Secretary’s Report 2011-2012_____________________________

I am presenting the Annual Report of Tagore Society for Rural Development for the year

2011-2012 for your kind consideration and approval. I like to take the liberty to make few

comments and observations regarding the role of non-profit making voluntary organizations

like us taking the present day scenario of the social-political-economic and cultural

background of our country and also of the whole world into consideration.

Tagore Society started functioning in the year 1969 under the leadership of Late Jayprakash

Narayan as President and Late Pannalal Dasgupta as Secretary. Both of them were freedom

fighters of national repute and also totally committed to the upliftment of the poorest of the

poor. They were also actively involved in the transformation process of the society after

independence of India. Both of them were true devotees of Mahatma Gandhi and

Rabindranath Tagore. Hence, both Gandhiji and Rabindranath influenced them in deciding

the objectives of Tagore Society for Rural Development which has been briefly recorded in

the constitution of the society. But from my long experience in the area of rural development

for last 40 years, I can tell that Tagore Society is one of the very few organizations who are

able to stick to the general views of these great personalities and even in this age of total

confusion and compromise with the vested interest which are evident from the desertions of

masters of the global political economic power at the cost of crores and crores of people

whose change of lot is not visible. The Governments, particularly of the first world nations

and the multinational and global economy is now the driving force of almost the whole

world. Our country is also in the process of forgetting the basic principles and ideas of these

great men and indulging in all sorts of anti-poor activities. In the name of development and

progress, we are in constant war with the nature. Globalization has caused change in the

consumption pattern of the people. Conspicuous consumption at the lowest level is very

much evident. Everything has become a commodity. Education, health care, housing,

minimum necessities of life at one end and love, sympathy, social obligation, service to

others, have also become commodities. A very few can enjoy and vast majority is deprived.

This is bound to happen in this economically class-divided society. Voluntarism is

conspicuous by its absence.

When I look at our organization from this angle, I find that we are also becoming virus

affected and voluntarism is not appreciated by the people and the government sitting at the

top. Sometimes I feel organizations like ours is becoming bidders in the social welfare

market. Foreign donor agencies also have their own interest in providing assistance to

organization like ours. Both government and donor agencies accept organizations as

beneficiaries in the truest sense of the term. None of them want to become partners in

development. They take us for a dependent establishment alienated from the people. Bottom

to top is a mere slogan, not to be found in practice. In short, we are going through a very

difficult situation from which we can only come out through a people's movement for

development. We must tell them that they are not beggars, they have right to live and a

partner of the vast wealth which has been provided by nature for everybody's consumption. I

sincerely feel that we can only survive through such a movement.

TSRD : An Introduction

THE BACKDROP:

Tagore Society for Rural Development (TSRD) is one of the oldest and largest civil society

organization in the eastern India engaged in rural development since 1969. TSRD is working

in more than 2801 villages spread in 47 blocks of three states viz. West Bengal, Jharkhand

and Orissa under the name and style of Rangabelia Project, Sagar Project, Bolpur Project,

Tapan Project, Rajnagar-Khoirasol Project, Hingalgunj Project, Patamda Project, Maheshpur

Project, Hindol Project, Phiringia Project and Malkangiri Project. Name of the projects

indicates their operational head office only but each of them covers numbers of villages and

blocks and also works with different thematic areas. All the project areas of TSRD are

situated in the remotest corners of the states like islands of Sundarbans or at the international

border of Bangladesh in northern Bengal or hilly dry plateau forest base in Jharkhand and in

Orissa. The organization is lead by Padmashree Tushar Kanjilal, the national teacher

awarded by the President of India for his invaluable contribution in social service sector.

OBJECTIVES:

To enhance the capacity through conscientisation, awareness and skill development

towards restoration of the rights of socially excluded, economically marginal, politically

deprived and culturally weaker section of the society of India.

To increase the economic viability of the ultra poor and the families belong below the

poverty line sub marginal through farm and non-farm income generation activities.

To improve the health status of the referral community through preventive and curative

health services.

To provide education facilities towards continuation of education for the dropped out,

non-school going children of the vulnerable families.

To empower the women community against all socio-cultural discrimination and creation

of their economic sustenance.

To restore ecological harmony through environment management and make the village

populace environment friendly.

To reform and reconstruct the infrastructural facilities in the villages for disaster risk

reduction and sustenance of life and living.

MAJOR ACHIEVEMENTS IN PAST FIVE YEARS:

The operational areas of TSRD covers 2801 villages spread in 47 blocks of 13 districts

divided in three states of India viz. West Bengal, Jharkhand and Orissa. Present covering

population is 985743.

Increase in number of women involvement in the governing board and managerial work of

the organization.

Powerful women organization has established in 1722 villages which consist of 572143

women divided into 35759 groups. Total savings of these self help groups is

Rs.3,06,34,010, total loan disbursed is Rs.3,01,38,010. Among the beneficiaries 32% are

minority Muslims, 22% are tribal and 26% are scheduled Castes.

Proper implementation of the Government Schemes for socially excluded, economically

vulnerable, politically deprived and culturally weak population (the target group of TSRD)

like MGNREGA, JSY, etc. in 2604 operational villages where all total 585543 poverty

stricken families have been benefited among whom 32% tribal, 26% Scheduled Caste and

31% minority Muslims.

Augmentation of family income of 18422 families belong to below poverty line (BPL) on

an average Rs.1,450 per month. Among them 32% are tribal, 26% Scheduled Caste and

31% are minority Muslims.

In last five years TSRD extended its operational area in 432 villages among them 174 are

tribal villages and 258 are Muslim villages in West Bengal and Jharkhand.

TSRD has decentralized its 3 projects in Orissa and at present Tagore Society for Rural

Development, Orissa Projects is completely autonomous organization. After 3 to 4

decades of development activities on people's empowerment now onwards those projects

will be managed by separate board.

In last five years TSRD has created 2440 hectors of forest and 72 Kms. of social forestry

on the side of the village road which were awarded by Felissimo Forest Foundation-Japan

and KKS-Germany.

4200 ill-fated children children have been mainstreamed through formal schools. Among

them 54% are girl children.

In the drought prone villages of Jharkhand, Orissa and in the saline areas of Sundarbans

TSRD excavated and re-excavated 503 ponds.

All total 354726 patients received medical services from mobile health clinics and hospital

run by TSRD and also from RCH camps.

Among these patients 52% were women and 38% were children. Out of total patients

44% were minority Muslims and 22% were tribal people.

50,000 family latrines have been constructed for the downtrodden vulnerable community

in West Bengal and Jharkhand towards sustenance of health and environment.

TSRD in West Bengal

The operational area of Tagore Society for Rural Development (TSRD) in West Bengal is

administered by three project level head offices (Branch offices) namely, Rangabelia, Sagar

and Hingalgunj in Sundarbans islands of South and North 24 Parganas districts; Bolpur and

Rajnagar-Khoirasol in Birbhum district and Tapan in South Dinajpur district. Therefore

according to the location of the project head offices, these projects (branches) have become

known to the people as Rangabelia Project, Sagar Project or Tapan Project or Bolpur Project

etc. But the actual operational areas of each of them are beyond the block where the project

offices are located. Such as, the project head office of Rajnagar-Khoirasal is situated in

Rajnagar block of Birbhum district but their operational area is extended even in Dumka and

Jamtara districts of Jharkhand state adjacent to Birbhum district. Therefore none of the

projects only indicates the location of the project head office and not the entire operational

area of the respective project.

TSRD Rangabelia Project:

The district South 24 Parganas is identified as one of the most backward district in the state

of West Bengal by the Government of India in recent past. Presence of Sundarbans in the

district is the only cause of this declaration. The entire area is surrounded by rivers and

narrow creeks and the islands are semi-protected by dykes made of mud only. All the islands

are physically detached from the mainland, people feel alienated here. Agriculture has not

been developed because of salinity of water and soil. Only the rain fed mono-crop

agriculture and lack of any industry due to poor communication mode make the economy

fragile in all the islands. TSRD started its development journey centering the Rangabelia

island in 1975 by the then headmaster of the local school Shri Tushar Kanjilal, Padmasree

and later on recognized as national teacher by the national government, the General Secretary

of the organization since more than one decade.

