Purpose – To provide background to the Supplementary Framework Procurement Exercise and to provide initial Service Provider training on

1.1) The Supplementary framework agreement • Develop the market • Provide choice to the Service Users who utilise Deployment Option 7

1.2) Application process • Intend (tendering portal) – register at www.blackcountrybusiness.co.uk• Technical Support Intend – 0844 272 8810• Normal Procurement ‘OPEN’ process with Expression of Interest,

Invitation to Tender (ITT) online with online questionnaires.• Service Providers policies and supporting documentation to be

uploaded (Microsoft Office 2003 version)

1.3) Clarification process • These are asked via Intend through the ‘Correspondence’ section• Issued to the market to clarify the process• Displayed against the project, email notifications (review!!)

Session 2 What are the Panel looking for in

a submission?

Purpose – To provide a debrief on the initial Procurement Exercise for SLHS and offer key

areas that can apply to tender submissions.

2. What are the Panel looking for in a Submission? (1)

2.1) How to complete a comprehensive application• Read Instructions, accompanying documents• Understand the specification• Identify Organisational key strengths and weaknesses• Treat like a job application

2.2) Structuring Answer• Understand questions, are there sub-questions?• Bullet Points to separate and develop answer• Headings and paragraphs

2.3) Level of Detail• Concept of ‘Boiling an Egg’ – what steps does this involve• Only information relevant to the question• Refer to the weighting in the award criteria and use to reflect content

2.4) Cross Referencing and bullet points• One individual doesn’t read the whole submission• Insert information related to question even if provided for another question• Use bullet points as a guide and develop answer, unless a list is requested in the question

2.5) Valid Evidence• Organisations proposals or practice evidence• Must relate to the questions and Walsall Councils specification • Enclosures

Session 3 Working out your own

organisational self audit ?

Purpose – To identify areas that needs addressing in your organisation before applying for the

Supplementary Framework.

3. Working out your own organisational self audit? (1)

3.1) How you are evaluated/weighting• 100% Quality• Service specific questions on similar themes to initial tender process• Each question will have a weighting which reflects potential points available

3.2) Core issues of non-compliance• The evaluation showed common areas with zeros across the market• Application of Personalisation (if not in place identify proposals)• Service Mobilisation, Service Performance, Risk Management, Managing Partnerships and Policies
