    At 2130 DALASupervisor Antonella DeFJlippis, waf notified byArgVnbrlght Securfty Supervisor Abdulrazak Mahfudh that animage of a firearm in a passenger's carry-on baQhadbeenobserved by Argenbright Security x-ray operator \e she was

    had failed to stop the bag and the passenger had retrieved thebag and entered the sterile concourse. There were seven flightsdeLrtiria the concourse at this time: DALAFlights 2557 andf 4 5 5 A R N Fh Right 321, COMAFlight 6008; SWRFflight: 127,VTZAFlights 6157 and 6187. Two of the flights, ARNFFlight321 and DALAFlight 321 were in the boarding process. Allother flights had already boarded. Argenbright SecuritySupervisor Mahfudhmade an assumption that the bag th thesuspected firearm in allprobability belonged to a female ARNFpassenger, as that was the last flight scheduled out of theconcourse! An unidentified security screener at the checkpointstated he could identify the passenger. For an as; of yetundetermined reason, Argenbright Secunty failed to notrfyM assachusetts State Police (MSP) or DALAfor approx.mately 10mtnuteV afterthe image was observed. Wher, DALApersonnelwere finally notified, they immedatiery contacted the-MSP.DALAnotified M assachusetts Port Authority (Massport) AirportOperations and MSP, who responded with an MSPFAA-certifiedK-9 team. Argenbright security personnel accompanied the MSPto the ARNFboarding gate and identified the female passenger.Her carry on bagl we searched with negative results. Due tothe timng of the incidant and boarding of the flights, it wasdetermined by the air carrier representatives that the flights3S?S IlrJdy boarded (DALARight 2557 SWRF Flight 127COMARight 6008, VTZAFlights 6157 and 6187) would not beevacuated. ARNFdeplaned 190 passengers and crew from itsflight. DALAFlight 2455 had only nine passengers and they,a ong with the passengers from the ARNFflight, were removedfrom the concourse. The concourse was completely evacuatedand searched by M SP and the K-9team. The passengers forDALAFlight 321 and ARNF2455 were re-screened. No weaponwas found. Although Initially It was questionable as to whetherthis Incident was a result of the new Threat Image ProjectionSoftware (TIP) being ussd, a preliminary Investigation into thisincident has determined that it probably was not a TIP imagethat the screener observed on the screen.The BOS CASFOcontinues its follow-up investigation withDALA,ARNFand the MSP to determine why a delay occurred mnotification to the airlines and MSP.

    On Saturday, July 28, 2001, at 0230, New England OperationsCenter (Dottin) received a call from Boston AirRoute TrafficControl Center (ZBW) Na shu a,New Ham pshire, statingthatAmerican Airlines,Inc.(AALA)Flight46, was diverting toLoganInternationalAirport(BOS),East Boston, Massachusetts, due toa note found aboard the airplanestating a bomb was onboardthe aircraft. A A L AFlight 46, registration numberN780AN,aBoeing 777, carrying 154 passengers and crew, departed fromChicago OHareInternational Airport (OR D) Chicago, Illinois,onFriday, July 27, 2001, at 2349 hours, and was scheduled toland at London Heathrow International Airport(LHR), London,United Kingdomon Saturday, July 28, 2001, at 1035 hours.( A A L AFlight46 was originally scheduled to depart ORD at 2055hours, however; due to a water spill on the cockpit radarcontrol panelthe flight did not depart ORD until 2349 hours.)When the flight was 115 miles southwest of Boston,Massachusetts, A A L AFlight Attendan tJanet Schulenberg founda Cinnabon napkinon the countertop of the business classlavatory with a note written in black felt inkthat read, "BombOn T hisFlite." The note was given to Captain DennisE. Cox,and at 80 milessouthwest of Boston, Massachusetts, the pilotradioed ZBW, and briefed them of the situation. At 0241 hours,A A L AFlight46, landed at BO S on runway22 left, and taxied torunway 4 left. At 0256 hours, all 154 passengers and crew weredeplanned from the aircraft an d bussed over to A A L ATerminalB, Gate 30. Allcarry-on baggagewas left on the airplane. Atthe same tim ethe passengers and crew were being deplanedthe Massachusetts State Police (MSP) Explosives O rdnan ceDisposal Unit, and two FAA-certified K -9 teams arrived on thescene. Between 0300 through0425 hours, the FAA-certifiedK-9 teams conducted a sweep of the airplane.At 0405 hours, thecabin of the airplaneand allcarry-on baggagewas cleared, At0425 hours,all checked baggageand the cargo hold areas werecleared by the FAA-certified K -9 teams. No incendiary orotherexplosive device wasfound on board the airplane and thesweep was concluded.At 0500 hours, the airplanetaxied overto Terminal B, Gate 30, so that passengers and crew couldclaim their carry-on baggage.At 0405 hours, '*"! |n MSP detective, arrivedatTerminal B, Gate 30, to Interviewpassengers andcrewmembers aboard A A L AFlight46. The Cinnabon napkin wastaken by the MSP forfingerprints. Further investigationsrevealed that a femalepassenger was allegedlyseen eating aCinnabon pastry; she was questioned, and fingerprintedby theM S P.The results of the fingerprints are pending.(An update tothis summarywll be provided, should any additional

    reports stated that an unknown mother had kidnapped herchildfrom New Zealand and was returning to IADwith that child. TheVirginia States AttorneysOffice and the Loudoun CountySheriffs office Detectives weregoing to meet the flight andarrest the mother. The report also alluded to the fact that theNationalTV news shows 60 minutes and 20/20 had taken anactive interest in this story and possibly had areporter onboard the same flight.WhenSA Eastberg reached, the IAD

    AirportOperations Officehe was provided with an up to datebriefing that changed the initial reports substantially. TheMother, Robin Mclaughlin, and her FOURchildren were arrivingat IADbecause she was forced by the Government of NewZealand (they have du al citizenship)to return to the UnitedStates and attend a Virginia Child Custody Hearing broughtonby her ex-husband, Bruce Mclaughlin and his mother. BruceMclaughlin was convicted of sexually abusing these samechildren in 1998 in Leesburg VA. Mr.Mclaughlin is currentlyserving a lengthy prisonterm in Virginia and had attempted toescape once before so the States Attorney did not want to takeany risks with these previously traumatized children. The trialand conviction werehighly publicized in the Washington DC

    area. The Virginia States Attorneyfelt that it was in the bestinterest of these children that they be shielded from the pressas much as possible, MWAAAirport Operations and PoliceDepartment were able to assist The Virginia States Attorneyand Loudoun Cou nty sheriffs officeby deplaning thesepassengers directly to the ramp at gate D-l, They then tookthe mother and children Into protective custodyto await theircourt hearing. This avoided a potentiallyugly situation in thesterile area at IAD. The entire transfer had gon e sosmoothlythat the only individual thatwas upset by this sequence ofevents was Mr. Mclaughlins attorneywho was unable to servethe mother with a summons.UALAFlight 199 arrived at 2250 hours and the transfer wasaccomplished with no major incidents,SA Eastberg stayed withthe conc erned parties until they left Airportproperty.
