ISLAMIC RELIEF WORLDWIDE JORDAN OFFICE BACKGROUND IRJ has been working in Jordan since 1997, starting with distributing food packages targeting most vulnerable women and orphans. With the Syrian crisis in March 2011, the office has expanded fulfilling its mandate to respond to emergencies for the purpose of protecting lives and dignity for Syrian refugees. IRJ is managing an annual portfolio of £36,197,729.20, secured from institutional donors, UN agencies and Islamic Relief partner’s fund. In year 2014, IRJ has managed 25 projects in Health, orphans, food, non-food items and shelter sectors.

TENDER BACKGROUND Islamic Relief Worldwide _Jordan office “IRJ” , who’s main office in Amman , and has 3 field offices in Mafraq, Ramtha and Irbid, in its efforts to carry out its mandate, IRJ like to rent vehicles for its use, and herby invites interested and qualified suppliers to submit their priced quotations in Jordanian dinar . OBJECTIVES - Due to factors such as servicing and repair requirements, booking priorities and the absence of specialized

vehicles it is necessary for IRJ to source replacement vehicles. The purpose of this tender is to provide renting vehicles as required by IRJ ensuring the ongoing and continued supply of vehicles necessary for IRJ to meet all service and operational requirements across Jordan. Each supplier has a range of expertise, experience and products suitable to meet IRJ’s ongoing needs.

- Getting good value for money with a process that is fair to both IRJ and tenderer.

SCOPE OF WORK.

- All Vehicles supplied by the tenderer should be either New or not older than 2014.- The tenderer is expected to provide transportation within Jordan to All IRJ staff.- The tenderer should quote rental charges per each category of vehicle per day with no limit of kilometer usage.- The services should include the rent of vehicles and drivers salaries.- Good behavior on the part of the driver is important. Careless drivers shall be replaced on demand. - The tenderer is solely responsible for all actions including payment of any type of claims arising out of

infringement of rules, regulations, accident or any other unforeseen happening. In case the vehicle is withdrawn for maintenance /repair/ breakdown, a substitute vehicle should be provided.

- The tenderer must have an office in Amman Area and an out hours phone number should the need arise. - The tenderer shall assign the job of driving of rent vehicles only to qualified, experienced, licensed drivers and

also assume full responsibility for the safety and security of the riders. - The essential spares are to be stored in the vehicle for trouble free driving. IRJ shall have no direct or indirect

liability arising out of negligent, rash and impetuous driving and any loss caused to IRJ will have to be suitably compensated by the tenderer.

- The tenderer shall when called upon to do so, place at the disposal of IRJ such number of vehicles as many may be required although the number of vehicles so demanded may be more than the number of vehicles required to supply for the purpose of execution of the contract at same rate and terms and conditions

- Vehicles having registration, shall be supplied to IRJ and taxes etc due on such vehicles shall be liability of the tenderer. The cost of lubricants, repairs, maintenance, taxes, insurance, etc. will be the tenderer’s liability.

- The vehicles deployed during the contractual period at any point of time should be well maintained and in perfect running condition as per IRJ’s requirement with proper pollution check and valid pollution certificate.

- Insurance: The provided vehicle must be fully and comprehensively insured covering the risk to the driver and all passengers also.

- The monthly bills may be submitted immediately on completion of the month and payment will be effected by IRJ within 15 days of submission of the invoice complete in all respects, after deducting applicable taxes. All payments will be made in electronic form to the designated bank account of the tenderer only.

- The regular working days for transportation are Sunday-Thursday however services may be required for seven days.

- IRJ will provide fuel for the vehicle.

Ability to provide a comprehensive car rental services and drivers, plus demonstrate in-depth knowledge of the required services (e.g. transportation options, cost savings value-add services, product knowledge).

DELIVERABLES IRJ will award a yearly service Framework Contract for the rental of vehicles and drivers services in the framework of humanitarian programs funded by institutional and private donors.

ELIGIBILITY - Tenderer must provide information/meet following criteria and provide documents as evidence.- Tenderer must be in business of providing services for renting vehicles for last 5 yeas.- Must have travel and transport as its nature of business (certificate to this effect if available).- Tenderer must have Service Tax Registration No. and authority with whom registered.- Tenderer must have Permanent Account Number for Income Tax- Tenderer must provide details of registered office (Address) with Telephone No./Fax/Mobile No.- Tenderer must provide details of Address for communication along with Phone No./ Fax./ Mobile No.- Tenderer should have adequate number of vehicles of the same requested model to meet the requirement of

IRJ.

