1. RESPONSIBLE SERVICE

1.1 The Aeronautical Information Service, which forms part of the Directorate General of Civil Aviation of the State of Kuwait, ensures the flow of information necessary for the safety,regularity and efficiency of international airnavigation within the area of its responsibility shown under GEN 2. below. It consists of AIS Headquarters and International NOTAM Office(NOF) established at an aerodrome as listed under 1.2 & 1.3 below:

2. AREA OF RESPONSIBILITY OF AIS

The Aeronautical Information Service is responsible for the collection and dissemination of information for the entire territory of the State of Kuwait and for airspace of the neighbouring territories and waters under the jurisdiction of the State of Kuwait for ATC purposes.

3. AERONAUTICAL PUBLICATIONS

3.1 The aeronautical information is provided in the form of the Integrated Aeronautical Information Package consisting of the following elements:

- Aeronautical Information Publication (AIP);- Amendment Service to the AIP (AIP Amendment);- Supplement to the AIP (AIP SUP);- NOTAM, and Pre-Flight Information Bulletins (PIB);- Aeronautical Information Circulars (AIC);- Checklists and Summaries

NOTAM and the related monthly checklists are issued via Aeronautical Fixed Service (AFS) while PIB are made available at aerodrome AIS units. All other elements of the Integrated Aeronautical Information Package are distributed by air mail.

3.2 Aeronautical Information Publication (AIP)

The AIP is the basic aviation document intended primarily to international requirements for the exchange of permanent aeronautical information and long duration temporary changes essential for air navigation.

AIP Kuwait FIR

This AIP, issued in one volume, in English only, is the basic aeronautical information document for the Kuwait FIR for use in international and domestic operations whether the flight is acommercial or private one, and contains lasting information essential to air navigation.

3.3 Amendment service to the AIP (AIP Amendment)

Amendments to the AIP are made by means of replacement sheets. Two types of AIP Amendments are produced:

- Regular AIP Amendments, issued in accordance with the established regular interval. (Ref. GEN 0.1-3 para. 3.2), incorporates permanent changes into the AIP at the indicated publication date; and

- AIRAC AIP Amendments, issued in accordance with the AIRAC system, identified bythe acronym AIRAC, incorporates operationally significant permanent change into the AIP at theindicated AIRAC effective date.

A brief description of the subjects affected by amendment are given on the AIP Amendments cover sheet. Each AIP page and each AIP replacement page introduced by an amendment, including amendment cover sheet, are dated. The date consists of the day, month (by name) and year of the publication date (regular AIP AMDT) or of the AIRAC effective date (AIRAC AIP AMDT) of the information. Each AIP amendment cover sheet includes references to the serial number of those elements, if any, of the Integrated Aeronautical Information Package which have been incorporated in the AIP by the amendment and are consequently canceled.

A checklist of AIP pages containing page number/chart title and publication or effective date (day, month by name and year) of the information are reissued with each amendment and are an integral part of the AIP.

3.4 Supplement to the AIP (AIP SUP)

Temporary changes of long duration (three months and longer) and information of short duration which consists of text and/or graphics, supplementing the permanent information contained in the AIP are published as AIP supplements (AIP SUP).Operationally significant temporary changes tothe AIP are published in accordance with the AIRAC system and its established effective dates and are identified clearly by the acronym- AIRAC.

AIP Supplements are separated by information subject (General-GEN, Enroute-ENR and Aerodrome-AD) and are placed accordingly at the beginning of each AIP Part. AIP Supplements are published on yellow paper in order to be conspicuous from the rest of the AIP. Each AIP Supplement (regular or AIRAC) is allocated a serial number which is consecutive and based on the calendar year, i.e. AIP SUP 01/98; AIRAC AIP SUP 01/98.

AIP Supplement is kept in the AIP as long as all or some of its content remain valid. The period of validity or cancellation of the supplement.

The checklist of AIP Supplements currently in force is issued by the medium of the monthly printed plain language summary of NOTAM in force.