The Programmes:

1. Agriculture and Soil Testing Laboratory:

The Agriculture & Soil Testing Laboratory of Rangabelia project has served the local farmers

throughout the year. Since initiation of Rangabelia Project in the year 1975 the technology

transfer by introducing scientific training has been continuing with necessary expansion to

cater the need of the area i.e. the Sundarbans. The basic objectives of the agriculture

programme is economic sustenance of the farmers through soil testing, paddy seed

production, utilization of infield dram seeder, zero tillage, awareness generation on the

danger of indiscriminate use of chemical fertilizer and pesticides, water management,

selection of crop pattern and organic farming. Department of Agriculture, Government of

West Bengal and other agricultural institutes extended support towards this programme. A

brief of the agricultural project is presented hereunder:

Cost of cultivation and duration are remarkably

reduced. Yield of paddy is 4 ton/ha against average

production 3 t/ha and wheat 2 t/ha against 1 ton.

3. Paddy seed production at Rangabelia and Bali

islands at Gosaba Block

12 ton is produced and distributed among 1000

farmers in Sundarbans

4. F. L. D. Programme on paddy variety (salt

tolerant) Jarava and nutrient management on

the basis of soil testing at Masjidbati and

Satjelia islands and sunflower for Gosaba and

Basanti block.

Yield is about 4 to 4.5 t/ha is achieved against

average production of 3 t/ha, 5Q/ha for sunflower.

5. Study of Salinity tolerance in potato and

paddy at Rangabelia

6 salt tolerant paddy varieties and two for potato are

found till today.

6. Seed village on paddy, mustered, lentil and

mung at Gosaba and Basanti block

Production of seed is more than average for paddy

and satisfactory for mustered and rest are good.

7. Trial for 8 salt tolerance of Paddy varieties

Two varieties are found to be effective.

8. Reclamation of saline water for irrigation

purpose at Gosaba and Basanti Block

100 tube wells are installed for ground saline water

recharge with pond water which will be used for

irrigation

9. Soil Testing:

1200 samples are tested at Gosaba, Basanti block.

2. Integrated Ecosystem and Biodiversity Conservation through Peoples Empowerment &

Mangrove Rejuvenation in Sundarbans:

In 2011 TATA Chemicals Society for Rural Development supported a project viz. Integrated

Ecosystem and Bio Diversity Conservation through People's Empowerment and Mangrove

Rejuvenation in Sundarbans in three villages of Gosaba block namely, Rangabelia, Pakhirala

and Jatirampur. In the first year i.e. 2011-2012 the proposed activities were realized

successfully and the benefits of hardware activities reached to some more number of people

than it was exactly proposed.

Other software activities like training and awareness were conducted as per schedule

proposition. An 80 pages documentation regarding Mangrove Vegetation of Sundarbans

project command area with colour photographs of different mangrove species has been

published and disseminated. In the second year of the project phase, TSRD intends to

support 100 additional beneficiaries, who were excluded from the same operational area in

the first year.

3. Education:

TSRD Rangabelia project runs 64 education centres for a total number of 3837 students

by 112 teachers in the block of Gosaba, Basanti, Canning I and Kultali. All the students

of these centres belong to below 14 age group and studying from class I to class IV.

Sarba Siksha Mission, Government of West Bengal supported this programme. 95%

students of these centres achieved the prescribed level of learning. The programme

covers 26 Gram panchayat of the district of South 24 Parganas.

4. Sanitation:

The Rangabelia project covered 14 Gram Panchayats of Gosaba block under the district

of South 24 Partanas by Sanitary Mart programme. In the last reporting year 824

family latrines have been installed and 36 school latrines were constructed. Total 9

awareness camps were organized where more than 300 persons participated actively in

the discussions. It was observed that more than 500 families have made their own

latrine from their own cost as a demonstration effect of the activities of the society.

5. Health Programme:

Tagore Society for Rural Development-Rangabelia Project is working in Sundarbans

since last more than three decades. The Indian part of Sundarbans comprises 102

islands among which 54 are inhabited and the rests are forest areas. Parts of the

districts of South and North 24 Parganas hold the Indian Sundarbans area which is

announced as most backward specifically in terms of health, education and economic

status of the people here. The health status of the people of Sundarbans is very poor

where the Govt. health services have not yet reached properly and adequately and the

people survive depending upon unscientific traditional health practices, black

magicians, traditional bone healers and superstitions. Moreover recurring cyclone and

flood situation has its effect on the people‟s health. Also the poverty situation of the

people of Sundarbans compels them to suffer utmost from even the common ailments

and the issue of suffering from critical ailments is beyond expression. Death in snake

bites or thunder strike does not get any priority to the Govt. even after several appeals to

the authority.

Under this situation TSRD Rangabelia Project runs a comprehensive health programme

in Sundarbans which includes the following activities:

Comprehensive Health Project-Hospital:

Rangabelia hospital provides medical treatment to the people of Sundarbans on low cost

basis. In the past year a total number of 254,938 people of two blocks viz. Basanti and

Gosaba under the district of South 24 Parganas were served through Comprehensive

Health Project under different programmes. The people served through different health

programmes are presented here under:

● 8217 patients treated in Hospital OPD.

● 356 patients treated in Hospital Indoor.

● 101 normal child deliveries conducted in Hospital.

● 131 normal child deliveries conducted in CDC.

● 6934 patients treated by Doctors in village clinics.

● 232 village clinics ran by the Doctors.

6. Animal Resource Development:

In Sundarbans TSRD caters services to the people regarding animal resource

development. Being the most backward area the people here are ignorant about proper

rearing of their animal resources. Government or other support for developing the

animal resources is still inadequate in the Sundarbans area. Under this situation TSRD

provides supports in upgrading knowledge and skill of the people of Sundarbans in

animal rearing. During the year of reporting the following services were rendered to the

During the period of reporting the ARD department organized training, awareness,

demonstration, visits and also library for the farmers. A brief of these programmes are

furnished hereunder:

● Prepared 41 plots for Fodder Demonstration.

● Organized 4 training courses on poultry birds rearing.

● Organized 19 Farm visits and preventive care.

● Organized 34 Awareness Camps and group meetings with the farmers.

● Castration of 128 Goat and 3 numbers of dogs.

The ARD department of Rangabelia project also runs a Farmer‟s Library to enhance

their knowledge on animal and birds rearing. During the year of reporting 383 farmers

utilized the library regularly.

Selling of animal feed and poultry chicks were also done in the year of reporting. A

total amount of 1082.5 Kgs. animal feed and 19747 poultry chicks were sold in this

period.

7. Cultural Programme – Sanskriti Sansad:

Rangabelia Project runs its cultural activities through Sanskriti Sansad Unit towards

mental and spiritual development of the socio-culturally backward community. This

activity promotes the regional cultural tradition against the cultural pollution by the so

called modernized film based culture that the cause of erosion of human values. Many

a times this cultural unit was invited by different villages, G.P.s and blocks. In the last

reporting year following number of youth participated in different cultural events:

8. People's Empowerment Towards Restoring Mangrove Vegetation, Resource

Conservation:

In 2007-2010 the project undertook activities and a total number of 50 groups (consisting

of 755 members) were formed towards their empowerment under financial support from

Karl Kubel Stiftung and BMZ, Germany. In the present project 2012-2015, 2100 new

families will be identified through a baseline survey as the direct beneficiary from 5

villages of previous project and 2 new villages in order to response the crisis of the

effected and affected families of post-Aila Subderbans. Therefore new 2100 target

families would learn from the performance of the previous 50 groups and the previous 50

groups will continue their development process as social lab so that the new members, as

the part of a continuous development journey, can observe them for the praxis of their

development.

9. Women Empowerment Programme:

The women empowerment programme of Rangabelia project runs by Rangabelia

Mahila Samity. The annual general meeting of Rangabelia Mahila Samity held on 11th

June 2012 wherein the activity report and financial statement of the Samity for last five

years were presented and was approved and accepted by the meeting. Also the new

working committee of the Samity was reformed. During the year of reporting zonal

committees were formed in two blocks in each of the 22 anchals with a view to

strengthen the village level organizations. These committees undertakes different

programmes as per the six monthly plan with thrust on human health, animal resource

development, kitchen gardening, greening programme and latrine programme.

During the year of reporting the Samity organized 80 awareness camps in two blocks.

A total number of 3860 women attended these camps. Four workshops were organized

on the issue of women rights. In the last financial year the programme to introduce

homestead agriculture in 140 families and certified seeds were provided to those

families. For preparation of vermi compost worms were provided to 50 families.

On 6th

February 2012 the 79th

birth anniversary of Bina Kanjilal, the founder of the

Mahila Samity, was observed. The students and teachers of Rangabelia High School

and the mothers of Rangabelia anchal participated in the programme and presented

various cultural programmes.

