, fillers, joint sealing compounds, water bars and joint cover plates shall

conform to the requirements of relevant Indian standards.

3.11.4DESIGN MIX CONCRETE. :

Design Mix concrete is that concrete in which proportions of aggregates, cement

and water are determined by preliminary tests of the materials to be actually used to obtain

the specified strength with the use of minimum quantity of cement. It shall generally

comply with relevant provisions in I.S. 456- 2000 or the latest version there of

Materials :-Ordinary portand cement, fine aggregates , coarse aggregate and water

shall comply with specifications laid down for the respective items in specification No. B.6

for ordinary concrete. (M-15 & M-20 Rate of cement consumption in bags 5.90/m3 &

7.90/m3 respectively . The consumption of designed cement concrete is tentative. The

consumption as per design mix will prevail execution.) Proportioning Mix :- The mix of the

fine and coarse aggregates, cement and water shall be designed by preliminary tests to give

the densest concrete requiring the minimum quantity of cement paste for binding the

materials to give the required strength . Water content shall be such as to suit the required

consistency. Water content and the water cement ratio shall be determined from the results

of preliminary tests of concrete to give the specified strength with the materials proposed

for actual use in the work, carried out before the work is started adopting the consistency

suitable for the work and method of compaction that will be actually used on site.

Tests :-Tests shall conform to the specification laid down in IS 456-2000 or the

latest version thereof . These test shall be got done in an approved laboratory at the cost of

the contractor and test report of design mix shall be submitted well in advance before

execution concrete work for approval of competent authority.

Preliminary Test :- In preliminary tests, three separate tests shall be carried out on

samples collected from different stacks . Each test shall be carried out with six samples of

15 cm. (about 6”) cubes and 3 of these shall be tested at 7 days and 3 at 28 days . In

preliminary tests the average crushing strength attained shall be 33% higher than required

on work tests.

Works Test :- For each of the works tests , 6 samples shall be prepared from the

concrete being used on the work 3 samples being tested 7 days and the remaining 3

samples at 28 days . Works test shall be carried out on each of the first six days and

subsequently once in three working days or for every 60 cum. (2120 c. ft. approx.) of

concrete whichever is less and also whenever the quality or grading of the materials is

changed

. When a relation between the strengths at 7 days and 28 days is established only

3 samples may be prepared and tested at 7 days only . This normal number of control

specimen test may be increased if the Engineer considers it necessary .

Field Mix :-The actual proportions of the fine and coarse aggregates will be

determined by preliminary test. In the works test, bulkage of sand due to moisture if any,

should be allowed for different batches according to the moisture actually present at the

time of mixing. This moisture will be taken into account in controlling the mixing water

also. The proportions once fixed by preliminary tests shall not be changed so long as the

materials are the same, subject only to the quantities of fine aggregate and water being

adjusted to compensate for bulkage due to the moisture in sand and free water in fine

aggregate at the time of use.

No change of materials shall be allowed unless fresh tests with new materials

show satisfactory results .

Water and cement content per batch of concrete as determined by preliminary

tests shall be maintained constant except for suitable allowances to be made for surface

moisture of the aggregates at the time of actual use.

It is binding for contractor that, the minimum quantity of cement to be used in

design mix is as per I.S. specified and shall be approved by the competent authority .

For any particulars item. Compressive strength required to be attained by the

concrete at 28 days in the preliminary and works tests on 15 cms. (about 6‖) cubes,

minimum cement content required to be used and approximate proportions of approved

fine and coarse aggregates shall be specified in the specials provisions. These particulars

will be only for the guidance of the contractor for quoting rates.

Immediately upon the receipt of the award of the contract, the contractor shall

inform the Engineer the exact location of the sources of the acceptable materials, which he

proposes to use and get the materials, approved. The mix with the actual approved

materials to be used shall be got designed in an approved laboratory by the contractor with

minimum quantity and cement to give the specified strength in the preliminary tests and the

proportions got approved by the Engineer in writing. These proportions shall be used , so

long as the materials continue to be of the same quality and from the same sources subject

only to slight changes in the relative quantities of fine and coarse aggregates for the

purpose of promoting workability provided the works tests also show the required

strengths.

If such preliminary test involve change in the theoretical cement factor originally

set forth in the special provisions on the higher or lower side, no adjustment in the cost of

the item to be paid to the contractor .

If during the progress of the work, the contractor wishes to change the materials,

the proportions shall be fixed on the basis of fresh preliminary tests to give the required

strength after the Engineer is satisfied that the materials satisfy the specifications.

Mixing :-Mixing shall comply with standard specifications book of B&C Deptt.

For specification No.

B.6.4 . Mixing shall be done only by mechanical mixers.

Forms :- Forms shall comply with standard specifications book of B&C Deptt.

Compaction shall necessarily be done mechanical vibrators. No hand compaction

will be

permitted except (i) to supplement vibration near the edges and faces of forms, to

fill the corners completely and to prevent honeycombing or (ii) in members where vibration

is not possible nor desirable in the opinion of the Engineer.

Curing :- Curing shall comply with standard specifications book of P. W Deptt.

Finishing :-The concrete should have form finish, if the form finish is not

satisfactory, 20 mm thick smooth cement plaster shall be done as per the direction of

Engineer-in- charge., at the contractors risk and cost.

Retempering :-As per standard specifications book of P.W. Deptt. for

Specification No.

B.6.11 shall be followed.

C Sampling and Testing :- Sampling & testing shall comply with test above

an special provision in the tender and relevant provision of tender as per 3:8:1

Keeping Records :- A day to day record authenticated by a responsible officer

of the department and the representative of the contractor in the proforma

approved by the Engineer shall be maintained by the contractor on the work site

and kept open for inspection . This shall contain important information such as

receipts of cement on the work site , the details of use on various items , time of

starting concerting and closure , number of batches through the mixer , sources

of water , water cement ratio of concrete , slump , date of erection of form work

, passing of form work by the competent authority, dates of striking of forms,

periods , and method of curing and other events worthily of note . On

completion of work , the record shall be handed over to the department .

Item to include :- All the provisions prescribed in standard specification book

of B&C Deptt. Of specification No. B.6.14 and also the preliminary laboratory

tests to determine the exact proportions of the concrete mix to give the

specified strength and control tests during the concreting operations.

CONCRETE MIX :-

Provisions of the relevant sections of IS: 456 – 2000 shall be applicable subject to

the following further requirements.

a) Except for thick sections with thickness greater than 450 mm and

parts of structure neither in contact with liquid on any face nor enclosing the space above

the liquid, concrete mix weaker than M200 shall not be used.

b) The minimum quantity of cement in the concrete mix shall not be

less than 360 kg/m3 in reinforced cement concrete work. Cement in concrete mix shall not

preferably exceed 530 kg/m3 of cement concrete.

3.11.5IMPERVIOUSNESS OF CONCRETE MIX :

In the construction of concrete structures for the storage of liquids, the

imperviousness of concrete is an important basic requirement. The permeability of any

uniform and thoroughly compacted concrete of given mix proportions is very largely

dependent on the water cement ratio. While increase in this ratio leads to an increase in the

inherent permeability, a very much reduced water cement ratio of a mix with a given

cement content may cause compaction difficulties and thus may prove equally harmful. For

a given mix made with particular materials, there is a lower limit to the water cement ratio

which can be used economically on any job.

It is essential to select a richness of mix compatible with available aggregates,

whose particle shape and grading plays an important role on workability which must be

suited to the means of compaction selected.

Efficient compaction preferably by vibration is essential. In practice, it is usually

convenient, particularly when dealing with thin congested reinforced sections, to specify a

cement content sufficiently high to ensure that thorough compaction is obtainable while

maintaining a sufficiently low water cement ratio. In thicker sections, where a reduction in

cement content might be desirable to restrict the temperature rise due to cement hydration,

a lower cement content is usually permissible, partly because the overall permeability of

the section is reduced by the greater thickness and partly because less congested conditions

may permit thorough compaction of a some what drier mix. While proper attention must be

paid in achieving a mix of inherently low permeability, it should be recognized that

common and more serious causes of leakage in practice, other than cracking, are defects

such as segregation and honey combing and in particular all joints are potential source of

leakage.

The mixes as specified in 3, if fully compacted, will give a degree of permeability

adequate for all ordinary purposes. In special circumstances, where necessary, the engineer

should satisfy himself by a percolation test, that an adequate degree of impermeability is

obtained.

3.11.6THICK SECTIONS :

Thick sections shall be those parts of structure which have thickness greater than

450 mm. There is a likelihood of cracking in such sections as a consequence of temperature

rise during hydration of cement and subsequent cooling. Such cracking is not easy to

control by reinforcement. The following are some of the measures that may be adopted for

reducing the likely hood of cracking.

In general terms while concreting in thick sections, the requirements of IS : 456 –

2000 shall apply as far as possible.

3.11.7MAKING OF JOINTS :

Construction Joints.

These should be set at right angles to the direction of the member. The position

and arrangement of the joints shall be determined at the design stage and indicated on

drawings.

The surface film of first placed concrete should preferably be removed whilst the

concrete is still green to expose the aggregate and leave a sound irregular surface. This may

be effected by spraying with water of air and water, assisted by light brushing where

necessary. If the concrete is allowed to harden it will be necessary to achieve the desired

surface by backing the whole of the surface care being taken to avoid damaging the

aggregate.

While the remainder of the concrete should be kept continuously wet, curing of

joint surface may be suspended a few hours before concreting is to be resumed to permit no

more than superficial drying of the joint surface. Just before concreting is resumed, the

roughened joint surface should be thoroughly cleaned and free from loose matter preferably

without re-wetting and then treated with a thin layer of cement grout, worked well into

surface or treated with cement/sand mortar in which water/cement, sand/cement ratios do

not exceed those in the new concrete. Special care should be taken to avoid segregation of

the concrete along the joint plain and to obtain thorough compaction.

CONSTRUCTION :

Unless otherwise specified and subject to the following additional

recommendations, the previous of IS : -456-2000 shall apply to the construction of

reinforced concrete liquid retaining structures.

CONSTRUCTION OF FLOORS :

The ground should be covered with at least 100 mm thick plain cement concrete

screed of composition as per drawings. Floors cast on ground should be in not less than two

layers, the bottom layer of which may comprise or replace the plain concrete screed. When

the screed forms an integral part of the floor slab forming one of the two layers then the

mix for screed shall be no weaker than M - 250.

