We will not have a speaker during the October lunch, but we have some general business to address. We will be presenting the 2011 slate of Officers and Board for your consideration. We will also take nominations from the floor. Individual bios for each of the nominees will be included in the November newsletter. The final vote will be taken at the November meeting. After reviewing alternate venues for meetings next year, we have determined the Civic Center offers the best location and value to the Chapter. The lunch cost for 2011 will be $8 for members and $16 for non- members. I know I have addressed it before, but I will say again, this is a great value for what we get – fruit, salad, rolls, two entree choices, dessert and drinks. I know, it is very similar each month, but it is one time each month. Consider how many times you frequent a restaurant or brown bag the same sandwich for lunch in one month? The Board set the dates for the 2011 Reverse Trade Show and the 19 th Annual Vendor Expo. They will be separate events this year. More information will follow on our website at www.tacnigp.com . I encourage you to get the word out about our events to your vendor base. These events funds our Chapter, so we need participation from both agencies and vendors to realize successful shows that will allow us to provide education and professional development opportunities to our members. It is time again for our Fabulous Fall Seminar on Tuesday, October 12. The morning and afternoon sessions and lunch are free to members. Lunch will be catered by Sonny’s. Message from the Vice-President

Well, summer is gone and fall is coming (cooler weather, the fair, leaf color changing, no more cutting grass). College and pro football is here and FSU is winning. People are out grilling, tailgating and enjoying the downtown get downs. Lots of food, activities and music. One of our speakers for the seminar this month is Kaye Kendrick of Kaye Kendrick and Associates. Her business and management services provide organizations with strategic planning, leadership, process development and organizational performance. She has been recognized as one of the nation’s foremost performance management consultants. She is an entrepreneur, established an accounting franchise, Ledger Plus, and was recognized as Franchise of the Year. She established 2 consulting during this time. She held the position of Inspector General for the Florida Department of Management Services for 6 years, is a CPA, a Certified Internal Auditor and Certified Public Manager. Her website is www.kayekendrick.com. She is a native of Tallahassee and her life interests include fostering healthy families and holistic health in the community. She spends her off-work time with her husband and two daughters; swimming, walking with friends and caring for her 1925 bungalow-style home in mid-town Tallahassee.

Our afternoon speaker is Tom Blaine, FAU, who has 30+years in various public purchasing and senior administrative positions. He has assisted public purchasing offices in process re-engineering and implementing e-procurement systems; including the state governments of Connecticut, Maine, Idaho, S. Dakota, Texas, Missouri and the Greater Orlando Aviation Authority.

He most recently served as the Division Director for IT Procurement, Miami Dade County and Director, procurement management Department, Jackson Health System, Miami, Florida. Tom served as President of the Missouri Association of Public Purchasing in 1979, President of the NIGP Gateway Chapter in 1994, President of the Greater Miami Chapter of the NIGP in 2005-2006, and as President of the NIGP in 1993. He also served on the Executive Committee of the National Association of State Procurement Officials (NASPO) and is a lifetime member.

Halloween

Most holidays commemorate or celebrate something. But what about Halloween? What is Halloween actually a celebration of? And how did this peculiar custom originate? Is it, as some claim, a kind of demon worship? Or is it just a harmless vestige of some ancient pagan ritual where folks get together for parties, dress up in Halloween costumes and bob for apples?

The word itself, "Halloween," actually has its origins in the Catholic Church. It comes from a contracted corruption of All Hallows Eve. November 1, "All Hollows Day" (or "All Saints Day"), is a Catholic day of observance in honor of saints. But, in the 5th century BC, in Celtic Ireland, summer officially ended on October 31. The holiday was called Samhain (sow-en), the Celtic New year.

One story says that, on that day, the disembodied spirits of all those who had died throughout the preceding year would come back in search of living bodies to possess for the next year. It was believed to be their only hope for the afterlife. The Celts believed all laws of space and time were suspended during this time, allowing the spirit world to intermingle with the living.

Naturally, the still-living did not want to be possessed. So on the night of October 31, villagers would extinguish the fires in their homes, to make them cold and undesirable. They would then dress up in all manner of ghoulish costumes and noisily parade around the neighborhood, being as destructive as possible in order to frighten away spirits looking for bodies to possess.

Probably a better explanation of why the Celts extinguished their fires was not to discourage spirit possession, but so that all the Celtic tribes could relight their fires from a common source, the Druidic fire that was kept burning in the Middle of Ireland, at Usinach.

Some accounts tell of how the Celts would burn someone at the stake who was thought to have already been possessed, as sort of a lesson to the spirits. Other accounts of Celtic history debunk these stories as myth.

The Romans adopted the Celtic practices as their own. But in the first century AD, Samhain was assimilated into celebrations of some of the other Roman traditions that took place in October, such as their day to honor Pomona, the Roman goddess of fruit and trees. The symbol of Pomona is the apple, which might explain the origin of our modern tradition of bobbing for apples on Halloween.

