1. PROJECT DESCRIPTION
1.1. Project Description
This project covers the construction and operation of 380 kV Küçükbakkalköy Gas
Insulated System (GIS) Substation-Maltepe GIS Substation having a length of around
12 km within the boundary of Ataşehir and Maltepe Counties in Istanbul.
1.2. Project Purpose and Scope
The proposed cable project will be implemented to meet the energy demand of the
region between Küçükbakkalköy and Kartal districts and the Marmaray Project being
continuously under construction. Moreover, it is aimed with the proposed project to
reduce the likelihood of blackouts and brownouts in the area supplying energy to the
area uninterruptedly and maintaining the energy continuity. Therefore, the bottleneck in
energy in the region which is expected in the future shall be prevented. With the
implementation of the project it is anticipated that the economy of both the region and
the country will be influenced for the good.
Project planned to be completed in 17 months by working 8 hours per day. As the works
of underground cable installation on the course shall be limited in the locations with
heavy traffic; works shall be performed in off-peak hours within shifts.
Installation section of underground cable is shown in Figure 1.1, and Process Flow and
Time Chart are presented in Figure 1.2 and Figure 1.3, respectively.

1.3. Project Site
The route of 380 kV Küçükbakkalköy GIS-Maltepe GIS Substation Substation
Underground Cable Project starts from the presently existing 380 kV Küçükbakkalköy
GIS Substation and ends at 380 kV Maltepe GIS Substation which will be installed on
the plot no. 1684, 5725 m2 parcel no. 28 of Istanbul Province, Maltepe County, Cevizli
District.

The proposed cable route will mainly follow D100 North and South Side Ways being
parallel to E5 Highway under the authority of Istanbul Greater Municipality. Therefore,
there will not be procedures to be subject to expropriation.
The line will be connected to 380 kV Maltepe GIS Substation from 380 kV
Küçükbakkalköy GIS Substation following the route between the two substations in this
way;
The cable from 380 kV Küçükbakkalköy GIS Substation will follow Topçu İbrahim
Street after crossing E-80 Connection Road and continue with Ataşehir Hal Way. From
the Hal Way, the cable will pass over E5 D100 North Side Way and be laid along
Hastane Street (Yeditepe University Hospital and Fatih Sultan Mehmet Education and
Investigation Hospital exist on the Hastane Street). After Hastane Street, the cable will
pass along İçerenköy Mahir Street and then be connected to Değirmen Yolu Road.
Bostancı Oto Sanayi, Bostancı Doğa Collage, İstanbul Tax Administration and
Kozyatağı Tax Administration are on Değirmen Yolu Road along the cable route. After
passing Değirmen Yolu Road, the cable will directly connect to the Cemetery Street
(Küçükyalı Cemetery). The cable route will follow D100 North Side Way and then
İnönü Road, respectively after passing by Küçükyalı Cemetery. Istanbul Trade
University locates on Inönü Road. The cable will follow on Sanayi Road and reach to
Maltepe Cross. Suzan-Ahmet Yalkın Primary School exists along the cable route. Since
there is a creek-passing under Maltepe Cross, it is planned that the cable will be passed
through Maltepe Cross through horizontal drilling method. After passing Maltepe
Cross, the cable will follow along D100 North Side Way until Gülsuyu Sport Facilities.
On the cable right-of-way between Maltepe Cross passing and Gülsuyu Sport Facilities,
there exist Handan-Hayrettin Yelkikanat Anatolian Technical School, Nezahat Aslan
Eksioğlu Primary School, Maltepe Rest Home, and Türkan Saylan Cultural Center. The
cable will cross over E5 Highway from the point of Gülsuyu Overpass and the route
will follow along D100 South Side Way until Cömert Street and follow on Cömert
Street and Füsun Street, respectively. Orhan Gazi Park, Şaman Industrial Estate and
Silvan Iron Foundry locate on Cömert and Füsun Street along the cable route. The cable
will finally connect to 380 kV Maltepe GIS Substation crossing Tugayyolu Road
vertically after Füsun Street.

