But why do they presume to knowwhat the opinion of anyone ofordinary intelligence may beThere are people who olaim to haveordinary intelligence who have

visited the greatest asylums inEurope and although not practicingmedicine have made insanity astudy and who do not agree withthe learned doctors quoted

We should be very sorry to bearthat any inmate of the Asylumshould unnecessarily suffer but --wesay that Superintendent Boyd ofthe Public Works would not do bisduty to those who pay the taxes ifhe discontinued the work of therook crusher if thereby s delay orneglect of road work should ocour

The Board of Health has pot theswelled head and while it declinesto permit experiments for a possiblecuroof laprosy and allow a doctorto resign instead of being dismissedfor a heineous offece it is unfit towield the power it has now usurped

Of course the lepers are onlykanaka of course the assaultedchildren are only kanakas but yetthe kanakas have a vote and willshow the Board of Health a trick ortwo after the next election

In bringing this matter again toyour attention the Board does notdesire to disours nor in any mannerbring into issue the removal of therook orunher or of the laiaaeAsylum

The absence of an appropriationto remove either is a plain faot

The sole question in issue is

raised by the resumption of opera-tion

of the crush r by your depart-ment

Are the operations of tincrusher and quarry of such a natureas to be deleterious to the healthand welfare of the patients at theInsane Asylum

As long as the orushor andquarry are in operation this ques-

tion is in serious issue The Boardfeel that the care of the inmates ofthe Asylum is a publio trust of adelicate nature requiring constantvigilance and unusual oare and oneia whioh the publio and the govern ¬

ment ar deeply interested and condarned through natural feelings ofsympathy and ohirity toward tlieunfortunate condition of the in ¬

mates of this institutionThe Board therefore is convinced

that anything which is deleteriousto their welfare should receive im ¬

mediate alien jon

The crusher as you aro aware is

situated but about fifty yards fromthe wards on the mauka side of theAsylum grounds

The noise from it in operation is

therefore constant and loud Thesame is true only more so of thoblasts whioh in this kind Of workare usually very heavy Flyingstones occasionally of large sizefall in considerable numbors withinthe Asylum wall The concussionfrom the blasts has broken the win ¬

dows in ward No 3 and so shakenthe foundation of the same buildingthat constant oare has to be exer-

cised¬

to keep tho building doorsand apparatus in condition and re-

pair¬

The roofs of the buildingshave also suffered and in Februarylast a large stune weut through theroof of ward 6

When a blast is about to be fireda whistle is blown at the quarry andtho inmates of the Asylum are im ¬

mediately hurried away to anotherpart of the grounds to a place ofless danger

The members of the Bjard are ofthe unanimous opinion that thenoie of the crusher is plainly-detriment-

to the health and welfareof th inmates of the Aylum insome cases making cure impossible

To the average citizen continu-ous

and uninterrupted noise of thisBort is in itself a source of annoy ¬

ance and irritation to the inmatesof the Asylum it is apparentlymuch more so

It is undoubtedly a cause ofexaggeration of symptoms alreadyexisting in mauy if not all of theoases

The members of the Board arealso of be unanimous opinion thatthe noise and concussion of theblasts are even moire harmful thanthe noise of the crusher for thereason just stated Also that thehurried moving of the patientsabout the grounds to diminishdanger from falling stories excitesand irritates them
