There has been a great deal of progress since the last Borough Guide was published in 2012 when we were still in the thick of the financial downturn. Thankfully Surrey Heath

remained relatively strong and was able to weather the worst, which I believe has contributed greatly to how quickly we are recovering and, in many areas, thriving.

A good example of this is Camberley Town Centre which, although buoyant in 2012, was still suffering from the visible effects of recession. Fast forward two years and Camberley is now bursting with exciting new shops, quality restaurants and, more

importantly, people all indicators of a town on the ascendancy.

Another area thats seen both success and change this year is Frimley Lodge Park which as well as being awarded its 14th Green Flag award will also see the addition of an artificial 3G sports pitch, which is sure to be a fantastic resource for the local community. In addition, weve also installed or replaced lots of new play areas across the Borough making Surrey Heath an even nicer place to spend time out-doors.

Finally our award winning and high performing waste collection scheme continues to keep Surrey Heath at the top of the national recycling tables, which is an achievement we should all be very proud of.

This guide is designed to give you an overview of points of interest and what is available in the Borough and will hopefully show you why we think Surrey Heath is still a Great Place with a Great Community and a Great Future.

Surrey Heath Borough HistoryUNDERNEATH Surrey Heaths modern and thriving exterior lies a historic Borough much removed from the busy and bustling atmosphere of today.

The heathland itself is thought to result from over-grazing in Neolithic times, with evidence of Neolithic activity found in Bagshot, Lightwater and Frimley and the discovery of Bronze Age burial mounds in West End. Excavations in Lightwater have also revealed a Romano-British site that continued to be occupied into the Saxon period.

By the Middle Ages, the general area was part of Windsor Forest, then a Royal hunting ground and references to a Royal park at Bagshot appear from 1486. During the 17th and 18th centuries, the area known as Bagshot Heath stretched as far as Blackwater and was a haunt of notorious highwaymen. The main road from London to Salisbury and Exeter, which ran through Bagshot, made it a prosperous village and by the 1790s there were more than 11 inns serving the coaching trade.

In 1853 a large military camp assembled on Chobham Common. Known as the Great

Camp, it became something of a tourist attraction and the troops were inspected by Queen Victoria.

After the Queens death in 1901, the War Office presented the village with a cannon to commemorate the occasion.Its replacement may be seen at the top of Chobham High Street today. When the authorities were looking for a permanent home for the new Royal Military College an isolated site near the river Blackwater was chosen.

As the College grew a small settlement, later known as Yorktown, sprang up at its gates. With the establishment of the Staff College in 1862 came a new settlement, initially called Cambridge Town. However in 1877, to avoid confusion with the University town of Cambridge it changed its name to Camberley. This historic connection was celebrated in June 2014 when 200 officers and cadets of the RMA marched through the streets of Camberley to celebrate being granted the Freedom of the Borough.


Surrey Heath covers 36.5 square miles in North West Surrey. It is an attractive mix of urban and rural environments and is one of the safest districts in the safest county in England. The urban part of the Borough comprises Camberley, Frimley, Deepcut, Mytchett and Frimley Green.

Other centres of population in the more rural part of the Borough are Windlesham, Bagshot, Chobham, Bisley, West End and Lightwater. Surrey Heath shares boundaries with other Surrey authorities as well as those in Hampshire and Berkshire. Much of the rural part of the Borough is within the green belt and with extensive areas of heath and woodland including habitats for endangered bird species. These sites have been identified as part of the Thames Basin Heaths Special Protection Area which means that Surrey Heath is restricted in development of housing.

Surrey Heath has excellent leisure facilities and an abundance of open space and parkland. In addition, The Atrium development in Camberley with its nine screen cinema and bowling complex, makes Surrey Heath a great place to stay healthy and have fun.

WE all have a special role to play in protecting and improving the environment and in Surrey Heath, communities everywhere are doing their utmost to create a pleasant and sustainable future.

An important part of caring for the environment is recycling. The Councils ground breaking refuse and recycling scheme is now producing recycling rates of around 60% which places the Borough in the top quartile nationally. The Council, through its partner Biffa, also operates a Green Waste Club, whereby green waste can be collected from residents doorsteps for a small fee.

A Well Connected Borough

SURREY Heath has excellent transport connections by air and road to both London and the south coast. Many people commute into the capital to work, travelling to London via one of the two M3 motorway junctions in the Borough.

Public transport connections are good, with direct trains from Bagshot, Camberley and Frimley connecting to Aldershot, Ascot, Ash, Ash Vale and Guildford. For travel to London most journeys require you to change trains at Ascot or Ash Vale.

