Why?• Came into this position soon after TC details became TTC standards about

1.5 years ago (2/13/2013)

• As new standards are implemented and more people used them questions arise and start noticing things that need changing.

• Use this meeting as call for comments (any changes you wish/ TTC not addressing common concerns)

What Is This ?

TTC -00 (A) – Flashing Arrow Board

TTC-09, 10, 14 - Flashing Arrow Panel

TTC-11, & 13 - Flashing Arrow Panel, Type “C”

Revised – Flashing Arrow Board, Type “C”

“Arrow Boards shall only be used to indicate a lane closure. Arrow boards shall not be used to indicate a lane shift.” – MUTCD page 603

FLAGGERS – TTC 00 (B)Existing

• A Qualified Flagger is one that has completed courses such as those offered by ATSSA, AGC, or other courses approved by the LADOTD Work Zone Task Force. The contractor shall be responsible for getting the flagger course approved

Standard Device Spacing and Buffer Space

Termination Tapers

Existing - TTC-00 (A) – All termination tapers are 100 per lane

Proposed – TTC-00 (A) – All Termination Tapers are 100 ft.

If used, a termination taper should have a minimum length of 50ft. And a maximum length of 100 feet with devices placed at a spacing of approximately 20 ft. – MUTCD page 557

All Tapers will be revised to say “See TTC-00(c) (Shift/Merge/shoulder)

Road Work Next XX Miles

The “Road Work Next XX Miles” sign shall be required on all projects. The Distance on the “Road Work Next XX Miles” sign shall be stated to the nearest whole mile. - TTC-00(D)

What if Work Zone < ½ mile?

MUTCD Page 597Guidance: The Road Work Next XX miles sign should be installed in advance of TTC zones that are more than 2 miles in Length

The Road Work Next XX Miles sign may be mounted on a Type 3 Barricade. The sign may also be used for work zones of shorter length

Standard

The distance displayed on the Road Work Next XX Miles sign shall be stated to the nearest whole mile

Road Work Next XX Miles

Revise Foot note – The distance on the ‘Road Work Next XX Miles’ sign shall be stated to the nearest whole mile. This sign shall be placed at the Beginning of Project (B.O.P.) limits. This sign may be omitted if work zone is less than 0.5 miles.

Road Work Ahead

WZTF recommends note which was on the TC details be placed in TTC Standards

“Road Work Ahead Signs are not required if the street has no other access except through the work zone.”

MUTCD- Where Traffic can enter a TTC Zone from a crossroad or a major (high volume) driveway, an advance warning sign should be used on the crossroad or major driveway.

TTC-02 – Shoulder Work and Road Work

Why is Road Work Next XX Miles on Two-Way Roadway and not divided?

Do we need shoulder work sign and shoulder drop off on both sides of divided highway? Do we need to use these signs on both sides of the road or only on the side which is affected?

“Signs should be located on the right-hand side of the roadway unless otherwise provided in this manual”

“Where special emphasis is needed, signs may be placed on both the left-hand and right-hand sides of the roadway”– MUTCD Page 577

“ A shoulder work sign should be placed on the left side of the roadway for a divided or one-way street only if the left shoulder is affected” – MUTCD page 638

Page 643 shows road work ahead on both sides of a freeway

Who has a MUTCD with them in the field?

Speed Limit Intervals

TTC-00(A) and TTC-09 – Speed Limit sign intervals contradict each other

TTC-00(A) Speed LimitIf the speed limit reduces, speed limit signs shall be placed

A- Beyond Major Intersections;B – At one mile intervals in rural areasC – At half mile intervals in urban areas

TTC-09 – Footnote “place at 1 mile intervals” under speed limit sign

Remove spacing reference on TTC-09 since it is already covered in TTC-00(A)

See TTC-00 (C) (Shift) should be moved to the side where the lane has been shifted towards the shoulder.

“The Barrier shall not be placed along the shifting taper. The lane taper shall first be shifted using channelization devices and pavement markings.” – MUTCD Page 704

“D” dimension is not defined

TTC – 12 Lane Closures Through Ramp Terminals

Lg is dimensioned incorrectly

Lg = 300-500 ft

TTC -12 Lane Closures for Entrance/Exit ramps

The “Exit Ramp” sign is too big for any stand to hold

MUTCD Page 716-717 showed the exit sign without exit # or exit Speed

Exit # and Speed will be removed

TTC -17 Moving Operations for Interstate or Multilane

Add footnote – If there is no safe area to park work zone vehicles off of the travel way, the order of the work zone vehicles can be adjusted. The First Protection Vehicle With impact attenuator shall be the first vehicle in the travel lane exposed to traffic.
