1.0. Owner's Scope

1.1. Construction Water

HPCL will provide water for site mix concreting & curing as FIM. However, arrangement for

transporting water from source to the site is to be done by the contractor.

1.2. Work permit & Entry permit

Work permits will be issued on day-to-day basis from 9.00 PM to 4.00 PM on all working

days except on Sundays and Holidays. On contractor's request and depending on the job

requirements owner may at its discretion consider to issue work permit beyond 4.00 PM as

well as on Sundays and Holidays. However, no extra compensation benefits shall be

entertained in this regard.

HPCL has a laid down procedures for the entry of the workmen and their supervisory staff.

All the necessary form / formats for the entry of these personnel will be issued form the

Pass Section at HPCL Refinery. All further co-ordinations with the security office at HPCL

main gate has to done by the contractor.

2.0. Bidder's Scope

2.1. Scope of Supply

Supply of all Safety Equipments like Fire Extinguishers, Fire Water Hoses, Safety Nets

for Working at height and Safety means for the workers including Safety Helmet, Safety

Shoes, Safety Belts & Life Lines. Etc. for working at heights are in vendor's scope.

2.2. Scope of Work

Bidder's scope of work includes but not limited to the following:

oEarthwork in excavation including dewatering below ground level for all type of soil,

shoring & shuttering wherever required.

oBackfilling with selected available approved earth at all depths and disposal of surplus

earth within / outside the Refinery premises. Royalty payment, approval of statutory

authorities, as applicable for disposal of soil out side the Refinery premises shall be

the responsibility of the contractor and same is to be considered by the contractor while

bidding for this job.

oPCC below foundation of all types, plinth beams, walls, non-suspended floor slabs, etc.

at all the depth.

oRCC work in foundations of all types, plinths beams, walls, cable trenches, suspended &

non-suspended slabs etc. at all depths for various type of structures & building including

preparation of bar bending schedules.

oRCC work in super structure for various types of structures including preparation of bar

bending schedules.

oFixing centering & shuttering in sub structure & super structure.

oBrick masonry work below and above plinth level, at any locations and at all heights.

oFabrication and placing of Anchor Bolts, Metal Inserts and Pipe Sleeves wherever

required.

oCables and Pipe Trenches with pre-cast / cast-in-situ covers.

oDemolishing and dismantling of PCC, RCC, Brick Works, Steel Works, etc. of existing

facilities at any location and at all heights and depths.

oBarricading of area while working as per the requirement of the Safety / Operation dept.

oTaking necessary approvals from related departments in Refinery & other Statutory

Authorities before carrying out any activity.

oAny other civil and structural works, not specifically mentioned herein, but required for

satisfactory and successful completion of the project as per the direction of

Engineer-in-charge.

oProviding Temporary support to the nearby existing facilities viz. pipes, instruments,

JBs, equipments while carrying out the job in running plant is included in the scope of

the contractor. No separate payment towards the same will be entertained.

oThe depth of open foundations for Structural / Equipments shall in general be varying

from 1.5 M to 3.0 M but not limited to these depth.

oHeight of Structures in general is not likely to exceed 25 M. However, deviation from

this height shall not form any basis for any extra claim.

2.3 Scope of Work (General Civil)

The broad scope of work for general civil works envisaged under this tender is supply of

all materials and constriction of RCC foundation for technological structure, pipe rack

foundation etc, pavement, RCC drains, etc. The contractor shall be responsible to complete

the entire work in all respect and any other work necessary to complete the job though

specifically not covered in the scope. The scope of work involved would be general but not

limited to the following.

oReinforced cement concrete work in foundation.

oReinforced cement concrete work in drains.

oShuttering work for drains etc.

oConstruction of Expansion Joints, Construction Joints in Pavement, Sealing Joints around

foundation Pedestals, Pipe Rack Columns etc.

oClearing the site after completion of works.

oAny other work not mentioned specifically above but required to complete the job. It

shall be clearly understood that all the works mentioned above together with all

incidental works whether specifically mentioned or not shall be deemed to have been

included in the scope of work.

All the jobs to be carried out as per the engineering documents will issued to the

contractor, after placement of PO.

