Part 2: ustification of the ine%itable destin of the #A ma)ing this new political sstem the sstem of the

future, because it is more natural than monarch or oligarch, in so far as:1- it corresponds to phsical obsre%ations, and is scientific on that respect

2- it is a sstem of mutual respect, and thus balanced

&- it has alwas pro%ed to bring more happiness within an societ in which it was !e%en partiall$implemented0

Part &:

America will do better because:

1- it has better roots not made b war for territories li)e all pre%ious "uropean or Asian paramount

ci%ili3ations02- not started with a war but with /uiet settlements !the aborigines will appreciate.$, apart from the 4ar of5ndependence, which was a war in defence of basic human rights0

Part 6:America shall not be chec)ed b an other nation in its desire to promote (emocrac as:

1- 5t abides b the rules of *od2- 5t has no wic)ed intentions !“beneficient obects in our hearts”$

&- 5t has no blood o%er its infant hands !“people precisel ran from tranical lands of oppression”$

6- 5t will refuse to become li)e the "uropean “*ates of 7ell” nations 8 but will ensure democrac

Part 9:America shall spread in territor:

1- far-reaching, boundless future because of its greatness

2- it+s a manifestation of *od+s great principles to an;herefore, its limits should be:

1- On land: a full 7emisphere, including man republics !federation of nations$ and hundreds of millions of

souls02- 5n the air: the stars !a reference to the new scientific de%elopments with ballooning$

preparation of eternal bliss.This is quite contradictory as it a%nowledges freedom of conscience.Thus we hae the two opposite isions and principles which preail in turn in the political decisions of the & goernments:a( Isolationism: let eeryone decide what form of goernment, what freedom they want )secular orreligious, etc*(b( The +ight to infer with others: in order to promote freedom, democracy, free trade.