A layer of building paper or other suitable material should be laid between two

successive layers. The layers other than plain concrete screed if used should be placed in

panels the sides of which should not exceed 7.5 m in the case of reinforced slabs and 4.5 m

in the case of plain slabs. The tendency for the development of cracks in the upper layer of

paving slab or a reservoir floor is greatly reduced if the reinforcement is discontinuous

through the joints and it is recommended that the floor panels be laid in chess board

fashion. The edges at panels in the bottom layer may be butt joined and panels in various

layers should be arranged to break joint.

3.11.8SUSPENDED FLOORS :

Floors which have not directly suspended on the ground should be cast in panels,

the sides of which would not exceed 7.5 m. All joints in suspended floors, the surface of

the panel on each side of the joint shall be provided and painted with at least two coats of

bituminous or other approved paint.

3.11.10 JUNCTION OF FLOORS AND WALLS :

Where the wall is designed to be monolithic with the bottom slab, a suitable

arrangement of reinforcement and form work shall be made to facilitate the formwork to fit

tightly and avoid leakages of cement paste from newly developed concrete as such leakage,

if allowed to take place is very liable to cause porosity in the finished concrete. On such

arrangement is by providing a continuous up stand section of the wall cast at the same time

as and integrally with the slab, the height of this up stand must be sufficient to enable the

next lift of formwork to fit tightly and avoid leakage of the cement paste from the newly

deposited concrete.

3.11.11 CONSTRUCTION OF WALLS

In all cases where the reinforcing steel is discontinuous at vertical contraction

joints,the walls should be constructed in alternate panels with as long as possible before the

concrete is placed in intervening panels.

Where the reinforcement is continuous through vertical joints in walls,

construction in alternate panels may result in greater tendency to the development of cracks

in those panels which between two earlier placed panels, the existence of which in creases

restraint of the natural shrinkage of the intermediate panels.

The height of any lift should not exceed 2m unless special precautions are taken

to ensure through compaction.

3.11.12 TEST ON STRUCTURE

In addition to the structural tests as provided for in IS: 456-2000 , the water

retaining structures shall also be tested for water tightness at full supply level following the

procedures in IS : 3370 (Part I) – 1965 or latest version as applicable .

4. STEEL REINFORCEMENT :

The item shall include procurement, supplying, conveying from stores, including

unloading, tieing with G.I. binding wire in position , steel reinforcement M.S. or tor steel

by contractor at rate specified in schedule ‗B„ for this work

4.1 GENERAL REQUIREMENT :

1. All the steel to be procured for the work, shall be Fe 415 of TMT specification

which shall conforms to I.S. 1786-1976 or latest version thereof. The bars should be of

standard length.

2. All the steel procured for the work shall be form approved manufacturers

having valid

I.S.I. certification. All steel (TMT) be procured from the companies such as Tata

and TISCO Usha ispat, sharada ispat steel as per directives of the Executive Director but

essentially with valid I.S.I. certification.

Every consignment of steel shall be got tested from the recognized test Laboratory

as recommended by IPMCL at the cost of contractor and the report to that effect shall be

submitted to the IPMCL If the test report is not found satisfactory, the whole consignment

of steel will be rejected. The steel shall not be used for construction unless satisfactory test

report is obtained and submitted to Department.

4.2 STRAIGHTENING , CUTTING, BENDING AND LAYING :

Reinforcement shall be bent and fixed in accordance with procedure specified in

IS : 2503 – 1963 or latest IS code and shall not be straightened in a manner that will injure

the material.

All reinforcement shall be placed and maintained in the position shown in the

drawings. Crossing bars should not be tack welded for assembly of reinforcement Unless

permitted by the Engineer-in-charge.

4.3 Tolerances on placing of reinforcement :

Unless otherwise specified by the Engineer-in-charge. reinforcement shall be

placed within the following tolerances.

- For effective depth of 200 mm or less + 10 mm

- For effective depth of more than 200 mm + 15 mm

Where reinforcement bars are bent aside and construction joints and afterwards

bent back to their original position, care must be taken to ensure that at no time the radius

of bend less than 4 bar diameters for mild steel or 6 bar diameters for deformed bars. Care

must also be taken when bending back bars to ensure that the concrete around the bars shall

not be damaged.

4.4 Steel reinforcement bars and fabrics shall be placed in the concrete as shown in the

drawings or as directed. Before that reinforcement shall be cleaned of dust, scale. dirt, or

grease and other objectionable foreign substances, heavy flaky rust and mild scale that shall

be removed by firm rubbing with burlan or equivalent treatment. In storing bars of the

same sizes, lengths, shapes and grade shall be assembled in ranks and placed distantly.

Before, it is verified that these are of the specified size and are cut in accordance with the

plans and specifications these will not be placed in final position. The bars shall be neatly

placed and secured in position by means of built in concrete work metallic chairs hangers,

spacers or other suitable devices at close intervals, so that they will not sag between

supports placed during the placing of tie concrete or by any operation of the work. Special

care shall be exercised to prevent any disturbance in placement in concrete that the already

been placed. The reinforcement once being placed in position shall be maintained in clean

condition till, it is completely embedded in concrete to prevent further damage to concrete

or to avoid rust stains on exposed concrete surface.

Reinforcement shall not be straightened or bent in a manner that to injure or weaken the

materials. Bars with kins or bends not shown on plans shall not be used. Bars shall be bend

to the shape and dimensions as shown on the drawings or as directed, using a bar bender

operated by hand or power to attain the proper bendings .

The radius of bend shall not be more than 4 times the nominal size of bar, Head king of

reinforcement, so as to facilitate bending will not normally be permitted. When required,

such heading is permitted in the case of large diameter bars.

4.5 Wire for tidying reinforcement shall be soft and annelled steel. The wire may be off 16

to 18 SWG and shall have an ultimate tensil strength of not less than 5625 Kg/Sq.Cm. and

yield point of not less than 3500 Kg/Sq.Cm. Each metal supports and spacers shall be

fabricated from non-corrodeabic metal. Dissimilar metal not be placed in concreting

intimate proximity with each other or be jointed by a conductor especially in the continued

presence of moisture unless it is known that alvanic action still not result.

4.6 The distance between the parallel reinforcement bars shall be as per IS 456-2000 not

less than the grater of the following list.

a. The diameter of each bar, if their diameter be equal

b. The diameter of the largest dia bar, if the diameter be unequal

c. 6 mm more than the normal maximum size of the coarse aggregates provided in

such concrete.

The vertical distance between the horizontal main steel reinforcement of the corresponding

distance at right angle to two included main steel reinforcement shall not be less than 12

mm except at a splice or and except where on of such reinforcement is transervese to other.

The pitch of distributing bars into reinforced concrete solid slab shall be not more

than 3 times the effective depth of such slab.

4.7 Splicing : Bar splices as indicated in the drawings or as specified by the Engineer-in-

charge shall only be allowed. The lapped ends shall be placed to ensure full bend in each

bar splicing shall not be done in the region of maximum bending moment and splicing of

adjacent bars shall be avoided as far as possible.

Welding of bars for splicing may be allowed in place of lapping at the discretion of the

Engineer-in-charge at approved location. When welding is restored to lapping the bar to be

spliced shall be lap welded or but weld by electric welding. End of bars to be spliced shall

be cleaned of all dirt, scales, rust, paint and the foreign matter before welding. All welding

shall confirm to the following specification:

4.8 The bars shall be welded, so as to transmit their full strength. Welding shall generally

conform to IS : 456-1978 except as modified before or except when directed otherwise by

the Engineer. The welded joints shall be, so staggered that 33% of the bars are welded.

Electric welding or oxy acetylene process of welding, using a process which will exclude

air from the melten metal and conforming to any special provision for the welding as laid

down by the Engineer in writing will be accepted. Suitable means shall be provided for

handling bar securely in position during the process of welding the ends of the bars shall be

cleans of a loose scale, rust grease paint and other foreign matter and clean original metal

exposed before welding. Only competent and experienced welders shall be employed on

work. Preliminary tests of all welds shall be carried out the contractors cost to see that

actual field welding method are satisfactory and gives the required strength. One weld in

100 welds a minimum of 2 welds shall be made on the site on the test piece under condition

exactly similar to the field welding of the actual reinforcement bars and tested for their

tensile strength. The strength of the welded joint shall not be less than that of the original

bars. If the tests are not satisfactory change of welding procedure and further tests may be

ordered by the Engineer bars welded along with the welded samples found unsatisfactory

on test shall not used and re welded. Additional welds, if required on this account shall not

be paid for. All tests shall be at the cost of contractor. No extra payment shall be at the cost

of contractor. No extra payment shall be made for welding the bars for laying the

reinforcement.

4.9 Sufficient concrete cover shall be provided to protect reinforcement from corrosion as

indicated in the drawings, all the surrounding bars from concrete or masonry to which

others bars are to be embedded and which will be exposed to action of whether for an

definite period shall be protected from rusting by a thin coat of neat cement grout.

The thickness of concrete cover exclusive of plastic or other decorative finish

shall be as Per Is 456-2000/ 3370 Pt I & II/ 13920-2016.

At each end of a reinforcement bar a cover not less than 30 mm or not less than

twice the diameter of such rod or bar.

For a longitudinal reinforcing bar in column , a cover not less than 40 mm or not

less than the diameter of such rod or bar shall be provided. In the case of column of

minimum dimension of 20 cms. or under those bars which do not exceed 12 mm diameter,

25 mm cover may be used.

For a longitudinal reinforcing bar in beam a cover not less than 25 mm or not less

than the diameter of such reinforcement shall be provided in case of water retaining

structure reinforcement cover shall not be less than 50 mm.

For all external work against earth faces and also internal work where there exists

particularly corrosive conditions, the cover of the concrete shall be increased by 12 mm

beyond the figure given above . For water retaining structure minimum cover shall not be

less than 50 mm .

Where, because of splicing the thickness of concrete in between reduces to less

than the maximum size of aggregate sufficient cover shall be used, so as to allow

development of bond in the splice.

4.10 No concreting shall be started unless the reinforcement laid is finally checked &

certified by the Engineer-in-charge or his authorised representative Before starting

concreting the contractor shall make certain that the measurement of their reinforcement

placed in place have been recorded and the Engineer- in-charge has certified the correctness

for reinforcement used. Failure to do so may result to no payment at the discretion of the

Engineer-in-charge for reinforcement concerted.

5. FORM WORK ;

5.4 GENERAL :

Forms to confine the concrete and shape of it to the required line shall be used

wherever necessary. The forms shall be of sufficient strength and rigidity to hold concrete

and to sustain the pressure of ramming and vibration without excessive deflection from the

prescribed lines when the concrete is vibrated. The contractor shall have to get the

centering materials, designing and drawing of centering approved from the Engineer-in-

charge before erection. Form work shall be any of steel plywood shuttering.