TENDER GUIDELINES General Instruction - Transfer of Bidding Document: The Bidding document is not transferable.- Cost of Bidding: The Bidder shall bear all costs associated with the preparation and submission of its bid, and IRJ will in no case be responsible or liable for those costs, regardless of the conduct or outcome from the bid closing date.- Validity of bid shall be 120 days from bid date.- Language and signing of Bid: The bid prepared by the bidder and all correspondence and documents relating to the bid exchanged by the Bidder and the IRJ shall be written in Arabic language or English Language.- IRJ retains the right to modify the terms of the Bid, or any of the model contract/sections/attachments/formats at any time.- Bidders must review the Technical Specifications, scope document and ensure that the services being offered are as per specifications prescribed in this document.- Bidder must review the contract/Terms & Conditions Appendix 5 before providing details on the Commercial part as specified in this tender document. Bidders shall be deemed to have understood and taken into account all terms and conditions prescribed in the contract. Any exceptions/Deviations, in during those pertaining to Clauses affecting prices must be clearly stated. In the event no Exceptions/deviations are made/ taken, Bidders must stamp and sign the compliance statement. Appendix 3 should be accordingly filled, signed and stamped and put in the technical Bid.- Bidder must fill, sign & stamp Appendix 1 and put it in the technical Bid.- Bidder must fill, sign & stamp Qualifications To The Policy Statement Appendix 4 and put it in the technical Bid.- Bids from agent/agent’s representatives will not be accepted, unless backed by valid Letter of Authorization.- Bids submitted by fax will summarily be rejected. However, a bidder can intimate by fax the date on which the Bid package was dispatched. Responsibility for timely delivery of the Bid package before the Bid Due Date rests solely with the Bidder. Bidders are encouraged to submit the Bid early. IRJ will open Bids only after the Bid due date. All Bids will be opened at one time.- Once a Bid is submitted no changes will be permitted to be made by the Bidder except in relation to clarifications sought by IRJ on the Bid.- Bidders should indicate in their proposal the legal entity which will be executing the Contract. The Bid shall be duly signed and sealed by the executive officer or the Authorized Representative of the Bidder’s Organization/Company.

Specific Instructions- Bidders will submit the Bid from in its entirety and no alterations will be made to the form or the wording therein. The Bid form will be signed by a duly Authorized officer or Representative of the company or organization- The Bidders shall make available the services as specified in the Tender.- The Proposal must be filled in completely and all pricing shown as required. It shall be inclusive of the cost (including all taxes) relating to provision of services as prescribed in the technical specifications and scope document etc.

- The technical un-priced bid of the Bidder will be opened and evaluated first. If the bid is technically acceptable; and has provisions or acceptable alternatives to the requirements specified in the Tender, and conforms to other non-commercial requirements as may be decided by IRJ committee members, then the commercial priced offer of these bidders will be opened for commercial evaluation.

- In the technical un-priced Bid, all the technical attachments Appendix 1, Appendix 3, Appendix 4 and Appendix 5 should be submitted which would include compliance with technical specifications and all price information should be left blank, including owner ship documents or company registration documents plus technical specification of the offered maintenance work and a brief description of the product being quoted. - In the commercial part should be a comprehensive package, which should include all price information as well as “technical” bid information. If any exception in either the technical part or commercial part is taken, the bidder must advise IRJ separately in the technical bid as per guidelines and format provided.

Bids must be received by IRJ at address specified in the documents not later than the prescribed date and time in the invitation letter and tender document. IRJ may at its discretion extend the deadline for the submission of bids by amending the bidding documents in which case all rights and obligations of IRJ and bidders previously subject to the deadline will thereafter be subject to the deadline as extended.

In case of unscheduled holiday in Jordan being declared on the prescribed closing day of the tender or tender closing date falling on a holiday, the next working day will be treated as the scheduled prescribed day of closing of the tender.

Late BidsIRJ reserves the right to reject or accept the bid submitted after the deadline for submission of bids.

Unsolicited Communications: In case any bidder makes any unsolicited communication in any manner, after the bids have been opened (for tenders processed either on single bid or on two bid system) the bid submitted by the particular bidder shall be summarily rejected, irrespective of the circumstances for such unsolicited communication.