The Project area of 380 kV Küçükbakkalköy GIS Substation - Maltepe GIS Substation
Underground Cable Project is planned to be implemented within the boundaries of
Ataşehir and Maltepe Counties, and İçerenköy, Aydınevler, Girne, Zümrütevler ve
Gülsuyu Distircts will be within the extent of cable right of way.
The satellite image and map of the proposed cable route is illustrated in Appendix.A
and Appendix.B, respectively. Moreover, the photographs of the described 380 kV
Küçükbakkalköy GIS Substation - Maltepe GIS Substation Underground Cable route
are given in Appendix-C.
1.3.1. Places with High Landscape Value, Recreation and Protection Areas
By considering the sensitive districts list in EIA Regulation Appendix-V, the proposed
project location within its total 500 meters course which is 250 meters from left and 250
meters from right do not include any wetland, coast, mountainous and forestland,
agricultural field, natural park, special protection area, historical, cultural,
archaeological and with similar importance and aquifer, potential erosion and
afforestation area subject to protection in accordance with the law regarding
Groundwater numbered 167. Additionally, there is no high value rural landscape in or
close environment of the project area.

2. MITIGATION PLAN
This section describes the “Mitigation Plan” prepared to ensure the compliance with the
national environmental regulations and the World Bank Operational Policy (OP/BP/GP
4.01) principles and procedures for the activities to be carried out during the
construction, operation and decommissioning phases of the 380 kV Küçükbakkalköy
GIS Substation - Maltepe GIS Substation Underground Cable.
Mitigation Plan prepared within this scope is presented in Table 2.1.

The regulated limit value of Dust/Particulate matter emission being 3 mg/Nm3 (Industrial Air Pollution Control Regulation) is not to be exceeded.
Watering will be done in dry seasons Loading and unloading will be carried out with care
and without scattering. In order not to lead to scattering, loading/unloading works will be performed in an area allocated for loading/unloading and water sprays will be used in loading/unloading area. Moreover, the workers are warned being careful about loading/unloading activities. Windy weathers will not be selected for loading/unloading if it is applicable.
The trucks will be covered and speed limitation will be applied. Speed limit on trucks is 30 km/hr (at project site) and 50 km/hr (outer of the project site – within the city)

Noise
All construction works will be done between 7am and 7pm. If it is required to work after 7 pm, local authorities and public will be informed about these working hours.
People, living at the population centers around, will be informed about the working durations
The continuous work-site noise (day times) will be ensured to be under 70 dBA (according to the Turkish Regulation on Assessment and Management of Environmental Noise. To satisfy this;
The construction machines (vehicles) inspection, maintenance and oiling will be done in time and periodically, and the items resulting in noise will be placed. In the case of working all the construction machines at the same time, the noise level produced from these machines is 100 dB in average (at the origin). However, the cable route background noise level is expected to be lower than the noise level due to the construction activities of the cable because the cable follows the route as parallel to D-100 Highway (North and South Side Ways) having high level of traffic.

Excavation, solid and hazardous wastes due to construction
Excavation wastes will be deposited at the nearest deposition area in the Anatolian side of Istanbul having the license taken by Istanbul Greater Municipality.
Solid wastes (construction materials such as metal, wood) and packaging wastes (plastic, paper, glass etc.) will be systematically and separately collected and it will be ensured to be taken by Ataşehir and/or Maltepe Municipality or a licensed recycle firm.
Organic domestic wastes due to worker/personnel will be collected separately and it will be ensured to be taken by relevant Municipality (Ataşehir or Maltepe) and disposed to the Kömürcüoda Solid Waste Landfill locating in Karakiraz Village.

Maintenance of the vehicles will not be done at the project site unless there is an emergency situation
Waste oil due to construction machines and vehicles will be collected in rustless barrels and will be sent to a licensed firm by the contractor.
The barrels will be placed onto an impermeable ground to protect them from rain and sun and all necessary precautions against fire will be taken. The area where the barrels are placed will be surrounded with the warning sign. Fire fighting set (bucket, axe, shovel, pickaxe and anchor) will be at that area.

OPERATION Electro-Magnetic
Field (EMF)
Electric and magnetic fields are expected to comply with the international limit values (5 kV/m for electric field/for public, 1000 mG for magnetic field; 10 kV for electric field/for labors, 5000 mG for magnetic field) mentioned in International Commission on Non-Ionizing Radiation Protection (ICNIRP) because of the materials used for the production of the cable and the structure of the channel which the cable is laid (Figure.1.1).

