Introduction This report is submitted to comply with section 5 (Monitoring provisions) of Svenska kraftnät' s Commitments (26 January 2010) under Article 9 of Council Regulation No. 1/2003 in connection with the European Commission investigation in Case COMP/39351 - Swedish Interconnectors. The Commitments were adopted and made binding by decision of the Commission on 14 April 2010. Regarding this, Svenska kraftnät would like to emphasize that that we are monitoring the development of the European Network Codes continuously and how they will reläte to our Commitment.

The report is prepared in good faith and aims at providing any information the Commission may need in order to judge whether Svenska kraftnät is proceeding in accordance with the Commitments. Additional information can be provided to the Commission upon request.

In accordance with what was stated in last (tenth) monitoring report this eleventh monitoring report has been submitted before 13 February 2015.

In order to have sufficient time for proper assessments (in line with what is stated in the Commitment) and internal processes the next (twelfth) monitoring report will be submitted by 12 February 2016 at latest, covering the whole year of 2015.

Svenska kraftnät confirms that the report does not contain any confidential information and may be freely distributed to third parties.

i Svenska kraftnäfs commitment

As committed, Svenska kraftnat has subdivided the Swedish part of the Nordic electricity märket into several bidding zones and the Swedish Transmission System is operated on this basis since November i, 2011. Congestion in the Swedish Transmission System, with exception of Congestion in the West Coast Corridor, is generally managed without limiting Trading Capacity on Interconnectors. This can be seen in subsequent chapters, and is particularly evident in Table 3.

1.1 2014 Ql This section describes operational experience and measures regarding allocation of trading capacity in the period January l to March 31, 2014.

In the period, totally 2 159 hours, the main direction of the power flow was southbound.

Table 1 below shows the average prices in Sweden and all neighbouring areas for the above mentioned period (excluding Germany and Poland). Table 2 summarises the number of hours where price differences occurred between the respective zones.

Summary of table 1 and 2:

• Fl had the highest average price, followed by SE4, NO4, NO3, SE3, NOl, SEi, SE2, DK2, DKi respectively

• SEi and SE2 had a common price during all hours.

1.2 Allocation of trading capacity Table 3 helow summarises how often Svenska kraftnät have allocated less trading capacity than maximum NTC for interconnectors and corridors between internal areas in the period.

The majority of the limitations of export capacity on the interconnector SEl-FI, enforced by Svenska kraftnät during the period, are because of that the NTC depends on forecasted transfer between Kalix -Ossauskoski and Ivalo - Varangerbotn. The forecasted transfer can both increase and decrease the NTC (which also explains the negative average reduction for SEl-FI in table 4).

Table 4 below summarises the time during which neighhouring TSOs have allocated less trading capacity than maximum NTC to interconnectors in the period.

1.3 Comments on each interconnector

1.3.1 SEi-FI, North Finland Svenska kraftnät has reduced the export and import capacity for 2 120 and 37 hours, respectively, for the interconnector between SEi and Fl, mainlybecause the NTC depends on forecasted transfer between Kalix - Ossauskoski and Ivalo - Varangerbotn. In addition, Svenska kraftnät has reduced the import and export capacity for 9 hours because of urgent maintenance.

1.3.2 SE1-NO4, North Norway Svenska kraftnät has not reduced the capacity on the interconnector between SEl and NO4. In total, the export and import on the interconnector have been reduced for all hours.

1.3.3 SE2-NO3, Central Norway Svenska kraftnät has not reduced the capacity on the interconnector between SE2 and NO3. In total, the export and import on the interconnector have been reduced for 155 and o hours, respectively.

1.3.4 SE2-NO4, North Norway Svenska kraftnät has reduced the export and import capacity for 66 hours, on the interconnector between SE2 and NO4. In total, the export and import on the interconnector have both been reduced for all hours.

1.3.5 SE3-DK1, West Denmark Svenska kraftnät has reduced the export and import capacity for o and l 250 hours, respectively, on the interconnector between SE3 and DKi. The reason for reductions set by Svenska kraftnat was congestion in the West Coast Corridor. In total, the export and import on the interconnector have been reduced for 48 and 1302 hours, respectively.

1.3.6 SE3-FI, South Finland Svenska kraftnät has reduced the export and import capacity for all hours on the interconnector between SE3 and FI. The main reasons for export and import reductions set by Svenska kraftnät was voltage limitation on one of DC-links connecting SE3 and Fl. In addition, the export and import capacity was reduced for 24 hours because of a failure.

