EXECUTIVE SUMMARY
This IDVP Semimonthly Report presents a summary of activitiesduring the period JUne 26, 1982 through July 23, 1982 and the status ofthe IDVP at the end of that time period.
Phase I efforts directed toward low power dperation, are pro-gressing. Work on the initial sample as defined in the program plans isprogressing and will be essentially completed before issuance of theIDVP Semimonthly Report in August. Four Intet'its Technical Reports,( ITR), of an anticipated 25-30 have been issued. Two of these areprogramnable and two are technical. Of the 177 Open Item Files opened todate, ten errors considered to be significant have been rectified, 39files have not yet been resolved and 128 files have been closed.
Of most significance to the completion of the initial sample, theidentification of planned corrective action and the planning for ad-ditonal verification and additional sampling with a participation of theCivil Engineering work being conducted by the Diablo Canyon Projectwhich was made to the IDVP on July 14-16, 1982. This participationenabled the IDVP to resolve approximately 20 EOI Files, three of whichresulted in error reports, permitted termination of inital sampling ac-tivities relative to the Auxiliary Building, and indicated possible con-tributions of the Project wol k to the IDVP program f'r additionalsampling and ver ifications.
The present plan for such additional work is in progress in accord-ance with ITR-l. Based upon the IDVP and Project work performed sincethat ITR was issued, a revision is being prepared.
The Phase II Program Plans have been submitted for NRC approval andwork has been inhibited. Design chains have been temporarily iden-tified, safety systems and analyses reviews have started, and the me-chanical and.structural evaluation work is being planned.
The IDVP has not yet achieved the development of a meaningful sched-ule for the completion of Phase I or Phase II. This aspect will receive

l.0 'NTRODUCTION
The Independent Design Verification Program (IDVP) for the DiabloCanyon Nuclear Power Plant (DCNPP) is defined as consisting oftwo phases:
a. Phase I is responsive to NRC Order CLI-81-30 datedNNove~>er 19, 1981, is related to reetorat~on of the low powerlicense and considers the seismic-related efforts of thePacific Gas and Electric Company (PGEE) and of their service-related contracts prior to June 1, 1978.
b. Phase II is responsive to an NRC letter to PGKE dated November
~19, 981, is related to operation above 5% power, and con-siders non-seismic ser vice-related, contracts performed priorto June 1978, PGRE internal design activities and allservice-related contracts post-January 1978.

Beginning in July 1982, the IDVP Semimonthly Reports are issuedas follows:

a. On the second Friday of the month, each IDVP participant(TES, RLCA, RFR, and SWEC) compile phd issue all Open ItemReports, Program Resolution Reports, Error Reports, and IDVP
Completion Reports prepared since the last such compilation.
b. On the fourth Friday of each month, TES prepares and issues a
report, without EOI reports, on the status of the IDVP work.
PHASE I PROGRAM

A Revision 1 to the Phase I Program Management Plan was submittedfor PGRE and NRC approval on July 3, 1982~ by TES 5511-66. The
text was revised to update TES organizational changes, to includeitems previously identified in TES Semimonthly Reports, forclarification and to be consistent with the Phase II ProgramManagement Plan. As stated in the transmittal, the only majorchange concerns the format of the IDVP Semimonthly Reports. Allother revisions to the text were intended to provide an improveddiscussion of the way the program has been operating, and was
intended to operate.

The only revision submitted on July 3, 1982, to this Appendix 0
was a single page of errata correcting typographical errors.
As was stated in the transmittal letter, the revision was notresponsive to the NRC request that specific identification of thestructural elements to be sampled be provided. The request was
satisfied for the reinforced concrete portions of the structureby the Fifteenth (June 9, 1982) RLCA Semimonthly Report, and thatinformation was included on an attachment to. the transmittalletter. That attachment included the statement that "selectionof a sample of the steel members is pending a review of thequalification analysis". It was not possible to identify thesignificant structural members without r'eviewing the qualifica-tion analysis. By the procedure detailed in the plan qualifica-tion analysis could not be reviewed until the independent cal-culations were complete, after which the independent and qualifi-cation analyses could be compared and the significantly stressedstructural elements identified.

