Other Assistance to CLM
Additional resources for CLM in regional projects e.g.
• Consultancy, training and infrastructure to establish national single
window under the US-ACTI;
• In 2015, staff members from the National Statistical System of the
CLMV were sponsored Masters in Statistics programme at the
University of Philippines under the EU-ASEAN COMPASS project
Special & differential treatment in regional FTAs
• Longer lead time for implementation
• Lower level of commitment
Economic cooperation in ASEAN+1 FTAs
• Capacity building and technical assistance, particularly for CLM

Challenges and ASEAN’s Experience
• Coordination of activities at different levels of assistance (bilateral, sub-regional and regional).
• Coordination among development partners.
• Potential multi-donor programmes.
Development Partner
• Be specific on assistance required. Not all problems can be addressed by capacity building.
• Coordination among ministries and agencies.
• Ownership on projects, accountability on outcomes and expansion/ sustainability.