Commercial Proposal Requirements- Prices quoted shall be in Jordanian Dinar only.- Prices quoted should be the Bidders best possible prices.- Prices should be quoted in Price Bid conforming to the format provided therein Appendix 2. Prices quoted in the bid shall be firm and binding for the providing agreed services or any additional service requested by IRJ from time to time during the validity of the Contract or any extension thereto from the date of signing of the Contract. No interest shall be payable on delayed payments by IRJ.- Price in words and figures: In case of any discrepancy between price quoted in words and figures, the prices in words shall prevail.- Unless otherwise specified, the price specified in the "Commercial Priced Bid" shall be inclusive of all taxes and other duties/levies applicable as per the prevailing rules.- PRICED PART "COMMERCIAL BID" (In Sealed Cover) This part shall contain only price details and shall be as per the Format attached Appendix 2. Conditions / specifications if any, mentioned in this part will not be taken cognizance of Schedule of Prices, with Prices Qualifications to General Conditions of Contract –Priced Technical Exceptions/ Qualifications-Priced Commercial details via prices, etc. of Alternative Proposals.NOTE: SCHEDULE OF RATES: THE BIDDER SHALL HAVE TO SUBMIT SCHEDULE OF RATES FOR EACH LINE ITEM OF THE SCOPE OF WORK THEREIN.

Technical Proposal Requirements.- The Bidder must adhere to the Technical specification requirements as mentioned in the tender and state the same in the “technical Bid”. Bidders to direct their technical clarifications/requests within a week from the tender issue date.- In the "Technical Unpriced Bid", all the technical attachments should be submitted and all price information should be left blank. Technical Bid Evaluation CriteriaThe Bidders are requested to strictly follow the instruction to bidders and accordingly submit the information,confirmation and documents in the technical Bid. The technical bid(s) received for this tender shall be technically evaluated based on the information, confirmation(s) and documents requested in clause of instruction to bidders.

The Bidder is also required to submit the documentary proof for following:a) Criteria regarding Bidder's network of offices or operations.• It is very important to technically qualify, that the bidder must have his own network of offices, or offices• The bidder must submit the details and documentary proof of his own offices or offices of his Joint venture. The bidder also needs to submit the copies of following valid documents proofs of with the technical bid.• IT PAN• Service Tax Registration No.• VAT Registration No.• Bidders complete details i.e. Name, Address, Tel No., Fax No., Mobile No., email ids, State whether is proprietary / partnership / Pvt. Ltd. / Ltd Company. Names of the Proprietor, Partners, Directors.• Bidder's authorized representative: Name, Contact details,• Bidder shall provide complete details of base from where he intends to operate for this tendered services.

Criteria regarding work experience of Bidders:The bidder must meet the following criteria:a) The bidder shall have experience in carrying out "SIMILAR NATURE" of work with any Govt/Semi Govt. / NGO/Private company. The bidder shall provide necessary documentary evidence for the same.b) "SIMILAR NATURE" means the bidder must be in the business of providing maintenance work and the experience of successfully executing at least one single contract of one year for such services during last 3 (three) years (ending bid closing date). Bidder to submit copies of work order or contract for the same. Operating Principles The implementation of the Code of Conduct will be a shared responsibility between IRJ and its suppliers, informed by a number of operating principles, which will be reviewed from time to time. IRJ will:

1. Assign responsibility for ensuring compliance with the Code of Conduct to a senior manager. 2. Communicate its commitment to the Code of Conduct to employees, supporters and donors, as well as to all suppliers of goods and services. 3. Make appropriate human and financial resources available to meet its stated commitments, including training and guidelines for relevant personnel. 4. Provide guidance and reasonable non-financial support to suppliers who genuinely seek to promote and implement the code standards in their own business and in the relevant supply chains, within available resources. 5. Adopt appropriate methods and systems for monitoring and verifying the achievement of the standards. 6. Seek to maximize the beneficial effect of the resources available, e.g. by collaborating with other NGOs, and by prioritizing the most likely locations of non-compliance.

IRJ expects suppliers to: 1. Accept responsibility for labor and environmental conditions under which products are made and services provided. This includes all work contracted or sub-contracted and that conducted by home or other out-workers. 2. Assign responsibility for implementing the Code of Conduct to a senior manager. 3. Make a written statement of Intent regarding the company’s policy in relation to the Code of Conduct and how it will be implemented, and communicate this to staff and suppliers as well as to IRJ.

Both parties will 1. Require the immediate cessation of serious breaches of the Code and, where these persist, terminate the business relationship. 2. Seek to ensure all employees are aware of their rights and involved in the decisions which affect them.