In the year of reporting training on Handholding and Book Keeping was imparted to

340 group leaders in 10 training camps. 30 women underwent tailoring training and 15

women got training on handloom. 30 women underwent training on food processing

and 80 villagers underwent training on poultry bird rearing.

The Samity distributed 10500 fruit and timber plants were distributed among 3200

families of Gosaba and Basanti block. Also the women members planted trees on river

banks and on the side of one village link road.

Rangabelia Mahila Samity also runs a women cooperative viz. Mahila Industrial Co-

operative Society. 38 women were engaged in the production section and earned

Rs.301,833 as wages during the reporting year.

TSRD Hingalganj Project:

Tagore Society for Rural Development-Hingalgunj project is working in the whole of

Hingalgunj Block since 2009. Initially it was a part of Rangabelia Project of Tagore Society.

Since then it is trying to undertake pro-poor programs, recovery program of Aila Victims

besides activation of public services and maintenance of assets created under Aila Recovery

Program in 2010-2011.

The major thrust during the year was given on environmental programs – i.e. Greening India

and a large number of mothers of the age group of 30-60 have been associated with the

organization through Cancer detection camps conducted in Bispur Panchayat of the Block.

The Program is still continuing in the year 2012-2013.

The Programmes:

1. Organization Development:

In all the 8 panchayats (baring Hingalgunj) of TSRD-Hingalgunj Project had the Zonal

Committees and was functioning till 2009. After the project was separated, it was

realized that the Committees are getting defunct and a limited number of members are

attending the meetings, rather the committees are dominated mainly by male members.

By the time the devastating Aila lashed the block and we also had to engage in

Recovery program, the reform was kept in abeyance, which was undertaken during the

2011-2012. The Committees at Jogeshgunj, Kalitala, Sahibkhali and Sandelerbil have

been formed while Dulduli Panchayat is in progress.

The process of reform is still pending at Gobindakati, Bispur and Rupamari and it is

expected that during the year 2012-2013 the process will be completed.

2. Emergency Flood relief:

In February, 2012 there was a collapse of Embankment at Ramapur and saline water

penetrated in the Ramapur Mouza of Sahibkhali Gram Panchayat. An assessment was

conducted by our senior workers of Sahibkhali Panchayat and accordingly a relief plan

for 450 families was prepared in consultation with ACTED, India.

In February 2012 Tagore Society with assistance from ACTED-India distributed relief

packets containing 2 kgs. of pulses, Mastered oil, Milk powder, Biscuits, Drinking

water, Soap – 4 pcs. each and Rice to the victims with the help of the local Panchayat

leaders and our staff members. The Rotary Club, Kolkata also assisted with 2 quintals

rice and 1 quintal pulses which were distributed among the flood victims.

3. Cancer Detection Camp:

During the period under rivew 8 Early Cancer Detection Camps were organized by the

TSRD Hingalgunj project through Chittaranjan Cancer Institute (CNCI) for the age

group of 30-60 (Women) at Bispur Panchayat of Hingalgunj Block. Total No. of 1768

women attended the camps. Out of them 21 women were detected stage-3 and are

being treated by the Chittaranjan Cancer Hospital free of cost while the 33 Stage-1

patients are being treated at the spot and follow-up made in subsequent camps. This has

created a very good impact amongst the local people.

It has been decided in consultation with the Zonal Committee of Sandelerbil that the

program will be organized at 13 No. School during the year 2012-2013 and at the time

of reporting a camp has already been organized with 221 patients for 2 days.

4. Extension services in other districts:

During the reporting period an extension programme was undertaken in collaboration

with ACTED-India, Delhi towards assistance to flood affected households of Howrah,

Hooghly and Malda districts of West Bengal.

In the context of a heavy rainfall in the catchments of river Damodor in August 2011

and release of excess water by DVC caused severe flash flood in the districts of Howrah

and Hooghly, while Malda also experienced a heavy flood of river Ganges caused loss

of houses, and livelihoods of the affected areas. In this purview, ACTED-India, Delhi

approached Tagore Society for Rural Development, as a partner in connection to the

previously implemented Aila Recovery Program at Hingalgunj, to undertake the

programme.

At length Tagore Society was agreed and as those areas were not in its captive fold,

some of the experienced staff of Hingalgunj project, Tapan Project and head office was

deputed to implement the program.

The following table shows the target Panchayats brought under the project in Howrah,

Hooghly and Malda. The Project was initiated in the month of October, 2011 and ended

on 30th

April, 2012.

Cash for Work:

Cash for work was the largest component of the Project with a target to create 58,800 person

days in the project area. It was desired that 1470 beneficiaries will be given 40 days work

and in the course of selection of CFW beneficiaries important thrust was given on women,

disabled persons and at the same time create community assets in the project area.

The following table shows the involvement of the person days in both WASH and CFW

components with its sub-components Kitchen Gardening and hygiene kit distribution. The

earth work has been carried out through Pond Renovation, Road Repairing, Road elevation,

Cleaning of Water Hyacinth etc., besides the conventional earth work, two burning ghats

were filled in by earth, cleaning water hyacinth of ponds/canals, tube wells base filled in by

earth.

Kitchen Garden cum Cfw Activities:

i) KGS Training:

Arranged KGS training at Howrah where the participants were the Field Support Staff

and ASs of all the three districts. The facilitators were drawn from the experts of

Bankim Seeds, the reputed seed firm of West Bengal. Some DRR aspects were also

covered in the training. The FSS and ASs conducted series of trainings in the field

before distribution of KGS Kit at Malda, Hooghly and Howrah districts, the

beneficiaries got the training at the time of KGS kit distribution. The FSS facilitated the

training of the beneficiaries.

ii) KGS kit Distribution

KGS distribution was made phase by phase to all 1470 beneficiaries in 3 districts of

project area and at the end of the project it was seen that the sowing was complete and

in some places the plants were also visible.

iii) KGS Payment:

Total 1470 House holds got KGS kits of 07 selected species of seeds and paid 4 days

labour charges for preparation of land through CFW Unskilled scheme in all the 6 Gram

Panchayats. They were given training on preparation of land, protect from flood,

preparation of organic manure etc. The trainees were mostly women and were provided

by one day Cfw payment for receiving of the kit in both of HK and KGS.

TSRD Sagar Project:

TSRD initiated Sagar Project in the year 1995. The Sagar Island is situated in the south-

eastern corner of the Sundarbans touching the Bay of Bengal. Relatively, the incidence of

cyclones and floods are of lesser intensity in Sagar than other parts of the Sundarbans, yet the

usual problems of the island are eroding embankment, saline water inundation, eco-

degradation and the poverty situation of the people. The erosion of embankment has reached

at such a situation that three villages viz. Bishalakshipur, Lohachara and Khasimara have

already been deepened down into the sea and around 16 villages are partly submerged. Yet,

the Sagar Island has its own importance. It is famous to the Hindus as this is an ancient

pilgrimage spot namely „Ganga Sagar‟, a confluence of the river Ganges and Bay of Bengal

where around one million pilgrims from different corners of the country come for the holly

dip in the middle of January every year. But this very short term economic detonation

seldom reaches to the people of the island. Now-a-days it is found that tourist/pilgrims are

coming here round the year especially on or around the holidays though fewer in numbers.

TSRD runs this project namely „Sagar Project‟ in this island and also covers some more

islands and blocks under its fold.

The Programmes:

1. Health Programme:

In the mid of January each year around one million pilgrims gather in Sagar Island for the

holly dip at Ganga Sagar village from different parts of the country and also from abroad.

Like previous years this year also TSRD Sagar Project organized medical camp with

support from TSRD Rangabelia Project to provide health services to the pilgrims. In the

year of reporting the health unit provided the following health services:

2. School Sanitation & Hygiene Education:

TSRD Sagar Project is implementing the School Sanitation and Hygiene Education in

Sagar block under support of Water For People-India. In this year of reporting Sagar

Project has constructed toilet blocks in five high schools, one MSK and one high

madrasa. Also hygiene education imparted to the students, parents and the teachers and

thus the entire project was divided in two parts i.e. Hardware part that includes the

construction activity and the Software parts that includes the hygiene education and

health awareness.

During the year of reporting TSRD Sagar Project has intervened in 7 new Schools of 3

Panchayats and 9 old schools of 5 Panchayats. The selection criterions of new schools

were as follows –

Dearth of sanitation and water supply facilities.