Solid-Liquid and Hazardous
Wastes
Solid wastes generated during the maintainance of the cable shall be ensured to be collected by the Ataşehir or Maltepe Municipality.
Hazardous wastes are produced during the maintenance of the cable (the materials (cable wastes) due to the connection points, due to changing the cable ends etc.) and when there is a failure (perforation, deformation etc.). These wastes shall be collected seperatedly and taken by the lisenced firm to be disposed.

3. MONITORING PLANS
This section describes the “Monitoring Plan” prepared for checking the compliance of
the activities to be carried out during the planning/design, construction, operational and
decommissioning phases of 380 kV Küçükbakkalköy GIS Substation - Maltepe GIS
Substation Underground Cable with the national environmental regulations and the
World Bank Operational Policy (OP/BP/GP 4.01) principles and procedures. Reports in
3 months period concerning the construction activities carried out in accordance with
Mitigation and Monitoring Plans will be prepared and submitted to TEIAS.
Monitoring Plan prepared within this scope is presented in Table 3.1.

4. INSTITUTIONAL ARRANGEMENTS In this chapter, information about the responsibilities and procedures related to
mitigation measures and monitoring, environmental information flow chart, decision
making hierarchy on environmental management will be given and how the data
gathered from the monitoring is analyzed and used in an efficient way to maintain a
sustainable environmental performance will be mentioned.
4.1 Liabilities and Procedures related to the mitigation measures and monitoring
“Mitigation Plan” which covers the mitigation measures to be taken to minimize the
negative possible environmental effects due to the planning/design, construction and
operation activities is presented in chapter-II. “Monitoring Plan” which aims to control
the implementation clauses of the procedures and measures mentioned in the
“mitigation plan” is provided in chapter-III. “Mitigation and monitoring plans” are the
basic elements forming the “Environmental Management Plan” prepared within the
content of “Political, Forensic and Administrative Framework” section in environmental
impact assessment reports.
4.2 Environmental Information Flow (Reporting and the Frequency of the Report
Submission)
In order to devise and implement a successful environmental management plan, the
elements which are supposed to be obeyed should be determined carefully. Within this
scope, it is abided by the subjects mentioned in the international regulations and
communiqués. Environmental issues in Turkey Clauses predicates on the clauses of
“Environmental Assessment Regulation” published in official gazette on 17 July 2008
with no.26939. According to this regulation, in accordance with Article 32, List.2,
energy transmission plants (transmission lines, substation, switchyard) having 154 kV
or above voltage and length of 5 km or longer are supposed to be obtained “EIA Not
Necessary Certificate”. Therefore, “EIA Not Necessary Certificate” (Appendix.F) was
obtained on the date of 17.01.2011 from Turkish MoEF for the 380 kV
Küçükbakkalköy GIS Substation - Maltepe GIS Substation Underground Cable Project,
due to the fact that the length of 380 kV Küçükbakkalköy GIS Substation - Maltepe GIS
Substation Underground Cable is around 12 km. Furthermore, the substations to which
the underground cable will be connected fulfilled the EIA requirements from the
reasons of Turkish Legislation. “EIA Not Necessary Certificates” were obtained for 380
kV Küçükbakkalköy GIS Substation (with the connection of 380 kV (Ümraniye-

Tepeören)Brş.-Küçükbakkalköy GIS Substation Energy Transmission Line) and 380 kV
Maltepe GIS Substation (with the connection of 380 kV Maltepe GIS Substation-Kartal
GIS Substation) on 13.03.2007 and 04.05.2010, respectively.
4.3 380 kV Küçükbakkalköy GIS Substation - Maltepe GIS Substation
Underground Cable Project Environmental Information Flow
Environmental information flow chart (Figure 4.1) for the proposed 380 kV
Küçükbakkalköy GIS Substation - Maltepe GIS Substation Underground Cable project
based on the mentioned regulation above and the table describing the organization are
presented below (Table 4.1).
“EIA Not Necessary” Certificate and required permits are obtained
Environment Management Plan (EMP) is prepared in answer to the request from World Bank
The prepared EMP is submitted by TEIAS to the World Bank

reports (in quarterly basis) covering the construction activities and their corresponding mitigation
measures to TEIAS.