Payment Terms.Compensation to the Bidder shall be made as per the prices quoted and in accordance with terms of the payments as may be finalized with Bidder and stipulated in the contract. Payment will be made within two (2) weeks after receipt of official invoice from the contractor every month, and as per terms of payment for services provided.

Taxes and Duties and Approvals- The Bidders shall quote their prices inclusive of all taxes & duties.- Bidder shall be responsible to obtain at its own cost, all required permits and consents, wherever applicable and required for the performance of the bidder's obligations under the Contract, from Jordan concerned State Governments, authorities or agencies or political sub-division. IRJ will provide reasonable assistance wherever required, but all expenses related to obtaining the Permits/Consents shall be to the bidder's account.- Bidder shall enclose with the bid, copy of the PAN, VAT, and Service Tax Reg.

Change OrdersThe negotiated and quoted rates shall be valid and firm for primary period of the contract and extension thereto from award letter date or up to the completion of the contract whichever is later. IRJ will be entitled to issue oral orders to the bidder/contractor in the event of emergency. IRJ shall ensure that such oral orders shall be followed up with written communication.

Possession TimeTime is of essence of the contract and bidder shall perform the work and services diligently in accordance with the terms of this contract. In the event it becomes apparent that the contractor fails to comply with the instructions of IRJ, the bidder shall, as instructed by IRJ, at its own cost, take all necessary steps to expedite the process, failing which the provisions of liquidated damage as specified in the Contract shall be applicable.

Right to accept or reject BidsIRJ may, at its discretion, reject any bid or all bids received or may accept any bid or part bid which in IRJ's sole judgment, is the most advantageous to IRJ. IRJ reserves the right to reject any or even all bids for the Scope of Work indicated in the tender or scrap the tender at any time by giving due intimation to all the participated bidders.

يدفع الفريق االول للفريق الثاني بدل استئجار جميع المركبات اعاله وعددها أربعة عشر سيارة مبالغ كاألتي : (......JOD دينار شهري في حالة الشهر )يوم و مبلغ 30 JODدينار في حالة الشهر واحد و ثالثين يوم .……

يوم30( دينار شهريا في حالة الشهر JOD.........وعلى سيارات هونداي النترا وهونداي اكسنت وكيا سيراتو و ) JOD وعلى بك أب متسوبيشي مبلغ )4*4 يوم على سيارة فورد اكسبلورر 31 ( في حالة الشهر JODو )..........

………. ( تدفع شهريا في حالة الشهر واحد وثالثينJOD يوم ومبلغ )30……..( دينار شهري في حالة الشهر يوما , بناءا على مطالبات مالية مقدمه من الفريق الثاني للفريق االول.

لذا فقد إتفق الفريقان على ما يلي :أوالً :

تعتبر هذه المقدمة وكافة المالحق المرفقة والعرض المقدم من الفريق الثاني جزءا ال يتجزأ من هذه اإلتفاقية وتقرأمعها كوحدة واحدة.

يلتزم الفريق الثاني بتزويد سيارة بديلة للفريق األول عند عمل أي إجراء من قبل الفريق الثاني يتضمن عدمجاهزية السيارة للفريق االول .

ثالثاً : يحق للفريق االول استخدام السيارات بما يتوافق مع طبيعة عمله دون حساب أي مسافات من قبل الفريق الثاني

وللفريق االول استخدام المركبات داخل المملكة االردنية الهاشمية وبما يتوافق مع عمل الفريق االول .باالضافةالى عدم تحديد وقت استخدام المركبات .

رابعاً : يلتزم الفريق الثاني بتسليم السيارات صالحة لالستعمال و خالية من العيوب الميكانيكية او اي عيوب تؤثر على

استعمال المركبة وبرخصة إقتناء سارية المفعول. وان تكون المركبة المؤمنة تأمينا شامال .خامساً:

يسمح لجميع موظفي الفريق األول بقيادة السيارات المزودة من قبل الفريق الثاني بشرط ان يكون حاصل علىرخصة قيادة سارية المفعول .

سادساً: يلتزم الفريق األول باي اضرار ومخالفات تنتج عن سوء االستخدام .

سابعاً: يلتزم الفريق الثاني بجمع متطلبات الصيانة الالزمة للمركبات وذلك من غيار زيت او بريكات او فالتر و بواجي

.فقط : الفريق االول غير مسؤول عن اية مخالفات مرورية تتعلق بالمركبة مثل انتهاء ترخيصها و اي مخالفة تتعلقثامنا

بجسم المركبة ال يكون للفريق االول عالقة بها .وعلى الفريق االول دفع جميع المخالفات المرورية المترتبة علىالمركبة الناتجة عن سوء استخدام وتقصير الفريق االول .