Willingness of the school management committees and teachers to initiate the

programme of creating hygienic sanitation & water facilities and hygiene education

programme for students.

Sufficient and suitable space in the school premises to create sanitation and water

facility.

Priority to girls‟ school which fulfils all above criterion.

The project created toilet facilities for 3990 school students among whom 2157 are

girls. After organizing meetings and workshops before construction, the students

designed the toilet blocks for construction. Also the schools contributed in

implementation of the project in many ways.

The following activities have been implemented during the project period:

A. Water infrastructure:

Creation of drinking water resources in 5 new schools and rest 2 new schools have

existing drinking water resources. Besides those, creation of drinking water

resources in 7 old schools and other 2 old schools who have existing drinking water

resources.

B. Water Management:

52 points of water resources (tube-well) in all 16 schools have been tested water

quality in two times.

C. Sanitation infrastructure for school:

Completed construction of 7 new school sanitation blocks.

D. Sanitation Management:

Meeting with the school teachers / MC: 21 meets in 7 new schools and 13 meets in

9 old schools.

3. Meetings and Seminars:

A total number of 62 workshops / seminars were organized with 7258 participants on

different issues. Those workshops were organized by different Government departments

like ICDS, SDB, Panchayat, etc. and some were organized by the NGOs. They utilized

TSRD campus, conference hall, residential infrastructure, dinning hall, kitchen and

management. Most seminar / workshops were organized on education, livelihood and

health related issues.

4. People‟s Organization

The Sagar Project of TSRD started small savings & credit programme by forming self

help groups. At present 583 groups in 41 villages of Sagar island are actively performing.

6. Animal Husbandry:

In the year of reporting the Sagar Project of TSRD organized training camps on fishery,

poultry bird rearing and goatary. Total number of 7 training camps organized on

Fishery development, 5 camps on Poultry bird rearing and 6 camps on Goatery.

Numbers of awareness camps were also organized through the self help groups and

SGSY groups. Annual income of 72 families covering 360 population has been

increased their annual income up to Rs.15,000 on an average through pisciculture and

livestock development.

TSRD Tapan Project:

TSRD started its development in the district of South Dinajpur, one of the socio-

economically backward areas in the year 1976. As the project area shares its border with

Bangladesh and acute poverty situation of the community caused various illegal trades. Most

people belong to below the poverty line and consequently clouded with sheer illiteracy.

Muslim minority community and the aboriginals dominate the demographical status of the

entire project area. Tapan Project of Tagore Society for Rural Development runs its

developmental activities in the selected villages of all the 8 blocks of the district.

Under this project 23 special schools are running situated in all the blocks of Dakshin

TSRD-Tapan Project runs two day care centre cum crèche by the support of West Bengal

Social Welfare Advisory Board in Sandhyapukur and Balapur for taking care of the children

of the working parents. Age group of the children is 1 to 6 years.

7. ACTED Project funded by ECHO & European Union:

During the year of reporting TSRD-Tapan Project implemented the ACTED project jointly

with TSRD-Hingalgunj Project towards reconstruction of flood affected areas of Ratua block

of Malda district. Details of the project are available under the Chapter TSRD-Hingalgunj

Project.

8. Soft Loan from Revolving Fund supported by Action Aid:

TSRD-Tapan Project has implemented the Soft Loan from Revolving Fund during the year of

reporting. The objectives, activities and achievements of this present project are presented

below:

TSRD Bolpur Project:

The Bolpur project of TSRD geo-physically remains within the Chhotonagpur plateau. Soil

type is older alluvial and laterite. The project initiated in 1969 carried on modest

interventions by organising the people for flood protection, creation of additional irrigation

facilities, afforestation, helping people to become self-reliant by organizing grain bank and

other activities. The project has a model agricultural form for sustainable agriculture. The

nature of interventions underwent change with the passage of time. The project coverage

now extends to 220 villages. The present focus of the project is to promote sustainable

livelihood of the poorest section of people of its project command area. The Bolpur Project

of TSRD is working for comprehensive development of the downtrodden people of three

blocks under financial support of different donor agencies, state Government of West Bengal

and local collection.

The Programmes:

During the year of reporting TSRD Bolpur project undertook the following programmes:

1. Rural Sanitation and health (Funded by Birbhum Zilla Parisad. Govt. of WB): The

Bolpur project of TSRD is implementing the rural sanitation and health programme since

last more than a decade. The main objective of the programme is to provide safety toilet

to every rural house, education centres and Govt. health centres. And also to provide

health education to the rural populace. The programme was supported by the Govt. of

West Bengal and own fund of the society. The activities undertaken during the year of

reporting under the project were as follows:

i) Organized 112 awareness camps.

ii) Wall writing in 40 places on clean environment, safe sanitation and health

related issues.

iii) Organized 20 Mason training through out the year.

A total number of 991 beneficiaries were covered under this programme in the year of

reporting.

2. Agriculture Farm (Own fund): Bolpur Project of TSRD has a farm house runs by TSRD

own fund. The objective was to cultivate crops in scientific process and also to train the

local farmers in crop cultivation through scientific process. During the year of reporting

the farm undertook seed processing, supplied 1 ton of certified seeds to the farmers. In

the entire programme a total of 130 farmers were involved during the reporting year.

3. Agriculture Development and Women Empowerment (Funded by OFID Org. OPEC Fund

Vienna, Austria): At end of the year of reporting a project on agriculture development

and women empowerment was sanctioned by the OFID. The project implementation

starts from April 2012.

4. Self Help Group: During the reporting period follow up activities were continued to

facilitate 50 SHGs formed in the year 2009. These SHGs are involved in savings and

credit programme since 2009 under financial support from NABARD. Among these 50

SHGs 40 are performing very well. After establishing bank linkage, each of the SHGs

has taken loan from bank at the rate of Rs.150,000 on an average and are repaying the

loan regularly. Many of the SHG members have invested the loan amount for income

generation purpose.

TSRD Rajnagar-Khoirasol Project:

Rajnagar and Khoirasol are the two adjoining blocks situated in the western most part of

West Bengal in the district of Birbhum located at 23.95ºN 87.32ºE within the Chhotonagpur

plateau that bordering with the state Jharkhand. It has an elevation of 331 ft. The area

received an average annual rainfall of 1405 mm. It has latterite soil, which is infertile and

unsuitable for agriculture which is red and very low moisture retention capacity. Therefore

most of rain waters go waste as run-off and flow down to the cannels and channels. Large

scale deforestation has laid bare the soil susceptible to erosion which in turn makes the soil

structure fragile.

TSRD started its development programme here in the year 1995 with thrust on creation of

green coverage in the area and water harvesting.

The Programmes:

4. Education:

TSRD Rajnagar-Khoirasol project runs 11 education centres for the children of backward

tribal and scheduled caste communities. It covers 9 gram sansads of the two blocks.

Three individual provide financial and other supports to run the education centres. Ms.

Gayatri Chakraborty supports for 7 centres, Mr. Sanjay Paul for 3 centres and Mr.

Bhaskar Banerjee for one centre. As almost all the students of these centres are the first

generation learners therefore they hardly get any guidance to education from their

families. The centres provide education guidance to the children and as a result all of the

students are enrolled in formal school and are continuing their study.

7. STEP UP Project:

The TSRD Rajnagar-Khoirasol project started implementation of the project

Sustainable Technology Transfer to Enhance Productivity of Ultra Poor (STEP UP)

from December 2011. The STEP UP project is jointly supported by European Union

and NETZ Bangladesh. The project was to increase sustainable income and to enhance

production of food by adapting environmentally sustainable agricultural techniques and

improved marketing for 600 ultra poor families in Kundahit block under Jamtara district

of Jharkhand, 450 families in Raniswar block under Dumka district of Jharkhand and

150 families in Rajnagar block under Birbhum district of West Bengal.

At the initial stage a group of staff were inducted and eye survey was done for selection

of target group. 601 families of 6 villages of Raniswar block, 822 families of 18

villages of Kundahit block and 557 families at 11 villages of Rajnagar block were

covered under this eye survey.

The Field Facilitators started PRA in the villages selected through eye survey. In

Raniswar block PRA was done at 4 villages of 2 panchayats and 506 target ultra poor

families were found. In Kundahit block PRA was done at 12 villages of 4 panchayats

and 821 target ultra poor families were identified. In Rajnagar block it was done at 8

villages of 1 panchayat and 344 ultra poor families were found.