Steel/Plywood shuttering will be allowed only, if it is free form wrapping and is

fabricated true to line and shape. The decision of the Engineer-in-charge as to be suitability

of steel shuttering as above to be used by the contractor will be final and binding on the

contractor. The surface of all the forms in contract with concrete shall be clean corners ,

adjacent ends and edges of panels of other forms together in accurate alignment.

5.3 TREATMENT OF FORMS :

All rubbish, particularly chipping, shavings and sawdust, shall be removed from

the interior of the forms before the concrete is placed and the formwork in contact with the

concrete shall be cleaned and thoroughly wetted or treated with an approved composition.

ERECTION AND REMOVAL OF FORMS : Before placing concrete, the surface of all

forms shall be oiled with a suitable non staining oil such as raw linced oil, so prevent

sticking of concrete and to facilitate the removal of forms. The oil shall cover the forms

fully and evenly without excess over drip care shall be taken to prevent oil from gritting on

the surface of the construction joints and on reinforcement bars.

Special care shall be taken to oil thoroughly the forms strips for narrow grooves,

so as to prevent swelling of the forms and the consequently before concrete is placed care

shall be taken to se that all forms concrete is placed care shall be taken to se that all forms

are in proper alignment and to maintain accurate alignment of the surface supports and

fixtures are thoroughly secured and tightened.

Where forms on continuous surface are placed in successive units the forms shall

fit tightly even the complete surface, so as to prevent leakage of mortar from the concrete

and to maintain accurate alignment of structure.

Care shall be taken such approved composition is kept out of contact with the

reinforcement.

5.4 STRIKING TIME :

Forms shall not be struck out until the concrete has reached a strength at least twice the

stress to which the concrete may be subjected at the time of removal of formwork. The

strength referred to shall be that of concrete using the same cement and aggregates, with

the same proportions and cured under conditions of temperature and moisture similar to

those existing on the work. Where possible, the formwork shall be left longer as, it would

assist the curing.

may be suitably modified.

NOTE 2 : The number of props left under, their sizes and disposition shall be such as to be

able to safely carry the full dead load of the slab, beam or arch as the case may be together

with any live load likely to occur during curing or further construction.

5.4 Where the shape of the element is such that the form has reentrant angles, the formwork

shall be removed as soon as possible after the concrete has set, to avoid shrinkage cracking

occurring due to the restraint imposed.

5.5REUSE OF FORMS ETC. : Forms required to be used more than once shall be

thoroughly cleaned and smoothened before reuse. Where metal sheets are used for finishing

forms the sheet shall be placed and maintained in the forms with minimum amount of

wrincles, limps or other imperfections. All forms shall be checked for shape and

strengthened before reuse.

GENERAL SPECIFICATIONS FOR MATERIALS

Concreting.

Cement.

Unless specified all cement shall be Ordinary Portland cement of 43 grade and

above and in accordance with Indian standard specification as revised from time

to time. The brand of cement shall be L&T , Ambuja, Rajashree, Narmada,

Manikgarh, Coromandel and Vasavdatta, Ultratech . Before it is used on the work,

brand of cement shall be got approved from the Executive Director.

The ordinary Portland cement shall confirm to IS : 8112 of 1989 with latest

amendments if any.

43 grade only opc cement shall be used on this work.53 grade cement shall not be

used for water retaining structure.

1. The cement shall be in the form of HDPE bag and contents of each bag shall be 50 kg.

2. The contractor should produce test certificate of manufacturer. The cement of each lot

or load shall be tested by the contractor in the Government laboratory or Government

approved laboratory and shall produce test certificate to the IPMCL and the test shall be

conforming to relevant IS.

3. No claim shall be entertained for increase in price or no deduction shall be made for

decrease of prices. No secured advances as per the IPMCL„s standard practice shall be

granted.

4. The cement brought by the contractor shall be got tested by the Contractor from

Laboratory or Govt./ Semi Govt. approved laboratory before it is used on work and if it is

found to be according to relevant IS then only be allowed to be used, otherwise it shall be

rejected. The results of tests so obtained shall be final and binding on the contractor over

and above the test certificate of manufacturer. Cement shall be allowed to use in the work

along with the production of manufacturer„s test report, simultaneously contractor shall got

the cement tested from Govt. / Govt. approved Laboratory. If the test results are found

unsatisfactory the entire work pertaining to the lot shall be rejected & contractor shall

remake the same at his own cost.

5. It is obligatory on the part of the contractor to provide the challan from the cement

supplying agents or from the company ALONGWITH the test certificates, otherwise the

cement shall not be allowed to be used on the work.

6. Contractor shall not be allowed to keep the stock of cement for a requirement of more

than one month period only.

7. When the bulk consumption of cement is to be consumed i.e. while casting slabs, or any

other structure, any mass concrete, contractor shall procure fresh cement only.

TMT Reinforcing Bars

1. The TMT steel bars shall be conforming to IS1786 of (1985) and grade Fe-415.

2. The steel of each lot or load shall be tested in the Government / Laboratory or Govt.

approved laboratory and tolerance limits as per ISI, The weight & diameter of steel bars

shall be acceptable up to tolerance limit specified in the relevant IS. The contractor should

note that the payment shall be strictly as per tolerance

i.e. 8 mm dia bars, standard weight is 0.39 kg/ Rmt. As per IS the tolerance limit is (+ / -)

5%. The minimum weight shall be 0.36 kg/ Rmt. And maximum weight shall be 0.41 kg/

Rmt. However, the payment shalll be made as per 0.39 kg/Rmt.

3. The Steel to be procured shall from the companies like Mahalaxmi./Sail/tata

4. The contractor shall produce test certificate of manufacturer„s. The steel brought by

contractor shall be got tested by Govt./Laboratory or Govt. approved laboratory before it is

used on work and if it is found to be according to IS : 226-1977 & IS 1786-1986 then only

it shall be allowed to be used otherwise it shall be rejected.

All the testing charges shall be borne by the contractor without any extra claim for the

same.

5. It is obligatory on the part of the contractor to produce the challan for purchase of steel/

reinforcement ALONG WITH the test report, otherwise the contractor shall not be allowed

to use the same on the work.

Requirement of steel as per approved designs and drawings should be worked out by the

contractor within one month of acceptance of tender so as to facilitate the procurement, The

IPMCL shall consider alternative equivalent sections in steel to suit convenience of

procurement and these alternative sizes and lengths shall be procured by the contractors

without demur and no claims for additional rates for fabrications of alternative sections

shall be entertained by the IPMCL.

The procurement of steel from the reputed manufacturers stated elsewhere in

these documents shall be on the basis of length of TMT rounds measured diameters wise.

Weight & length shall both be mentioned in concerned registered. Contractor shall also

remove the surplus steel after completion of work from the site after it is inspected and

certified by the Engineer-in-charge.

All the steel procured by the contractor shall be used including cut pieces

whenever feasible and practicable and allowed by Engineer-in-charge. The cut pieces that

are not usable shall be separately stacked. The contractor for taking away such cut pieces,

which are not useful, shall take specific permission from Engineer-in-charge. Their length

and weight diameter wise shall be taken in presence of IPMCL Representative. At every

time, such cut pieces are taken away with prior permission from Engineer-in-charge, Their

lengths and weight diameter wise shall be taken in presence of IPMCL officials only.

SECURITY DEPOSIT AND DEFECT LIABILITY PERIOD

The security deposit of 5% (OR Bank Guarantee) shall be released after

satisfactory completion of the work as certified by Engineer In charge. If contractor fails to

attend the O & M for prescribed time limit, the 5% Security Deposit shall be forfeited.

a) During the defect liability period the joint inspection shall be carried out by the Executive

Director & the contractor. The date of joint inspection to be conducted during the guarantee

period, shall be decided and communicated to the contractor at the time of finalization of

the bill.

The inspection should be at least once in a month. The defects observed during the

inspection shall be communicated to the contractor and the contractor should rectify the

defects without waiting for the instruction of the Executive Director.

If the contractor fails to attend the joint inspection on the date communicated by the

Executive Director the amount of 10% of the defect liability deposit shall be forfeited if

rectification are not attended by the contractors after due information.

b) Before releasing such security deposit, after completion of defect liability period for

respective works, the Executive Director along with the representative of contracting

agency, shall jointly inspect the work and if the work is found to be satisfactory, then &

then only, security deposit shall be released.

c) If the defects are observed during defect liability period then the 2 % security deposit

shall be withheld towards its rectification / repairs.

d) If during the defect liability period, the company / contractor„s firm gets dissolved or

some new partners are introduced, then the responsibility to maintain the work done under

this agreement during the defect liability period, shall be borne by the new company /

contractor„s firm.

e) If certain works are neglected by the contractor, the same shall be carried out by the

IPMCL at the risk and cost of the contractor. The cost of the same shall be recovered from

the amount balance with IPMCL.

f) The contractor shall maintain the work done by him under this agreement in good

condition during the defect liability period.

g) The contractor shall carry out the rectification / repairs work immediately after the

intimation by IPMCL about the damages/ defects..

DEFECT LIABILITY CLAUSE :

IPMCL along with the representative of the contracting agency shall visit the

worksite, at the end of defect liability period of 12 months to inspect the work as per

observed, then the security deposit held shall not be released until all such defects are

repaired by the contractor at his own risk and cost to the entire satisfaction of Engineer-in-

PROGRAMME OF WORK

To achieve proper desired progress of work and to have proper control

over the work, the contractors are requested to submit a programme of work along

with offer in the following Proforma .

The Programme of work shall be for the given time period as mentioned in the

tender (only for stipulated time period)

1. The condition of submitting the programme of work duly typed is an

obligatory condition without which second envelope shall not be opened and offer shall

stand rejected outright.

2. The programme of works submitted by the contractor can be modified by

mutual understanding between IPMCL, and contractor at the time of execution of

agreement, if required, which shall form part and parcel of tender agreement.