In any event, the selection of building members for sample analy-sis is no 1'onger a part of the program. As reported later inthis Semimonthly Report, the independent analysis of the Aux-iliary building has b'een terminated by the issuance of an ErrorReport. The PGKE Corrective Action taken in response to thisError Report, as is true whenever an Ei ror Report is issued, issubject to verification by the IDVP. This verification willinclude consideration of the significantly stressed buildingmembers.
2.1.3 Other Pro ram Procedures
Two other Program Procedures are in the course of preparation.DCNPP-IDVP-007 will be titled " PGImE - IDVP Interfaces ", and willinclude the scheduling of meetings and site visits. DCNPP - IDVP- 008 will be titled "Piping Support Baseplate and Anchor BoltEvaluation (IKE Bulletin 79-02)". Both procedures wil'l be isuedear ly in the next reporting period. The second was reviewed byPGEE to assure consistancy with their 79-02 program, an activityexcluded from the IDVP, and the PGIIE comments received on July 23,1982 will be reconciled before the procedure is issued.

2.2.1 Error or 0 en Item Files
The Error or Open Item File System has been developed as a track-ing system for possible technical concerns. The sequence of
~ forms originates with an Open Item Report which is assigned asequential number from the set of such numbers assigned to eachIDVP participant. That file number is used to identify the sub-ject under consideration through several revision numbers untilthe File is closed by issuance of an IDVP Completion Report.
The present status of the EOI Files is described by Appendix 1.During the period covered by the Semimonthly Report, since June25, 1982, a total of five new files have been opened, making atotal to date of 177 files. As of this report, 39 files have notbeen closed or identified as an error. 10 active files have beenidentified as a significant error. (See Table 2 of Appendix 1.)All file actions are reported by the Semimonthly Report issued byeach IDVP participant on the second Friday of each month.
2.2.2 Interim Technical Re orts
Interim Technical Reports are prepared when a program participan'thas completed an aspect of their assigned effort in order to

provide the completed analysis and conclusions. These may be insupport of an Error, Open Item or Program Resolution Report, insupport of a portion of the work which verifies acceptability, orin support of other IDYP action.
The present status of draft and issued Interim Technical Reportsis described by Appendix 2. During the period covered by thisSemimonthly Report, since June 25, 1982, an ITR on Task (ITR-3)has been issued and an ITR on Shake Table gUalified Equipment(ITR-4) will be issued on July 23rd or soon thereafter. Approxi-mately 25-30 Phase I Interim Technical Reports are anticipated.
2.2.3 Phase I Final Re ort
This report will either include documentation regarding eachError Report identified during Phase I or will summarize the doc-umentatioh and reference the applicable Interim Technical Re-ports.
Preliminary discussions have been held between the IDVP and PGICE
as to the format of the overall PGKE Phase I Final Report includ-ing possible ways of formatting the IDVP Report to serve as anintegral part of the overall report. When the IDVP receives a
suggested overall report outline from PGI|E, the IDVP will preparea specific outline for the IDVP report.
2.3 RLCA Efforts

RLCAmet with TES on June 25, 1982, to discuss the draft report.This report will not address the Fuel Handling Building. Theproperty calculations and frequencies, mode shapes andspectra for the vertical model are being checked.

RLCA has completed a preliminary review of the "DCM C-17 Revi-sion 1, Hosgri Response Spectra for Structures, Systems andComponents Units 1 and 2, Diablo Canyon Nuclear Power Plant".Results of this review were transmitted to PGEE. In addi-tion, RLCA has reviewed the control log at PGIIE and found DCM
C-17 to be issued in a controlled manner.
2.3.4 Interim Technical Re ort Actions
RLCA has established a functional group within the project toproduce the expected twenty-five Interim Technical Reports. Withthe assistance of the two technical writers retained for thisgroup, a standardized report format has been adopted.

Containment Annulus Structure
A detailed review of the Brookhaven Study Report on the Unit 1
Containment Annulus Structure and selected Piping Systems is inprogress . The IDVP heard the presentation on July 16, 1982, (see4.1.2) on the earlier Blume design analysis and model for theannulus structure and the current PGKE/Bechtel/Blume work forthis structure. The IDVP and their Civil Structure Consultantwill attent a meeting at Brookhaven on July 27, 1982 to obtainmore information and insight into the Brookhaven Study.
Additional Pi in Verification
TES has received the PGEE documentation for three of the fivepiping models for which TES will perform a design review. A PGRE

response to request for information (RF1) numbers 0055, 0056, and0057 has not been received as of this reporting. The designreview effort is in progress.
2.5.4 Interim - Techincal Re ort Acton
TES has reviewed and approved the RLCA's Interim Technical Re-ports (ITR) on the initial tank sample ( ITA-3), and electricalequipment qualified by testing (ITR-4).