8. Nityanagar Model Village Project:

Rotary Club of Calcutta launched a programme for development of Nityanagar village

of Rajnagar block. The village is one kilometre away from the project office.

Nityanagar is a tribal village containing 41 households and 174 population. During the

reporting period five roadside solar lights were installed and are providing light from

dusk to dawn.

TSRD in Jharkhand

TSRD Maheshpur Project:

Maheshpur is situated at the border area of Jharkhand and West Bengal. The entire

operational area of the project is characterized by hilly tract with undulated terrain and red

soil which is known as drought prone and cultivation is very difficult here. In 1979 TSRD

started working in this district of Pakur. Poverty, illiteracy, malnutrition ae the regular

phenomenon in this district where most people belong to scheduled caste and scheduled tribe.

The Programmes:

1. Cultural Unit:

In this area where most people belong to economically below poverty line and socially

excluded scheduled caste and tribe, different cultural programmes play an important role

to intervene in the community with other socio-economic activities. Therefore different

day observations got prime importance where all total 9299 people actively participated.

These activities play a role towards generation of awareness regarding women rights,

traditional values, constitution, panchayat, village organization, development, religion,

spiritualism, non-violence spirit, child rights etc.

2. Women Organization:

Mobilising women in the villages, organizing them, forming small groups, introducing

savings and credit programme, discussion on different socio-politico-economico-cultural

dynamics, their rights and duties, different government projects etc are the prime

activities of the women organization. During the period of reporting 44 villages were

covered where 1564 women were brought under 75 groups. The total savings at the end

of the year was Rs.22,49,383.00. 1564 women participated in the meetings of 50 groups.

3. Agriculture:

During the year of reporting a total number of 120 farmers undergone training on System

of Rice Intensification (SRI). Among them 90 were women. Some farmers started SRI

method on their own land. It is observed that most villagers have their agro equipments

therefore dependence upon TSRD has gradually decreased. But regarding Agro input still

4. Animal Resource Development (ARD):

In Litipara and Hiranpur village total 420 goats were distributed among 84 families. All

total 120 persons underwent training of 3 days duration on gotary. Therefore there

income has increased up to Rs.600 per month on an average. And death rate of the

animals has decreased. TSRD was awarded by the district administration for its excellent

ARD activities among the Paharia Community.

5. National Horticultural Mission:

There is enough fallow land in this district which belongs to the Paharia Tribal area.

TSRD organized the community, developed their awareness through awareness camps

and planted mostly the fruit trees. A brief is presented below:

Dharmagola and production loan activities helped the ultra poor community a lots

towards their survival. Production loan was disbursed towards their grocery shop, cattle

rearing etc.

7. Health:

Maheshpur, Hiranpur and Pakuria blocks were covered by the preventive health project

with close cooperation of NEEDs, a local NGO towards realization of NRHM

programme. In the reporting year the following have been achieved:

46 persons from 46 villages were trained on leadership building.

42 traditional birth attendants were trained.

2341 persons attended 77 meetings regarding Government Health Services.

165 Sohia/ANM/Sebika attended meetings on health management in villages.

11200 attended the village health nutrition day (VHND) and received services in 10

health centres.

696 VHND programme were organized in 58 Anganwadi centres round the year.

574 Sohia attended 4 days long training courses on their duties and responsibilities.

9. Right To Information (RTI):

According to RTI any citizen have the right to know about the government policies,

schemes, status of the schemes etc. But ignorant villages become exploited due to lack of

information. TSRD runs RTI clinic from where the workers provide information

services. As a result of which schools are running in time, ration system has been

developed and people are availing the government schemes. Excluding those RTI clinics

225 villages of Maheshpur and Hiranpur block were covered through 85 days training of

one day duration where 2171 persons participated and among theme 1371 were women.

In those training courses the details of RTI were the basic content area.

10. Financial Inclusion Programme:

In Amrapara block of Pakur district 375 downtrodden house hold of 10 villages at

Bansmati and Jhiraki panchayat through this project. Total 39 groups are functioning and

their total savings is Rs.1,53,026. Four SHGs started livelihood activities among 11

SHGs who have mobilized bank loan. Mahua and paddy are the main product which

have been selected for marketing and 875 insurance policies were issued and 35 SHGs

account and 30 personal bank account were opened. Under the J.S.L.P.S. Yujna 11

members have taken a loan of Rs.10,980 and another 11 members have taken Rs.9,515

who have their savings of Rs.5,500 and Rs.8,800 respectively. They have become free

from the clutches of the money lenders. Another three women groups consisting of total

30 members have taken loan of Rs.120,000 in total after having training on batique print

and they have already started production. Apart from the Maheshpur block, another 80

women formed SHGs and have gone through poultry training in Pakur block.

TSRD Patamda Project:

The Patamda Project of TSRD was established in 1980 when the area was affected with

severe drought. The primary focus of the project was to create livelihood opportunities and

reduce the migration through creation of irrigation facilities and improved agricultural

practice. Apart from livelihood, health, environment, education, social awareness are the

important aspects of intervention. The project area is remote hilly and dense forest area. The

terrain of the area is hilly and undulation. The area falls under the Chotonagpur plateau. The

average annual rainfall of the area is 1200mm. Most of the people belong to SC, ST and

backward communities. The main occupation of the people of the area is agriculture. The

agriculture here is a rain fed and mono-crop. There is no big industry and cottage industries

in the area. Some people get employment in unhealthy stone crushing industry. Literacy rate

is very low specially among the women literacy rate is much lower than male. Health

conditions of the people are far lower than the state and national level in terms of MMR,

IMR, CDR, low immunization rate etc.

The Programmes:

1. Maintenance of Comprehensive Rural Development Project earlier funded by ICCO:

The program is run as follow up activity of the above mentioned project presently

supported by TSRD General Fund Account.

The activities undertook during the year are: (a) Community organization: Formation

and promotion of SHG. Organizing monthly and fortnightly meeting with SHGs and

monthly meetings with SHG clusters. Bank Linkages for credit mobilization through

DRDA sponsored revolving fund and project loan. The women group members

celebrated International women Day. TSRD has been undertaking linkages with SGSY

through block administration. SHG federation formation and promotion process was

carried out. Celebration of important days like Independence Day, Republic day and

organizing cultural fair to restore the local cultures were also performed during the

reporting period. Total 315 SHGs having 4095 members spreading 49 villages are

running their institution. So far total savings by group members is Rs.5914000.00.

Total 62 SHG received Govt grant as corpus fund of Rs.10000.00 each (Total

Rs.6,20,000). As on the reporting date total amount of Inter-lending among group

members was Rs. 40,00,000. More than 90% of the beneficiaries are women. Total 9

SHG clusters were functioning. Total 125 SHGs are linked with Govt sponsored

Revolving Fund and project loan of Rs. 156.25 lakhs.

(b) Agriculture: Promotion of Improved Agriculture though training and undertaking

demonstration plots. Under the agriculture program total 1500 farmers were supported

through training and awareness generation program. Introduction of demonstration

plots on vegetable cultivation like Tomato with staking, Pumkin, Carrot, Indian Been,

Chilli, Potato was initiated. Demonstration also done in the TSRD Macha campus and

as a result new technology/new methods adopted by farmers and they are extend the

practice their own field.

2. Livelihood Development Project for Tribal Community:

The project is funded by the Integrated Tribal Development Agency, East-Singhbhum,

Government of Jharkhand. The main objectives of the project is development of

livelihood opportunities of Tribal communities. Ensure Livelihood security for tribals

round the year through promotion of Improved Agricultural Practice. To create rain

water harvesting and recharge of ground water for Kharif paddy stabilization.

The main activities undertook during the reporting period under this project were

Infrastructure creation through excavation of 73 pits of 5% Technology in the corners of

the each Plot. Training of 73 farmers on improvement agriculture including exposure

visits to HARP and best sites on best practices. Total 73 farmers families of 3 villages

benefiting directly from the program. During the excavation of the structures total 6200

man days of employment were created for laboures. The irrigation structures catches

approximately 7 lakhs litters of rainwater and stored in the ponds. Total 36 acres of

land come under irrigation coverage so it turned into double crop area. The farmers

produced additional 400 quintals of paddy and 200 quintals of vegetables. The

additional average income of each farmer was Rs. 7000.

3. System of Rice Intensification:

The programme was initiated with an objective to ensure food security for poor and

marginal farmers and to increase the paddy production through Kharif paddy

stabilization under financial support from NABARD, Ranchi

.

