that all relevant provisions pertinent to the receiving

The Embassy of the United States ofAmerica presents its

the exchange and dissemination of information through broadcasting has the

honor to propose a continuation of our ongoing and successful cooperation

and our joint efforts in this endeavor

In furtherance of this cooperation the Government ofthe United

States of America and the Government of the Kingdom of Thailand entered

into an agreement effected by exchange of diplomatic notes on August 11

1965 to increase the use of radio broadcasting for the mutual benefit of both

countries That agreement was subsequently amended and its term

extended via two separate exchanges of notes the first dated February 28

and March 7 1983 and the second dated August 23 and September 30 1993

(collectively the 1965 Agreement) Pursuant to the latter exchange of

notes dated August 23 and September 30 1993 the Government of the

DIPLOMATIC NOTE

United States of America upgraded at its own expense the one megawatt

transmitting facility referred to in paragraph 1 (a) ofthe 1965 Agreement

The Government of the United States proposes that the 1965 Agreement be

further amended and extended as follows

(a) Pursuant to paragraph 13 of the 1965 Agreement the term of

the 1965 Agreement shall be extended to September 30 2023

(b) As consideration for this extension of the 1965 Agreement the

Government of the United States of America shall pay the Government of

the Kingdom ofThailand the total sum of $1500000 over the extended

duration of the agreement The first payment in the amount of$210000

shall be due on November 1 2016 The remaining six (6) payments in the

amount of $215000 each shall become due on November 1 of each year

thereafter with the final payment made on November 1 2022 unless the

1965 Agreement is terminated early pursuant to paragraph (c) below Such

payments are subject to the availability of appropriated funds Ifthe 1965

Agreement is terminated early the final payment shall be made on

November 1 of the final year of the 1965 Agreement

(c) Notwithstanding Paragraph 13 ofthe exchange ofdiplomatic

notes on August 11 1965 ifthe Government of the United States of

America or the Government of the Kingdom ofThailand decides to cease

operations of the one megawatt transmitting facility either Government may

terminate the 1965 Agreement by giving the other Government a minimum

eighteen (18) month notice by diplomatic note

(d) The following paragraph shall replace paragraph ( e) from the

exchange ofnotes dated August 23 and September 30 1993 The

Government of the United States of America shall provide technical

assistance to the Ministry ofForeign Affairs The support shall consist of

program production technical assistance and technical assistance for Radio

Saranrom

(e) The following current broadcasting schedule shall replace the

agreed revised broadcasting schedule from the exchange of notes dated

February 28 and March 7 1983

conditions of the 1965 Agreement shall remain unchanged

If the foregoing proposal is agreeable to the Government of the

Kingdom ofThailand the Embassy proposes that this note and the

Ministrys note in reply to that effect shall constitute an agreement between

the two Governments to amend and extend the 1965 Agreement which shall

enter into force on the date ofthe Ministrys note in reply

The Embassy ofthe United States ofAmerica avails itself of this

opportunity to renew to the Ministry ofForeign Affairs the assurance of its

highest consideration

I have the honor to refer to the Embassys note No 20163439 dated September 30 2016 and in recognition of the mutual desire ofour two Governments to promote the exchange and dissemination of information through broadcasting have further the honor to propose a continuation ofour ongoing and successful cooperation and our joint efforts in this endeavor

In furtherance of this cooperation the Government of the United States of America and the Government ofthe Kingdom ofThailand entered into an agreement effected by exchange of diplomatic notes on August 11 1965 to increase the use of radio broadcasting for the mutual benefit of both countries That agreement was subsequently amended and its term extended via two separate exchanges ofnotes the first dated F ebntary 28 and March 7 1983 and the second dated August 23 and September 30 1993 (collectively the 1965 Agreement) Pursuant to the latter exchange of notes dated August 23 and September 30 1993 the Government of the United States of America upgraded at its own expense the one megawatt transmitting facility referred to in paragraph 1 (a) ofthe 1965 Agreement The Government of the United States of America proposes that the 1965 Agreement be further amended and extended as follows

(a) Pursuant to paragraph 13 of the 1965 Agreement the term of the 1965 Agreement shall be extended to September 30 2023

(b) As consideration for this extension of the 1965 Agreement the Government of the United States ofAmerica shall pay the Government of the Kingdom ofThailand the total sum of$1500000 over the extended d~ration of the agreement The first payment in the amount

of$210000 shall be due on November 1 2016 The remaining six (6) payments in the amount of$215000 each shall become due on November 1 of each year thereafter with the finai payment made on November 1 2022 unless the 1965 Agreement is terminated early pursuant to paragraph (c) below Such payments are subject to the availability of appropriated funds Ifthe 1965 Agreement is terminated early the final payment shall be made on November 1 of the final year of the 1965 Agreement

(c) Notwithstanding Paragraph 13 of the exchange ofdiplomatic notes on August 11 1965 if the Government of the United States of America or the Government of the Kingdom ofThailand decides to cease operations of the one megawatt transmitting facility either Government may terminate the 1965 Agreement by giving the other Government a minimum eighteen (18) month notice by diplomatic note

