Islamic Relief works with communities to strengthen their resilience to disasters and we provide vital emergency aid when disasters occur.

We help poor people to access basic services, including education, water and sanitation, as well as healthcare. We provide lasting routes out of poverty through our sustainable livelihoods schemes and our integrated approach to development is transforming communities worldwide.

We tackle the root causes of poverty and make sure that the world’s most vulnerable people have a strong voice and real influence in both our programmes and advocacy. PURPOSE OF DIVISION: The IRW Finance Department is primarily responsible for providing corporate financial leadership to Islamic Relief Worldwide and its subsidiaries, covering income of around £120m.

It is tasked to prepare budgets, financial plans and provide accurate and punctual statutory and management reports on the organisation’s actual and forecast income and expenditure.

The IRW Finance Department is responsible for developing and issuing the IRW Finance policy to all IRW divisions, entities and country offices. The department is also responsible for banking compliance, forex and partnership screening, supplier set ups, supplier payments and income reconciliations.

JOB PURPOSE: Reporting to the Chief Operating Officer (COO), the Deputy Director Finance & Treasury will be responsible for managing the corporate financial function of Islamic Relief Worldwide (IRW). This includes internal and external management and performance reporting, financial accounting and ensuring consolidation of accounts and auditing across all group operations. The Deputy Director will provide leadership to the organisation at a time of growth, as well as an increasingly complex regulatory and humanitarian environment.

Finance Functions1. To develop and lead a medium-term financial strategy and plan as per the Global Strategy for IRW

and its subsidiaries.2. To support the BoD and BoT in financial decision making and in managing financial risks / reserves.3. To provide leadership to the IRW Finance function so that it delivers an efficient and effective day-

to-day financial service to IRW group.4. To lead on the development, implementation and regular review of the corporate finance function’s

strategy, work plans and systems to achieve the agreed finance functions objectives.5. To lead and develop staff in order to ensure that the finance functions are capable of fully achieving

agreed targets.6. To strengthen financial processes by actively engaging and networking with the wider humanitarian

community.7. To meet all relevant financial statutory, compliance-related and regulatory requirements of the IR

family.

Organisational and Divisional1. Be responsible for accurate and timely financial accounting and performance reporting. 2. To support strategic divisional work to ensure that the overall organisations objectives

are achieved.3. To strengthen IR’s relations with stakeholders to develop and enhance the visibility and

presence of the charity.4. To facilitate professional and systematic communication and cooperation between the

different parts of the IR family to ensure maximum impact of the organisation’s work.5. To provide good quality financial reports which inform decision-making at all levels and

facilitate the efficient and effective allocation of resources in order to meet IRW’s strategy.6. To ensure the Charity’s financial viability and continued operation.

KEY WORKING RELATIONSHIPS

• Liaison and engagement with Trustees, Audit Committee, CEO, COO, IRW Directors and Subsidiary Directors (as and when needed).

• Actively engages and networks with wider community at national and international networks, events, conferences and other public forums.

• Representing IR and meaningfully engage with institutional donor agencies, umbrella organisations, networks and other key stakeholders.

SCOPE AND LIMITS OF AUTHORITYScope of the Role:

1. Responsible for development and presentation of the IRW Financial strategy, plans and budgets to the BoD and BoT.

2. Supporting the Chief Operating Officer in providing the IR family with strategic direction, assurance, timely reports and technical advice on financial issues.

3. Ensuring timely and accurate financial reporting occurs and controls are followed 4. Main IRW contact for the External Audit signing Partner.5. Developing and maintaining financial guidelines, and policies and procedures to guide

IRW decisions and to maximise the efficiency and effectiveness of the organisation.6. Developing and maintaining effective financial systems that serve the objectives and

priorities defined in IRW global strategy ensuring that these systems support all IRW divisions, departments, country offices and partners.

7. The coordination of IR’s participations at national and international networks, events, conferences and other Finance related public forums.

8. Ensuring market and liquidity risk minimisation through maintaining pro-active relationships with bankers.

9. Coordinating on the organisational process of budgeting and financial reporting effectively and accurately.

KEY ACCOUNTABILITIES

The jobholder is accountable for fulfilling his or her roles and responsibilities in line with IRW values and principles of fairness, humanity, honesty, respect and fair treatment of staff.