During the reporting period the activities performed under the project were organizing

training and capacity building of farmers on the new technology for undertaking paddy

cultivation by farmers with the improved package of practice. Time to time technical

guidance was extended to farmers by TSRD. The project team organized Kisan Mela

for dissemination of best practices. Promotion of green manure among selected farmers

was done. Introduction of agricultural implements like sprayers and Cono weeder

among the farmers. Scientific assessment of crops and maintain the proper MIS. And

promotion of Farmers‟ Club was done. A total number of 606 farmers of 25 villages

were covered in 176 acres of land. Average production from 25 decimal of land was

900 kg, total production per acres was 3.81 M.T. where production per acre in

traditional plot was 2.1 M.T. that is 81% increase in paddy production compared to

traditional plot.

4. Promotion of Drip Irrigation System and Intensive Vegetable Cultivation:

This programme is initiated in this reporting year. The objective is promotion of

intensive vegetable cultivation through introduction of drip irrigation system i.e.

irrigation with very minimum water suitable for drought prone area. The programme is

supported by NABARD, Ranchi

The activities undertook during the period of reporting were motivating the farmers for

installation of the drip irrigation system through National Micro Irrigation Mission,

Govt of Jharkhand. Monitor the installation of system at field. Arrange installation of

shed net for central nursery. Organize training of farmers and mobilize local resource

persons. Monitor the vegetable cultivation by farmers. A total number of 22 farmers

installed the Drip Irrigation system in 25.7 acres of land in 14 villages.

5. Integrated Village Planning Process:

The project was initiated with the objective of improvement of health, education,

nutrition, drinking water and sanitation status of the people of project command area

and also to establish a better coordination between line departments for implementation

of flagship programme. This project was supported by UNICEF, Jharkhand.

Series of activities were undertaken during the period of report under the project that

includes block level Task Force Meeting and Panchyat Level coordination for block

level inter departmental coordination. Organize training of Panchyat members and

stakeholders like AWW, ANM, Gram Sevak and Gram Pradhans. Updating

decentralized village plan and validation through PRI. Organize block level seminar

with all stakeholders. The outreach of the program is Dhalbhumgarh block (13000 HH-

and population is 73000) and Patamda block (25000HH and population is 131000) of

East-singhbhum district.

The villagers are viewing the display board and taking action accordingly. People

visited VIC and read the study materials and IEC. Increase the service in villages by

service providers. Village development committee has formed with the intervention of

IVPP and revitalization of village plan. Youth volunteers are now taking up the

challenge of identifying local issues and resolving outstanding issues. Villagers

attended in the Decentralized planning process and argue for include the expected

activity in the village plan. An initiative to develop model villages of proposed Nirmal

Gram Panchayats (Kokpara and Moudasole) under the Total Sanitation Campaign with

the convergence of every sector has been taken up. One village from each panchayat

has been selected. The two Panchayats are now identified as Nirmal Panchayats and

have been awarded. The aim of establishing a Village Information Centre (VIC) is to

create an institution which regularly updates and provides information on issues related

to behavioural change, service delivery or information on various government schemes

and programs. Generally, the community provides space for establishing VICs. In

Dhalbhumgarh block 135 out of 140 villages, Village Health Committees (VHCs) have

been formed by the IVPP similarly 89 Village Health committees have formed. The

Planning process has adopted by West Singhbhum district, TSRD team facilitate the

training cum exposure visit at Dhalbhumgarh. A team from Rajasthan Govt. visited

TSRD area to see the planning process. Sectoral convergence comes through

conducting regular BLTF meeting.

6. Project RISHTA- Adolescent Reproductive and Sexual Health:

TSRD Patamda Project started the programme with the objective to improve the sexual

and reproductive health and well being of adolescents. The project was supported by

Packard Foundation, USA through Tata Steel Rural Development Society, Jamshedpur.

The activities performed during the year of reporting were formation of Adolescent

Group, establishment of Youth Resource Center and follow up activities of YRC

activities, training of Peer Educators on ARSH, training of stakeholders- AWW, RMP,

ANM and vocational training of the youth. Total 37 Community Meeting held where

518 people attended, 298 Home visits done by the workers for counselling on ARSH,

246 meeting of adolescent group meeting held with 3444 adolescent, 232 stakeholders

attend in the coordination meeting where attendances of local people were 465, two

Adolescent Conferences organized with 1239 adolescent, 4 Quiz organized where 454

adolescent participated, International AIDS Day adolescent attended 400, Running

vocational training organized where 23 adolescent trained on handicrafts items, 12 PHC

counselling where 324 adolescent were counselled on ARSH and STI problem, One

treatment, total ANC-113 and PNC-180, Himalayan Traking- 2 (Boy-, Girls-1).

Adolescent organized vocational training e.g veterinary custom service, Candle making,

doing business of agarbatti, Teachers are participated in the ARSH session in the school

and adolescent taking ARSH session in schools.

7. Tomato Value Chain Development:

The objectives of the project were to enhance the productivity, to ensure a sustainable

annual income of Rs. 18,000.00 for individual, to increase the accessibility of farmers

to information and communication, to build institutions to provide opportunity for the

small holders to access markets and realize better profit. The project was financially

supported by ICCO, Netherlands through Rural Development Association.

The main activities performed under this project during the reporting period were

organizing 39 village level orientation meetings, standardized Package of practice of

tomato cultivation has developed and distributed among 1400 farmers through training,

Formation of 57 Farmers Clubs in 57 villages. This Clubs have approved by NABARD,

39 Farmers Club inaugurated by DDM, NABARD, 88 Farmers get Kisan Credit Card

from local banks, 3 nos of Seed dealers and retailers were linked with farmers to get

improved seeds, 12 demonstration plots developed to introduce early season tomato

cultivation with Namdhari variety. The 52 demonstration with wire staking, 1400

farmers were growing tomato with the standardized PoP with the closed supervision

and monitoring by the project staff, 24 Farmers were adopted tomato cultivation with

wire staking in their field, Promotion of Local collection center-8, Training of nursery

entrepreneur- 2 farmers were undergone the training, 24 farmers and 8 staff members

were exposed to market and linked with farmers association with the markets.

8. Poultry Value Chain Development Project:

The project objective was establishment of producer‟s institute. The poultry producers

would produce broilers and enhance their family income by Rs.15000.00 annually and

do collective marketing. The project was supported by ICCO, Netherlands through

PRADAN.

The activities were undertaken was selection of 100 poultry producers, training and

exposure for 100 producers, construction of 100 poultry shed with the capacity of each

shed is 400 birds in summer and 450 in winter, training of 4 production supervisors.

Total 73 beneficiaries were started poultry rearing. Total value of birds sold is Rs. 63

Lakhs as on 31.3.12. The producer‟s Cooperative has registered under the Jharkhand

Self supporting Cooperative Act‟1996.

TSRD in Orissa

Tagore Society for Rural Development initiated its development activities in the state of

Orissa in the year 1979 by establishing Malkangiri Project in Dandakaranya region.

Gradually the TSRD extended its area of operation and the Hindol Project started in the year

1984 and in 1998 the Phiringia Project started its development activities. A liaison office of

TSRD Orissa Chapters is run in Bhubaneswar for coordination among the three project

offices situated at distant and interior areas and the head office at Kolkata.

Tagore Society for Rural Development, Orissa Projects (Autonomous):

Tagore Society for Rural Development, Orissa Projects undertook various activities to fulfil

its objectives of making the people and communities in the project area self reliant and self

respectful during the year under report. Empowerment and enabling effect was the prime

objective. During the year under report it received fund support from various sources

covering both Govt. of India, the State Government of Orissa and the International donor

agencies. The fund flow was from EED through ODAF, Felissimo Corporation (through

TSRD, Kolkata), NEAC grant from Govt. of India, O‟TELP fund from DFID and IFAD

(through OTELP), RCG-II and AROGYA Plus under NRHM (through CDMO, Malkangiri),

OCTDMS from World Bank (through Water Resources Deptt.), NCLP (through B.D.O.,

Malkangiri) and stipend for tribal girl students (through B.D.O., Korukonda).

The activities of the society covered socio-economic, cultural, physical, psychological, rural

development and educational spheres of community covering mostly ST, SC and weaker

sections of the Society, most particularly the women and children. Empowerment of the

weak has been the basic motto of all our activities during the year.

