Executive Summary The Catalyst Development Team is committed to the development of the Apollo Mall and the Sullivan County Landfill Properties included in the RFP utilizing smart growth principals to transform these properties into a sustainable and green multiuse facilities which will act as an economic engines to attract future projects to the county and transform the new Route 87 exit into a gateway for both Monticello and to the Sullivan County Region significantly increasing sales tax revenues and local jobs. The concept for the adaptive reuse of these properties has incorporated the recommendations of the Sullivan County Economic Development Charrette which was sponsored by the Sullivan County Planning Commissioner Luiz Aragon and the Sullivan County Legislature. In addition the Catalyst Development Team has incorporated the policy directions established in Resolution N. 429-07 establishing a green vision statement for the Sullivan County. The Catalyst for Sustainable Living Concept Plan proposes a comprehensive smart growth model which will transform these properties into a world class model for sustainability as well as provide an entertainment center focus based upon the linkages with existing entertainment venues. The Entertainment Hall of Fame will build upon linkages and synergy with the Bethel Woods Performing Art Center, the Woodstock Museum, Monticello Racino, Monticello Entertainment Venues on Broadway and additional major recreational amenities such as the renovated Villa Roma. These amenities will be promoted within the Entertainment Hall of Fame to make our project a true catalyst and gateway to the region. The Sustainable Vision of the full site development includes commercial agricultural production, site energy production, green buildings, new technologies, industrial flex space, recycling and reuse park and healthy living components which will complement the International Entertainment Hall of Fame to make these properties an international destination point. Our plan is to turn this closed landfill and vacant shopping center into an engine of change for Sullivan County by building on the work already done by others and sparking an exciting and vibrant center that will attract more investments, create new jobs and be a national model of sustainability. The phases for the plan are presented below. The Entertainment Hall of Fame will be the project which will begin the transformation of the site. *** NOTE : The word eateries in this proposal and on the concept plan refers to the wholesale and retail sale of food including products from local producers.