In Greek mythology, goddesses of the underworld were often used to invoke the Samhain. Popular Greek Goddess costumes portray Hecate and Medusa. Hecate was the most favored goddess by Zeus, and wandered the emptiness between the worlds of life and death looking for souls of the dead. Both were considered serpent goddesses, and their ancient dark legends spawned myths such as vampires, who fed off the living using venom and snake-like fangs. Ritualistic dress includes snake adornments and three headed masks. Today, Hecate is often referred to as the goddess of witches.

The thrust of the practices also changed over time to become more ritualized. As belief in spirit possession waned, the practice of dressing up like hobgoblins, ghosts, and witches took on a more ceremonial role.

The custom of Halloween was brought to America in the 1840's by Irish immigrants fleeing their country's potato famine. At that time, the favorite pranks in New England included tipping over outhouses and unhinging fence gates.

The custom of trick-or-treating is thought to have originated not with the Irish Celts, but with a ninth-century European custom called souling. On November 2, All Souls Day, early Christians would walk from village to village begging for "soul cakes," made out of square pieces of bread with currants. The more soul cakes the beggars would receive, the more prayers they would promise to say on behalf of the dead relatives of the donors. At the time, it was believed that the dead remained in limbo for a time after death, and that prayer, even by strangers, could expedite a soul's passage to heaven.

The Jack-o-lantern custom probably comes from Irish folklore. As the tale is told, a man named Jack, who was notorious as a drunkard and trickster, tricked Satan into climbing a tree. Jack then carved an image of a cross in the tree's trunk, trapping the devil up the tree. Jack made a deal with the devil that, if he would never tempt him again, he would promise to let him down the tree.

According to the folk tale, after Jack died, he was denied entrance to Heaven because of his evil ways, but he was also denied access to Hell because he had tricked the devil. Instead, the devil gave him a single ember to light his way through the frigid darkness. The ember was placed inside a hollowed-out turnip to keep it glowing longer.

The Irish used turnips as their "Jack's lanterns" originally. But when the immigrants came to America, they found that pumpkins were far more plentiful than turnips. So the Jack-O-Lantern in America was a hollowed-out pumpkin, lit with an ember.

So, although some cults may have adopted Halloween as their favorite "holiday," the day itself did not grow out of evil practices. It grew out of the rituals of Celts celebrating a new year, and out of Medieval prayer rituals of Europeans. And today, even many churches have Halloween parties or pumpkin carving events for the kids. After all, the day itself is only as evil as one cares to make it.

September Monthly Chapter Meeting

Date: September 14, 2010 Location: Tallahassee/Leon County Civic Center Number in Attendance: 56 Call to Order: President Wendi Sellers called the meeting to order at 12:06 PM. Pledge: Ed Valla, Dept. of Business and Professional Regulation Invocation: Diana Blue, Dept. of Business and Professional Regulation. Minutes: A motion was made and seconded to approve the August minutes. Motion passed. New Members and Guests: Two new members were announced, Ms. Idella Brown, Dept. of State and Ms. Kelli Allen, Dept. of Education Vocational Rehabilitation. Job Opportunities: No new job opportunities were announced. President: President Sellers reminded the membership to register for the free conference on October 12 at the Carr Building on Commonwealth Blvd. She encouraged members to volunteer to bring snacks or beverages or clean up afterwards. President Sellers also mentioned a fundraiser for Emily Broach (Mary Quinsy’s grand niece) to be held at the Paradise Bar and Grill on September 25th. Emily was orphaned in a tragic crash last October. President Sellers asked Mr. Byron Saper to make a motion to have his bylaws proposal change voted on. Mr. Saper motioned, and Mr. Keith Roberts seconded. Motion passed and a copy is attached below. This change will become effective on January 1, 2011. Treasurer

: Treasurer Don Tobin - Checking - $34,981.47; Money market - $107,971.79; Total - $142,953.26.

Introduction of Speaker

: Vice President Robert Threewitts discussed the Purchasing Seminar program for October. From 9 AM to 11:30 AM, Kaye Kendrick of Kaye Kendrick and Associates “Greet your Day with Enthusiasm.” Lunch will be catered by Sonny’s and then from 1 PM to 4:30PM, Tom Blaine, Public Procurement Resource Center, Florida Atlantic University will discuss Best Value Procurements. This is a no charge event for members.

