CONFINED SPACE

A confined space is a restricted space partially or completely enclosed which may be hazardous to worker entering it

Common Hazards In A Confined Space

~ Chemical Exposure & Presence of Combustible

~ Radiation Exposure & Extreme Temperature ~ Poor Air Quality

~ Noise, Uncontrolled Energy & Collapse of Material

AIR QUALITY TESTING IN CONFINED SPACE

Why most confined spaces have a dangerous atmosphere?

~Lack of oxygen

~Toxic or flammable gases

Common Gases Tested in Confined Space

~ Oxygen

~ Hydrogen Sulphide

~ Carbon Monoxide

~ Lower Explosive Limit (LEL)

CONFINED SPACE ATMOSPHERIC AIR QUALITY MONITORS

Multi Gas Clip

~ Use by all workers at all time

~ To test the quality of air in their immediate environment

~ It does not require battery change

~ Bump tested

DESCRIPTION OF horizon COKER PLANT

~ The CNRL horizon coker plant is 610 feet high

~ Mess Deck, Cutting Deck, Horse Shoe & Switch Deck

~ Maximum capacity of 40 workers at a time

~ Three trains with a pair of fractionating drums each

Causes Of Pollution

~ Cutting/Cracking Operation

~ Venting Operation

~ Gas Flaring Operation

BRIEF DESCRIPTION OF THE REFINING PROCESS AT CNRL COKER PLANT

~ Bitumen mining

~ Bitumen Handling

~ Bitumen Cracking

~ Refining Bye-Product of Bitumen Cracking

Health Hazard Of Breathing Petroleum Coke Particles In Polluted Environment

~ Respiratory & cardiovascular effect in human health

~ Cancer & pulmonary inflammation

Page 14: Technical Report Power Point - Akin

PROBLEMS ENCOUNTERED AT THE COKER PLANT ~ Cutting operations~ Exhaust fume ~ Wind direction~ Platforms flooded by exhaust fumes

Health Symptoms Caused By Polluted Environment

~ Persistent Cough

~ Crack Voice

~ Chest Pains

~ Throat Discomfort

~ Feeling Sick & Headache

CONCLUSIONS

.

~ Corporations need to continue monitoring their operational activities and

regularly access the consequences of lack or inadequate hazard control measures

on the life & health of the workers

~ Significant attention needs to be given to pollution at the coker plant and its

environs in order to avoid putting the health of the employee working at this site at

risk and to minimize or eliminate completely

RECOMMENDATIONS

~ The use of full face mask respirator by the confine space entry monitor and a half face mask by other safety watch employees regardless of their work location

~ I recommended to the supervisor that the safety crew most especially the CSE monitor should remain in the trailer until work is about to commence in the plant to avoid being expose to hazardous atmosphere

~ Whenever a worker is at close proximity to the coker plant while venting and cutting operations is being carried out, such employee should use his or her personal full face mask respirator

~ I recommended more hands-on approach with lot of video presentation than just listening to the instructor and filling the papers which is boring