Surrey Heath is located between Londons two major airports. Heathrow, situated immediately to the north, has five terminals and serves more than 200 destinations in 90 countries. Gatwick, with two terminals, is to the south just inside the West Sussex border. The Borough is also well connected by an extensive bus service.


The Future of the Borough

DESPITE the on-going economic uncertainty, the future for Surrey Heath and its residents remains very promising. Camberley, the Boroughs primary town, has seen vast improvements over recent years with the redevelopment of Park Street, the opening of The Atrium and more recently the addition of new hotels and apartments. Looking ahead, major plans are afoot to radically improve key areas of the town ranging from the redevelopment of the London Road (A30) Frontage to vastly improved transport links.

Another part of the Borough which is likely to see significant change is Deepcut, which over the next 15 years is expected

to evolve into a sustainable, high quality rural heathland village. This has been brought about by the announcement in 2007 that the historic Princess Royal Barracks would close, releasing a site suitable for residential development and make a significant contribution to the Governments housing strategy.

The Councils customer-centered way of working is also continuing to develop. The idea of a one-stop approach has increased with the Police, Surrey County Councils Adult Social Care and the Surrey Heath Clinical Commissioning Group joining us in Surrey Heath House. The website continues to develop as an integral method of not only communicating with the community but increasingly as a way for residents to do business with us. The council is also developing its use of new media as more and more of you interact with us via popular social networking sites such as Facebook and Twitter. Enterprise M3 - Local Enterprise PartnershipSurrey Heath Borough Council was one of the founding partners of the Surrey and Hampshire based Local Enterprise Partnership (LEP) Enterprise M3, having recognised some time ago that the way to drive growth was not to stick to rigid historical county boundaries which meant little to business, but to work with others who shared our ambition to improve economic prospects across the area.

The LEP is made up of businesses, councils and other groups from Surrey and Hampshire, as well as the two county councils. LEPs have replaced agencies such as SEEDA with a remit directly from the Government to be business led, to work in the most local areas - rather than vast geographical regions - with central bureaucracy kept to a minimum, and with local aims and local targets defined by local need.


Camberley Town CentreCamberley is already established as a popular retail and leisure destination for visitors from Surrey Heath and surrounding areas. The town centre offers a diverse range of shops, restaurants and leisure facilities, including a nine-screen cinema, bowling complex and theatre as well as three multi-storey car parks - all within easy walking distance.

Recently Surrey Heath Borough Council published its vision for the future of Camberley Town Centre, detailing how, by 2018, it will be one of the top 100 towns in the UK. This will be achieved by delivering a new gateway to the town on the London Road (A30) and the creation of a new town square as well as a refurbished Mall shopping centre.

The vision builds upon two of the towns greatest strengths which are its military heritage and abundance of quality green space, making it a clean, green and safe environment to spend time.

Already highly regarded as a quality venue for arts and entertainment Camberley Theatre recently underwent a dramatic transformation, which not only gave it a fresh new look but also saw the addition of a redesigned caf/bar and new events and conferencing facilities.

Surrey Heaths Greenspace Team manages more than 254 hectares (630 acres) of open space. Up to half of this is open heathland - a threatened habitat that is now protected by European habitat designation.

Frimley Lodge Park, Sturt Road, MytchettSurrey Heaths Green Flag Award-winning park is 24 hectares of open space offering formal sports facilities in a rural setting with woodland, meadows, canal- side walks and even a miniature railway. The park also offers two play areas, pitch and putt, BBQ hire and will soon have a state-of-the-art 3G sports pitch. The on-site caf has recently gone through major refurbishment now offering a variety of healthy food options and freshly ground coffee.

Lightwater Country Park, The Avenue, LightwaterConsisting mainly of heathland, pine and birch woodland, this 59-hectare park is the perfect place to get away from it all. There are way-marked walks, nature trails and a trim trail (or fitness trail) and the view from High Curley is well worth the walk. Nature enthusiasts will love the wealth of wildlife supported by the park and for a more serious study we offer a variety of educational services. Surrey Heath Museum, Knoll Road, CamberleySurrey Heath Museum is a small, lively and attractively-presented museum with a busy programme of exhibitions and events. Its collections include paintings, photographs, maps and crafts, natural history specimens, toys and domestic items. These have been generously donated by residents over the years to build up a picture of the areas character. For those who wish to find out more about Surrey Heath itself, The Heathland Story is a permanent display that traces the development of the area.