Notes to Bidder

HPCL is repairing Propane de-waxing unit pipe rack at their Lube Refinery, MR. This

contract pertains to the Civil Works under the pipe rack repairing job.

The entire job will be carried out under the supervision & inspection of HPCL. All

the Engineering drawings / documents viz. Equipment Layout, Civil Foundation, Tech

Structure/ Pipe Rack, Misc. Civil Works, etc. will be issued to the successful bidder

after finalization of PO.

Safety and Security

Safety and security of the units as well as of the Refinery as a whole is the essence of

this contract. Contractor shall take all necessary safety precautions and take care of the

same and do all the needful to ensure the same.

HPCL has laid down Safety & Security Rules and Regulations for carrying out the work

inside the Refinery. The vendor will be required to strictly adhere to them. Following are

some of the Safety Rules /Regulations and Guidelines:

ØA detailed JSA (Job Safety Analysis) will be conducted for each job according to the

approved procedure prior to taking work permit. It is contractor's responsibility to

satisfy / fulfill all the safety requirements of JSA prior to starting the job. Also,

Contractor to conduct the Tool Box Meeting at site on daily basis prior to commencement of

the job & records of the same to be submitted to HPCL on daily basis.

ØAdequate Fire Fighting and Safety Equipment in according to the requirement shall be

arranged by the contractor at site including Fire hoses, Fire Extinguishers, Safety Nets

for Working at the Elevation, Safety Belts, Life lines, Helmets, Safety Shoes, Hand Gloves

etc.

ØContractor to depute Safety Supervisor at site to take care of all Safety aspects &

ensure requirements of JSA.

ØAll workmen should wear Safety Belts / Lifeline wherever they work above 2 m elevation

without permanent support / platform. Workmen shall always wear helmets and safety shoes

while on the site / work area.

ØThe Contractor shall start work only after obtaining authorized valid work permits.

ØThe bidder shall allow only those workers to work who have the authorized gate entry

permit.

ØIn case of fire / fire alarm, the bidder should stop the work, withdraw the manpower from

the work site and inform the Engineer-In Charge immediately.

ØAll Safety, Security & Environmental rules of the corporation as prevailing in the

Refinery at the time of execution of the job are to strictly adhere to.

ØContractor shall be fully responsible for all acts of commission of his / their workmen.

ØViolation of Safety will attract penalty as per the HPCL Safety Guidelines.

Special Instruction / Guidelines

ØAll the jobs will be carried out under the supervision & inspection of HPCL site in

charge for the project. Contractor to ensure proper co-ordination with HPCL while

carrying out the job at site.

ØAll work fronts / permits shall not be given at a time and will be released in parts as

per contractor's resource mobilization, operational convenience etc.

ØPreferably, Steel plate shuttering be used to maximum extent.

ØProper barricading of the excavated area shall be done to ensure Safety as per HSE

guidelines. This will be part of excavation work and no compensation will be given to the

contractor for the same.

ØDuring work local/ area barricading with the help of steel pipes, asbestos cloth (with

wet condition) / GI sheets shall be done if required.

ØThe entire job has to be carried out in a manner so as not to hinder the nearby

activities. Proper care should be taken so as not to damage the surrounding facilities.

Damages if caused during execution of the job the same has to be made good by the vendor

at no extra cost to HPCL.

ØPermits may be withdrawn / delayed for operational purpose. Contractor shall not claim

any compensation for the same.

ØContractor to excavate manually first 1.5 M and may be allowed for further excavation by

mechanical means based on actual site condition. Contractor shall ensure no damage to

underground facilities like cables, OWS, pipelines, etc. Wherever necessary, contractor

may have to excavate the entire area manually and no extra compensation for the same shall

be made.

ØContractor workers to be restricted within their respective work area and shall not

loiter around anywhere in the units.

ØAll work to be done either in the running unit or some during the shutdown. Contractor to

mobilize resources accordingly. Working in the running unit shall have to be carried out

as per the existing constraints / condition. No compensation will be given to the

contractor for the same.

ØAll work will be completed based on a mutually agreed schedule / targets for each job.

