PRESIDENT’S REPORT We have much pleasure, this evening, in welcoming representatives from four former Zone 11 Clubs, Greenlees Park, Burwood Diggers, Concord Community and Concord R.S.L., who will be joining our Zone, effective 1st January 2016. The influx of an additional 150 new members is indeed welcomed. The subject raising most conjecture in Clubs is Capitation Fees. Your Executive, both before and after input, has vigorously opposed the magnitude of such increase, in forceful correspondence with the Royal, but all to no avail. This resistance was continued by a number of Zone Councilors, at last meeting on 17th September, some reporting drop in membership, since last July, ranging between 15% and 21%. The Mid Week Competition was completed on 23rd Sept., at Brush Park. Congratulations to winners of all three grades, details of which, please refer Match Report. My thanks to the Club, V/P., Greg Dougherty and Bowls Organizer, Peter Murphy, for their hospitality and efforts - well done.

Your Executive has received notification from Zone Treasurer, Warren Phillips, and devastated to hear, he intends standing down at the next A.G.M. Warren took this role on five years ago, at a difficult time and has been responsible, in keeping up to the minute with technology, upgrading and introducing new innovative systems, being able to furnish us with update financials, at a minutes notice. At time of his departure, leaving the Zone, in a strong financial position.

On behalf of the Executive and all members, we take this opportunity, to extend our sincere thanks to him, for his meticulous and precise work over that period. In his usual professional manner, has furnished us with a detailed list of duties and responsibilities, also indicated his willingness, to provide initial assistance, to a successor, in the role.

We would appreciate early enquiries from any person, with accountancy/computer knowledge, Interested in assuming the role.

TREASURERS MONTHLY REPORT – SEPTEMBER 2015

Key points are as follows:

ZONE BALANCE SHEET:

• The Term Deposit for $50,434.52 has been rolled over until 18th December’15 @2.25% interest. This is a very poor interest rate but it is a sign of the times.

• The $680.00 in Debtors relates to the income for Rookies not yet paid by BowlsNSW.

ZONE PROFIT & LOSS

• Pennant entries are marginally up on Budget but below last year.

• Mid-Week 5 A Side entries are up on Budget and last year.

• Zone Championship Income is down on budget as we had poor entry numbers inthe Zone Fours, Triples, Pairs and Singles this year.

• General Expenses are higher than budget by $5,671.50 as additional costs for newZone Uniforms were not in our original plans and budgets.

• Secretarial expenses are below budget as our Annual Report was preparedelectronically rather than a paper printed version and the IT and Web Costs arelower than expected.

• Costs are above budget for all Championships due to cost increases for both flagsand badges.

• We continue to manage our costs effectively as all other expense categories arearound or under budget.