3.5 NOTAM and Pre-flight information Bulletins (PIB)

NOTAM contain the information concerning the establishment, condition or change in any aeronautical facility, service, procedure or hazard, the timely knowledge of which is essential for personnel concerned with flightoperation. The text of each NOTAM contains the information in the order shown in the ICAO NOTAM Format and is composed complemented by ICAO abbreviations, indicators, call sign, frequencies, figures andplain language. NOTAM are originated and issued for Kuwait FIR and are distributed in one series which is identified by the letter A.

Series AAll NOTAM information for domestic and international use pertinent to flight within theKuwait FIR.

NOTAM S (SNOWTAM) contains information concerning snow, slush, ice or standing water associated with snow, slush and ice in the movement areas. The local climate precludes the issue of NOTAM S in the Kuwait FIR.

Pre-flight information Bulletins (PIB), which

contain a recapitulation of current NOTAM and other information of urgent character to the operator/flight crews, are available at theAerodrome AIS Unit.

3.6 Aeronautical Information Circulars (AIC)

The Aeronautical Information Circulars (AIC) contain information of long-team forecast of any major change in legislation, regulation procedures or facilities; purely explanatory or advisory nature liable to affect flight safety; andinformation or notification of an explanatory oradvisory nature concerning technical, legislative or purely administrative matters. AICs are issued in one series (A).

Each AIC is numbered consecutively on calendar year basis. The year, indicated by two digits, is a part of the serial number of the AIC, e.g. AIC A 01/98. A checklist of AIC currently in force is issued as AIC once a year.

3.7 Checklist and Summary of NOTAM

A Checklist of valid NOTAM is issued monthly via AFS. The Checklist is followed by a printed Summary of NOTAM distributed by mail to all recipients of the Integrated Aeronautical Information Package. It contains a plain language (in English) presentation of the valid NOTAM and information about the number of the latest issued AIP AMDT, AIRAC AIP AMDT, AIP SUP, AIC as well as the numbers of AIRAC-NOTAM to become effective or, if none, the NIL AIRAC notification.

3.8 Publication Sale

All publications from the Aeronautical Information Services are available from the Directorate General of Civil Aviation, Kuwait. They are available to AIS HQ on request on a free reciprocal basis. To other subscribers they are available as follows:

(a) The AIP at an initial cost KD 25, which includes the provision of the Amendment Service for remainder of the AIS year ending on 31st December. Thereafter the Amendment Service is provided at a cost of KD 05 per Amendment.

(b) AIP Supplement Pages available free of charge to the AIP subscribers, and are available to others free of charge on request,

(c) Aeronautical Information Circulars (AIC) are supplied free of charge to the AIP subscribers, and are available to others free of charge on request,

4. THE AIRAC SYSTEM

4.1 In order to control and regulate the flow ofchanges requiring amendments to charts, route-manuals etc., such changes, whenever possible, will be issued on predetermined date according to the AIRAC SYSTEM.Whenever possible this type of information will be published as an AIRAC AIP AMDT. If an AIRAC AMDT cannot be produced due to lack of time, NOTAM clearly marked AIRAC, will be issued.

4.2 The table overleaf indicates AIRAC effective dates for the coming years. AIRAC information will be issued so that the information will be received by the user not later than 28 days, and for major change not later than 56 days, before the effective date.At AIRAC dates NOTAM will be issued giving a brief description of the contents, effective date reference number of the AIRAC AMDT or AIRAC SUP that will become effective on that date.

1. RESPONSIBLE AUTHORITY

The Directorate General of Civil Aviation has an adequate supply of aeronautical charts available for use by all types of civil aviation. The DGCA publishes only those charts associated with the AIP.Charts contained in the AIP are listed in paragraph4 .1 of this chapter. Listed in paragraph 4.2 are those charts relevant to Kuwait FIR, used by the ATS Division, which may be purchased from the agents listed in paragraph 3 of this chapter. For a complete list of charts, consult the ICAO Aeronautical Chart Catalogue (Doc 7101 -MAP/565).