The contractor will be intimated seven days in advance about the area where he will be

required to work and the time period for the job. The job may be distributed in various

locations depending upon the site clearances. Accordingly, the resources including

manpower shall have to be mobilized by the contractor. Additional resource deployment over

and above what has been deployed at site as directed by the Engineer-In-Charge shall be

done within 2 days.

ØDuring shutdown, each job to be taken up and considered as a separate project and

resources shall be mobilized accordingly to complete the job in time. Multiple work fronts

shall have to be taken up simultaneously and the work to be carried out on round the clock

basis. Contractor to mobilize their Resources, Manpower, Supervisors, Engineers

accordingly no extra compensation for the same shall be made..

ØIn most of the location, earth storage shall not be allowed near the location (inside the

running unit). Contractor to make arrangement for disposal / storage of the same elsewhere

as per the instruction of HPCL and backfilling shall be done subsequently by transporting

good quality earth from elsewhere within the Refinery.

ØContractor's supervisor shall be stationed at each work location during the work.

Day-to-day housekeeping is part of the job. The work site should be cleared completely

after all the jobs are over, failing which no payments shall be made. Deduction in payment

will be made for poor housekeeping at owner's discretion.

Documentation and Records

The Contractor shall keep record of all the free issue material received, used and balance

remained. Minimum wastage of the materials should be ensured. The contractor will also

maintain a proper record of the material brought by him for the job viz, reinforcement

steel, cement, metal, sand, etc. Material reconciliation report for all the free issue

material used will have to be submitted with the delivery challan. Separate log /

instruction book for the job to be maintained at site.

Delivery Period - 60 days from date of each site clearance for each allotted job.

Validity Period - One Year from Date of PO.

GENERAL NOTES

1. Entry of all Workmen inside the Refinery shall be guided by the rules and regulations

prevailing at HPCL from time to time. Vendor shall arrange necessary Gate Entry Passes for

all manpower in advance, duly completing all security formalities.

2.PENALTIES FOR NON-COMPLIANCE OF SAFETY SYSTEMS & PROCEDURES: In order to ensure 100%

compliance of Safety related rules & regulations, following Penalties will be imposed on

the Person(s) found to be not adhering to Work Permit conditions inside the Refinery

Premises:

a. Non-usage of Safety Helmet/Safety Shoes/Safety Goggles: Rs.100/-

b. Non-usage of Safety Belts: Rs.200/-

c. Working without valid Work Permit: Rs.300/-

Please note that in case of any non-compliance/deviations to Work Permit conditions and/or

Safety rules is found, applicable Penalty Clause would be exercised. This will result in

stoppage of the job and Work Permit & Gate Pass will be taken from Vendor's Supervisor.

HPCL will prepare a non-compliance Report on the same and Work Permit/Gate Pass will be

returned back (for re-starting the job) only after ensuring complete compliance of the

above Safety requirements.

3. Jobs shall be carried out in a manner not to cause any damage to the surroundings.

Vendor at his own cost shall make good any damages, if caused while carrying out the jobs.

4. Vendor shall arrange adequate & skilled Manpower and Supervisor. Manpower deployed by

Vendor should be experienced in similar type of jobs. All Equipment and materials (both

Consumables and non-Consumables) shall be brought inside the Refinery with proper Gate

Entry only and proper Records shall be maintained. These Gate Entry Records will be

referred to while taking out the materials after completion of the jobs, failing which

such materials will not be permitted to be taken out.

5. At any stage of work, if progress of the job is found unsatisfactory, HPCL reserves the

right to carry out remaining portion of the job by hiring services of other Agencies to

meet the job completion schedule and back charge the cost so incurred to Vendor's account.

6. Depending upon the quantum of jobs, Vendor should be in a position to arrange

sufficient Manpower and other resources to carry out the given jobs on rush basis and will

have to take up multiple jobs simultaneously at the same time.

7. In case of controversy, HPCL's decision will be final and binding on the Vendor.

8. Any minor changes in the scope of work required for completion of jobs shall be carried

out by the Vendor at no extra cost to HPCL.