3.0 PHASE II PROGRAM

Revision 0 to the Phase II Program Management Plan was trans-mitted for PGhE and NRC approval on June 18, 1982, by TES 5511-50.This plan is responsive to the NRC (Denton) letter to PGIIE
(Furbush) dated November 19, 1981.

This Program Procedure is Appendix D to the Phase II ProgramManagement Plan, and was submitted with that Plan.
3.1.3 Other Pro ram Procedures
Program Procedures, with the exception of those covering the En-gineering Program Plans and the final phase reports, are co@nonto both phases and are reported in 2.1.3 of this SemimonthlyReport.

3.2.3 Phase II Final Re ort
Planning for this report has not yet started.
3.3 SWEC Efforts
3.3.1 ~Di C
The design chains for the Auxiliary Feedwater (AFW), Control RoomVentilation. and Pressbrization (CRVP) ~ adtI the 4160V Safety Re-lated Electrical Systems have been completed and are being dis-tributed for IDVP review. These syst4Ns constitute the "SWEC
Sample" as defined in the Project Plan.
3.3.2 Mechanical/Nuclear
The review of the FSAR and other pertinent DCNPP-1 licensingdocuments is in progress. The initial determination and iden-tification of detailed design documents required to perform theverification is complete and the documents have been requestedfrom PGIIE.
a. Auxiliar Feedwater S stem
Approximately 75K of all requested documents for the AFW sys-tem have been received by SWEC. The detailed review of theAFW system, along with the hydraulic modeling of the system,is in progress. The review of the high energy line breaks andcracks, internally generated missiles and fire protection asthey affect the AFW system has coraaenced. To be verified isthe adequacy of AFW pumps, condensate storage tank capacityand piping equipment design.
b. Control Room Ventilation and Pressurization
Approximately 65K of all requested documents for the CRVPsystem have been received by SWEC. The review of the highenergy line breaks and cracks, internally generated missilesand fire protection as they affect the CRVP system has com-menced. Tasks to be performed are: the development of heatloads in the Control Room; the complete review of filtertrain design and the control room radiation and toxic gasconcentrations as a function of system design.
3.3.3 Electrical
Review of the licensing documents is in progress. Preliminaryreview of the one line drawings has been completed. Preliminaryreview of the relay and protective devices and the protectionphilosophy has been completed. Information, including drawings,

vendor date and calculations, required for the verification havebeen identified and requested from PGEE.
a. 4160V Safet Related Electrical S stem
To date> approximately 75K of all requested documents havebeen receivhd by SWEC. The tasks to be performed are: reviewof relay and protective device settings; review conformanceof design with licensing cotteitments; develop impedance net-work of 4160V system; calculate eqoipment bils loads; startvoltage profile and short circuit calculations; review dieselgenerator starting and loading capability; identify safety-related electrical equipment subject to the effects ofmissile and high energy line break/ci'acks.
b. Auxiliar Feedwater S stemTo date, approximately 5X of the requested documents havebeen received by SWEC. A preliminary electrical equipmentlist has been developed. The tasks to be performed are:review of relay and protective device settings; review con-formance of design with licensing cormitments identifyelectrical equipment in the system; determine cables andraceway associated with electrical equipment; identifysafety-related electrical equipment subject to the effects ofmissile and high energy line breaks/cracks .
c. Control Room Ventilation and Pressurization S stem
To date, approximately 75K of the requested documents havebeen received by SWEC. A preliminary electrical equipmentlist has been developed. 3.3.4 Instrumentation and Controls

The calculation of the mass and energy release rates fol-lowing a main steam line rupture for use in the independentcalculation of the temperature and pressure transients is inprogress. The tasks to be performed are: continue review ofthe pertinent design documents; continue development of themodels and the calculation of the mass and energy releaserates for use in the independent calculation of the tempera-ture and pressure transients for equipment qualification.