The Programmes:

1. Education Complex:

The Education Complex is functioning at Markelguda and 210 scheduled tribe girl

students from Class-I to VII are reading in that residential school. TSRD Orissa

Projects continued to provide fund support to run the school with all students from

Class-I to Class-VII. Stipend for the students of class-VI & VII only was received from

the State Govt. and was released to the students by depositing the same into their SB

Accounts in Korukonda Mini Bank. Students of our school are taking part in various

co-curricular activities in the District and Block level. They have received awards in

sports, essay writing, drawing, song, debate and parade competitions at Block abd

District level on Independence and Republic Day.

2. National Child Labour Project (NCLP):

The Society has run two nos. of NCLP school during the year in MV-03 and Tumsa

village in Malkangiri block with 100 students and facilitated their formal schooling

latter on.

3. AROGYA PLUS (Health Programme) under NRHM:

The society is running AROGYA Plus health programme from January, 2012 in

Bardual and Markapalli G.P. of Khairput block with support from NRHM with an

AYUSH doctor, Pharmacist, ANM, community Mobiliser, Attendant and a Driver with

an ambulance. The programme covered 22 villages and 2 residential schools. The total

number of patients treated is 3,606. Our ambulance service has benefitted 20 patients in

emergency.

4. National Environment Awareness Campaign (NEAC):

National Environment Awareness Campaign activities were organized both in Hindol

and Malkangiri project areas of the Society with participation of the students, SHGs and

the general people of Khandatiri in Giridhar Prasad G.P. of HIndol Block and

Markelguda Education Complex in Kambeda G.P. of Korukonda block.

Competitions were organized on forest conservation and its impact on the livelihood of

people in general and of tribal in particular among the students followed by public

meeting, discussion and prize distribution.

5. Integrated Rural Development Programme (IRDP):

During the year under report we have to suspend our activities under IRDP due to

temporary transfer of funds to the Education Complex at Markelguda. However, our

activities in the project area in Nandapur and Semiliguda blocks were strengthened

further under OTELP programme.

6. Orissa Tribal Empowerment and Livelihood Programme (OTELP):

The Society has completed 4 years of intensive work in the project area of Nandapur

and Semiliguda with support from OTELP. Our work continued in 20 Micro

Watersheds covering 45 revenue villages, 20 hamlets and 14 natural habitations

covering 3966 households with a population of 16473 out of which 80% are from the

ST category and 20% from the SC category.

The major intervention is in the sphere of land and water management in both

Semiliguda and Nandapur. The interventions covered stone bonding, trench, gully

control, water absorption trench, contour bonding, percolation tank, water harvesting

structure, digging of well and mixed plantation. In the area of live stock and

aquaculture, the people were assisted with poultry, duck, goat and sheep rearing.

Mother chick units were created and aquaculture was facilitated in about 10 villages.

VDC-cum-Food grain storage do down were created in all Micro Water sheds.

4 villages were served with safe drinking water through PWS Projects. Destitute homes

for vulnerable were created. That apart, participatory forest management, community

infrastructure fund, development initiative fund and rural financial services for the poor

tribal were provided under RIF. Vocational training and empowerment programme for

the young men and women was a significant empowerment and enabling activity.

PIPALI Cultivation and cultivation of tuber crops was a ray of hope for socio-economic

development of tribals contributing to their food security. Capacity building through

various socio-economic activities benefitted the tribals to a great extent.

Both the Nandapur and Semiliguda projects identified about 5000 tribals under FRA to

whom homestead land pata could be distributed and the land to landless pata

distribution is to take place during the year 2012-2012.

7. Orissa Tribal Empowerment & Livelihood Programme Plus (OTELP Plus):

OTELP Plus programme is a new initiative of linking various developmental projects of

the State Govt. with the community in health, education, development, rural financing,

agriculture, horticulture, aquaculture, plantation, forest management and empowerment

etc. The Social Science & Micro Finance Expert, Livelihood Expert, Civil Engineering

Expert, Accounts and Data Management Expert are engaged with community

mobilisers to trigger development in about 10 to 12 Micro Watersheds through survey

and convergence of different developmental programmes.

TSRD, Orissa Projects has been entrusted with 10 Micro Watersheds in 12 villages and

2 hamlets of Korkunda block in January 2012. During the period under report the staff

have undertaken rural baseline survey relating to education, health, agriculture and self-

employment. It is expected that one more OTELP Plus project in Nandapur-Pottangi

Cluster will be given to the Society in Koraput block shortly.

8. ODAF Initiative Towards Sustainable Development – Phase-IV:

Under ODAF programme the Society continued empowerment programme with

educational assistance, support to Gram Sabha and Palli Sabha, support to peoples

network covering OAAA (Odisha Adivasi Adhikar Abhijan), capacity enhancement

programme of the community and of the staff and awareness programme thorough

media resource centre in all the 3 projects of Hindol, Malkangiri and Phiringia. The

programme covered 2 G.P.s each in Hindol and Malkangiri and one G.P. of Phiringia in

Kandhamal district.

Under Secured Sustainable Livelihood (SSL), Land development, agricultural

assistance, seed support through seed bank, community forestry through nursery raising

and plantation, income generation through self-help group, creation of compost and

vermin compost pits in all the project areas.

Community Health care for children under 5 through supplementary nutrition support,

health monitoring and organization of health camps were undertaken with pre-medical

check-up and supply of medicines in the project areas of the 3 units.

Under Advocacy programme, successful release of mortgage land in Hindol and

integrated development at Purusottampur village of Babandha G.P. is an innovative

effort of the Hindon Unit. Networking, lobbying and campaigning, strengthened the

OAAA movement leading to awareness on FRA, PDS, MGNREGA and Job Card

distribution in the 2 project GPs. Old age pension, voter card, distribution with

construction of school building and concrete road is a major achievement of the Hindol

Unit during the year.

The Malkangiri Unit converted Orkelguda village of Matapaka G.P. bordering

Chhatisgarh into a model village of Koya tribal community facilitating intervention in

the areas of food insecturity, migration, creation of new agricultural and horticultural

assets and ensuring receipt of minimum wages. It has facilitated distribution of job

card, renovated 3 nos. of tank and facilitated construction of road from Orkelguda to

MV-15.

The Phiringia Unit facilitated creation of 5 Ancholik Unnayan Parishads by building of

a people's network. Through a massive rally of OAAA members it brought to the

notice of the District Administration about the corrupt practices of GRSs. Through its

resource centre, it supplied information and created awareness among the tribal people

about their rights and their initiatives for development. Through waste land

management and land development 2 tribals earned about 8 to 10 thousand rupees

through seasonal vegetable cultivation. Seed support and seedling distribution

benefitted the tribals in a significant manner.

9. Odisha Community Tank Development and Management Project-Khamar:

With support from World Bank, the Water Resource Deptt. Has launched OCTDMP

with partnership of civil society organizations.

TSRD, Orissa Projects has been entrusted for institutional strengthening, tank system

improvement, agriculture livelihood support services and project management in 3

M.I.P.a of Andhari, Gandijora & Khanatapasi with 5 Pani Panchayats in 11 villages

with 1089 households of Pallahara block.

The project was launched during July, 2011 and during the period under report the

Society through its staff has facilitated repair work of M.I.P.s and the canals thorugh

beneficiary participation. It has facilitated beneficiary contribution of 5% and deposited

the same in Savings Accounts to show its willingness and commitment to promote and

protect the projects for their own benefit.

TSRD: Centrally Organized Progarammes:

Greening India Programme:

Like previous years Tagore Society for Rural Development (TSRD) has implemented the

Greening India Programme in the year 2011 in three states of India i.e. West Bengal,

Jharkhand and Orissa through Community Convergence Process under financial support of

Felissimo Forest Foundation, Japan. TSRD continues the greening programme mainly

through plantation in the uncultivable fallow, rocky, dry and barren lands that are available at

the dykes of the rivers or canals, road side lands, embankment of the village ponds and on the

residential lands of village houses. Different species were selected for plantation that

includes timber, medicinal plants, fuel, fruit and fodder plants. TSRD also raises saplings in

its nursery for plantation. During the year of reporting 672278 saplings were raised in own

annual nursery and 139349 plants have been raised in the permanent nurseries out of which

40315 were damaged and therefore 177321 saplings (including balance of previous year)

were available. Out of 177321 saplings 5759 were distributed and 75351 were sold.