3. The contractor has to indicate cost of work proposed to be executed by

him every month in programme of work. The contractor should submit the programme of

work based on tendered cost in sealed envelope in envelope No.2. If it is observed that the

contractor has failed to achieve required progress as per programme of work, the recovery

at the rate of 1% of short fall amount, for that months, shall be effected from monthly R.A.

bill of contractor and shall be kept in deposit. If the contractor achieves the progress of

work as per programme of work and also make up the back log in next month, no recovery

shall be made and amount recovered against short fall previously shall be refunded. The

recovery against short fall shall be continued till expiry of stipulated time period. If the

contractor fails to make up the short fall during stipulated time period or in extended time

period, the amount recovered and kept in deposit shall be forfeited and if he completes the

work in stipulated time period or in extended time period, in all respect the amount, so

recovered previously shall be refunded. The extended time period approved by the

competent authority for the purpose of short fall shall be treated as stipulated time period.

If the contactor fails to complete the work within stipulated time period or in

extended time period compensation as stipulated in tender shall be recovered. Thereafter in

such case, recovery against short fall shall not be made in any case, only one recovery, at a

time shall be effected, which shall not be exceed rate of compensation per day as stipulated

in tender. The recovery as stated above shall be automatic duly affected in case of short

fall.

In case of extension granted without levy of compensation but by freezing the

indices or by imposing nominal compensation, shortfall recovery and amount, so recovered

against shortfall shall also be refunded.

4. If the work is delayed due to force majore reasons, or due to following

constraints like.

a) Land not handed over for construction by IPMCL to the contractor

b) Delay in Commissioning Pipeline/ Pumps/ Street lights due to non availability

of power supply from power supplying agencies or non availability of water

c) Delay due to approval from authority.

d) Act of God.

The appropriate cost of work suffered shall be deducted from the amount shown

in programme of work and revised programme of work be prepared and approved by

Executive Director for that period. Slow progress recovery shall be effected subject to

certification from the Engineer in charge and approval from IPMCL as per revised

programme of work for value of the work suffered due to delay.

CLAUSE OF INSURANCE POLICY OF CONTRACT WORKS

Contractor shall take out necessary Insurance Policy/Policies so as to provide

adequate insurance cover for execution of the awarded contract work for total contract

value and complete contract period. Similarly, all workmen appointed to complete the

contract work are required to be insured under workmen„s compensation Insurance Policy.

Ichalkaranji Powerloom MEGA CLUSTER Limited.

GENERAL RULES AND DIRECTIONS FOR THE GUIDANCE OF

CONTRACTORS

1.All works proposed to be executed by contractor shall be notified in a form of invitation

to tender pasted on a Board hung up in the office of the Engineer in charge and signed by

the Executive Director IPMCL.

This form will state the works to be carried out as well as the date of submitting and

opening tenders and the time allowed for carrying out the work, also the amount of earnest

money to be deposited with the tender and the amount of the security deposit to be

deposited by the successful tenderer and the percentage, if any to be deducted from bills. It

will also state whether a refund of quarry fees, royalties and ground rents will be granted.

Copies of the specifications, designs and drawings and estimated rates, schedule rates and

any other documents required in connection with the work which will be signed by the

Engineer in charge/ Executive Director IPMCL for the propose of identification shall also

be open for Inspection by contractors at the office of the Executive Engineer/Engineer in

charge/IPMCL/Commissioner during office hours.

Where the works are proposed to be executed by the contractor according to the

specifications recommended and approved by a competent authority on behalf of the

IPMCL, such specification with drawings shall form part of the accepted tender.

2.In the event of the tender being submitted by a firm, it must be signed separately by each

partner thereof, and in the event of the absence of any partner, it shall be signed on his

behalf by a person holding a power – of - attorney authorizing him to do so.

i)The contractor shall pay along with the tender the sum, of (Rs. ) (Rs.

) as and by way of earnest money. The EMD shall be paid by Net Banking. or other Bank

Internet Bank MOPS The said amount of earnest money shall not carry any interest

whatsoever.

ii)In the event of his tender being accepted, to the provision of sub-clause(iii), below,

a) the said amount of earnest money shall be appropriated

towards the amount of security deposit payable by him under conditions of General

conditions of contract.

i) If, after, submitting the tender, the contractor withdraws his offer or modifies the same,

or if after the acceptance of his Tender, the contractor fails or neglects to furnish the

balance security deposit without prejudice to any other right and powers of the IPMCL

hereunder, or in law, IPMCL shall be entitled to forfeit the full amount of the earnest

ii) In the event of his Tender not being accepted, the amount of earnest money deposited

by the contractor shall, unless it is prior thereto forfeited under the provision of sub-clause

(iii) above, be refunded to him on his passing receipt therefore.

3.Receipts for payments made on account of any work, when executed by a firm should also

be signed by all the partners except where the contractors are described in their tender as a

firm. In which case the receipt shall be signed in the name of the firm by one of the

partners or by some other person have authority to give effectual receipts of the firm.

4.Any person who submits tender shall fill up the usual printed form stating at what

percentage above or below the rates specified in Schedule - B (memorandum showing

items of work to be carried out) he is willing to undertake the work. Only one rate or such

percentage on all the Estimated rates/ Schedule rates shall be named. Tenders which

propose any alteration in the work specified in the said form of invitation of tender, or in

the time allowed for carrying out the work, or which contain separate percentage over

estimated rates / schedule rates for different sub work or item, or which any other

conditions of any sort which are not filled with the percentage as the space provided for the

purpose and not signed at proper place in the printed B-1 Tender Form will be liable to

rejection. No printed form of tender shall include a tender for more than one work. But, if

contractors who wish to tender for more works, shall submit a separate tender for each

work. Tenders shall have the name and the number of work to which they refer, written

outside the envelopes.

5.The competent authority shall open tenders in the presence of any intending contractors

who have submitted tenders or their representatives who may be present at the time, and he

will enter the amount of the several tenders in a comparative statement in a suitable form.

In the event of a tender being accepted, the contractor shall for the purpose of

identification, sign copies of the specifications and other documents mentioned in Rule 1.

In the events of a tender being rejected, the IPMCL/Engineer in charge / shall arrange /

authorized to refund the amount of the earnest money deposited to the tenderer, on his

giving a receipt for the return of the money.

6.Competent authority is the final authority to reject all or any of the tenders.

7.No receipt for any payment alleged to have been made by a contractor in regard to any

matter relating to this tender or the contract shall be valid and binding on IPMCL unless it

is signed by the IPMCL Authority.

8.The memorandum of the work to be tendered for and the schedule of materials to be

supplied by the IPMCL (herein before and after called as IPMCL) and their rates shall be

filled in and completed by the office of the Engineer in charge/IPMCL before the tender

form is issued. If a form issued to an intending Tender has not been so filled in and

completed, he shall request the said office to have this done before he completes and

delivers his tender.

9.All work shall be measured net by standard measure and according to the rules and customs

of the PWD/IPMCL and without reference to any local custom.

10. Under no circumstances shall any; contractor be entitled to claim enhanced rates for

items in this contract.

11. Every registered contractor should produce along with his tender certificate of

registration, as approved contractor in the appropriate class and renewal of such registration

with date of expiry.

13. The measurements of work will be taken according to the usual methods in use in the

PWD/IPMCL and no proposals to adopt alternative methods will be accepted. The

Engineer's decision as to what is the usual method in use will be final.

15. In view of the difficult position regarding the availability of foreign exchange no foreign

exchange would be released by the IPMCL for the purchase of plant and machinery or any

other purpose for the execution of the work contracted for.

16. The contractor will have to construct shed, for storing controlled and valuable material

issued to him under Schedule “A” of the agreement or brought him on work site, at work

site having double locking arrangement. The materials will be taken for use in the presence

of the department person. No. materials will be allowed to be removed from the site of

works without written permission of the Engineer-in-charge.

17. The tenderer will have to produce to the satisfaction of the accepting authority a valid and

current license issued in his favor under the provision of Contractor Labor Regulation and

Abolition Act. 1973 before starting work, failing with, acceptance of the tender will be

liable for withdrawal and Earnest money / Security Deposit will be forfeited to the IPMCL.

18. The contractor shall comply with the provision of the Apprentices Act. 1961 and the rules

and orders issued there under from time to time. The contract shall also be liable for any

pecuniary liability arising on account of any violation by him of the provisions of the Act.

19. The Contractor has to complete the work within stipulated time for each Sub work. If he fails,

action as per clause 2 will be initiated against the contractor.

20. As per clause 6 of B-1 form, extension of time limit will be governed. If contractor fails to

apply for extension of time limit as per clause 6 to keep the tender alive, IPMCL will grant the

extension considering the progress of work and in the light of clause 2.

21. No Price Variation Clause is applicable to tender.

22. The tender Rates are inclusive of all taxes such as GST,VAT, Service Tax, Cess, and General

Tax etc. Contractor shall be deemed to have examined the work and site conditions including

labour, the general and special conditions, specifications and drawings and shall be deemed to

have visited the work site and to have fully informed himself regarding the local conditions and

carried out his own investigations to arrive at rates quoted in the tender.

23. There shall be no corrections or overwriting and if any that shall be dully initialed by

Contractor himself.

CONDITIONS OF CONTRACT

(Modification as per the GR PWD NO. CAT-1087/ CR- 94/Bldg-2, dated 14.6.1989)

Clause 1 : The person / person whose tender may be

accepted (hereinafter called the Contractor, which

expression shall unless excluded by or repugnant to the

context include his heirs, executors, administrators and

assigns) shall (A) within ten days (which may be

extended by the IPMCL concerned upto 15 days if the

IPMCL thinks fit to do so) of the receipt by him of the

notification of the acceptance of his tender deposit with

the Engineer in-charge in Cash to the Engineer in

charge (if deposited for more than 12 months) of sum

sufficient which will make up the full security deposit

specified in the tender or (B) (permit IPMCL at the time

of making any payment to him for work done under the

contract to deduct such sum as will amount to 5% of all

moneys so payable; such deductions to be held by

IPMCL by way of security deposit). Provided always that

in the event of the Contractor depositing a lump sum by

way of security deposit as contemplated at (A) above,

then and in such case, if the sum so deposited shall not to

5% of the total estimated cost of work or tendered cost

whichever is higher, it shall be lawful for IPMCL at the

time of making any payment to the contractor for work

done under the contract to make-up the full amount of

Five (5) percent by deducting a sufficient sum from

every such payment as last aforesaid until the full amount

to the security deposit is made up. All compensation or

other sums of moneys payable the contractor to IPMCL

under the terms of his contract may be deducted from or

paid by the sale of sufficient part of his security deposit

or from the interest arising there from, or from any sums

which may become due by IPMCL to the contractor

under any other contract or transaction on any account

whatsoever and in the event of his security deposit being

reduced by reason of any such deduction or sale as

aforesaid, the contractor shall, within ten days thereafter,

make good in cash or Government securities endorsed as

aforesaid or Bank Guarantee issued by bank for any sum

or sums which may have been deducted from or raised

by sale of his security deposited or any part thereof. The

Security deposit referred to, when paid in cash may, at

the cost of the depositor, be converted into interest

bearing securities provided that the depositor has

expressly desired this in writing.