The charts are produced in accordance with the provisions in the following ICAO documents:Annex 4 - Aeronautical ChartsDoc 8168 - Aircraft operations, Vol II

(Construction of visual and instrument flight procedures)

There are no differences to these provisions.

2. MAINTENANCE OF CHARTS

2.1 The charts listed in 4.1 are regularly kept up to date or replaced by AIP amendments. Significant amendments or revisions will bepromulgated by AIP Supplements and included in subsequent AIP amendments if appropriate.

2.2 Items of information found, after publication, to be incorrect at the aeronautical information date is corrected immediately by NOTAM if they are of operational significance, attention beingdirected to that chart affected.

2.3 The charts listed in 4.2 are amended and revised by the publishers concerned, but users are requested to help in this process by reporting errors or omissions to the appropriate authority by means of the procedure described on the relevant chart.

5. GENERAL DESCRIPTION OF EACH SERIES

5.1 Aerodrome Obstacle Chart - ICAO Type AThese are available for Kuwait International Airport.The charts, show a plan and profile of each RWY(including any associated SWY and CWY), take off flight path area, any significant obstructionsand relevant declared distances, are included in AD 2.

5.2 Precision Approach Terrain Chart - ICAOThese charts are available for Kuwait International Airport. They provide detailed terrain profileinformation within a defined portion of the finalapproach area to enable aircraft operating agencies to assess the effect of the terrain on decision altitude determination by using radio altimeters.They are included in AD 2.

5.3 En-route Chart - ICAOThis chart provides flight crews with informationto facilitate navigation along ATS routes in compliance with ATS procedures, and is included in ENR 6.

5.4 Standard Departure Chart - Instrument (SID) -ICAOThese charts provide flight crews with informationto enable them to comply with the designated standard departure routes - instrument from the take-off phase to the en-route phase, and are included in AD 2.

5.5 Standard Arrival Chart - Instrument (STAR) -ICAOThese charts provide flight crews with informationto enable them to comply with the designated standard arrival routes - instrument from the en-route phase to the approach phase, and are included in AD 2.

5.6 Instrument Approach Chart - ICAOThese charts are available for Kuwait International Airport where instrument approach procedures have been established. Separate charts are available for each procedure established for the aerodrome. Those published are included in AD 2.

5.7 Aerodrome Chart - ICAOThis chart is available for Kuwait International Airport. The chart provides flight crews withinformation which will facilitate the ground movement of aircraft from the aircraft stand to the runway and from the runway to the aircraft stand and provides essential operational information at the aerodrome. This chart is included in AD 2.

5.8 Aircraft Parking/Docking Chart - ICAOThese charts are produced for Kuwait International Airport where, due to the complexity of the terminal facilities, the information cannot be shown with sufficient clarity on the AerodromeChart - ICAO.These supplementary charts provide flight crewswith detailed information to facilitate the ground movement of aircraft between the taxiways and the aircraft stands and the parking/docking of aircraft. Those published are included in AD 2.

5.9 Radio Navigation ChartThese charts are published by and available from the commercial organization listed in 3.2. They are designed to facilitate navigation by radio aids, in accordance with published procedures, along ATS routes and depict all relevant data including airspace boundaries and limitations

5.10 World Aeronautical Chart - ICAO 1:1.000 000These are published by MOD (UK) and DOD (USA) and are available from the accredited chart agents listed in 3.2 and 3.3. They constitute a part of the contribution made by those countries to the 1:1.000000 ICAO World Series. Designed for pre-flight planning and pilotage, they are constructedon the Lambert Conformal Conic Projection and depict the main planimetric features and relief data and basic aeronautical information. The sheet numbers in the ONC Series, relevant to Kuwait, are listed in paragraph 6.

5.11 Aeronautical Chart - ICAO 1:500 000The details of publication and availability are as in5 .10. They are designed to serve the visual requirements of short and medium range operations and depict all relevant features. The sheet numbers in the TPC Series, relevant to Kuwait, are listed in paragraph 6.

5.12 Symbol SheetThe aeronautical symbols used on the charts published by the DGCA are, with the exception of those included in legends, shown on page GEN 2.3. They comply generally with the internationally agreed symbols contained in Annex 4, Appendix 2.