(d) The following paragraph shall replace paragraph (e) from the exchange of notes dated August 23 and September 30 1993 The Government of the United States of America shall provide technical assistance to the Ministry of Foreign Affairs The support shall consist of program production technical assistance and technical assistance for Radio Saranrom

increase the use of radio broadcasting for the mutual benefit of both countries

That agreement was subsequently amended and its term extended via two separate

exchanges ofnotes the first dated February 28 and March 7 1983 and the second

dated August 23 and September 30 1993 (collectively the 1965 Agreement)

Pursuant to the latter exchange of notes dated August 23 and September 30

1993 the Government of the United States of America upgraded at its own

expense the one megawatt transmitting facility referred to in paragraph 1 (a) of

In furtherance of this cooperation the Government of the United States of America and the Government ofthe Kingdom ofThailand entered into an agreement effected by exchange of diplomatic notes on August 11 1965 to increase the use of radio broadcasting for the mutual benefit of both countries That agreement was subsequently amended and its term extended via two separate exchanges ofnotes the first dated F ebntary 28 and March 7 1983 and the second dated August 23 and September 30 1993 (collectively the 1965 Agreement) Pursuant to the latter exchange of notes dated August 23 and September 30 1993 the Government of the United States of America upgraded at its own expense the one megawatt transmitting facility referred to in paragraph 1 (a) ofthe 1965 Agreement The Government of the United States of America proposes that the 1965 Agreement be further amended and extended as follows

(a) Pursuant to paragraph 13 of the 1965 Agreement the term of the 1965 Agreement shall be extended to September 30 2023

(b) As consideration for this extension of the 1965 Agreement the Government of the United States ofAmerica shall pay the Government of the Kingdom ofThailand the total sum of$1500000 over the extended d~ration of the agreement The first payment in the amount

of$210000 shall be due on November 1 2016 The remaining six (6) payments in the amount of$215000 each shall become due on November 1 of each year thereafter with the finai payment made on November 1 2022 unless the 1965 Agreement is terminated early pursuant to paragraph (c) below Such payments are subject to the availability of appropriated funds Ifthe 1965 Agreement is terminated early the final payment shall be made on November 1 of the final year of the 1965 Agreement

(c) Notwithstanding Paragraph 13 of the exchange ofdiplomatic notes on August 11 1965 if the Government of the United States of America or the Government of the Kingdom ofThailand decides to cease operations of the one megawatt transmitting facility either Government may terminate the 1965 Agreement by giving the other Government a minimum eighteen (18) month notice by diplomatic note

Note dated 2 March 2017 which reads as follows

I have the honor to refer to the Embassys note No 20163439 dated

September 30 2016 and in recognition of the mutual desire of our two

Governments to promote the exchange and dissemination of information through

broadcasting have further the honor to propose a continuation of our ongoing and

successful cooperation and our joint efforts in this endeavor

In furtherance of this cooperation the Government of the United

States of America and the Government of the Kingdom of Thailand entered into

an agreement effected by exchange of diplomatic notes on August 11 1965 to

increase the use of radio broadcasting for the mutual benefit of both countries

That agreement was subsequently amended and its term extended via two separate

exchanges ofnotes the first dated February 28 and March 7 1983 and the second

dated August 23 and September 30 1993 (collectively the 1965 Agreement)

Pursuant to the latter exchange of notes dated August 23 and September 30

1993 the Government of the United States of America upgraded at its own

expense the one megawatt transmitting facility referred to in paragraph 1 (a) of

the 1965 Agreement The Government of the United States of America pr-0poses

that the 1965 Agreement be further amended and extended as follows

the 1965 Agreement shall be extended to September 30 2023

(b) As consideration for this extension of the 1965 Agreement

the Government of the United States of America shall pay the Government of the

Kingdom of Thailand the total sum of $1500000 over the extended duration of

the agreement The first payment in the amount of $210000 shall be due on

November 1 2016 The remaining six (6) payments in the amount of $215000

each shall become due on November l of each year thereafter with the final

payment made on November 1 2022 urtless the 1965 Agreement is terminated

early pursuant to paragraph (c) below Such payments are subject to the

availability of appropriated funds If the 1965 Agreement is terminated early the

final payment shall be made on November l of the final year of the 1965

Agreement

(c) Notwithstanding Paragraph 13 of the exchange of diplomatic

notes on August 11 1965 if the Government of the United States of America or

the Government of the Kingdom of Thailand decides to cease operations of the

one megawatt transmitting facility either Government may terminate the 1965

Agreement by giving the other Government a minimum eighteen ( 18) month

notice by diplomatic note

(d) The following paragraph shall replace paragraph ( e) from the

exchange of notes dated August 23 and September 30 1993 The Government of

the United States of America shall provide technical assistance to the Ministry of

Foreign Affairs The support shall consist of program production technical

assistance and technical assistance for Radio Saranrom

(e) The following current broadcasting schedule shall replace

the agreed revised broadcasting schedule from the exchange of notes dated

February 28 and March 7 1983