If the amount of the security deposit to be paid in a lump

sum within the period specified at (A) above is not paid

the tender/contract already accepted shall be considered

as cancelled and legal steps taken against the Contractor

for recovery of the amounts. The amount of security

deposit lodged by Contractor shall be refunded along

with the payment of the final bill, if the date up to, which

the Contractor has agreed to maintain the work in good

order, is over. If such date is not over only 90% amount

of the security deposit shall be refunded along with the

payment of the final bill. The amount of security deposit

retained by IPMCL shall be released after expiry of

period up to, which the Contractor has agreed to maintain

the work in good order, is over. In the event of

Contractor failing or neglecting to complete rectification

work within the period up to, which the Contractor has

agreed to maintain the work in good order then subject to

provisions of Clause 17 and 20 hereof, the amount of

security deposit retained by IPMCL shall be adjusted

towards the excess cost incurred by the IPMCL on

rectification work.

Clause 2 : The time allowed for carrying out the work as

entered in the agreement shall be strictly observed by the

Contractor and shall be reckoned from the date on which

the order to commence work is given to the Contractor.

The work shall throughout the stipulated period of the

contract be proceeded with, all due diligence (time being

deemed to be essence of the contract on the part of the

Contractor) and the Contractor shall pay as compensation

an amount equal to one percent or such smaller amount

as the IPMCL(whose decision in writing shall be final )

may decide of the amount of the estimated cost of the

whole work as shown by the tender for everyday that the

work remains uncommented or unfinished after the

proper dates. And further to ensure good progress during

execution of the work, the Contractor shall be bound in

all cases in which the time allowed for any work exceeds

one month to complete, for complete minimum quantum

of work as compared to accepted tender cost as stated

contract the Contractor shall have rendered himself liable

to pay compensation amounting to the whole of his

security deposit (whether paid in one sum or deducted by

installment) or in the case of abandonment of the work

owing to serious illness or death of the Contractor or any

other cause, the Engineer in charge on behalf of the

IPMCL shall have power to adopt any of the following

courses, as he may deem best suited to the interest of the

IPMCL

value of the work done departmentally in all respects in the

same manner and at the same rates as if it has been carried

out by the Contractor under the terms of his contract. The

certificate of the Engineer in charge as to the cost and other

allied expenses so incurred and as to the value of the work

so done departmentally shall be final and conclusive

against the Contractor.

c) The order that work of the Contractor be measured up

and take such part thereof as shall be unexecuted out of his

hands and to give it to another contractor to complete in

which case all expenses incurred on advertisement for

fixing a new contracting agency, additional supervisory

staff including the cost of work-charged establishment and

the cost of the work executed by the new contract agency

will be debited to other contractors and the value of the

work done or executed through the new contractor shall be

credited to the Contractor in all respects and in the same

manner and at the same rates as if it had been carried out

by the Contractor under the terms of his contract. The

certificate of the Engineer in charge as to all the costs of

the work and other expenses incurred as aforesaid for

getting the unexecuted Work done by the new contractor

and as to the value of the work so done shall be final and

conclusive against the Contractor.

In case the contract shall be rescinded under clause (a)

above, the contractor shall not be entitled to recover or to

be paid, any sum for any work therefore actually performed

by him under this contract unless and until the Engineer in

charge shall have certified in writing the performance of

such work and the amount payable to him in respect

thereof and he shall only be entitled to be paid the amount

so certified. In the event of either the courses referred to in

clause (b) or (c) being adopted and the cost of the work

executed departmentally or through a new contractor and

other allied expenses exceeding the value of such work

credited to the contractors, the amount of excess shall be

deducted from any money due to the contractor by IPMCL

under the contract or otherwise however from his security

deposit or the sale proceeds thereof provided however that

the contractor shall have no claim against IPMCL event if

the certified value of the work done departmentally or

through a new contractor exceeds the certified cost of such

work and allied expenses, provided always that whichever

of the three courses mentioned in clauses (a), (b) and (c) is

adopted by the IPMCL, the contractor shall have no claim

to compensation for any loss sustained by him by reason of

not having purchased or procured any materials, or entered

into any engagements, or made any advance on account of

or with a view to the execution of the work or the

performance of the contract. The extra cost involved in the

completion of the balance work carried out through the

other contractor under

Amount of 3 (c) shall be recoverable from the contractor

over and above the compensation levied under Clause 2

and the Security Deposit shall be apportioned against the

total recoveries for this purpose also.

Clause 4 : If the progress of the any particular portion of

the work is unsatisfactory, the Engineer in charge shall not

withstanding that the general progress of the work is in

accordance with the condition mentioned in clause 2 be

entitled to take action under clause 3(b) after giving the

contractor 10 days notice in writing. The contractor will

have no claim for compensation, for any loss sustained by

him owing to such action.

Clause 5 : In any case in which any of the powers

conferred upon Engineer in charge by Clause 3 and 4

hereof shall have become exercisable and the same shall

not have been exercised the non exercise thereof shall not

constitute waiving of any of the conditions hereof the such

powers shall not withstanding be exercisable in the event of

any future case of default by the contractor for under any

clauses hereof he is declared liable to pay compensation

amounting to the whole of his security deposit and the

liability of the contractor for past and future compensation

shall remain unaffected. In the event of the Engineer in

charge taking action under Sub-Clause (a) or (c) of clause

3, he may, if he so desires, take possession of all or any

tools and plants, materials and stores, in or upon the work

or the site thereof or belonging to the contractor, or

procured by him and intended to be used for the execution

of the work or any part thereof paying or allowing for the

same in account at the contract rates or in the case of

charge may after giving notice in writing to the contractor

notice, and in the event of the contractor failing to comply

with any such requisition, the Engineer in charge may

remove them at the contractor‟s expense or sell them by

auction or private sale on account of the contractor and at

his risk in all respects, and the certificate of the Engineer in

charge as to the expenses of any such removal and the

amount of the proceeds and expense of any such shall be

final and conclusive against the contractor

Clause 6 : If the contractor shall desire an extension of the

time for completion of work on the ground of his having

been unavoidably hindered in its execution or on any other

ground, he shall apply in writing to the Engineer in charge

before the expiration of the period stipulated in the tender

on before the expiration of 30days from the date on which

he was hindered as aforesaid or on which the cause for

asking extension occurred, whichever is earlier and the

IPMCLor in the opinion of Engineer in charge /IPMCL, as

the case may be, if in his opinion, there were reasonable

grounds for granting the extension, grant such extension as

he think necessary or proper. The decision of the Engineer

in charge /IPMCL in this matter shall be final.

Clause 7 : On the completion of the work the contractor

shall be furnished with a certificate by the Engineer in

charge (hereinafter and hereinbefore called the Engineer-

in-charge) of such completion but neither such certificate

shall be given nor shall the work be considered to be

complete until the contractor shall have removed from the

premises on which the work shall have been executed, all

scaffolding surplus materials and rubbish , tools, plants and

equipments and shall have cleaned off the dirt from all

woodwork, doors, windows, walls, floor or other parts of

any building in or upon which the work has been executed

or of which he may have had possession for the purpose of

executing the work nor until the work shall have been

measured by the Engineer-in-charge or where the

measurements have been taken by his subordinate until

they have received approval of the Engineer-in-charge the

said measurements being binding and conclusive against

the contractor, if the contractor shall fail to comply with

the requirements of this clause as to the removal of

scaffolding, surplus materials and rubbish and cleaning off

the dirt on or before the date fixed for the completion of the

work, the Engineer-in-charge may at the expense of the

contractor, remove and rubbish and dispose off the same as

the thinks fit and clean off such dirt as aforesaid and the

contractor shall forthwith pay the amount of all expenses so

incurred but shall have no claim in respect of any such

scaffolding tools and plants equipments or surplus

materials as aforesaid except for any sum actually realized

by the sale thereof.

Clause 8 : No payment shall be made for any work

estimated to cost less than Rupees one thousand till the

whole of work shall have been completed and a certificate

of completion given. But in the case of works estimated to

cost more than Rupees one thousand the contractor shall on

submitting a monthly bill therefore be entitled to receive

payment proportionate to the part of the work then

approved recommended by the Engineer-in-charge, whose

certificate of such recommended and passing of the sum of

payable shall be final and conclusive against the contractor.

All such intermediate payments shall be regarded as

payment by way of advance against the final payments

only and not as payments for work actually done and

completed and shall not preclude the Engineer-in-charge

for requiring any bad. unsound, imperfect or unskillful

work to be removed or taken away and reconstructed or re

erected nor shall any such payment be considered as an

admission of the due performance of the contract or any

part thereof in any respect or the occurring of any claim nor

shall it conclude determine or affect in any other way the

powers of the Engineer-in-charge as to the final settlement

and adjustment of the accounts or otherwise or is any other

way very or affect the contract. The final bill shall be

submitted by the contractor within one month of the date

fixed for the completion of the work otherwise the

Engineer-in-charge‟s certificate of the measurements and

of the total amount payable for the work shall be final and

binding on all parties.

Clause 9: The rates for several items of works estimated to

cost more than ` 1000/- agreed to within, shall be valid

only when the item concerned is accepted as having been

completed fully in accordance with the sanctioned

specification. In cases where the items of are work not

accepted as so completed by the Engineer-in-charge may

make payment on account of such items at such reduced

rates as he may consider reasonable in the preparation of

final or on account bills.

