Presenting the Second Edition of the Enterprise Centre Assessment Magazine, I feel extremely proud of the achievements of the team and the continued focus on Capacity Building of PNG Businesses – community building in its truest form.

This magazine represents something of a revolution for us. It is the publication we have designed exclusively for the PNG LNG Project stakeholders – whether they are Project co-ventures, Contractors, Subcontractors or PNG Suppliers participating in the Project.

Until now we had, in common with other businesses, Newsletters and Monthly stories. But the value of conducting independent Case Studies and presenting them on one-page profiles encourages transparency and positive reinforcement for our patrons.

With this edition, I would like to express my sincere gratitude to the CEOs of all the participating PNG companies in Business Assessments 2011.

And a special thanks to the Community Affairs and National Content team of Esso Highlands Limited for supporting us and providing positive encouragement throughout the journey.

Welcome to the 2011 Edition of the Enterprise Centre Assessment Magazine

A Year of Growth and Progress

As the momentum towards Papua New Guinea’s first export shipment of its liquefied

natural gas in 2014 picks up, so too are the various supporting instrumentalities. The Enterprise Centre has been actively playing its major role in building the capacity of landowner companies as well as other PNG companies, providing the much needed supporting role in meeting supplier needs and requirements.

Though still in the construction phase, the Project’s impact on the economy has been quite significant, assisting in appreciating the GDP past the 7% p.a average and enabling the government to forecast between 8-9% for 2012 and the medium term.

Since the launch of our 2010 magazine last year, Enterprise Centre has completed another milestone in completing assessments of another 76 companies in 2011, for an accumulated total of 138 companies as at the end of 2011.

A lot of progress has been made towards capacity building landowner companies not only to facilitate the important Esso Highlands Limited driven PNG LNG project initiative but to assist growth in the private sector which remains small with no more than 10% of the working age population engaged in private enterprises. Employment growth is important

and can be encouraged by reducing perceived risks in PNG’s investment climate and encouraging competition. Assistance towards the growth of landowner companies can be seen in this context and contributing in a small way towards this important economic indicator.

In the 2011 edition of the magazine, it will be noted that the Enterprise Centre has linked a good number of companies with excellent standings and strong growth potential to benefit from the business improvement plans as recommended in the assessment reports. Such plans without doubt will present innovative opportunities enhanced by the current economic environment. But more so, such planning processes must chart and encompass the period beyond the useful economic life of the Project.

I would like to express my sincere thanks to all companies who have consented and contributed to this excellent magazine; EHL, advertisers, Spidertekpng Ltd, the printers, the various article contributors and the Enterprise Centre team for their untiring efforts in producing yet another excellent product.

“Management is both the art and the science of achieving the required performance...”

The job of management is to achieve worthy outcomes by applying, modifying and blending the resources that are available

to us. The available resources are people, time, the environment, materials, property, plant and equipment, energy, information and money. The three former resources people, time and the environment are the primary resources from which evolve the latter or secondary resources. (As this is to be a short article I’ll leave the reader, to think that through.)

Management is both the art and the science of achieving the required performance of the resources to reach identified goals or objectives that in the broad scheme of things are ‘worthy achievements’ – or they should be if they have been identified as a result of careful planning for useful outcomes.

Unfortunately, history shows us that the utilisation of resources, whether effectively or ineffectively, has so often ended up with unworthy achievements. (Compare the Pyramids or the Great Wall of China to such worthy achievements as the Panama Canal or the 530km water pipeline between Perth and Kalgoorlie in Western Australia that has been in use for the past 110 years. (The reader may be able to identity more recent examples of unworthy and worthy achievements within PNG.)

Whilst behaviour, competence, performance and productivity are terms frequently used when discussing management, they often get confused. Correct behaviour does not necessarily result in high performance. Competence alone does not create performance and productivity is more than performance. An analysis of these terms is interesting.

Behaviour is the pattern of how a person goes about living his/her life or goes about doing his/her

job or what his or her style is when playing a game. The behaviour may be perfectly acceptable -whilst the performance may not be what is required. On the other hand a person’s behaviour may be seen as being unacceptable or inappropriate but it nevertheless produces the requisite performance and the desired results. A salesperson may behave perfectly but not get any sales whilst another sales person achieves sales targets whilst using unconventional behaviour. Likewise a golfer or player of any sport may not get the required results although the behaviour is exactly what the coach has instructed. So we need to be careful about relying upon behaviour when seeking performance.

The knowledge that a person has may also be misleading. A person with two degrees and a doctorate has certainly acquired much knowledge – but, if he/she hasn’t the knowledge that is required to achieve an outcome, performance and worthy achievement will not eventuate.

Competence is having the requisite knowledge and skills to perform a job effectively, successfully play a sport or a musical instrument or to do anything you may think of. But competence alone does not bring about performance. Competency based training does not, of its own, result in performance. Competency has to be supported by capacity, aptitude, positive

attitude, motivation and confidence – confidence, generally acquired by experience, being the essence of speedy performance.