Through this nursery raising programme 3671 mandays were created. 1760017

saplings/seedlings were planted on 750 Hectors of land. 337750 saplings covering 172

hectors of private land and 217976 saplings planted on 122 Hectors of common/road side

areas, 962950 mangrove saplings planted on 400 Hectors of land. Direct seeding came to

165005 numbers covering 56 hectors of land and 16686 numbers of saplings used for

replacement of the dead plants of the last year plantation. During the year of reporting TSRD

undertaken the programme of Road Side Mango Plantation and have covered 30 Kms. of

road side land across 14 villages of Maanbazar, Burrabazar and Bandwan blocks of Purulia

district of West Bengal. During the year the programme covered 117 villages raising 21509

mandays. In the entire programme a total number of 5495 beneficiaries have been covered.

Alongside TSRD organized 263 awareness camps/rallies, meetings etc. wherein 13286

persons participated.

Following outcome of specific activities were observed in 2011-2012:

TSRD followed the Community convergence method in selection of the area for

plantation. Involvement of the people from the very beginning ensured ownership

feeling and thereby sustenance of the plantation.

The community people themselves selected the species of plants considering their

own need and requirements under facilitation of the experts and TSRD.

People of the operational areas took active part in identification and selection of

private and public land for plantation. In the process of identification they involve the

local government officials, school teachers and local opinion leaders so that a

consensus regarding deciding over the area of plantation takes place.

In Sundarbans area there is a diverse vegetation of the forest. The Sundarbans is the

largest mangrove forest that includes 36 species of mangrove plant provides a unique

mix of habitats of wild life. The area is considered as most backward in West Bengal

where 56% are landless out of 4 million people and 65% is illiterate, a portion of

which depend upon the mangrove and social forest for their livelihood and therefore

the forest coverage is gradually decreasing. TSRD is engaged in plantation and also

sensitization of the community regarding environment and need & benefit of the

forest. Various groups like youth, women, SHGs, local clubs etc. of the operational

villages are involved as forest guards in the respective area.

Through the decade long endeavour of TSRD the people of its operational area are

becoming sensitized regarding climate change, ecological imbalance, environmental

degradation, increase of water flow in the rivers of Sundarbans, siltation of river,

erosion of soil, global warming, biodiversity conservation etc.

Sundarbans were affected by mass tourism. At present the boat owners, farmers,

fishermen, school students of Sundarbans are preaching before the urban tourists

regarding maintenance of ecological balance and need of protecting the forest.

The identified areas were seeded by the community with cooperation and active

participation of panchayat and local government personnel.

Planted seedlings were taken care of by protecting, watering, manuring, caring and

nurturing.

The entire greening project was organized in 117 villages of three states by involving

5495 beneficiaries. A total number of 263 awareness camps were organized during

the period of reporting by involving 13286 participants.

TSRD raises saplings in its eleven permanent nurseries established in eight projects. The

operational communities collect plants from those nurseries. Relationship between the

nurseries and the community is very cordial. Many guests of TSRD and the trainees of

different programmes visit the nurseries and also the school students get interest in plantation

by experiencing the nurseries.

Special Programme in Patamda Project:

Road Side Mango Tree Plantation:

During the year of reporting TSRD undertook Road Side Mango Tree Plantation Programme.

The target was plant 10000 saplings of Mango covering 40 Kms. roadside areas. During the

TSRD Centrally Organized Progarammes:

Reproductive Child Health (RCH) Programme:

Tagore Society for Rural Development has been implementing the Reproductive Child

Health Programme in seven blocks of West Bengal and three blocks in Orissa since the year

1999. At the initial stage the main objective of the RCH programme was to enhance

awareness of the rural people regarding health. While implementing this programme it was

felt that such programmes need to more developed and also to cover greater area. With this

end in view alongside the health awareness generation, health services to the villagers of

Gosaba and Basanti blocks under the district of South 24 Parganas was started from the year

2006 which was continued till March 2012.

During this period health clinics were organized in each month inside the interior villages by

involving specialist physicians in gynaecology and in child diseases. In these clinics along

with treatment of the ailing persons by the physicians, different pathological services like test

of blood, urine and pregnancy etc. were also provided to the villagers. Besides, health fair,

nutrition camp and awareness camps for the adolescent boys and girls on their mental and

physical development were also organized in each of village panchayat under the project

command area.

1. GP Based RCH Camps:

There are 36 GPs i.e. the Gram Panchayats in Gosaba, Basanti and Sagar blocks under the

district of South 24 Parganas. Outreach camps for the women and children in each GP were

organized once in every month. In Gosaba 112 camps were organized in 14 GPs, in Basanti

104 camps organized in 13 GPs and in Sagar 72 camps were organized in 9 GPs. TSRD's

RCH unit procured some medicines and distributed those among the patients in these camps

as this year there was no fund allotted for medicine. A significant feature is worth mention

here i.e. in Gosaba and Basanti block a good number of ANC mothers had been drawn in the

programmes. Another feature is good and adequate home management for the PNC mothers.

It was found that most of the PNC mothers have been motivated and are continuing

preventive measures. A glimpse of GP based RCH camps is presented below:

2. Clinical & Pathological Camps:

The Health Assistants of TSRD RCH Unit, who are predominantly the village

women, conducted these camps with each of the doctor's camp. In these camps they

monitor the BP and weight, determine fundable height, checked HB% in blood and

Albumin in Urine of pregnant women. They also conducted pregnancy test. These

Health Assistants are the main workforce of Health programme to work in remote

rural areas inside the Sundarbans and Sagar Island. TSRD consciously developed this

workforce to fulfil its social obligation.

3. Referral Transport:

During the period of reporting a total of 24 Referral Transport cases were undertaken

in Gosaba block, 68 in Basanti block and 32 in Sagar block.

4. Capacity building & Skill Development Training:

Training of Health Assistants, Health Communicators and Supervisors were organized

throughout the year in all the three blocks. Special thrust was given on the issue of

'Save the Girl Child' and 'Prevention of early marriage'. Total numbers of participants

in these training camps were 26, 29 and 18 in Gosaba, Basanti and Sagar block

respectively.

5. Adolescents Group leader's training:

Adolescents Group Leader's training were organized during the year of reporting.

Such programmes were organized one in each in Gosaba block and Basanti and two in

Sagar block. A total number of 89 adolescent boys and girls attended the programme.

6. Women Group Meeting:

TSRD RCH unit organizes meeting of the women groups in regular intervals in the

entire project command area of RCH. In the reporting period a total number of 3570

women group meetings were conducted in Gosaba with participation of 32130

women, 2696 meetings in Basanti block with participation of 22594 women and 976

meetings in Sagar block where the number of participant women was 3150. The

health workers of RCH unit organized and facilitated these meetings where in the

main points of discussion were mother & child health, natal care of mother,

preventive measures of treatment and family nutrition. Also the fatal aspects of

traditional health practices and superstitions were also discussed with here and now

presentation.

7. GP Based Satellite Nutrition Camp:

Health Assistants of TSRD RCH Unit, who are the village women, conducted the

Satellite Nutrition Camps during the reporting year. In such camps they demonstrated

certain nutritious foods which are comparatively low costs and supportive to health.

During the reporting year 14 nutrition camps organized in Gosaba block which was

attended by 1048 persons, 12 in Basanti block with a presence of 1643 persons and 9

in Sagar block in presence of 1161 persons.

8. Family Life Education Camps for Adolescents:

1167 adolescents were oriented about problems of adolescence in 28 camps of

Gosaba, 1099 adolescents were oriented in 26 camps of Basanti & 469 adolescents

were oriented in 18 camps of Sagar block.

9. GP Based Health Show:

14 Health Shows were organized in Gosaba where the list of participants was 855, 12

Health Shows were organized in Basanti where 902 people participated & 9 Health

Shows were organized in Sagar where 1002 people participated.

10. Motivation Camps for PRI Functionaries:

Total 35 camps, each were organized at G.P Office of Gosaba, Basanti and Sagar

blocks. PRI functionaries participated in Gosaba 210, 169 in Basanti and 72 in Sagar

blocks.

11. Women Groups Leader‟s Trainings:

In Gosaba, Basanti & sagar Blocks 14, 13 & 8 Women Groups Leader‟s Trainings

were held, involving 840, 633 & 397 participants.

12. Block Linkage Meeting:

This linkage was maintained throughout the year by RCH Central Office Staff &

Project RCH Staff jointly. This was absolutely necessary for smooth Program

Implementation.

13. Collection, Preparation. Distribution of IEC:

In the RCH programme, TSRD has continued to use IEC materials. In this year IEC

materials were prepared including Training Materials, folders, Brochures etc.