Clause 10 : A bill shall be submitted by the contractor in

each month on or before the date fixed by the Engineer-in-

charge for all work executed in the previous month and the

Engineer-in-charge shall take or cause to be taken the

requisite measurements for the purpose of having the same

verified and the claim, so far as it is admissible shall be

adjusted and paid if possible within ten days from the

presentation of the bill. If the contractor does not submit

the bill within the time fixed as aforesaid, the Engineer-in-

charge may depute a subordinate to measure up the said

work in the presence of the contractor or his duly

authorized agent whose counter signature to the

measurement list shall be sufficient warrant and the

Engineer-in-charge may prepare a bill from such list which

shall be binding on the contractor in all respects

Clause 11 : The contractor shall submit all bills on the

printed forms to be had on application at the office of the

Engineer-in-charge. The charges to be made in the bills

shall always be entered at the rates specified in the tender

or in the case of any extra work ordered in pursuance of

these conditions and not mentioned or provided for in the

tender at the rates hereinafter provided for such work

Clause 12 : If the specification or estimate of the work

provides for the use of any special description of materials

to be supplied from the store of the IPMCL or if it is

required that the contractor shall use certain stores to be

provided by the Engineer-in-charge (such material and

stores and the prices to be charged therefore as hereinafter

mentioned being so far as practicable for the convenience

of the contractor but not so as in any way to control the

meaning or effect of this contract specified in the schedule

or memorandum hereto annexed) the contractor shall be

supplied with such materials and stores as may be required

from time to time to be used by him for the purposes of the

contract only and value of the full quantity of the materials

and stores so supplied shall be set off or deducted from any

sums then due, or thereafter to become due to the

contractor under the contract or otherwise or from the

security deposit or the proceeds of sale thereof if the

security deposit is held in Government Securities, the same

or a sufficient portion thereof shall in that case be sold for

the purpose. All materials supplied to the contractor shall

remain the absolute property of IPMCL and shall not be

removed from the site of the work and shall at all times be

open to inspection by the Engineer-in-charge. Any such

materials issued at cost but remained unused and in

perfectly good condition at the time of completion or

termination of the contract shall be returned to the IPMCL,

store if the Engineer-in-charge so required by a notice in

writing given under his hand, but the contractor shall not

be entitled to return any such material supplied to him as

aforesaid but remaining unused by him or for any wastage

in or, damage to any such materials. The contractor shall,

however return all unused material at the time of

completion, which was issued to him free of cost by the

Engineer in charge and which has remained surplus with

the contractor after accounting for the actual utilization of

such material from the total quantity that was issued by the

Engineer in charge. Cost of any material issued free of cost

by the engineer and which has remained surplus with the

Engineer from the contractor as mentioned in Schedule –

„A‟

Clause 12 (A) : All stores of materials such as cement,

steel etc. supplied to the contractor by IPMCL should be

kept by the contractor in a separate store near the work site

under lock and key and will be accessible for inspection by

the Engineer in charge or his agent at all the times.

Clause 13 : The contractor shall execute the whole and

every part of the work in the most substantial and workman

like manner and both as regards materials and every other

respect in strict order accordance. The contractor shall also

conform exactly fully and faithfully to the designs,

drawings and instructions in writing relating to the work

signed by the Engineer-in-charge and lodged in his office

and to which the contractor shall be entitled to have access

for the purpose of inspection at such office or on the site of

the work, during office hours. The contractor will be

entitled to receive one sets of contract drawing and

working drawings as well as one certified copy of the

drawings if requires by him shall supplied at the rate of `

2000/- per set of contract drawings and ` 100/- per working

drawing except where otherwise specified.

Clause 14 : The Engineer-in-charge shall have power to

make any alterations in or additions to the original

specifications, drawing, design and instructions that may

appear to him to be necessary or contracts, advisable

during the progress of the work and the contractor shall be

bound to carry out the work in accordance with any

instructions in this connection which may be given to him

in writing signed by the Engineer-in-charge and such

alterations shall not invalidate the contract and any

additional work which the contractor may be directed to do

in the manner above specified as part of the work shall be

carried out by the Contractor on the same conditions in all

respects on which he agreed to do the main work and at the

same rates as are specified in the tender for the main work.

And if the additional and altered work includes any class of

work for which no rate is specified in this contract, then

such class of work shall be carried out at the rates entered

in the Schedule of Rates of the Division with due

consideration for leads and lifts involved for materials and

labour or at the rates mutually agreed upon between the

Engineer-in-charge and the contractor, whichever are lower

However, if the Engineer-in-charge is not empowered by

IPMCL to approve the rates of such additional or altered

work then as far as possible he shall obtain prior approval

to the changes and to the rates payable for such changes

from competent authority of IPMCL not entered in before

ordering the Contractor to take up the alternation/

additional work. If the additional or altered work for which

no rate is in the schedule or rates of the Division, is ordered

to be carried out before the rates are agreed upon then the

contractor shall within seven days of the date of receipt by

him of the order to carry out the work, inform the

Engineer-in-charge of the rate which it is his intention to

charge for such class of work, and if the Engineer-in-

charge does not agree to this rate he shall by notice in

writing be at liberty to cancel his order carry out such class

of work and arrange to carry out in such manner as he may

consider advisable provided always that if the contractor

shall commence the work or incur any expenditure in

regard thereto before the rates shall have been determined

as lastly hereinbefore mentioned then in such case he shall

only be entitled to be paid in respect of the work or incur

any expenditure in regard there to before the rates shall

have been determined as lastly hereinbefore mentioned

respect of the work carried out or expenditure incurred by

him prior to the date of the determination of the rate as

aforesaid according to such rate or rates as shall be fixed by

the Engineer-in-charge. In the event of a dispute the

decision of the IPMCL will be final.

Where, however, the work is to be executed

according to the designs, drawings and specifications

recommended by the contractor and accepted by the

competent authority the alterations above referred to shall

be within the scope of such designs, drawings and

specifications appended to the tender. The time limit for

the completion of the work shall be extended in the

proportion that the increase in its cost occasioned by

alterations or additions bears to the cost of the original

contract work and the certificate of the Engineer-in-charge

as to such proportion shall be conclusive.

Clause 15 :

i) If at any time after the execution of the contract

documents the engineer shall for any reason what so ever

(other than default on the of the contractor for which the

IPMCL is entitled to rescind the contract) desires that the

whole or any part of the work specified in the tender should

be suspended for any period of that the whole or part of the

work should not be carried at all, he shall give to the

contractor a notice in writing of such desire and upon the

receipt of such notice the contractor shall forthwith

suspend or stop the work wholly or in part as required after

having due regard to the appropriate stage at which the

work should be stopped or suspended so as not to cause

any damage or injury to the work or any part of it could be

or could have been safely stopped or suspended shall be

final and conclusive against the Contractor. The

Contractor shall have no claim to any payment or

compensation whatsoever by reason of or in pursuance of

any notice as aforesaid on account of any suspension,

stoppage or curtailment except to the extent specified

hereinafter.

ii) Where the total suspension of work ordered as aforesaid

continued for a continuous period exceeding 30 days the

contractor shall be at liberty to withdraw from the

contractual, obligations under the contract so for as it

pertains to the unexecuted part of the work by giving a

10days prior notice in writing to the Engineer within

30days of the expiry of the said period of 30 days of such

intention and requiring the Engineer to record the final

measurements of the work already done and to pay final

bill. Upon giving such notice the Contractor shall be

deemed to have been discharged from his obligation to

complete the remaining unexecuted work under his

contract. On receipt of such notice the Engineer shall

proceed to complete the measurement and make such

payment as may be finally due to the Contractor within a

period of 30 days from the receipt of such notice in respect

of the work already done by the Contractor. Such payment

shall not in any manner prejudice the right of the

Contractor to any further compensation under the

remaining provisions of this clause.

iii) Where the Executive Director requires the Contractor to

suspend the work for a period in excess of 30 days at any

time or 60 days in the aggregate, the contractor shall be

entitled to apply to the Engineer within 30 days of the

resumption of work after such suspension for payment of

compensation to the extent of peculiarly loss suffered by

him in respect of working machinery rendered idle on the

site or on the account of his having had to pay the salary or

wages to labour engaged by him during the said period of

suspension, provided always that the Contractor shall not

be entitled to any claim in respect of any such working

machinery ,salary or wages for the first 30 days whether

consecutive or in the aggregate of any suspension

whatsoever occasioned by unsatisfactory work or other

default on his part. The decision of the Engineer- in -charge

in this regard shall be final and conclusive against the

Contractor.

iv) In the event of

a) any total stoppage of work on notice from the

Engineer under sub-clause (1) in that behalf.

b) Withdrawal by the Contractor from the

contractual obligation to complete the remaining un-

executed work under sub-clause (2) on account of

continued suspension of work for a period exceeding 90

c) Curtailment in the quantity of item or items

originally tendered on account of any alteration, omission

or substitutions in the specifications, drawings, designs or

instructions under Clause 14 where such curtailment

exceeds 25% in quantity and the value of the quantity

curtailed beyond 25% at the rates for the item specified in

the tender is more than ` 5,000/-

It shall be open to the Contractor within 30 days

from the service of

i) the notice of stoppage of work or

ii) the notice of withdrawal from the contractual

obligations under the contract on account of the continued

suspension of work or

iii) notice under Clause 14(i) resulting in such

curtailment

to produce to the Engineer satisfactory

documentary evidence that he had purchased or agreed to

purchase material for use in the contracted work before

receipt by him of the notice of stoppage, suspension or

curtailment and required the IPMCL to take over on

payment such material at the rates determined by the

Engineer, provided, however, that such rates shall in no

case exceed the rates at which the same was acquired by

the Contractor. The IPMCL shall thereafter take over the

material so offered, provided the quantities offered are not

in excess of the requirements of the unexecuted work as

specified in the accepted tender and are of quality and

specifications approved by the Engineer

Clause 15 A : The Contractor shall not be entitled to claim

any compensation from IPMCL for the loss suffered by

him on account of delay by IPMCL in the supply of

materials entered in Schedule „A‟ where such delay is

caused by.

i) Difficulties relating to the supply of railway wagons.

ii) Force majeure.

iii) Act of God.

iv)Act of enemies of the State or any other reasonable

cause beyond the control of IPMCL.

In the case of such delay in the supply of materials, IPMCL

shall grant such extension of time for the completion of the

works as shall appear to the IPMCL to be reasonable in

accordance with the circumstances of the case. The

decision of the IPMCL as to the extension of time shall be

accepted as final by the Contractor.

Clause 16 : Under no circumstances whatsoever shall the

Contractor be entitled to any compensation from IPMCL

on any account unless the Contractor shall have submitted

claim in writing to the Engineer-in-charge within one

month of the case of such claim occurring.