Monitoring will be performed by the contractor or consultancy firm hired by the contractor. The report (monitoring) prepared by collecting monitoring data will be submitted to the TEIAS in a quarterly basis.
Data Analysis Construction
TEIAS related district office (TEIAS 4. District Office) will control the accuracy of the data in the reports (by examining the data validity in place). Then, the district office will send the report to the TEIAS General Management (Ankara) for control. After the control of the report by TEIAS (Environment, Estate and Expropriation Department), the report is sent to the World Bank for approval.

Turkish Ministry of Environment and Forestry has the authority to shutdown, change the operations etc. if any illegal or unregulated situation is observed.

5. GROUPS WHICH WILL BE AFFECTED BY THE PROJECT AND DISCUSSIONS WITH VOLUNTARY AGENCIES (NGO)
İçerenköy, Aydınevler, Girne, Zümrütevler and Gülsuyu districts have been
determined as the inspection area of 380 kV Küçükbakkalköy GIS Substation -Maltepe
GIS Substation Underground Cable Project and the people who live in these selected
districts were identified as the project likely affected group.
For the aforesaid project; a meeting of Public Participation has been held in the
meeting hall of Nezahat Aslan Ekşioğlu Primary School in Maltepe County, Girne
District, on January 07 2011, 2 p.m. Announcement of the aforesaid meeting has been
published in national POSTA and local DOKUZ SÜTUN newspapers on the date of
02.12.2010. All local people who reside in sites that are involved in the project’s
inspection area and the headmen of the districts have been invited to the subject
meeting.
Meeting Place and Date:
The meeting was held on the date of 07 January 2011 at 2 p.m. in the meeting
room of Nezahat Aslan Ekşioğlu Primary School within the boundary of Girne District,
Maltepe County in Istanbul.
Evaluation of the Meeting:
The photographs relating to the meeting, the participation list and the information
brochures (project site description and information on electromagnetic fields)
distributed to the participants are presented in the Appendix.D.
Dates of Interviews/Pre-Preparations
The headmen of İçerenköy, Aydınevler, Girne, Zümrütevler and Gülsuyu Districts
were interviewed with on the dates of 21 October 2010 and 06 January 2011. After the
mentioned meetings, the public participation meeting was held in the meeting room of
Nezahat Aslan Ekşioğlu Primary School in Girne District, Maltepe County, Istanbul
Province on 07 January 2011 at 2 p.m.

Discussions/interviews were implemented with the headmen of İçerenköy,
Aydınevler, Girne, Zümrütevler and Gülsuyu Districts via both telephone and visit in
place. The photographs associated to the mentioned interviews are presented in
Appendix.D.

The public to be possibly affected from the project and who were living within the
borders of the proposed cable investigation area has been invited to the subject meeting.
All relevant people were invited to the meeting by means of correspondences with
headman of related districts and local and national newspaper announcements (Posta
Newspaper Turkey Edition and Dokuz Sütun Local Newspaper of Istanbul Province on
December 02 2010, Appendix.D).
‐ Who were participated in discussions:
The list of all participants to the mentioned meeting is provided in Appendix.D.
‐ Program and Calendar of the Meeting:
Information on project and about likely environmental effects and measured taken
during construction stage of the project were provided to the participant and then,
comments and questions raised by the participants being related to the proposed project
were accepted and answered.

Question: When will the construction works of 380 kV Küçükbakkalköy GIS
Substation- Maltepe GIS Substation Underground Cable Project start?
Answer (TEIAS): It is planned to start the construction of the proposed project
within the year of 2011. The exact date has not been defined yet.
Question (Headman of Girne District): What is the route of the cable within Girne
District?
Answer (TEIAS): The cable route will follow D 100 North Side Way and will not
pass the cross streets within the boundary of the district.
Question: Which hours will the construction works of the proposed project occur?
Answer (TEIAS): The construction works will be done between 7 a.m and 7 p.m.
