Professional System Engineering, LLC developed and prepared the RFPs and equipment purchase lists required to purchase the courts Information Technology and Communications FF&E Technology package. This included the courts telephone system, data network, computers, servers, and distributed antenna system.

PSE found, while reviewing the 19th JDC’s legacy systems, the courts relied on multiple single core servers. PSE presented a technology plan that employed a virtual server cluster to greatly reduce data center’s space, power, and cooling requirements.

PSE filled a unique role acting as technical liaison for the Administrative office of the Courts. PSE demonstrated a unique ability to translate the highly technical into easy to manage concepts. This helped the AOC and project architect to stay on top of the project and make informed decisions throughout the project.

for Catonsville, Maryland. The

facility will include

The new Court House will include seven (7) court rooms and Judges’ chambers; two (2) specialty court rooms; Court administration spaces for clerks, cashiers and commissioners; and Offices for the States’ Attorney; and Detention Areas. The project overall purpose is to improve justice services to the public. PSE will assist the Court to achieve this goal through the integration of appropriate technologies.

The existing courthouse and renovations to the entire 10th floor. PSE’s work included a new courtroom space and surrounding support and office spaces.

The courtroom includes the infrastructure and equipment required to support advanced features such as video annotation, video conferencing, and teleconferencing.

PSE has had substantial experience

systems design. Past historic

Professional Systems Engineering, LLC is providing design/consulting services for courtroom technology, security, holding/detention control systems, courts security and building communications technology systems. The Kent County Courthouse complex addition will include new court spaces and renovated judicial support spaces at the existing courthouse complex. The existing courthouse will have renovations to three (one ceremonial and two courts) existing courtrooms. The renovations and additions at the courthouse will be in two phases. Total space includes 120,000 SF of new and 40,000 SF of renovated courts space in the historic district.

The Design of Kent County’s court systems feature a modular design concept. All courtrooms and hearing rooms include the infrastructure and equipment required to support minimal functions. Networked A/V control systems provide a flexible environment where devices for advanced features such as video annotation, video conferencing, and teleconferencing will be provided on portable carts. This approach allows the Courts to share equipment between courtrooms on an as needed basis. This also allows the court to expand the number of advanced electronic courtrooms as the funding become available without incurring costly renovation fees.

Professional Systems Engineering, LLC provided design/consulting services for security, holding/detention control systems, courts security and allied building security communications for the renovation of the existing courthouse and addition.

This $50 million renovation consists of an existing 170,000 SF courthouse and an 80,000 SF addition. Lehigh County Courthouse constructed an addition including courts, and incorporates a new common-area, 4-story atrium in the courthouse complex. The addition was fronted to the existing structure, and includes a lobby, courts, holding spaces for defendants, family members, law enforcement professionals, and judges’ chambers. The existing facility was also renovated.

It was recognized by all stakeholders that accommodation for open access is considered to be of utmost importance and priority for public buildings, particularly the courts. Vigilant security protection and sensitivity to an open access atmosphere are critical components that are addressed in an unobtrusive and aesthetic manner. The design team provided architectural design, security, and communications services within conservative governmental budgetary constraints.

This project consists of the design

of a modern, 325,000 SF

court facility for Franklin County

Courthouse in Columbus, Ohio. The cost for this project was $82

million. The court system serves a large county

population with over 100,000 person-visits per year. The

Courthouse will be occupied

by a variety of departments

having overlapping

security needs. The new

structure will be integrated

with the existing campus of

buildings. The security aspects

of the integration requirements include high

volume screening,

blast mitigation reviews, and digital video throughout.

Professional Systems Engineering, LLC applied two key philosophies in the design of the security systems. The first was the concept of simple operational security. The system design focused on not only providing the best level of security but also stresses a “simple to operate” and “easy to maintain system.” PSE believes that if systems are not easy to operate, these systems will not be fully implemented. The end result of a complex security system could be a breakdown in a facility’s overall level of security.

Our second key philosophy was the design of integrated systems. Modern security systems incorporate a collection of subsystems. Traditionally, these systems would each be an independent standalone system. The system provided for in this project will call for each subsystem to be interfaced in a manner which will allow the system to share information and automatically respond to events.

The Robert C. Murphy Courts of

Appeal building houses the

highest court in the State, the

Court of Appeals, as well as the intermediate

appellate court, the Court of

We currently hold the A-E

Courtroom Technology contract for

Administrative Office of the U.S. Courts

(AOUSC), the Federals Courts responsible for

A/V technology.

Professional System Engineering, LLC provided security consulting and design services for the new Lobby addition and new Parking Deck.

The new Lobby will provide a new main entrance point and security screening area for the existing Court of Appeals. The Parking Deck will provide secure parking area and secure access to the building for the judges. The new Lobby and Parking Deck will become part of an enhancement to judicial process in the state. The project’s goals are three fold: provide effective justice services: improve staff and operational effectiveness, efficiency, and security: and to support the activities and needs of staff and the public with well-designed modern facilities which anticipate future needs.

The project’s overall purpose is to improve justice and law enforcement services to the public. Delivery of improved justice and enforcement services will be accomplished by addition or integration of appropriate technologies, configuration of entrance, public spaces and parking area, and better integration and proximity of related functions such as court support, probation, and juvenile support, etc.

During the planning and

coordination of this project, PSE

worked closely with the County

to achieve a design for a

new entrance to the justice

center. The entrance came

through the link of two existing

buildings. PSE provided

complete physical and

assessments for the site through

an immediate phased

construction process.

Security projects included

renovations and expansion of

the jail.

The jail project consisted of demolition of 44,000+ SF, renovation and alteration totaling 48,000 SF and new construction additions of 197,700 SF for the Bergen County Jail Annex courthouse and administration buildings. Additionally, full renovation and rehabilitation of existing Administration/Support, and Housing Units continued throughout the existing site.

County remains an active client after more than

The County of Delaware, in 1986, was one of the first counties in the country to pursue “government-wide” security vulnerability and threat defense implementation of security operational and access requirements for its buildings. This increased alignment of departments, improved public access in secure environments, and even today meets the requirements of homeland security since the events of 2001.