Clause 17 : If at any time before the security deposit or

any part of thereof is refunded to the Contractor it shall

appear to the Engineer-in-charge or his subordinate –in-

charge of the work that any work has been executed with

unsound, imperfect or unskilled workmanship or with

materials of inferior quality, or that any materials or

articles provided by him for the execution of the work are

unsound or quality is inferior to that contracted for, or are

otherwise not in accordance with the contract, it shall be

lawful for the Engineer-in-charge to intimate this fact in

writing to the Contractor and then notwithstanding the fact

that the work, materials or articles complained of may have

been inadvertently passed, certified and paid for, the

Contractor shall be bound forthwith to rectify, or remove

and reconstruct the work so specified in whole or in part,

as the case may require or if so required shall remove the

materials or articles at his own charge and cost and in the

event of his failing to do so within a period to be specified

by the Engineer-in-charge in the written intimation

aforesaid, the Contractor shall be liable to pay

compensation at the rate of one percent on the amount of

the estimate for everyday not exceeding 10 days during

which the failure so continues and in the event of any such

failure the Engineer-in-charge may rectify or remove and

re execute the work or remove and replace the materials or

articles complained of as the case may be at the risk and

expense in all respects of the Contractor. Should the

Engineer in charge consider that any such inferior work or

materials as prescribed above may be accepted or made use

of, it shall be within his discretion to accept the same

reduced rates as he may fix therefore.

Clause 18 : All work under or in course of execution or

executed in pursuance of the contract shall at all times be

open to inspection and supervision of the Engineer-in-

charge and his subordinates and the Contractor shall at all

times during the usual working hours, and at all other times

Clause 19 : The Contractor shall give not less than five

days‟ notice in writing to the Engineer-in-charge or his

subordinate in-charge of the work before covering up or

otherwise placing beyond the reach of measurement any

work in order that the same may be measured and correct

or placed beyond the reach of measurement and shall not

cover up or place beyond the reach of measurement any

work without the consent in writing of the Engineer-in-

charge or his subordinate in-charge of the work, and if any

work shall be covered up or placed beyond the reach of

measurement, without such notice having been given or

consent obtained, the same shall be uncovered at the

Contractor‟s expense, and in default thereof no payment or

allowance shall be made for such work or for the materials

with which the same was executed.

Clause 20 : If during the period as listed below, from the

date of completion as certified by the Engineer-in-charge

pursuant to Clause 7 of the Contract or for the period as

mentioned below after commissioning the work whichever

is earlier in the opinion of the Engineer in-charge, the said

work is defective in any manner whatsoever the contractor,

shall forthwith on receipt of notice in that behalf from the

IPMCL, duly commence execution and completely carry

out at his cost in every respect all the work that may be

necessary for rectifying and setting right the defects

specified therein including dismantling and reconstruction

of unsafe portion strictly in accordance with and in the

manner prescribed and under the supervision of the

IPMCL. In the event of the Contractor failing or neglecting

to commence execution of the said rectification work

within the period prescribed therefore in the said notice

and/ or to complete the same as aforesaid as required by the

same notice, the IPMCL may get the same executed and

carried out departmentally or by any other agency at the

risk, on account and at the cost of the Contractor. The

Contractor shall forthwith on demand pay to the IPMCL

the amount of such costs, charges and expenses sustained

or incurred by the IPMCL of which the certification of the

IPMCL shall be final and binding on the Contractor, Such

costs, charges and expenses shall be deemed to be arrears

of land revenue and in the event of the Contractor failing or

neglecting to pay the same no demand as aforesaid without

prejudice to any other rights and remedies of the IPMCL,

the same may be recovered from the Contractor as arrears

of land revenue. The IPMCL, shall also be entitled to

deduct the same from any amount which may then be

payable or which may thereafter become payable by the

IPMCL to the contractor either in respect of the said work

or any other work whatsoever or from the amount of

security deposit retained by the IPMCL. During defect

liability period, the work of daily maintenance and general

repairs and expenses thereon would be out of scope of the

tender. However, if any defects in the sub work or in the

material are found, the same will be rectified by the

Contractor at his cost and will be binding on him, failing to

which legal action would be taken as per tender clauses.

depending upon the nature of work, till the defect liability

period is over.

Clause 21 : The Contractor shall supply at his own cost all

material (except such special materials, if any, as may in

accordance with the contract be supplied from the IPMCL

stores), plant, tools, appliances, implements, ladders,

tackles, scaffolding and temporary works requisite or

proper execution of the work, in the original, altered or

substituted from the weather included in the specification

or other documents forming part of the contract of referred

to in these conditions or not and which may be necessary

for the purpose of satisfying or complying with the

requirements of the Engineer in charge as to any matter as

to which under these conditions he is entitled to as

satisfied or which he is entitled to require together with the

carriage therefore to and from the work

Clause 21 A : The Contractor shall provide suitable

scaffolds and working platforms, gangways and stairways

and shall comply with the following regulations in

connection herewith.

a) Suitable scaffolds shall be provided for workmen for

all works that cannot be safely done from a ladder or by

other means.

b) A scaffolds shall not be constructed, taken down or

substantially allowed except

i) Under the supervision of a competent and responsible

person, and

ii) As far as possible by competent workers possessing

adequate experience in this kind of work.

c) All scaffolds and appliances connected herewith and

ladders shall.

i) be of sound material

ii) Be of adequate strength having regard to the

loads and strains to which they will be subjected, and

iii) Be maintained in proper condition.

d Scaffolds shall be so constructed that no part thereof can be displaced in

consequence of normal use.

e Scaffolds shall not be over – loaded and so far as practicable the load in

consequence of normal use

f Before installing lifting gear on scaffolds special precautions shall be taken to

ensure the strength and stability of the scaffolds.

g Scaffolds shall be periodically inspected by a competent person.

h Before allowing a scaffold to be used by his workmen the Contractor shall whether

the scaffold has been erected by his workmen or not, take steps to ensure that it

complies fully with the regulations herein specified.

i Working platform, gangway, stairways shall:-

1) be so constructed that no part thereof can sag unduly or unequally.

2)be so constructed and maintained, having regard to the prevailing conditions as to

reduce as far as practicable risks of persons tripping or slipping, and kept free from

any unnecessary obstruction.

j) In the case of working platform, gangways, working

places and stairways at a height exceeding 2 meters ( to be

specified).

boarded unless other adequate measures are taken to ensure

Clause 21 B : The Contractor shall comply with the

following regulations as regards the Hoisting appliances to

be used by him.

i) be of good mechanical construction, sound material and

adequate strength and free from patent defect, and

ii) be kept in good repairs and in good working order.

b) Every rope used in hoisting or lowering materials or as a

means of suspension shall be of suitable quality and

g) In case of every machine and every chain, ring, hook,

lowering or as a means of suspension, the safe working

load shall be ascertained by adequate means.

h) Every hoisting machine and all gear referred to in

proceeding regulation shall be plainly marked with the

safe working load

i) In case of hoisting machine having a variable safe

working load, each safe working load and the conditions

under which it is applicable shall be clearly indicated.

j) No part of any hoisting machine or any gear referred to

in regulation (g) above shall be loaded beyond the safe

working load except for the purpose of testing.

k) Motors, gearing, transmissions, electric wiring and other

dangerous parts of hoisting appliances shall be provided

with efficient safeguards.

l) Hoisting appliances shall be provided with such means,

which will reduce to minimum, and the risks of the

accidental descend of load.

m) Adequate precaution shall be taken to reduce to a

minimum the risk of any part of suspended load becoming

accidentally displaced

Clause 22 : The Contractor shall not set fire to any

standing jungle, trees, brushwood or grass without a

written permission from the IPMCL. When such

permission is given and also in all cases when destroying,

cut or dug up trees, brushwood, grass, etc. by fire, the

Contractor shall take necessary measures to prevent such

fire spreading to or otherwise damaging surrounding

property. The Contractor shall make his own arrangements

for drinking water for the labor employed by him.

become in any way directly or indirectly interested in the

absolutely at the disposal of IPMCL and the same

Clause 28 : In the case of tender by partners, any change in

approval in all respects of the IPMCL, for the time being,

who shall be entitled to direct at what point or points and in

Clause 30.1 : Except where otherwise specified in the

contract and subject to the powers delegated to him by

IPMCL under the code, rules then in force, the decision of

the IPMCL for the time being shall be final, conclusive and

drawings and instruction hereinbefore mentioned and as to

the quality of workmanship, or materials used on the work

or as to any other question, claim, right, matter or thing

whatsoever, in any way arising out of or relating to the

contract, designs, drawings, specifications, estimates,

instructions, orders, or these conditions, or otherwise

concerning the works, or the execution, or failure to

execute the same, whether arising during the progress of

work, or after the completion or abandonment thereof.

receipt by him of any order passed by the IPMCL as

within thirty days of receipt by him of any such order,

appeal against it to the IPMCL who if convinced that prima

facie, the contractors, claim rejected by Engineer In-

charge/IPMCL is not frivolous and that there is some

substance in the claim of the contractor as would merit a

detailed examination in the claim of the contractor and

decision by IPMCL for suitable decision. The decision of

the IPMCL shall be final and binding on the contractor and

the Engineer-in-charge.

Clause 32 : When the estimate on which a tender is made

includes lump sums in respect of parts of the work, the

Contractor shall be entitled to payment in respect of the

items of work involved or the part of the work in question

at the same rates as are payable under this contract for each

item, or if the part of the work in question is not in the

opinion of the engineer-in-charge capable of measurement,

the Engineer-in-charge may at his discretion pay the lump

sum amount entered in the estimate and the certificate in

writing of the Engineer-in-charge shall be final and

conclusive against the Contractor with regard to any sum or

sums payable to him under the provisions of this clause.

there is no such specification as is mentioned in Rule I of

with the IPMCL specifications and in the event of there

Clause 37 : The Contractor shall be responsible for and

shall pay any compensation to his workmen payable under

the Workmen‟s Compensation Act., 1923 (VIII of 1923),

(hereinafter called the said Act) for injuries caused to the

workmen. If such compensation is payable/ paid by the

IPMCL as principal under sub-section (1) of Section 12 of

the said Act on behalf of the Contractor, it shall be

recoverable by the IPMCL from the Contractor under the

sub-section (2) of the said section. Such compensation shall

be recovered in the manner laid down in Clause 1 above.

Clause 37 A : The Contractor shall be responsible for and

shall pay the expenses of providing medical aid to any

workman who may suffer a bodily injury as a result of an

accident. If such expenses are incurred by IPMCL, the

and be deducted without prejudice to any other remedy of

the IPMCL from any amount due or that may become due

to the Contractor.

Clause 37 B : The Contractor shall provide all necessary

personal safety equipment and first aid apparatus available

for the use of the persons employed on the site and shall

maintain the same in condition suitable for immediate use

at any time and shall comply with the following regulations

in connection herewith.

a) The workers shall be required to use the equipments so

provided by the Contractor and the Contractor shall take

adequate steps to ensure proper use of the equipment by

those concerned

b) When work is carried on in proximity to any place

where there is a risk of drowning, all necessary equipment

shall be provided and kept ready for use and all necessary

steps shall be taken for the prompt rescue of any person in

c) Adequate provision shall be made for prompt first-aid

treatment of all injuries likely to be sustained during the

course of the work.