10. SECRETARY’S REPORT  

Match Committee Elections  Due to the complexity and amount of work of having a Zone Match Committee it has been decided to have the Elections on the 18th November. The brief for a match committee persons will be on the web in a few days before nomination please read carefully; In the next few days nomination forms will be up on the webs site. The Executive held a meeting with Zone 11 Clubs who are coming to join Zone 10 in January 1 2016: Greenlees Park, Burwood Diggers, Concord Community Club, Concord R.S.L. Club - This year (2015) they membership of Greenlees Park = 37 had grades 3 & 5 Burwood Diggers = 51 had grades 5 & 6 Concord Community = 29 had grades 2 & 5 Concord RSL = 33 had grade 1 Burwood Diggers play out of Greenlees Park. 2016 Pennants Revised plan for the 2016 Grade 1 State Pennants to be played in conferences has been approved by Board and has been published. Still some determination of the final details outstanding, with the final confirmation of sides to participate and draws to be made in line with the normal timetable for Pennants. Meetings are being planned in the regional areas with Ballina to be visited on 29 September. Plans are in train to visit Zone 4 and the Manning DBA as well as Zone Western Conference. Meetings with other areas to be planned, as needed 2016 Conditions of Play SMC has presented the draft 2016 COP to Board with the final draft is close to being completed. A major change is that rink points have been reinstated. To maintain the emphasis on the master board, the system will point 7 points for the overall win and 1 point for each rink, giving a total of 10 points per match. Note the points system will also be used for Inter-Zone and Senior Inter-Zone Sides Championships. Pennants will start State-wide on weekend of 12 March 2016. SMC has flagged a review for 2017 to look at having the Inter-Zone Sides Championship sides consist of three teams of four players. Rookies First stage of Singles has been played. Record number of entries received this year. 617 players featured in final draws of Singles and 297 Pairs in draws for weekend of 19-20 September. Inter-Zone Sides Championship Selection activities focussed on upcoming Inter-Zone Sides Championship where, in preparation for annual City v Country series, a player group will be collated. Then it is on to the State Championships where the sides for the series will be selected. Format for 2015 City v Country series will be the same as used for 2014. Training & Development Camp Group for T&D Camp will be selected following City v Country Series. All of foregoing is in preparation for 2016 inter-state series and the annual Australian Sides Championships. All series are held before the end of April. Senior State Side NSW Senior State side to defend the Australia Senior Sides Championship at annual series to be played at Launceston North BC, 12-15 October. Umpires Number of accreditations and reaccreditations is low, waiting on number to pick up with full implementation of new system. Have been 100 deletions from list of umpires. Number of requests for bowls arm permission remains high – a further 12 have been issued bringing the total issued to

over 1000. Personal electronic devices (eg iPod) not covered under COP and to be addressed by SMC. Question regarding design of stickers raised through Newcastle DBA has been referred to the National Officiating Advisory Group. Umpiring Roll out The rollout has been completed; 32 seminars and training sessions. Resistance from some Zones to even provide contact details for P&As. WBNSW has determined they will not accept assessment of female umpires by male assessors, A mail out has gone out to clubs about next year’s flat fee model. Information about BowlsBox was included in mail out.

Finance Association will record a profit in 2014-15. Two factors contributing to this result are increasing fees as of May and the change to the magazine print schedule. Financial result so far in current financial year positive, despite a drop in the number of registered bowlers.

Question on what is being done to tackle the drop in number of bowlers. M Beaumont advised Aloha was set up as one method of promotion. Research indicates 82% of bowlers join after an invitation from a bowler. Further there is a need to educate our clubs to retain members, as statistics also state that 80% leave within 3 years.

11. ZONE COUNCILOR’S REPORT

CHANGE IN MEETING FORMAT Chair (President) noted lack of agenda items and suggested that if a member of State Council took the chair it might facilitate more open discussion and become a more proactive forum. R Tozer (Z13 President) nominated K Dring take to take on this role, it was agreed and K Dring accepted. J Hirama to continue minuting duties. Chair changed forthwith.

Chair (K Dring) expressed appreciation for vote of confidence and reiterated the importance of all State Councillors contributing to the meeting. In the absence of specific agenda topics it was decided matters of concern would be raised without notice.

1.1 Fixed Fee

Most clubs had received the Bowls NSW letter indicating their fixed fee for 2016/17. Many Councillors were not aware of the full extent of the fees and club reactions across their Zones. Isolated examples of clubs that had experienced significant downturns in membership seemed to be severely penalised. CEO confirmed fixed fee had been set on May membership numbers, that clubs should be accepting the fixed fee as a total figure, that it was erroneous to be dividing their current membership numbers into the proposed fixed fee and making comparisons by the cost per member. The point was made that human nature being what it is and the fact that the fixed fee was originally based on individual membership numbers at a point in time, it is inevitable that clubs will make such comparisons. Recommended that the Board review the membership numbers and the rate of decline, which appears to be far greater than the forecast of 10%. Zones accept in principle that the fixed fee is a better basis for charging membership than the old capitation fee and offers clubs far greater flexibility to establish their own membership categories, but in the first instance, the fixed fee has to be seen as fair and reasonable. If clubs do not think their fixed fee is fair and reasonable and/or unjust they may have their situation reviewed under the hardship clause.

Feedback on social membership cannot be ignored. Association has the choice of either putting resources into prosecuting offending clubs or of looking at ways to reduce fees for memberships.

