OPPORTUNITY T-Rex Technology Center @ Yorktown is a secure data and communications center being developed in York County, Virginia at the heart of Tidewater Virginia’s U.S. Government (USG) military facility concentration. T-Rex Technology Center @ Yorktown is owned by a single-purpose entity formed by T-Rex Capital Group LLC (T-Rex) and OWC Development LLC (OWCD) to operate the facility for the benefit of multiple users.

DEVELOPMENT TEAM

T-Rex Capital Group LLC (T-Rex)

Owner and investor. T-Rex has extensive critical facility experience having developed over six million square feet of commercial and USG data center space in the US. OWC Development LLC (OWCD)

Owner and developer. OWCD is supported by a Consortium of US-based, government compliant technology and mission-critical facility operators and renewable energy suppliers.

Metro Fiber Networks (MFN)

Primary network provider for all dark fiber and lit services to the T-Rex IXP located on-site and at existing MFN Network Operations Center in Yorktown. Access to these network services is available today.

Dominion Energy

Local electric utility and power service provider to the facility.

York County Economic Development Authority (EDA)

Site and shell building plan approval. Property is recorded as “Virtual-Site” in the York County Tax Records.

Virginia Economic Development Partnership (VEDP)

Matching VEDP incentives with York County EDA via Commonwealth Opportunity Fund and sales tax exemptions for Mechanical, Electrical, Network and IT equipment.

Digital port and communications hub for US wireless and terrestrial optical networks with connectivity to multiple USG installations in the Mid-Atlantic region. Connectivity to major wireless carrier networks at Internet Exchange Points (IXPs) in Ashburn, Virginia and beyond. Data processing resource for service providers to commercial and governmental markets around the world.

USG CUSTOMER ENVIRONMENT

The immediate region is home to twenty-four US military installations plus NATO Station Command, all potential customers for services based in T-Rex Technology Center @ Yorktown.

CONNECTED DATA ENVIRONMENT

The existing dark fiber infrastructure enables connectivity to multiple cloud resources. This redundant network enables secure edge, hybrid and multi-cloud computing models and dynamic interconnections to Hyperscale operators, SaaS providers, and other on-net destinations.

T-Rex will extend and operate new dark fiber networks on a low latency, high capacity interconnection services platform. Emerging technologies in IoT are driving global data traffic toward 4.8 zettabytes per year by 2022. With an estimated 23% of companies in North America working on IoT projects, US access is burgeoning to South American, European and African markets.

This services platform is designed to extend onto nearby USG installations, creating carrier-neutral connectivity in support of US Cyber Mission Forces in the Tidewater region on a low-cost basis.

DARK FIBER ACCESS TO NORTHERN VIRGINIA

The new T-Rex platform is a backhaul backbone for all new 5G network infrastructure and wireless services from Telxius and the T-Rex Technology Center @ Yorktown, with access to the Northern Virginia Fiber Loop and Ashburn IXPs. Approximately 75% of all US Internet traffic flows through Ashburn, Virginia.

SUBSEA CABLE NETWORK T-Rex Technology Center @ Yorktown provides access to major subsea cables originating in Telxius Virginia Beach, including BRUSA serving Puerto Rico and Brazil, MAREA serving Spain, Dunant serving France and the planned SAEx serving Brazil, Nigeria and South Africa. This leverages existing dark fiber and terrestrial optical fiber networks among existing IXPs in South America, Europe and Africa.

SITE AND FACILITY

UTILITY SERVICES

Electric Power:

The local regulated power infrastructure is owned and operated by Dominion Energy.

Dominion Energy will deliver power capacity to the site to support 20 MW of critical IT load.

Power to the site will be delivered at 34.5 kV from the Dominion Energy Seaford Substation.

Photovoltaic power generation can be developed on the site.

Potable Water Supply:

The site is served with potable water by Newport News Waterworks (NNWW) water system via a 12” water line on site.

The NNWW water system derives its water supply from seven open surface reservoirs, multiple wells and the Chickahominy River.

The NNWW system currently uses up to 20 MGD, and 14 MGD additional is available based on peak demand.

On-site Water Wells: On-site water wells are possible contingent on authorization from the Virginia Department of Environmental Quality.

Stormwater Management: Stormwater management ponds will be constructed at 700 Old York and coordinated with York County.

Sanitary Sewer: The site is served by York County Utilities (collection) and the Hampton Roads Sanitation District (treatment) with a 10” gravity sewer line located on site.