The development of the design chain for the primary safety-related service contractors involved in non-seismic design workperformed prior to June 1, 1978, has been completed. The cur-rently identified contractors are:

Internal design work at Westinghouse was excluded from the PhaseI gA effort since the NRC Order limited verification to seismicservice-related contractors and did not address equipment sup-pliers. A similar exclusion is included in the NRC letter, whichaddresses the Phase II activities. The internal design work doneby Westinghouse for PG&E was done in support of the sale andlicensing of their equipment.
RFR, identified during the development of the design chain fornon-seismic-related service contr actor work performed pr ior toJune 1 1978, Westinghouse contract 5-86-77, Asymmetric ReactorVessel Cavity Analysis. However, since this work was funded bythe Westinghouse PWR Owner's Group and was not unique to theDiablo Canyon license application (eg, it was generic in nature),it will not be subject to Phase II Audit and Review.
In the SWEC development of the design chain for the SWEC sample,an interface was determined to exist between PGIIE and Westing-house. As part of the RFR audit of PGIIE, the design interfacecontrol exercised between PGImE and Westinghouse will beevaluated.
An Interim Technical Report describing the design chain develop-ment has been drafted by RFR and reviewed by TES. The final draftITR is scheduled for submittal to TES during the next reportperiod.

The status with respect to Program Plans and Reports is discussedin 2.1. and 2.2. and 3.1 and 3.2 for Phase I and II respectively.
Other than those actions and the technical actions reports else-where in this Semimonthly Report, the major TES program manage-ment efforts during his report period are described in thefollowing.
4.1.1 Reformattin of Semimonthl Re orts

The month of July 1982, is the first month in which a new reportformat has been followed.
Prior to this month, each of the three individual IDVP partici-pants issued a report on the 2nd and 4th Friday of each month.These reported very briefly on the status of the work of theindividual organization and included the EOI File report issuedduring the report period. The result was a fragmented reportwhich tended to overemphasize the EOI file process . Severalorganizations and individuals expressed their opinion that theformat did not successfully coranunicate or perhaps even representthe progress of the IDVP.
,With the development of the Phase II Plan and the involvement ofyet another organization in the IDVP, TES sought to develop andobtain approval of a more effective format for Semimonthly Re-ports. The present format was so developed, reviewed informallyby TES with PG&E and discussed at the NRC and described at theJune 10, 1982, NRC - PGImE - IDVP meeting. Upon that discussion,the new format was adopted and the Semimonthly Report recipientswere so notified by TES 5511-64. In essence:

a. Each IDVP participant issues a Semimonthly Report on the 2ndFriday of each month which is limited to of all EOI FileReports developed since the last such report.
b. Each IDVP participant, except TES, prepares a report to TES,called the Participant Program Manager's Report, on the 3rdFriday of each month.
c. Based in a large part upon these reports, TES prepares anIDVP (month) Semimonthly Report which is intended to pro-vide an integrated report of the IDVP status.
As stated, this is the first such report anJ reader's coments onthe format and content are requested to help TES in improving thereports. Please recognize, however, that, as with all new ap-proaches, there have been some difficulties. In this particularcase, the short-term difficulties in preparation of this reportwere primarily the result of the meeting described in 4.1.2,although that meeting will have significant positive effects inthe long run. Specifically, the impact of that meet'ing on theIDVP is such that it was decided to rectify the results in thisreport, rather than in the next report where the actions taken inresponse to this meeting would ordinarily be reported. The re-sult has been the inclusion of an additional week's work in thisreport, the rearrangement of priorities to that issue rather thanto the completion of the IDVP schedule which had been intended forinclusion in 5.0, and a delay in distribution of this report.
PGKE Technical Pro ram — IDVP Interface
The PGEE Semimonthly Report has indicated a number of Open Itemswhich are being resolved by the Diablo Canyon Pt oject Team. Simi-larly, that team takes action upon the IDVP Open Items which aretransferred to PGEE (PRR/OIP), because of additional informationwhich must be provided before the IDVP can resolve the file.Progress in all such matters is reflected in the PGEE SemimonthlyReports which are monitored by IDVP particpants for possible im-pact on the IDVP. It has become evident that the PGEE CivilEngineering efforts were reaching a point of significance to theIDVP particularly with regards to approximately 20 files pre-viously transferred to PG5E and to the IDVP, review of the con-tainment annulus region, including the Brookhaven NationalLaboratory Report transmitted to TES by NRC (Denton) on July 1,1982. Therefore, PGEE agreed to present a 'status report of muchof their Civil Engineering efforts to the IDVP on July 14-16,1982.