Clarification that funds raised through fixed fee model will not be channelled back to districts and zones as mooted as a discussion point in presentation last year. In long term, it is advantageous for districts and zones to go to the fixed fee model also as capitation would tend to undermine gains in Association going to fixed fee mode.

No 1 Pennants

State Match Committee is visiting Zones affected by the new conferencing. To date, there is a meeting scheduled Tuesday 13 Oct for Z2 and Su 27 Sep for Z1. Z9 Councillor reported the metro conferencing was a positive initiative, which enabled stiffer competition and skill development. Would appear to have implications for No 2 on down competition. Z8 Councillor referenced a letter of dissent on behalf of three districts and Z15 Councillor noted the level of representation in Zones 2 and 15 was unacceptable with more feedback due following management meeting. K Dring that if the Grade 1 conference structure were successful it would be rolled out across the State for Grades 2-7. That wasn’t the case and was categorically dismissed by Board as rumour. Noted the need to communicate better in order to combat level of credence given to rumour rather than fact.

Clearances Confusion over handling of clearances mid-year is clarified in 2016 Conditions of Play 2.6.3 which are currently being proofread and due for imminent distribution. New COP aligns with new transfer process. Poker Machine Tax R Tozer reported that some clubs struggle with tax liability. As feedback from ClubsNSW does not indicate support for this view, feedback is sought. State Councillors to query with clubs in their area of responsibility. Marketing & Communications Chair commended Association marketing team. Z15 collaborated with M&C team in a promotional effort to raise the profile of major events and tabled a ½ press advertisement in support of the recent State Inter-Zone Sides Championship, which was funded by the interested parties. At this point it appears Z15 are only ones using this service, which is available to all zones. CEO added M&C are partnering with a graphic designer in order that branding will be recognised. All clubs have been forwarded club-marketing kits. State Councillors are asked to remind clubs to be active in marketing and recruiting. Inter-Zone Side Managers Meeting Traditionally side managers meeting took place for purpose of preparing draw however event is now run and controlled by BNSW invalidating need for meeting.

BowlsBox Reminder that all clubs, zones and districts have access to info disseminated via Bowls Box. Any queries, check with J Hirama.

Recommended   that   consideration   be   given   to   reinstatement   of   side  managers  meeting  with   a   broadened  agenda.  

Recommendation  that  resources  be  developed  to  assist  clubs  increase  member  numbers.  

Recommendation  that  Councillors  gain  reactions  and  feedback  from  clubs  to  their  proposed  fixed  fee  for  2016-­‐  17  for  constructive  comment  at  26  November  meeting.  

Recommendation  that  Board  review  current  membership  numbers  to  ensure  that  the  starting  point  of  the  fixed  fee  model  is  fair  and  reasonable.

Declining Membership All zones are affected and we are not covering our core business if not addressed. Constitutes the most pressing matter for Board and should be an ongoing topic.  

Aloha Competition

Aloha  competition   is   the   sport’s  biggest   tool   to  get  new  numbers.   Some  reluctance  to   take  up   reported  due   to  disappointing  conversion  rate  last  year  and  lack  of  response  to  submissions  (CEO  will  follow  up).  That  said,  it   got  450   brand   new   people   into   clubs.   $30K   is   being   expended   on   this   promotion;   it   is   a   free   promo   for   clubs  involving  only  one  green   for  a  day.   CEO  queried  what  other  alternatives  are  being  put   forward;  what  budgeting  was  being  put  aside  by  clubs.   In  addition   to  NSW  clubs  on  board   there   is   interest   from  Fitzroy  (Vic),   the   largest  barefoot   bowler   club   in   Australia   with   18,000   barefoot   bowlers,   as   well   as   from   ACT   and   SA.   The   more   clubs  involved,  the  more  people  exposed  to  bowls.   State  Councillors  urged  to  encourage  club  participation.  