1.3.7 SE3-NO1, Southern Norway Svenska kraftnät has reduced the export and import capacity for 1272 and o hours, respectively, on the interconnector between SE3 and NOl. The reason for reductions set by Svenska kraftnät was congestion in the West Coast Corridor. In total, the export and import on the interconnector have been reduced for 1398 and 2 105 hours, respectively,

1.3.8 SE4-DE, Germany Svenska kraftnät has reduced the export and import capacity for 15 and 1214 hours, respectively, on the interconnector between SE4 and DE. The main reason for reductions set by Svenska kraftnät was congestion in the West Coast Corridor. The reason for 15 hours was maintenance in the vicinity of the interconnector. In total, the export and import on the interconnector have been reduced for 442 and 1591 hours, respectively.

1.3.9 SE4-DK2, East Denmark Svenska kraftnät has reduced the export and import capacity for 7 and 1243 hours, respectively, on the interconnector between SE4 and DK2. The main reason for reductions set by Svenska kraftnat was

congestion in the West Coast Corridor. The reason for 7 hours was maintenance on the interconnector. In total, the export and import on the interconnector have been reduced for 78 and 1319 hours, respectively.

1.3.10 SE4-PL, Poland Svenska kraftnät has reduced the export and import capacity for 32 and 1206 hours, respectively, on the interconnector between SE4 and PL. The main reason for reductions set by Svenska kraftnät was congestion in the West Coast Corridor. The reason for 32 hours was maintenance and failure on the interconnector. In total, the export and import on the interconnector have been reduced for 815 and 2 159 hours, respectively.

2.1 2014 Q2 This section describes operational experience and measures regarding allocation of trading capacity in the period April l to June 30, 2014.

In the period, totally 2 184 hours, the main direction of the power flow was southbound.

Table l below shows the average prices in Sweden and all neighbouring areas for the above mentioned period (excluding Germany and Poland). Table 2 summarises the number of hours where price differences occurred between the respective zones.

• Fl had the highest average price, followed by DK2, SE4, SE3, SE2, SEl, DKi, NO3, NO4, NOl respectively

• SEl and SE2 had a common price during all hours.

The majority of the limitations of export capacity on the interconnector SEl-FI, enforced by Svenska kraftnät during the period, are because of that the NTC depends on forecasted transfer between Kalix -Ossauskosld and Ivalo - Varangerbotn. The forecasted transfer can both increase and decrease the NTC.

Table 4 below summarises the time during which neighbouring TSOs have allocated less trading capacity than maximum NTC to interconnectors in the period.

2.3 Comments on each interconnector

2.3.1 SEi-FI, North Finland Svenska kraftnät has reduced the export and import capacity for 1682 and 379 hours, respectively, for the interconnector between SEi and Fl, mainly because the NTC depends on forecasted transfer between Kalix - Ossauskoski and Ivalo - Varangerbotn, but also due to planned maintenance in the vicinity of the interconnector. In total, the export and import on the interconnector have been reduced for 1682 and 534 hours, respectively.

2.3.2 SE1-NO4, North Norway Svenska kraftnat has reduced the export import capacity for o and 41 hours, respectively, on the interconnector between SEi and NO4 during 41 hours due to planned maintenance in the vicinity of the interconnector. In total, the export and import on the interconnector have been reduced during all hours.

2.3.3 SE2-NO3, Central Norway Svenska kraftnät has not reduced the capacity on the interconnector between SE2 and NO3. In total, the export and import on the interconnector have been reduced for 769 and o hours, respectively.

2.3.4 SE2-NO4, North Norway Svenska kraftnät has reduced the export and import capacity for 4 and o hours, respectively, on the interconnector between SE2 and NO4. In total, the export and import on the interconnector have been reduced during all hours.

2.3.5 SE3-DK1, Western Denmark Svenska kraftnat has reduced the export and import capacity for 7 and 473 hours, respectively, on the interconnector between SE3 and DKl. The reason for reductions set by Svenska kraftnät was mainly congestion in the West Coast Corridor, but also due to maintenance in the vicinity of the interconnector. In total, the export and import on the interconnector have been reduced for 104 and 567 hours, respectively.

2.3.6 SE3-FI, Southern Finland Svenska kraftnät has reduced the export and import capacity for all hours on the interconnector between SE3 and FL The main reasons for export and import reductions set by Svenska kraftnat was voltage limitation on one of DC-links connecting SE3 and Fl.

2.3.7 SE3-NO1, Southern Norway Svenska kraftnät has reduced the export and import capacity for 625 and 239 hours, respectively, on the interconnector between SE3 and NOl. The reason for reductions set by Svenska kraftnät was mainly congestion in the West Coast Corridor, but also due to maintenance on, and in the vicinity of, the interconnector. In total, the export and import on the interconnector have been reduced for 1915 and 1983 hours, respectively.

2.3.8 SE4-DE, Germany Svenska kraftnät has reduced the export and import capacity for 87 and 446 hours, respectively, on the interconnector between SE4 and DE. The main reason for reductions set by Svenska kraftnät was congestion in the West Coast Corridor, but also due to maintenance in the vicinity of the interconnector. In total, the export and import on the interconnector have been reduced for 1702 and l 800 hours, respectively.