Performance is what we need in order to attain our worthy achievements. It can be measured in terms of quality, quantity, time and cost and ‘key performance Indicators’ or ‘performance targets’ need to be objectively set using these measurements. Exemplary performance requires competence plus all of the previously mentioned supporting attributes. ‘Exemplary performance’ is the best performance that has been achieved and - once achieved - it becomes the performance target to equal or improve upon. It is the exemplary sports people who hold the world records.

“Productivity does not come about by increasing resources.”

Now we come to productivity. Productivity does not come about by increasing resources. By increasing resources we expect proportionately greater outcomes/ achievements. Productivity however is getting greater outcomes/ achievements by using the same amount of resources or by achieving the same outcomes using less resources. One way we can visualise productivity is in terms of running or walking up a moving escalator. A person who just stands on a moving elevator is no more productive than a person walking up a stairway. A person running up a stairway is performing better (in terms of time) than one walking but a person walking or running up a moving elevator is being truly productive. Same resources - greater outcome. (It is always a major annoyance to me to get stuck behind a person or people on an elevator who are just standing there letting the elevator do the work!) Within any organisation, a most powerful element of productivity is teamwork. Teamwork uses the same resources to achieve greater outcomes. Another term that springs to mind here is synergy -the results of combined efforts (or resources) achieving an outcome greater than that achieved by the sum of individual efforts (or resources).

We also need to consider the seven elements of worthy achievement. These are environment, information, tools and equipment, incentives, capacity, competence and motivation.

An organisation is responsible for providing the right environment, the information on what is

to be achieved and what is to be done to achieve the required outcomes, the necessary tools and equipment and the incentives; the individual brings to the environment the capacity, the competence (knowledge and skills) and his/her aptitude, attitude, experience and motivation.

If any one of these elements is weak or missing, we cannot expect exemplary performance and worthy achievement will stall. Quite often performance shortfall is immediately seen as being due to competence and a training solution is considered the best way to go. However, we should not fall into this trap until we have put all the other elements to the test. Have we created the most supportive working environment? Do employees have the information that they require (including their measurable performance targets)? Are tools and equipment appropriate for the job in hand and in a safe and satisfactory state of repair? Are the incentives that are being provided sufficient to satisfy the motivational needs of the person? Has the person the capacity, aptitude, positive attitude and experience to perform to the requisite level? If the answer to each of these questions is ‘yes’ then a training solution may be the correct one.

To sum up, for worthy achievement we need to -

• Plan and identify our required outcomes and our key performance indicators.

• Identify, acquire and measure the resources needed.

• Engage people who are competent, with the requisite capacity, aptitude, positive attitude and experience. (Verified past performance is undoubtedly the best indicator.)

• Provide the right environment, tools and equipment.

• Provide information on what the overall goals are, what the rules are and agree measurable performance targets.

• Provide incentives that inspire and generate motivation.

• Foster team spirit and positive thinking – remember the morale of a team is the collective attitude of its members.

• Measure performance, measure progress, compare with targets.

• Achieve and evaluate.

May all your achievements be worthy and result from exemplary performance and outstanding productivity!

Boroma Limited consists of a modern pig production unit recently expanded to 500 sows (5,000 pigs on site) with environmentally controlled sheds. Boroma also operates a high tech feed mill producing pig, poultry and cattle feed.

Boroma Limited (“the Company”) is a privately owned & operated company, incorporated in Papua New Guinea on 15 September 2004. The Company directors are Noreo Beangke (Chairman), Simon Korua, Sinton Spence, Dr Alan King (Managing Director) and Sir Ramon Thurecht (NASFUND representative).

Boroma Limited was incorporated to take over Hombrum Piggery which was a new modern design unit that had never been stocked. Boroma imported superior genetic breeding stock from Australia and brought into production after taking over from Hombrum.

Boroma’s major clients for pigs are supermarkets in Port Moresby, live sales to the public for special occasions. Feed sales are to other piggeries, poultry farms, poultry feed markets in Port Moresby and cattle feed lots. developing people, capacity and PNG in general.

This is why wherever our parent company, ExxonMobil, works around the world we have a National Content Plan designed to demonstrate good corporate citizenship, responsible development and good business sense.

The national content plan is essentially a citizenship plan that is tailored for each country to help develop human, social and economic capacity in a way that benefits people, communities and businesses over the long term.

It is built on three pillars which focus on providing sustainable benefits through ‘supplier development’, ‘workforce development’ and ‘strategic community investments’.

In anticipation of building a skilled workforce to operate the facility in future, the Project has recruited 150 Operations and Maintenance Trainees. The first intake of 73 are currently undergoing advanced training in Canada, whilst the second intake is taking basic skills training at the Port Moresby Operations Training Centre. EHL has also recruited over 50 graduates, of which some are engineers. They are undergoing training within PNG and overseas in preparation for production.

Supplier Development

Supplier Development is another way that we are creating opportunities for local businesses whilst also ensuring that our projects have reliable, competitive, and efficient supply chains.

We cannot create a free market business environment, it is the role of governments to do that. However we can purchase local goods and services and use qualified suppliers. This optimises employment and procurement opportunities generated by the Project, contributing towards greater local economic development here in PNG.