Bateau  Bay’s  Buddy  Day  successful   and   it   looks  as   if  numbers   registered   for  coaching  will   offset  numbers   lost   in  membership.   Z15   reported   a   healthy   lift   in   numbers   participating   in   Rookies.   BNSW   sent   each   2014   Rookies  entrant  a  personal  invitation  to  re-­‐enter,  which  drew  an  increased  entry  level.  

Boundaries Amalgamation   of   Zones   11   and   13   going   well.   Likewise   Nepean   and   Southern   Tablelands   in   progress   with  remaining  three  Z5  districts  moving  to  Z4.  Manning  is  placed  to  become  new  Z11  from  1  January  2016.        

10. MATCH/GREENS COMMITTEE REPORT – Tim Cunningham 2015 Mid-Week 5-a-side The 2015 Mid-Week 5-a-side finished last week at Brush Park BC with The Hills (A Grade), Ryde X (B Grade) & Rosehill (C Grade) taking out their respective divisions. Many thanks to Brush Park for their hosting of the Finals series, which they managed superbly, and to all of the clubs that competed in this year’s competition. It is hoped that the Mid-Week 5-a-side competition will continue to grow over the next few years. 2015 Zone Championships All of this year’s Zone Championships have been concluded, with the Final of the State and Zone Triples and the playing of the CoCC Pairs and Singles being completed in August. State and Zone Reserve Triples The finals were played at the Dundas Sports Club whom, with the assistance of Controlling Body Dennis Harmer & Mick Harry, ran a flawless event. State Triples Winner: Jordan Peisley, Adam Bowden & Neil Burkett (Merrylands) Runners -Up: Sam Hatch-Caccamo, David Hogan & Peter O’Connell (Carlingford) Zone Reserve Triples Winners: Michael Phillips, Emanuel Galea & Joseph Ivanic (Merrylands) Runners-Up: Charles Jager, Bill Dewhirst & John Roddy (Brush Park) CoCC Singles and Pairs The Pairs finals were conducted at Toongabbie Sports, with thanks to Bob Calvert and all the Toongabbie crew for their excellent work in running a great finals series in very difficult weather conditions and to John Wilkinson for assisting as Controlling Body. CoCC Pairs Winners: Gareth Lewis & Neil Burkett (Merrylands) CoCC Pairs Runners-Up: Brett Hughes & Mick Debono (Northmead) The Singles finals were played at the Denistone Sports Club, with Zone President Bill Sutcliffe and his posse of volunteers owed a debt of gratitude as they handled all aspects of the finals series including; acting as Controlling Body, Umpiring duties, Zone 10 score updater and Medal presentation host.

CoCC Singles Winner: Mathew Phillips (Merrylands); Runner-Up: Paul McCarthy (Denistone Sports) Club Merrylands and Neil Burkett Zone 10 Match would like to recognise the efforts of the Merrylands Bowling Club in winning all 6 open Zone 10 Championships of 2015 – State Fours, State Triples, State Pairs, State Singles, CoCC Pairs and CoCC Singles. This is an extraordinary achievement that is likely to go unrepeated. It would also be remiss not to mention the contribution of Neil Burkett to Club Merrylands success. Whilst not wishing to dismiss the stellar efforts of his teammates, all of whom played a pivotal role in their team’s victories through the playing of exceptional bowls, Neil Burkett’s achievement in winning the State Fours, State Triples, State Pairs and CoCC Pairs is unparalleled and a testimony to his greatness as a bowler and as a gentleman, well done Neil! 2015 Bowls NSW Rookies Competition In-line with the ethos of allowing all Zone 10 Clubs willing to host Zone 10 Finals the opportunity to do so, the Finals of the Zone 10 Qualifying for the Bowls NSW Rookie Singles and Pairs competitions were moved to a new venue in 2015, with West Pennant Hills Sports club given the opportunity to show their wares and what a showing it was. With very little input from Zone 10 Match, West Pennant Hills managed all aspects of the running of the competition with aplomb, organising every aspect from provision of a Controlling Body through to regular Web updates of the scores. All competitors were delighted with their efforts and so was the Zone 10 Match Committee – an excellent job. Perhaps a future great rivalry was born of this year’s Rookies championships, with both finals becoming a showdown between Darrin Ede (WPH) and Graeme O’Donell (Brush Park), each netting a victory apiece. They, along with Ross Fitzpatrick (WPH), will now compete on the big stage; facing off against rookie winners from the State’s other 16 Zones in Raymond Terrace from October 17th. Zone 10 wishes them every success in their Finals campaign. Winner Zone 9 defeated Zone 15 79-56. It was not a great year but everybody tried their best. The Zone selectors would like to thank all Zone bowlers for the efforts they put in. We look forward to amore successful year 2016