2.3.9 SE4-DK2, Eastern Denmarlc Svenska kraftnat has reduced the export and import capacity for 42 and 471 hours, respectively, on the interconnector between SE4 and DI<2. The main reason for reductions set by Svenska kraftnät was congestion in the West Coast Corridor, but also due to maintenance on, and in the vicinity of, the interconnector. In total, the export and import on the interconnector have been reduced for 233 and 661 hours, respectively.

2.3.10 SE4-PL, Poland Svenska kraftnat has reduced the export and import capacity for 18 and 414 hours, respectively, on the interconnector between SE4 and PL. The main reason for reductions set hy Svenska kraftnät was congestion in the West Coast Corridor, but also maintenance on the interconnector. In total, the export and import on the interconnector have heen reduced for 849 and 2184 hours, respectively.

3 Svenska kraftnät's commitment

As committed, Svenska kraftnat has subdivided the Swedish part of the Nordic electricity märket into several bidding zones and the Swedish Transmission System is operated on this basis since November l, 2011. Congestion in the Swedish Transmission System, with exception of Congestion in the West Coast Corridor, is generally managed without limiting Trading Capacity on Interconnectors. This can be seen in subsequent chapters, and is particularly evident in Table 3.

3.3 Comments on each interconnector

3.3.1 SEl-FI, North Finland Svenska kraftnät has reduced the export and import capacity for 1080 and 1185 hours, respectively, on the interconnector between SEi and Fl, mainly because the NTC depends on forecasted transfer between Kalix - Ossauskoski and Ivalo - Varangerbotn, but also due to planned maintenance on, and in the vicinity of, the interconnector (as well as failure and thermal limitation on the interconnector). In total, the export and import on the interconnector have been reduced for l 080 and 1185 hours, respectively.

3.3.2 SE1-NO4, North Norway Svenska kraftnät has reduced the export and import capacity for 11 and 555 hours, respectively, on the interconnector between SEi and NO4, mainly due to planned maintenance in the vicinity of the interconnector (as well as thermal limitations). In total, the export and import on the interconnector have heen reduced during all hours.

3.3.3 SE2-NO3, Central Norway Svenska kraftnät has reduced the export and import capacity for 132 and 124 hours, respectively, on the interconnector hetween SE2 and NO3. The reasons for reductions set by Svenska kraftnät have all been due to failure on the interconnector. In total, the export and import on the interconnector have been reduced for 723 and 133 hours, respectively.

3.3.4 SE2-NO4, North Norway Svenska kraftnät has reduced the export and import capacity for 168 and 27 hours, respectively, on the interconnector between SE2 and NO4. The reasons for reductions set by Svenska kraftnät have all been due to planned maintenance on the interconnector. In total, the export and import on the interconnector have been reduced during all hours.

3.3.5 SE3-DK1, Western Denmark Svenska kraftnät has reduced the export and import capacity for 113 and 597 hours, respectively, on the interconnector between SE3 and DKl. The reason for reductions set by Svenska kraftnät was mainly congestion in the West Coast Corridor, but also due to maintenance on, and in the vicinity of, the interconnector. In total, the export and import on the interconnector have been reduced for 141 and 612 hours, respectively.

3.3.6 SE3-FI, Southern Finland Svenska kraftnät has reduced the export and import capacity for 186 and 186 hours, respectively, on the interconnector hetween SE3 and Fl. The main reasons for export and import reductions set by Svenska kraftnät was failure and planned maintenance on the interconnector.

3.3.7 SE3-NO1, Southern Norway Svenska kraftnät has reduced the export and import capacity for 739 and 418 hours, respectively, on the interconnector hetween SE3 and NOl. The reason for reductions set by Svenska kraftnät was mainly congestion in the West Coast Corridor, but also due to maintenance on, and in the vicinity of, the interconnector (as well as thermal limitations). In total, the export and import on the interconnector have heen reduced for l 205 and 2 075 hours, respectively.

3-3-8 SE4-DE, Germany Svenska kraftnät has reduced the export and import capacity for 476 and 580 hours, respectively, on the interconnector between SE4 and DE. The main reason for reductions set by Svenska kraftnät was congestion in the West Coast Corridor, but also due to maintenance on, and in the vicinity of, the interconnector. In total, the export and import on the interconnector have been reduced for 1320 and 2 151 hours, respectively.

3.3.9 SE4-DK2, Eastern Denmark Svenska kraftnät has reduced the export and import capacity for 577 and 1015 hours, respectively, on the interconnector between SE4 and DK2. The main reason for reductions set by Svenska kraftnät was congestion in the West Coast Corridor and maintenance on the interconnector. In total, the export and import on the interconnector have been reduced for 585 and 1023 hours, respectively.