Clause 37 C : The Contractor shall duly comply with the

provisions of „The Apprentices Act, 1961‟ (III of 1961),

the rules made there under and the orders that may be

issued from time to time under the said Act and the said

Rules and on his failure or neglect to do so he shall be

subjected to all the liabilities and penalties provided by said

Act and said Rules.

Clause 38 : I) Quantities in respect of the several items

shown in the tender are approximate and no revision in the

tendered rate shall be permitted in respect of any of the

items so long as subject to any special provision contained

in the specifications prescribing a different percentage of

permissible variation in the quantity of the item does not

exceed the tender quantity to more than 25% and so long as

the value of the excess quantity beyond this limit at the rate

of the item specified in the tender, is not more than Rs.

iv) Claims arising out of reduction in the tendered quantity

of any item beyond 25% will be governed by the provision

of Clause 15 only when the amount of such reduction

beyond 25% at the rate of the item specified in the tender is

more than Rs.5,000/- This reduction is exclusively the

Clause 42 : The Contractor shall not enter upon or

commence any portion of work except with written

authority and instructions of the Engineer-in-charge of his

i) No Contractor shall employ any person who is under the

emaciation or which is immature shall be employed on

iv) The Engineer-in-charge or his agent is authorized to

remove from the work, any person or animal found

working which does not satisfy these conditions and no

responsibility shall be accepted by the IPMCL for any

delay caused in the completion of the work by such

undertaken by him, In the event of the dispute arising

decision of the Engineer in charge shall be conclusive

vi) Contractor shall provide drinking water facilities to

the workers. Similar amenities shall be provided to the

workers engaged on large work in urban areas

which take place on account of labour using loose

garments while working near machinery.

Clause 44: Payment to Contractors shall be made by

cheque drawn on IPMCL/ Engineer in charge‟s account

provided the amount exceeds Rs.1000/- Amounts not

Clause 46 : If Government declares a site of scarcity or

famine to exist in any village situated within 16 Kms of

the work, the Contractor shall employ upon such parts

whom the Engineer in charge/IPMCL of IPMCL may

have delegated this duty in writing to be in need on

relief and shall be bound to pay to such person wages

not below the minimum wages which Government may

shall be decided by the Engineer in charge whose

decision shall be final and binding on the Contractor.

Clause 47: The price quoted by the Contractor shall not

in any case exceed the control price, if any, fixed by

Government or reasonable price which is permissible

for him to charge a private purchaser for the same class

and description, the control price or the price

permissible under the provisions of Hoarding and

from time to time. If the price quoted exceeds the

controlled price or the price permissible under Hoarding

and Profiteering Prevention Ordinance, the Contractor

will specifically mention this fact in his tender along

with the reasons for quoting such higher prices. The

right of revising the price at any stage so as to conform

to the controlled price as permissible under the

Clause 47 A : The tender rates are inclusive of all

taxes, rates, cess GST and are also inclusive of the

goods involved in the execution of work contract under

the provision of Rule 58 of Maharashtra Value added

Tax ACT 2005 for the purpose of levy of tax.

Clause 48 : In case of materials that may remain

surplus with the Contractor from those issued, the date

percent of the total number of unskilled labour to be

employed by him on the said work from out of the

persons ordinarily residing in the district in which site

employ such number of persons as is available and

thereafter may with the previous permission in writing

of the Engineer-in-charge of the said work obtain the

rest of the requirement of unskilled labour from outside

Clause 51 : The Contractor shall pay the labourers –

skilled and unskilled according to the wages prescribed

by Minimum Wages Act applicable to the area in which

the work of the Contractor is located. The Contractor

shall comply with the provision of the Apprentices Act,

time to time.. The Contractor shall be liable for any

pecuniary liability arising on account of any violation

by him of the provisions of the Act. The Contractor

Clause 52 : All amounts whatsoever which the

Contractor is liable to pay to the IPMCL in connection

with the execution of the work including the amount

equipment given on hire by the IPMCL to the

Contractor for execution by him of the work and/ or for

revenue and IPMCL without prejudice to any other

rights and remedies of the IPMCL recover the same

from the contractor as a arrears of land revenue

Clause 53 : The Contractor shall duly comply with all

the provisions of the Contract Labour (Regulation and

Abolition) Act, 1970 (37 of 1970) and the Maharashtra

Contract Labour (Regulation and Abolition) Rules 1971

as amended from time to time and all other relevant

statutes and statutory provisions concerning payment of

wages particularly to workmen employed by the

contractor and working on the site of the work. In

particular and contractor shall pay wages to each

worker employed by him on the site of the work at the

rates prescribed under the Maharashtra Contract Labour

(Regulation and Abolition) Rules 1971. If the contractor

fails or neglect to pay wages at the said rates or makes

short payment and the IPMCL makes such payment of

wages in full or part thereof less paid by the contractor,

as the case may be, the amount so paid by the IPMCL

to such workers shall be deemed to be debt payable by

the Contractor and the IPMCL shall be entitled to

recover the same as such from the contractor or deduct

same from the amount payable by the to the contractor

hereunder or from any other amounts payable to him by

the IPMCL.

Clause 54 : Where the work are required to work near

Machine and are liable to accident they should not be

allowed to wear loose clothes like Dhoti, Jhabba etc.

Clause 55 : The Contractor shall comply with the

provisions of the Apprentices Act, 1961 and the Rules

the availability of the Foreign exchange, no foreign

exchange, will be released by the Department for the

purchase of the Plant and Machinery required for the

a) The anti malaria and the health measures shall be as

directed by the Joint Director (Malaria and Filarial) of

Health Service, Pune.

b) Contractor shall see that most autogenic conditions

are not created so as to keep vector population to

minimum level

c) Contractor shall carry out anti malaria measures in

the area as per guidelines prescribed under National

Malaria Eradication Programme and as directed by the

barricades, guards, guard rails, temporary bridges and

walkways, watchmen, headlights and danger signals

and materials. Barricades shall be substantial

construction and shall be painted such as to increase

their visibility at night. For any accident arising out of

the neglect of above instructions, the contractor shall be

bound to bear the expenses of defence of every suit,

action or other legal proceedings, at law, that may be

brought by any person for injury sustained owing to

neglect of the above precautions and to pay all damages

and costs which may be awarded in any such suit,

action or proceedings to any such person or which may

with the consent of the contractor be paid in

compromising any claim by any such person.

Insurance

Clause 61 : The contractor shall take out necessary

insurance policy /policies so as to provide adequate

insurance cover for execution of the awarded work from

the Director of insurance Maharashtra State Mumbai.

However if contractor desire to effect insurance with

local office of any insurance company same should be

under the Co-insurance-come- servicing arrangement

approved by the director of insurance if the policy taken

out by the contractor is not Co – Insurance basis(GIF-

60% and insurance company -40%) the same will not be

accepted and the amount of the premium calculated by

director of insurance will be recovered directly from the

amount payable to the contactors for the executed

contract work.

Policies and certificates for insurance shall be delivered

by the Contractor to the Engineer for the Engineer‟s

approval before the date of actual starting of work. All

such insurance shall provide for compensation to be

payable in the types of proportions of currencies

required to rectify the loss or damage incurred

certificates required the Engineer may effect the

Insurance for which the contractor should have

produced the policies certificates and recover the

premium it has paid from payment otherwise due to the

contractor or, if no payments due to payment of the

made without the approval of the Engineer

The minimum insurance cover for loss damages to

physical property, injury and death shall be 10% of the

contract cost per occurrence with number of

to keep the insurance police valid always till the defect

No payment will be released to the contractor until the

insurance coverage with the Govt. Insurance fund,

Maharashtra State is provided and unless the proof of

Clause 62:During execution of work excavation is

required to be carried out for various sub-works for

which royalty is required is to be paid by the contractor.

During execution of work and till completion if point of

royalty is raised by collector office it will be sole

responsibility of the contractor to pay royalty

charges/compensation if any to concern. Until the

certificate from the collector office regarding royalty

charges is not submitted by the contractor, final bill and

security deposit for such work will not be payable to the

contractor.

ITEMWISE SPECIFICATION

Item No.2 :-

The corrosion protection system required is a Flake Glass filled Acrylic / Vinyl

ester system suitable for use in chemical environments, Temperature Resistance,

aggressive atmospheric and spillage conditions. The coating comprises two coats, one

primer and one finish coat. The coating shall be suitable for a maximum temperature

of 85°C.

Surface preparation of the shells, mixing of paint components and application of

the coating shall be in strictly accordance with the manufacturer's instructions testing and

repair of defects shall be in accordance with the manufacturer's recommendations.

SURFACE PREARATION

Decontamination: The concrete should be sound, well cured & leveled.Any

repairs that may be required to patch up the level difference, to replace weak concrete, to

remove standing water/all accumulations on the concrete surface. The concrete has to be in

dried condition and moisture content should be within acceptable limit (Max. allowable

Moisture content is 12%). Moisture level shall be checked with Moisture Meter. In case the

heating is required to bring the moisture within acceptable limit, then necessary

equipment‟s shall be used.

SURFACE CLEANING

The surfaces to be coated shall be blast cleaned to surface cleanliness standard SSPC SP5

APPLICATION OF COATINGS

The application of the primer coat (Polyclass WCP- 75 to 100 micron) should

commence within 4 – hours of completion of the blast cleaning of the surface. Due to the

large surface area to be coated, and the access available, the cleaningand application should

be performed in a „blast, clean, primer alternating sequence‟.

The Polyglass WCP primer for concrete surfaces that are damp, or where levels

of moisture are approaching the saturation point of concrete. It is designed to react with the

Polyglass VEF finish coat and therefore the time between the application of the primer and

finish coats is limited. The actual time will depend on the ambient temperature and the

ventilation level. Assuming a temperature of 20 deg. C and good ventilation the minimum

time between coats will be 2 hours, the maximum time will be 7 days. The Polyglass VEF

should be applied in multiple coats to achieve the correct Dry Film Thickness. The number

of coats will depend on the temperature at the time of application; however, a minimum of

two coats will be necessary. Polyglass VEF should be left to gel sufficiently to support a

supplementary coat prior to over-coating. Again this will depend on temperature. The

minimum time between coats will be 2 to 4 hours, the maximum time between coats will be

72 hours.

The Application of coating shall be done by coating manufacturer only with standard QAP.
