Posting and Transfers Any civil servant shall be liable to
serve any where within or outside Pakistan in any equivalent or
higher post under -the federal government or - any provincial
government or -local authority or - a corporation or body set up
for established by any such government.

Termination of Service The service of a civil servant may be
terminated without notice; - During the initial or extended periods
of promotion. -On the expiry of the initial or extended period of
his employment

Reversion to a lower post A civil servant shall liable to
reversion to his lower post. No civil servant shall be dismissed or
removed from service or reduced in rank by an authority subordinate
to that which he was appointed No removal of any civil servant
until he has been given a reasonable opportunity of showing cause
against the action.

Retirement from Service A civil servant will retire from
service 1- on such date after ha has completed [twenty] years of
service qualifying for pension or other retirement benefits 2- Or
on the completion of the 60 years of age.

Employment after Retirement A retire civil servant shall not be
re-employed under the federal government unless this re-employment
is necessary in the public interest and is made with the prior
approval of the competent authority.

Conduct The conduct of a civil servant shall be regulated by
rules made, or instruction issued by government or prescribed
authority whether generally or in respect of a specified group or
class of civil servant.

Efficiency and Discipline A civil servant shall be liable to
prescribed disciplinary action and penalties in accordance with
prescribed procedure

Pay - A civil servant appointed to a post shall be entitled to
the pay sanctioned for such posts. -Pay will be fixed in prescribed
manner -If an order of dismissal or removal set aside latter will
entitled the servants to the arrears.

Leave A civil servant shall be allowed leave in accordance with
the leave rule applicable to him.

Pension and Gratuity 1- On retirement from service a civil
servant will be entitled to receive such pensions or gratuity or
both as may be prescribed. 2- No pension will be admissible to a
civil servant who is dismissed or removed from service for reasons
of discipline. - But the government may sanction compensation not
more than the tow third of such pension or gratuity.

Pension and Gratuity 3- In the event of the death of a civil
servant whether before or after the retirement, his family will be
entitled to receive such pension or gratuity or both as may be
prescribed.

Provident Fund Before the expiry of the third month of every
financial year, the account officer is required to maintain
provident fund accounts shall furnish to every civil servant.

Benevolent Fund and Group Insurance All civil servants and
their families shall be entitled to the benefits admissible under
the central employees benevolent fund and group insurance act 1969
and the rules made under it.

Right of appeal or Representation Where a right is to prefer an
appeal or apply for review in respect of any order relating to the
terms and conditions of his service is provided to a civil servant
under any rules applicable to him

Framing of recruitment rules The methods of appointment of
federal civil post are regulated under the provisions of the civil
servant (appointment, promotion and transfers) rules 1973 from
under section 25 civil servant act 1973.

Merit/ Provincial/ Regional Quotas Civil Posts 51 N0.13 It has
been decided that with immediate effect the following merit/quota
shall be observed in filing vacancies reserved for direct
recruitment to post under the federal government.

Division of Merit/Quota Merit quota: 10 % Punjab including
federal area of (Islamabad) 50% Sindh (Including Karachi) 19% The
share of Sindh will be further sub allocated in the following
ratio; Urban areas namely Karachi, Hyderabad and Sukhur: 40% of 19%
or 7.6 % Rural areas or rest of Sindh: 60% of 19 % or 11.4 % KPK:
11.5% Baluchistan: 3.5% NAFATA: 4% AJK: 2%

Minimum length of service for promotion According to the said
act the minimum length of the service for promotion to various
grade shall be as follows: For grade 18: 5 years in grade 17 For
grade 19: 12 years in grade 17 or above For grade 20: 17 years in
grade 17 or above For grade 21: 22 years in grade 17 and above