Alongside this is a gallery where a wide variety of temporary exhibitions are shown on subjects of local and regional interest.

There is also an extensive education service, including object-based sessions and talks for schools about what life used to be like in Surrey Heath and illustrated lectures for adult learners, groups and societies. In addition, a regular programme of activities for children and families is organised. The Museum holds an extensive photographic collection and a local history resources library that anyone is welcome to consult, whether they are researching their house, family or neighbourhood history - please ring for an appointment.

Display copies of old photographs with captions are readily accessible for visitors who wish to walk down Memory Lane and are also available for loan to local groups.

There is also a small shop that sells local history publications and souvenirs. Surrey Heath Museum is open from Wednesday to Saturday 11am to 5pm, or at other times by appointment. Admission is free.

Museum and Heritage


SURREY Heath is twinned with Sucy-en- Brie, a French town 10 miles east of Paris and Bietigheim-Bissingen, a German town 15 miles from Stuttgart. The former Frimley and Camberley Urban District Council - now part of Surrey Heath Borough Council - initiated twinning with Sucy-en-Brie in 1969, which was already itself twinned with Bietigheim-Bissingen. The official twinning ceremony linked with a special meeting of the Council, took place in the Civic Hall (now The Camberley Theatre). Among the events that day was the renaming of Border Avenue in Camberley to Avenue Sucy and the opening of a block of one bedroom flats for elderly people in the Avenue. At the special meeting of the Council and official twinning ceremony, an illuminated engrossment was signed.

In October 1971 at a ceremony in Bietigheim the official twinning document was signed by Ian Goodchild - then

chairman of Frimley and Camberley UDC - and Oberburgermeister of Bietigheim, Herr Karl Mai. Upon local government reorganisation in 1974, Frimley and Camberley UDC and Bagshot Rural District Council became Surrey Heath Borough Council. The newly formed Borough Council decided to continue the twinning links with the two towns and their communities.

In April 1976, the European Flag of Honour was presented to Surrey Heath Borough Council by the Council of Europe in recognition of the efforts made in the field of town twinning to promote the ideal of European unity.

Excellent links between Surrey Heath and its twin towns remain in place today, reinforcing relationships in Europe and allowing many people, particularly the young, to make new friends.

Online accessibilitySurrey Heath prides itself on its online service, due to its informative, user-friendly, functional and accessible design. Over recent years, a lot of work has been put into upgrading the online council facilities so that residents can avoid a trip to the council offices and perform many functions through the website from the comfort of their own home. Time has also been spent making the website as accessible as possible so that all users can perform and complete online tasks as easily and quickly.

Among the things that visitors to the website can do are make payments for council tax, business rates, parking fines and Surrey Heath invoices. People can also report abandoned vehicles, anti-social behaviour, graffiti, missed bin collections and benefit fraud at the click of a mouse.

Jobs that previously required phone calls and form-filling at Surrey Heath House can now be dealt with online at home - including submitting planning applications and a range of online forms. Making housing bids, job vacancies and other actions can also be done on the site.

Services for older and vulnerable peoplePeople in Surrey Heath can enjoy a range of community services developed and run by Surrey Heath Borough Council in partnership with Surrey County Council. This includes assistance with independence, community transport, meals delivery service, support for those affected by dementia and day centres which provide an opportunity to meet others, enjoy lunch

and refreshments and participate in a range of activities.

Housing ServicesThere is no council housing in Surrey Heath but the Council has a duty to assess the housing needs of the community and of individual residents, and provide housing services to help meet the needs identified.

To do this we work with a number of partner agencies to provide housing, support and advice to help residents secure and maintain settled, safe and affordable homes in the Borough.

All the social housing in the Borough is owned by housing associations and we work with them to allocate existing homes and provide new affordable homes for residents with a housing need. These homes include affordable rented properties and low cost homeownership schemes (such as shared ownership).

Planning ServiceSurrey Heaths planning service aims to carry forward the corporate aims of the council as a whole seeking a safe, green and clean environment. Its objective is to protect the countryside and green spaces and enhance the quality of building and landscape design.

The planning service at Surrey Heath is split into two main functions - planning policy and conservation, which produces the long-term policies for planning that accord with government guidance and development control, which determines more than 1,100 planning applications per year.

In Surrey Heath there are four Parish Councils (Bisley, Chobham, West End and Windlesham) and their primary role is to represent the community and undertake local administration which, amongst other things, can include the maintenance and upkeep of bus shelters, cemeteries and sports grounds.