: في حال تعطلت المركبة بسبب فني اوعطل فني في المركبة وغير ناتج عن سوء استعمال الفريق االولتاسعا داخل او خارج حدود مدينة عمان وكانت المركبة تحتاج الى نقل )ونش( فان الفريق االول غير مسؤول عن هذا

العطل ويكون الفريق الثاني ملزم بنقل المركبة وصيانتها واتخاذ اي اجراء لغايات تصليح المركبة . : في حال حدوث اي عطل او خلل أو حادث الي مركبة فان الفريق الثاني ملزم يتزويد الفريق االولعاشرا

( ساعة . وخالفا لذلك فانه من حق الفريق االول استئجار مركبة من اي مكتب اخر24بسيارة بديله بموعد اقصاه ) ويكون ذلك على حساب الفريق الثاني ويكون ملزم ببدل المبالغ التي يدفعها الفريق االول دون سقف اعلى للمبالغ التي يدفعها . وال يحتاج ذلك النذار او اخطار من قبل الفريق االول للفريق الثاني . يحق للفريق االول خصم مباشرة

ساعة من اعالم24من الدفع المقرره وال يحق للفريق االول ان يقوم بأي اجراء او استئجار الي مركبة قبل مرور الفريق الثاني .

: في حال تكبد الفريق االول اية مصاريف لغايات االستفادة من عمل المركبات وقد قصر الفريقاحدى عشر الثاني بتزويده بها فان الفريق الثاني ملزم بدفع هذه التكاليف بالغ ما بلغت, على ان يتم ابالغ الطرف الثاني قبل

اي تنفيذ اي اجراء. : ال يتحمل الفريق االول اي مسؤولية او نفقات او تعويض للفريق الثاني في حال تعرضت المركبةثاني عشر

لحادث تصادم اياً كان نوع هذا التصادم سواءا في مركبة اخرى او باالصطدام بجسم صلب او اي تصادم اخر او ايتدهور ويكون الفريق االول ملزم فقط بدفع رسوم فتح الكروكة في وقتها .

: ال يجوز للفريق الثاني مطالبة الفريق االول بنقصان قيمه و/او بدل تصليحات و/او بدل فوات منفعهثالث عشر و/او عطل وضرر او اي مطالبه اخرى مهما كان منشأها عند تعرض المركبة لحادث سير سواءا كان المخطط

الكروكي يدين الفريق االول او ال , وبجميع االحوال تكون مسؤولية الفريق االول تقتصر فقط بدفع رسوم الكروكة( الف دينار أردني . 1000وفي حالة السرقة والشطب قيمة دفعها )

: يلتزم الفريق الثاني في حال انتهاء ترخيص اي مركبة بضرورة ترخيصها حسب احكام القانون ويكونرابع عشر الفريق االول غير مسؤول عن اي تقصير او اهمال من الفريق الثاني .

: يلتزم الفريق الثاني بتامين المركبات تأمين شامل دون انقطاع في التامين. خامس عشر : لغايات التبليغ و التبلغ الي اخطارات او طلبات بخصوص تجديد او تمديد او انهاء احكام ومدة هذهسادس عشر

االتفاقية و اية امور اخرى فان البريد االلكتروني المدون في هذه االتفاقية هو المعتمد للتبليغ والتبلغ لكال الفريقيندون حاجة لتبادل اخطارات او انذارات عدلية .

: يقوم الفريق االول بالتوقيع على نموذج استالم المركبة المعد من قبل الفريق الثاني وال يعتبر والسابع عشريعتد باستالم اي مركبة ال يكون الفريق االول قام بالتوقيع على نموذج استالمها.

: في حال انتهاء مدة العقد وتم تبليغ الفريق الثاني بعدم رغبته بتجديد العقد وذلك عن طريق البريدثامن عشر االلكتروني او انذار عدلي او باي طريقة يراها الفريق االول مناسبة خالل شهر من تاريخ ابداء عدم الرغبة بالتجديد

فان الفريق الثاني ملزم باستالم المركبات بكشف رسمي يبين ان عيوب نتجت عن استخدام المركبة طيلة فترة العقد وفي حال رفض االستالم فان الفريق االول غير مسؤول عن المركبات ويحق له ارسال هذه المركبات لمكتب الفريق الثاني المدون عنوانه في هذه االتفاقية ودون حاجة على توقيع الفريق الثاني على اي اوراق