Vice President Threewitts then introduced Mr. Bill Cain of the Public Safety Coalition. Mr. Cain has impressive credentials as a former law enforcement officer and specialized in gang intelligence, crime prevention procedures, crimes targeted against travelers, home invasions and random acts of violence for the last fourteen years. He spoke about the rise in crime over the past decade and warns that the situation will get worse due to the increase of drug use, the economy and gangs. PROPOSED REVISIONS TO THE CONSTITUTION OF THE TALLAHASSEE AREA CHAPTER OF THE NATIONAL INSTITUTE OF GOVERNMENTAL PURCHASING (NIGP)

ARTICLE III - MEMBERSHIP Section 1. Regular Membership A. Membership Qualifications: Regular membership in the Chapter shall be open to full-time, shared-position, and retired employees of federal, state, or county government, of a municipality, public school system, community college, state university, or political subdivision. The only other qualification for membership is that the full-time or shared-position employee spends a majority of their work time involved in the purchasing or materials management function as professional or paraprofessionals. B. Classes of Regular Membership There shall be two classes of regular membership: a) individual and b) institutional 1. An individual regular membership is one in which the membership dues are paid with the individual’s personal funds. An individual membership is not transferable from one person to another and expires on 12/31 of the year for which dues are paid. 2. An institutional regular membership is one in which the membership dues are paid by the governmental institution on behalf of an individual employed by the entity and which expires 12/31 of the year for which dues are paid. An institutional regular membership is transferable to a person who replaces the prior incumbent. The membership belongs to the governmental institution who shall determine the individual who will occupy the membership position as long as they meet the membership qualifications. To transfer membership from one person to another person, the governmental institution shall provide proper notification to the Membership Committee. Such notification shall consist of the name of the individual that no longer meets the requirements of membership and a completed TAGNIGP membership application for the new person. C. A “Member in good standing” shall be defined as a member who has attended at least one-half (1/2) of the regularly scheduled Chapter meetings for the prior administrative year, and has provided some volunteer service to the Chapter during that period. Section 2. Honorary Membership Honorary membership may be conferred by unanimous vote of the members present at a scheduled meeting upon non-members who have made distinguished contributions to the purchasing profession or this Chapter. Honorary members shall not be entitled to vote or hold office and shall be exempt from payment of fees and dues. Section 3. Admission An applicant becomes a member upon acceptance of the application by the Board of Directors and payment of membership fees. Section 4. Termination Membership in the Chapter is terminated under the following circumstances: A. Failure to pay dues when due within 60 days of the beginning of the calendar year. Member is placed in suspend status and is not eligible for benefits or rights accruing to members during suspended status. B. Upon resignation by member. Resignation is required when a member accepts employment with a vendor or an entity not considered "public". C. When terminated from employment in a public purchasing position.

SEPTEMBER MINUTES BOARD MEETING

TALLAHASSEE AREA CHAPTER OF NIGP, INC. Date: September 21, 2010 Location: Leon County Purchasing Bid Room, 2284 Miccosukee Road Members Present: Wendi Sellers, President; Robert Threewitts, Vice President; Keith Roberts, Immediate Past President; Don Tobin, Treasurer; Donna Smith, Secretary; Board Members:, Brenda Wells, Charles Day, Ed Valla, Vida Addison and Susan Barr. Members Absent: Gloria Dixon, Board Member. President Wendi Sellers called the meeting to order at 3:30 PM. A motion to approve the Minutes for the August Board meeting was seconded and approved. Officers Reports:

a. President – See “Old Business”. b. Vice President – The October seminar schedule has been finalized. The

morning session "Greet Your Day with Enthusiasm" will be presented by Kaye Kendrick, Kaye Kendrick and Associates. The afternoon session "Best Value Procurements" will be presented by Tom Blaine, FAU. November’s speaker will be from FDLE.

c. Treasurer – Provided the P & L statement for August 11 through September 21.

d. Secretary -no report Old Business: The fall seminar will be held on October 12 at the Carr Building on Commonwealth Blvd beginning at 8 AM. The event will be catered by Sonny’s and any leftover food will be donated to Hope House. The seminar and luncheon are free for members but registration is required. Committee Reports: 2011 Trade Show – 2011 Vendor Trade Show (products exposition) is set for October 11. Nominating Committee: Chair, Immediate Past President Roberts stated that we still need nominations for Vice President and Secretary. More nominations for the Board would also be welcome. Volunteer Committee: Chair, Ed Valla asked for more people to bring refreshments and help with set up and cleaning after the October Seminar. President Sellers will send an e-mail to the membership. Holiday Committee: Chair Don Tobin told the group that we will have one carving station (for beef) and the turkey will be on the regular buffet to expedite serving. The committee is researching centerpieces and gifts. This year the membership will be asked to bring a

new stuffed animal to the holiday meeting. The donations will be divided among the Children’s Home Society, the Tallahassee Police Department and the Leon County Sheriff’s Office. Scholarship Committee: Chair Vida Addison reported that the essay question and the 2010 application have been sent to FSU for advertisement. Nominations for the Officer and the Boardpositions will be announced at the Octoberluncheon. Nominations willbe taken from the floor but you must firstobtain the permission of any nominee prior tomaking a nomination from the floor. Nomineesmust meet the eligibility requirements of theChapter Constitution and By-Laws in order tobe on the ballot.