GEN 3.3 - AIR TRAFFIC SERVICES

1. RESPONSIBLE AUTHORITY

The authority responsible for the overall administration of ATS provided for International Civil Aviation is the Directorate General of Civil Aviation.

2. AREA OF RESPONSIBILITY

Air Traffic Services, as indicated in the followingparagraphs, are provided for the entire territory including territorial waters of the State of Kuwait as well as the northwest part of Bahrain FIR.The Services are provided in accordance with the provisions contained in the following ICAO documents:

Annex 2 Rules of the AirAnnex 11 Air Traffic ServicesDoc 4444 Procedures for Air Navigation Services - Rules of the Air and Air Traffic Services (PANS-RAC)Doc 8168 Procedures for Air Navigation Services Aircraft Operation (PANS-OPS)Doc 7030 Regional Supplementary ProceduresDifferences from these provisions are detailed in subsection GEN 1.7.

3. TYPE OF SERVICES

3.1 following types of services are provided:Alerting Service (ALRS), Area Control (ACC); and Radar.With the exception of services provided at military air bases, air bases, the following types of services are provided at aerodromes:Aerodrome Control (TWR);Approach/Approach Radar;Automatic Terminal Information Service (ATIS)Air Traffic Control is exercised:(a) in Class A airspace which is in the Kuwait FIR encompasses all controlled airspace at and above FL145-FL460;(b) in Class C airspace which is in the Kuwait FIR encompasses all controlled airspace above 1000 Ft - FL145 within Kuwait CTA.

Note: Controlled airspace is a generic term which covers ATS airspace classes A, B, C, D & E as defined in Appendix 4 to Annex 11.

3.2 Flight information service and alerting service within the area of Responsibility outside the Control Zone and Air Traffic Control service inairways within the Area of Responsibility are provided by one centre Kuwait ACC.

3.2.1 The axis of each airway is constituted by a lineconnecting significant points, identified as a rule, by radio navigational facilities.

3.3 Air Traffic Control, flight information and alerting services are provided by:

(a) Kuwait ACC in the Kuwait CTA and along theairways, including those parts of the airways traversing Control Zones;

(b) the relevant Approach Control Unit andAerodrome Control Unit, in co-ordination with Kuwait ACC as necessary, for arriving and departing aircraft.

3.4 Radar service is an integral part of the ATS system. A description of radar services and procedures is provided in ENR 1.6.

3.5 The description of the airspace designated for ATS purposes, either on chart or tabular form, is found in ENR 2. , ENR 3. or ENR 6., as appropriate.

3.6 In general, the air traffic rules and proceduresin force and organization of ATS are in conformity with ICAO SARPS, PANS and SUPPS. Differences between national and international rules and procedures are given in GEN 1.7.

3.7 Prohibited, Restricted and Danger Areas established within the State of Kuwait are shown in ENR 6. Activation of areas, subject to intermittent activity, is notified well in advanceby NOTAM, giving reference to the area only by its identification.

3.8 Interception procedures and signals for use in the event of interception over the State of Kuwait and territorial waters are shown in ENR 1.12.

4. COORDINATION BETWEEN THE OPERATOR AND ATS

4.1 Co-ordination between the operator and Air Traffic Services is effected in accordance with2.15 of Annex 11, and 2.1.1.4 and 2.1.1.5 of part VIII of the PANS-RAC (Doc 4444-).

5. MINIMUM FLIGHT ALTITUDES

5.1 The minimum flight altitudes on the ATS routeslisted in ENR 3. have been determined to ensure at least 300m (1,000 feet) vertical clearance above the highest obstacle within 5 NM from the edge of airways.However, where the angular divergence of the navigational aid signal in combination with the distance between the navigational aids could result in the aircraft being more than 5 NM (9km) on either side of the centre line, the 5 NM (9km) protection limit on each side of the centre line of the ATS route is increased by the extent to which the divergence is more than 5 NM (9KM) from the centre line.
