1. MINIMUM REQUIREMENTS

(a) (i) New robust long life reliable type mobile shredder standard model local assembly in current production complete with all standard and optional features and accessories, fittings and tools normally supplied with the machine irrespective whether or not specifically mentioned hereafter.

(ii) Specification sheet of mobile shredder must be submitted with tender.

(b) The machine to consist of a very strong and rigid metal chassis and an all metal body.

(c ) To be suitable for frequent use on-the-road operations in very rough undulating country.

(d) The mobile shredder furnished under this specification shall be Trailer-mounted type and shall be manufacturer’s latest model and design.

(e) Equipment shall be capable of reducing brush tree branches, trunk and other light wood to useable or easily disposable chips right on the job site. Cutting capacity should be chippled up to a maximum of 12 in (30cm) diameter tree trunk.

(f) A trailer of sufficient gross vehicle weight to axle dimensions for mounting the mobile shredder inclusive of engine.

(g) Complete chipper is to be mounted firmly fixed on to the main frame and feeding is straight from rear end of chipper.

2. ENGINE

(a) Engine should be diesel type, reputed, reliable, rugged and locally available – 4 stroke unblown water-cooled with heavy duty oil bath or dry type heavy duty air cleaner and protested crankcase heather both suitable for use in an atmosphere laden with dust.

(b) Engine power to not less than 90 kw with all accessories driven with piston displacement of not less than 273 cu. ins.

(c) Capacity of engine not less than 4.5 litres – 6 cylindersin line – 4 stroke and engine should be rated at not more than 2,500 r.p.m.

(d) Pressurized cooling system with tropical radiator, water pump and fan. Fitted with exhaust silencer of rebuilt construction.

(e) The engine noise level should not be more than 70 dB(A) measured at one meter away engine running at 1106 load.

(f) The engine shall be press button self-start, directly by heavy duty 12 volts electric starter motor, battery and alternator and controls, charging ampere meter.

Outer hopper distance not including feed apron to be at least 40 degrees from chipper knives for operation safety. Feed Apron To be not less than 121 cm, wide and outer edge not less than 185 cm. With angular braces to aid in eliminating possible operation contact with moving parts. Apron must be hinged and covered entire hopper opening when not in use. Apron to be fabricated from 12 gauge steel plate safely control bar must be fitted around hopper with forward stop and reverse. Input Feed To be fitted with two hydraulic, self-feeding rollers with direct coupled hydraulic motors. Roller must be at least 25 cm (10ins) diameter and 35.5cm (14 ins) long. Tension on feed rollers to be by weight only to allow consistent and identical performance, regardless of limb sizes. No external springs to be used. Rollers must grab and accept limbs up to 30 cm diameter without assistance or hesitation when starting to feed limbs. Roller blades must be aligned to eliminate dry wrapping of materials around roller.

Direction of Feed Limbs are to be fed at 90 degree angle to the chipper disc and knives. Hydraulic feed rollers are to run parallel to knives with not more the 10.16 cm spacing between rollers and knives to ensure continous feed without kick-back. Flywheel Disc (Cutting Disc) Should be not less than 100 cm diameter x 5 cm thick with machined chips relief to prevent clogging, should be made of machined steel and dynamically balanced. Chipper Knives Not less than 2 knives of not less than 35.5 cm long disc mount precision ground, held in position by bolts/nuts which can be easily removeable for maintenance. The knives should take a cut of the full 12” diameter fan face of the limb. The unit should fitted with an extra bed knife of not less than 35.5 cm long. Blower The unit should be fitted with discharge blower for fast discharge of materials under all operating conditions. The blower should be centrifugal type. The above unit should be powered by suitable diesel engine and self-adjusting clutch.

4 TRAILER (a) Trailer should be fabricated from high grade steel with

sufficient strength for mounting the above engine, equipment and all accessories and above purpose with single or double axle and stabilizer tongue jack that adjusts for various truck hitch lengths safety chain and lock.

(b) Axle capacity should be sufficient c/w leaf spring suspension of suitable and over-riding brakes

(c) Tyres shoud be at least 8.75 x 16.5 (8 ply) on road highway tread pattern on wheels to be of single piece pressed steel disc type. (d) Battery compartment, tool box, fuel tank should be mounted onto the trailer, should be lockable type and provided with keys. Fuel tank should be with capacity of 95 litres c/w lockable fuel tank cap.

(e) The trailer should be fitted with brake system and emergency breakaway switch

(f) The trailer should be fitted with licence plate light and bracket. One-six prong connector and plug with 3 meter of conductor cable.

(g) The above trailer MUST be approved by Jabatan Pengangkutan Jalan Malaysia, inspected, registered and licenced.

INSPECTION New Equipment Tenderers are to arrange for the Officer-In-Charge or his representatives (not less than two (2) officers) to inspect and test the new equipment offered and to witness the production at the manufacturer premises or at the premises of users of such equipment as demand fit by the government.

(b)

On claims to local assembled/ manufacture, the tenderer is responsible for making provisions to enable the Officer-In-Charge or at least two (2) of his representatives during manufacture, inspect the manufacturer’s premises, the materials and workmanship on the equipment. Such inspection shall not release the successful tenderer from any obligation under this tender.

(c)

The tenderer shall notify the Officer-In-Charge thirty (30) days in advance of the date on which the equipment is ready for inspection.