بخصوص االستالم ويكتفي الفريق االول بارجاعها الى العنوان المذكور اعاله فقط . ( لمركبات المستأجرة للفريق االول وذلك9 : يقوم الفريق الثاني بتزويد الفريق االول بسائق عدد )تاسع عشر

وحسب فترة2015 ولغاية … / ….. / 2015للعمل لدى الفريق االول ولمدة اإلستئجار من تاريخ …./… / استخدام السيارة وباجرة مقدارها )……( دينار لكل سائق ، ويكون السائق المشار اليه تابع من حيث تطبيق

قانون العمل الى الفريق الثاني وال يكون للسائق اية حقوق عمالية او مطالبات تجاه الفريق االول ذلك كونه احد ( ساعات يوميا وببدل اجرة للفريق الثاني مقدارها …… دينار8موظفي الفريق الثاني ويكون ساعات عمله )

يقوم الفريق االول بدفعها للفريق الثاني وال عالقه للفريق االول بالسائق وال بشخصه وينتهي عمل السائق لدى الفريق االول بانتهاء المدة المتفق عليها دون اي تجديد و دون حاجة لتبادل اية اخطارات او انذارات وفي حال تعذر

وجود السائق المحدد من الفريق الثاني فان الفريق الثاني ملزم بتوفير سائق اخر لتلبية متطلبات الفريق االول. ساعة من تاريخ عدم تواجد السائق المحدد من قبل الفريق الثاني ، ويكون السائق وطيله24وبمدة اقصاها

تواجده مع الفريق االول ملزم باالنسياق الى اوامر وتعليمات الفريق االول ، وفي حال عدم االنسياق الى اوامر وتعليمات الفريق االول فان الفريق الثاني ملزم بتغييره بسائق اخر المرة تلو المرة دون اي روابط او قيود على

الفريق االول ، عشرون :

تنتهي مدة اإلتفاقية بإنتهاء المدة المقررة و دون حاجة لتداول أي إنذار او إخطار وتعتبر هذه اإلتفاقية منتهية حكماباإلتفاق المسبق بين الطرفين بإنتهاء مدتها .

احدى وعشرون : يقر الفريق الثاني بأنه وفي حال لم يلتزم بالمواعيد المتفق عليها في هذه اإلتفاقية فإنه ال يحق له مطالبة الفريق األول بأية مبالغ نتجة عن هذه األتفاقية و يقتصر حقه في مطالبة الفريق األول في حالة تم األلتزام فقط بالمواعيد

المحددة , و ان اي اخالل من قبل الفريق الثاني يجعل العقد مفسوخا حكما و باألتفاق المسبق و ال يلزم الفريق األول باية مطالبات مهما كان منشأها حتى لو

تم تسليم جميع المود المتفق عليها وان اخالله بأي بند من بنود العقد يسقط حقه بمطالبة الفريق األول بأي مبالغنشأت عن العقد وال يقبل من الفريق الثاني اي فاتوره او اي مواد متفق عليها بعد انتهاء مدة األتفاقية.

اثنان وعشرون : في حال حدث خالف ال سمح الله فإن محكمة بداية عمان _ قصر العدل هي المختصة مكانيا للنظر في هذا

اإلغاثة اإلسالمية ال تسمح ألي من موظفيها بالتصرف بطريقة فاسدة عند االقيام بأعمالها أو عند تمثيلها , يتوجب على أي موظف من موظفي اإلغاثة اإلسالمية عدم إعطاء أو قبول أي نوع من الرشاوي أو تسهيالت , و عدم

إعطاء أو قبول أي نوع من أنواع الضيافة ويتوجب عليه التحلي بأعلى المعايير األخالقية و القانونية عند تمثيل اإلغاثة اإلسالمية ,اإلغاثة اإلسالمية تتبع سياسة عدم التسامح في مكافحة الفساد و الرشوة القاعدة بسيطة : يجب عدم

عرض أو قبول أي نوع من أنواع الرشاوي سواء كانت مباشرة أو غير مباشرة. وعلى ما جاء أعاله تم الرضا و األتفاق بين الفريقين ووقعاه بحريتهما بعد أن تفهما مضمونه حرفيا و تعهدا بعدم

الرجوع عنه أو عن أي بند من بنوده مهما كانت األسباب و إختلفت الدواعي و عليه جرى التوقيع أمام شهود الحالحسب األصول. تم تحرير هذه األتفاقية من أربعة عشر بندا.