1. Supporting Trustees and the IRW Directors to:• Set a robust financial strategy, plans and budgets for IRW.• Ensure the organisation fulfils its financial and assurance related obligations, are statutory

compliant and adhere to all relevant financial regulations, laws and financial standards.• Contribute to Board of Trustees and Board of Directors decision-making and continuous

learning, change and improvement of financial processes.• To develop and contribute to the IRW financial policies and processes.

2. To ensure IRW finance functions is• Effectively monitoring and reviewing month end balance sheet reconciliations’ and control

accounts.• Effectively managing treasury services (i.e. forex, cash transfers), bank relationships and

partner / supplier screening.• Effectively managing and reviewing general reserves position.• Reviewing and updating the internal control environment, in line with good practice.

3. To strengthen external relations by actively engaging and networking with the wider community and specifically by:

• Attending, participating and learning from conferences and other public forums.• Representing IRW and meaningfully engagement with institutional donor agencies,

umbrella organisations, networks and other key stakeholders.

4. To communicate effectively and systematically across the organisation and to actively support cross-organisational processes.

5. To communicate, coordinate on anti-money laundering, counter terrorism financing and anti-bribery related issues.

6. To lead on the development, implementation and regular review of the finance function’s strategy, work plans, and systems ensuring that:

• The department objectives are monitored and achieved on the basis of KPIs. Has responsibility for finance functions budgets and funds held.

• The department continuously analyses and adapts to the risks and opportunities posed by both internal and external changing environments.

• Active and continuous monitoring, evaluating, learning and benchmarking within the department, assure the quality of activities and services.

• International Programmes Division (IPD) is consulted and supported consistently and adequately, and are able to fully utilise IRW's strategic guidance and technical support.

• Leading the project with the finance and IT functions to implement a new finance system, ensuring it is delivered on time and relevant training is given to internal users.

7. To ensure that the finance department is:• Utilising good practise, which is in line with relevant legislation that in turn leads to

recognition from outside bodies.• Adhering to policy frameworks, undertaking proper due diligence, financial planning and

cash-flow forecasting

• Developing and promoting improved systems for reporting and sharing of financial information.• Ensuring consistency and accuracy of financial information across IR in order to enhance,

promote and develop the work of the organisation. • Working with the business to deliver improved management reporting, providing more relevant

information to help the business make better decisions.

8. To ensure staff performance, development and satisfaction in the department by: • Managing issues of employee relations in coordination with HR.• Effectively line managing departments’ staff.• Developing and maintaining a learning conducive environment within the department.• Monitoring and improving staff performance through regular one-to-one and department’s

meetings, periodic reviews and appraisals and the development and enforcement of staff learning/development plans.

9. Other• To ensure and proactively promote and foster a culture in which principles, IRW values and

approaches which are adopted by IRW are consistently respected, applied and complied with in the delivery of the country and divisional objectives and in the conduct of its employees.

• To develop and exploit appropriate principle based approaches and methodologies in the delivery of the corporate objectives, which further contribute to the value-added role of Islamic Relief’s services to our donors and beneficiaries.

• To undertake any other reasonable duties that are consistent with the job and at its level of responsibility as and when required by the COO.

PERSON SPECIFICATION

It is essential that the post holder shows a good understanding and empathy with Islamic Relief’s universal values as well as commitment to IRW’s vision and mission. S/he will play an active part as member of the senior management team. You will have strong interpersonal and leadership skills, with exposure to project implementation and delivery. Previous experience of having worked in an organisation with robust controls and an effective business-partnering model will be an advantage.

ESSENTIAL

1. Graduate with minimum 2.1 class or equivalent. 2. Fellowship of a professional accounting bodies (ICAEW, ACCA, CIMA, CIPFA) is essential.3. External Audit management experience (or similar) with a large accountancy firm.4. Substantial proven experience of setting and presenting financial strategies and plans (in addition

to budgets) to Corporate Boards.5. Proven experience of managing staff at managerial level, strategic planning, budgeting and

corporate decision making,6. Proven experience of engaging with and influencing decision-makers with sound political judgment

and sensitivity.7. Proven and significant experience in working in an INGO / Charity sector / Government sector in a

senior finance capacity