12. UMPIRES  COMMITTEE  REPORT  The  Zone  Umpires  Committee  have  processed  18  umpires  for  re-­‐accreditation,  and  2  measurers  for  accreditation  throughout  this  year.  We  express  our  appreciation  to  these  bowlers  for  committing  to  service  within  the  bowling  community.    There  will  be  an  umpires  accreditation  course  to  be  held  at  Toongabbie  Bowling  Club  at  10.00  a.m.    over  Saturday,  7  and  14  November.  If  you  have  not  registered  for  this  course  and  wish  to  do  so,  please  contact  Les  Watkins  on  0412-­‐999180  or  email  at  [email protected].  As  required  by  the  RNSWBA  the  cost  for  this  course  is  $44.00.    The  next  umpires  meeting  will  be  held  on  Thursday  12  November,  7.00  p.m.  at  Rydalmere  Bowling  Club  in  the  Green  Room.  

 13. ACADEMY REPORT

We  travelled  to  Figtree  Club  on  22/23rd  August,  for  the  State  Junior  7  –  A  –  Side  Championships.  Results:  Singles:      William  Harkins.(Northmead)  Went  down  to  current  State  Champion  in  Round  1    -­‐  performed  well  Overall  –  finished  -­‐  10th.  Pairs:              Jordan  Peisley  (Merrylands)    &  Jack  Walker    (The  Hills.)  Had  two  wins  –  but  failed  to  win  section.  Overall    -­‐    finished  9th.  Fours:            C  Sinclair  (Toongabbie),  R  Supala  (Nth  Ryde  RSL),  M.  Phillips  (Merrylands)    &  K.  Breese  (Merrylands)  had  two  wins  -­‐  but  failed  to  win  section.  Overall  finished    -­‐  8th.    Congratulations  to  two  of  our  juniors  –  on  recent  success  in  State  events.  Zone  Triples:  Winners  –  J  Peisley  (Junior)  A  Bowden  &  N  Burkett.    Zone  Reserve  Triples:  Winners    -­‐  M  Phillips  (Junior)  M  Galea  &  J  Ivanic.    Our  last  Training  Day  was  held  at  Rydalmere  Club  on      26th  September.  Was  pleasant  to  welcome  four        new  prospects.  Andrew  Watkins,  aged  15,  (Wisemans  Ferry)  is  transferring  to  The  Hills.  Greenlees  Park  is  joining  our  Zone  next  January,  with  three  of  their  Juniors  already  commenced     training  with  us    -­‐  Lachlan  Koziollek,  aged  16,  Robert  Polito,  aged  15    &  Alex  Duck,    aged  15.    New  recruits  are  always  welcome  –  to  replace  those  turning  18,  having  lost  Kyle  Breese  (Merrylands)  last  month  and  Jack  Walker  (The  Hills),  next  January.    Our  annual  game  against  Zone  2  (Newcastle)  is  scheduled  for  Sun.  15th  November,  at  Raymond  Terrace.  Coach  has  been  booked,  departing  Wentworthville  Leagues  Club,  at  7-­‐00a.m.  sharp,  picking     up  at  Pennant  Hills.  Room  available  for  parents/friends  -­‐  must  book.  Three  rinks  of  juniors  have  been  selected    -­‐  please  refer  Zone  web  page.

Also  taking  two  rinks  of  Under  25’s  –  selections  currently  being  finalised.    Program  for  2016  –  is  being  arranged  and  will  be  mailed  to  all  juniors,  in  December.