This meeting indicated that PGRE Was making significant progressin their Civil.Engineering efforts. The building sample selectedin the IDVP Phase I Program Plan for independent calculations wasthe Auxiliary Building which includes the Fuel Handling Building.Based upon the independent calculations per'formed to date byRLCA, a number of EOI files have been established with respect tothat structure and the first IDVP Interim Technical Report hasrecoranended additional sampling of building structures. The pre-sentation of the PGEE Technical Program indicated that the levelof requalification being undertaken by PGEE was such that con-tinued comparison of the RLCA analysis with the previous PGEE
analysis was not of significance with respect to evaluation ofDCNPP-1 seismic resistance. Therefore, an Error Report Class Ahas been issued for the Fuel Handling Building. Since it is not.yet definite whether or not physical modifications will be re-quired, Error Reports Class A or 8 will be issued for the Aux-
iliaryy
Building, the Turbine Building and the Conduit Supports.One error report Will be issued for each; and the other associatedEOI files will be closed. In accordance with the Project Plan,the IDVP is requred to verify PG5E Corrective Action taken inresponse to an IDVP file and PG&E may, as their option, requestthe IDVP to review their Correct Action progress at any time.
It is anticipated that similar IDVP actions may be taken withrespect to other EOI files when PGKE is in a position to presenttheir Technical Program to the IDVP.
4.2 RLCA Related

COMPUTER PROGRAMS FOR ERROR AND OPEN ITEM REPORTS
AND INTERIM TECHNICAL REPORT TRACKING SYSTEM
General
To facilitate the records management for the Diablo Canyon Independent
Design Verification Program, three versatile data-base-management computer
programs, entitled LISTLOG, LISTFILE, and LISTITR have been -developed and
implemented on the VAX. Programmed in Fortran, these enable TES to
maintain up-to-date records on all files, active and inactive, and
Technical ReportS, draft and issued. All can be readily accessed by
project personnel thru any of the VAX terminals located throughout the TES
Waltham office. LISTFILE is 'an accelerated ver sion of LISTLOG which
provides the user with a listing of only the latest revision of any
specific file. At the same time, access to the main data base file for the
purpose of editing the data is restricted to only key program personnel by
means of internally progr ammed security checks. LISTITR is a modified,
version of LISTLOG used to identify, schedule and track Interim Technical
Reports throughout the IDVP participants. Program personnel have the
capability of manipulating the data files in such a manner as to detect any
possible trends that could be developing, as well as obtaining a complete
history of any file. The following paragraphs provide a more 'detailed
description of LISTLOG, LISTFILE, and LISTITR its data fields and itscapabilities.Fields Descri tion for'ISTLOG and LISTFILE
Since the work scope of the Diablo Canyon Design Verification Program
encompasses both the involvement of the Independent Verfication Program pa-,
rticipants and Pacific Gas 8 Electric, the data fields for LISTLOG have
been establihed to facilitate tracking of all IDVP findings using the filenumbering system of either the IDVP or of the PGIIE Technical Program. The
following listing describes the fields and defines the subject matter
entered in each. The format of the field data printout is as depicted inAttachment (A).

As a data-base management tool, these programs provide the user with
capabilities such as:
Listing all revisions of all or specific files for the purpose of
acquiring a complete history;
Listing only latest revisions of all or specific files for the
purpose of acquiring a status report;
Listing files with specific characteristics for the purpose ofdetermining a trend or a possible hold-up point for scheduling
purposes;
Listing of ITR's according to the organization of origin;
Providing a hard copy printout of any information requested in a
format that is directly input into the Various status reportsthat the project requires.
With the program on the VAX system, access to the files is unhampered
and fast. For user ease, all programs prompt the user with interrogatorystatements, ensuring that all data, fields are co'nsidered.
The hardcopy output from the program will be utilized as Appendices 1
2 to the IDYP Semimonthly Reports, issued by Teledyne Engineering
Services.