3.3.10 SE4-PL, Poland Svenska kraftnät has reduced the export and import capacity for 484 and 783 hours, respectively, on the interconnector between SE4 and PL. The main reason for reductions set by Svenska kraftnat was congestion in the West Coast Corridor and maintenance on the interconnector. In total, the export and import on the interconnector have been reduced for l 067 and 2 208 hours, respectively.

4- Svenska kraftnät's commitment

As committed, Svenska kraftnat has subdivided the Swedish part of the Nordic electricity märket into several bidding zones and the Swedish Transmission System is operated on this basis since November l, 2011. Congestion in the Swedish Transmission System, with exception of Congestion in the West Coast Corridor, is generally managed without limiting Trading Capacity on Interconnectors. This can be seen in subsequent chapters, and is particularly evident in Table 3.

1.1. 2014 Q4 This section descrihes operational experience and measures regarding allocation of trading capacity in the period October l to December 31, 2014.

In the period, totally 2 209 hours, the main direction of the power flow was southbound.

Table 1 below shows the average prices in Sweden and all neighbouring areas for the above mentioned period (excluding Germany and Poland). Table 2 summarises the number of hours where price differences occurred between the respective zones.

1.3- Comments on each interconnector

1.1.1. SEi-FI, North Finland Svenska kraftnät has reduced the export and import capacity for 1980 and 582 hours, respectively, on the interconnector between SEi and Fl, mainly because the NTC depends on forecasted transfer between Kalix - Ossauskoski and Ivalo - Varangerbotn, but also due to planned maintenance on the interconnector. In total, the export and import on the interconnector have been reduced for 1982 and 599 hours, respectively.

1.1.2. SE1-NO4, North Norway Svenska kraftnät has reduced the export and import capacity for o and 86 hours, respectively, on the interconnector between SEl and NO4, due to thermal limitations. In total, the export and import on the interconnector have been reduced during all hours.

1.1.3. SE2-NO3, Central Norway Svenska kraftnät has reduced the export and import capacity for 56 and 56 hours, respectively, on the interconnector between SE2 and NO3, due to planned maintenance. In total, the export and import on the interconnector have been reduced for 1486 and 56 hours, respectively.

1.1.4. SE2-NO4, North Norway Svenska kraftnät has not reduced the capacity on the interconnector between SE2 and NO4. In total, the export and import on the interconnector have been reduced during all hours.

1.1.5. SE3-DK1, Western Denmark Svenska kraftnät has reduced the export and import capacity for 1653 and 1786 hours, respectively, on the interconnector between SE3 and DKl. The main reason for reductions set hy Svenska kraftnät is a transformer failure, which will probably not be repaired before the summer. In total, the export and import on the interconnector have been reduced for 1915 and 2 009 hours, respectively.

1.1.6. SE3-FI, Southern Finland Svenska kraftnät has reduced the export and import capacity for 96 and 92 hours, respectively, on the interconnector between SE3 and FL The reasons for export and import reductions set by Svenska lcraftnat was failure and planned maintenance on the interconnector. In total, the export and import on the interconnector have been reduced for 144 and 140 hours, respectively.

1.1.7. SE3-NO1, Southern Norway Svenska kraftnät has reduced the export and import capacity for 438 and 174 hours, respectively, on the interconnector between SE3 and NOl. The reason for reductions set by Svenska kraftnät was mainly congestion in the West Coast Corridor, but also due to maintenance on, and in the vicinity of, the interconnector (as well as thermal limitations). In total, the export and import on the interconnector have been reduced for 949 and 1210 hours, respectively.

1.1.8. SE4-DE, Germany Svenska kraftnät has reduced the export and import capacity for 387 and 295 hours, respectively, on the interconnector between SE4 and DE. The main reason for reductions set by Svenska kraftnät was congestion in the West Coast Corridor, but also due to maintenance on, and in the vicinity of the

interconnector. In total, the export and import on the interconnector have been reduced for 1765 and 2 190 hours, respectively.

1.1.9. SE4-DK2, Eastern Denmark Svenska kraftnät has reduced the export and import capacity for 175 and 446 hours, respectively, on the interconnector between SE4 and DK2. The main reason for reductions set by Svenska kraftnat was congestion in the West Coast Corridor and maintenance on the interconnector. In total, the export and import on the interconnector have been reduced for 330 and 568 hours, respectively.

1.1.10. SE4-PL, Poland Svenska kraftnat has reduced the export and import capacity for 17 and 264 hours, respectively, on the interconnector between SE4 and PL. The main reason for reductions set by Svenska kraftnät was congestion in the West Coast Corridor and maintenance on the interconnector. In total, the export and import on the interconnector have been reduced for 871 and 2 209 hours, respectively.
