UNIVERSITY
Dr. Annie Melinda Paz-Alberto Director
Environmental Management Institute
Central Luzon State University
Science City of Muñoz, Nueva Ecija
ABOUT US …
CLSU campus is a sprawling 658-hectare area in the Science City of Muñoz, Nueva Ecija, 150 km North of Manila. The university is one of the renowned and prestigious institutions of higher learning in the country. It has persistently produced well-trained people and provided services with marked excellence. It is also tapped by the Department of Tourism as the “Model Agri-tourism Site for Luzon.” CLSU MAIN GATE
OUR HUMBLE BEGINNINGS
Starting from a farm school, it became Central Luzon Agricultural School (CLAS) on April 12, 1907. CLAS became known as the “mother of vocational agriculture schools” in the country.

OUR HUMBLE BEGINNINGS
In 1950, CLAS was converted into Central Luzon Agricultural College (CLAC). As a higher learning institution, CLAC distinguished itself as the first state college established by the Philippine government.

OUR HUMBLE BEGINNINGS
On June 18, 1964, CLAC was elevated into Central Luzon State University (CLSU). From its basically agricultural orientation, CLSU turned into a comprehensive higher education institution. Counting the 102 years of existence, CLSU has proven its resilience and sustainability due to strong human resources, quality and excellent education and most of all a clean and healthy environment.

ENVIRONMENT-RELATED ASPECTS OF THE SCHOOL’S POLICY
OUR VISION
“The Central Luzon State
University as a world class
knowledge-based people’s
university, pro-active, relevant and
committed to service and
excellence.”
OUR MISSION
“The Central Luzon State
University shall develop socially
responsible and empowered human
resources and knowledge for poverty
alleviation, environmental protection
and global competitiveness towards
sustainable development.”
OUR GOALS
•Quality and Excellence in Learning
•Discovery of New Knowledge
•Proactive Engagement
ENVIRONMENTAL POLICIES BEING IMPLEMENTED IN CLSU
In pursuance to the different environmental laws being implemented in our country, the Central Luzon State University as a government institution of higher learning has adopted the following policies:
School Clean- Up Activity/Mass Work Activity
This activity is a semestral activity in CLSU.
Every semester students, faculty and staff of CLSU are required to render mass work to clean the surroundings and rooms of their respective colleges for cleanliness and orderliness of their colleges and offices.
The janitors and laborers are the once doing the maintenance of the cleanliness of the whole campus.
Ecological Solid Waste Management Act of 2000 (RA 9003)
Started in CLSU in January 1997 under the
initiative of the Task Force on Environmental Management.
This program was put under the leadership of the Environmental Management Institute in June 1997 in partnership with the PPSDO.
However, presently the implementation of this program is under the RM CARES.
Ecological Solid Waste Management Act of 2000
(RA 9003)
The main focus of the policy on Solid Waste Management are the following:
Anti-littering in CLSU
Segregating of wastes in all dormitories and stall owners in the University Marketing Center and Old Market.
Provision of waste cans in all tricycle units in CLSU.
Segregation of wastes in all Faculty and Staff Housing.
Collection Fee for Hauling of Non-biodegradable Wastes from the Faculty and Staff Housing and Stall Owners in the University Marketing Center, Old Market, University Canteen and COOP.
Ecological Solid Waste Management Act of 2000
(RA 9003)
The main focus of the policy on Solid Waste Management are the following:
Required all the Deans, Directors and Unit Heads to implement segregation of wastes and provide waste cans on each unit/college to make the University Waste Management Program a successful project in CLSU.
Color-coded and labeled
trash cans
Ecological Solid Waste Management Act of 2000
(RA 9003)
The main focus of the policy on Solid Waste Management are the following:
Required all Janitors to follow strictly the segregation of wastes, disposal of biodegradable wastes in compost pits and no burning of organic wastes in their respective areas.
No burning policy within CLSU reservation particularly burning of trash/leaves inside the campus.
Philippine Clean Air Act of 1999 (RA 8749)
The implementation of this policy started in our
university in July 2002 under the administration of Dr. Rodolfo. C. Undan thru the initiative of EMI due to the MOU with the Environmental Management Bureau, Department of Environment and Natural Resources particularly with regards to the following:
Banning the entry of smoke-belching vehicles Regular/Special tune up of school based motor
vehicles and private vehicles Encourage use of bicycles, tribikes, walking inside the
campus Ban on cigarette smoking in public places for
promotion of a no smoking campus
Philippine Clean Air Act of 1999 (RA 8749)
No burning of household and farm wastes in their respective colleges/units research areas ,dormitories and residential houses.
Strict implementation of Bantay-Tambutso by preventing entry of smoke-belching vehicles inside the campus.
Banning of the entry of vehicles with disturbing noise from their mufflers inside the campus.
Philippine Clean Air Act of 1999 (RA 8749)
Strict implementation was reiterated in
August 2007 under the administration of Dr. Ruben C. Sevilleja with proper execution of offenses for violators.
Offenses include: smoke belching, burning of wastes, burning of hazardous substances and wastes, burning of medical wastes and smoking in public places.
Citizen suit is also encouraged in the enforcement of this act in the university.
Philippine Clean Water Act of 2004 (RA 9275)
Water conservation
Entails maintenance and repair of leaking faucets
Research and development of technologies pertaining to water conservation
Provision of tarpaulins in every units/colleges reminding everyone to conserve water
Environmental Awareness Act (RA 9512)
Integration of Environmental Management Principles and Environmental Issues and Problems in some of the courses being offered in undergraduate and graduate programs
Environmental Awareness Act (RA 9512)
Offering of the following courses at Open University:
Certificate in Basic EIA
Diploma in Environmental Management

ENVIRONMENT-RELATED FEATURES OF THE SCHOOL CURRICULUM
Integration of Environmental Themes into the
Curriculum
The EMI Conservation Park was established with the assistance of BS Biology, BS Elementary Education and BS Secondary Education students. Students’ involvement in this project includes collection, planting and caring of the plants. Thru this activity, environmental themes such as diversity, cooperation and stewardship are being inculcated into their young minds.