To date, the Project had spent over 4.3 billion Kina in Papua New Guinea. Some of the wide array of goods and services include catering, linen services, camp management, security, recruitment and hiring of construction labour, boat hire, heavy equipment rental and trucking services.

To further our supplier development objectives, in conjunction with the PNG Institute of Banking & Business Management we’re proud to have established the Enterprise Centre in Port Moresby.

Leadership can be defined as one’s ability to get others to willingly follow. Every organisation needs leaders at every level. Leaders can be found and nurtured if you

look for the following character traits.

A leader with vision has a clear, vivid picture of where to go, as well as a firm grasp on what success looks like and how to achieve it. But its not enough to have a vision; leaders must also share it and act upon it. Jack Welch, former chairman and CEO of General Electric Co., said, “Good business leaders create a vision, articulate the vision, passionately own the vision and relentlessly drive it to completion.”

A leader must be able to communicate his or her vision in terms that cause followers to buy into it. He or she must communicate clearly and passionately, as passion is contagious.

A good leader must have the discipline to work towards his or her vision single-mindedly, as well as to direct his or her actions and those of the team towards the goal. Action is the mark of a leader. A leader does not suffer “analysis paralysis” but is always doing something in pursuit of the vision, inspiring others to do the same.

Integrity is the integration of outward actions and inner values. A person of integrity is the same on the outside and on the inside. Such an individual can be trusted because he or she never veers from inner values, even when it might be expeditious to do so. A leader must have the trust of followers and therefore must display integrity.

Honest dealings, predictable reactions, well-controlled emotions and an absence of tantrums and harsh outbursts are all signs of integrity. A leader who is centered in integrity will be more approachable by followers.

Dedication means spending whatever time or energy is necessary to accomplish the task at hand. A leader inspires dedication by example, doing whatever it takes to complete the next step towards the vision. By setting an excellent example, leaders can show followers that there are no nine-to-five jobs on the team, only opportunities to achieve something great.

Magnanimity means giving credit where it is due. A magnanimous leader ensures that credit for success is spread as widely as possible throughout the company. Conversely, a good leader takes personal responsibility for failures. This sort of reverse magnanimity helps other people feel good about themselves and draws the team closer together. To spread the fame and take the blame is a hallmark of effective leadership.

Leaders with humility recognize that they are no better or worse than other members of the team. A humble leader is not self-effacing but rather tries

to elevate everyone. Leaders with humility also understand that their status does not make them a god.

Openness means being able to listen to new ideas, even if they do not conform to the usual way of thinking. Good leaders are able to suspend judgment while listening to others’ ideas, as well as accept new ways of doing things that someone else thought of. Openness builds mutual respect and trust between leaders and followers and it also keeps the team well supplied with new ideas that can further its vision.

Creativity is the ability to think differently, to get outside of the box that constrains solutions. Creativity gives leaders the ability to see things that others have not seen and thus lead followers in new directions. The most important question that a leader can ask is, “What if … ?” Possibly the worst thing a leader can say is, “I know this is a dumb question ... ”

Fairness means dealing with others consistently and justly. A leader must check all the facts and hear everyone out before passing judgment. He or she must avoid leaping to conclusions based on incomplete evidence. When individuals feel that they are being treated fairly, they reward a leader with loyalty and dedication.

Assertiveness is not the same as aggressiveness. Rather, it is the ability to clearly state what one expects so that there will be no misunderstandings. A leader must be assertive to get the desired results. Along with assertiveness comes the responsibility to clearly understand what followers expect from their leader.

Many leaders have difficulty striking the right amount of assertiveness. It seems that being underassertive or overassertive may be the most common weakness among aspiring leaders.

A sense of humour is vital to relieve tension and boredom, as well as to defuse hostility. Effective leaders know how to use humour to energise followers. Humour is a form of power that provides some control over the work environment. And simply put, humour fosters good camaraderie.

Intrinsic traits such as intelligence, good looks, height and so on are not necessary to become a leader. Anyone can cultivate the proper leadership traits.

When there are gaps in the skilled workforce – gaps caused by lack of training – then, automatically, work becomes inefficient and money is lost.

How much money is lost depends on the type of gap and how it manifests; but without doubt, regardless of whether a company sells flowers or microchips, a gap in the skilled workforce costs money.

unDerStanDinG Why traininG iS important

It bears repeating: training can no longer be viewed as a support system, like a good benefits program or a leading-edge technical infrastructure. In the skilled workforce of the 21st century, training is essential. It is the core engine of a company, because it supports the entire skilled workforce. And, frankly, there is no other way – whatsoever – for a company to comply with this paradigm shift than to understand that training is important. Or rather, that it’s essential.

Port Moresby Stock Exchange Limited (“POMSoX”) is tasked with the job of running and maintaining the independent operations

of the stock market. Its primary task is to ensure integrity in its systems and provide confidence to investors and market participants. The company was established and registered under the Companies Act 1997. It was granted a license to operate a stock market under the Securities Act 1997 and is regulated by the PNG Securities Commission.

As a self-regulating stock exchange POMSoX oversees and supervises both the Participating Brokers and Listed Companies via the POMSoX Business Rules and Listing Rules. Trading in securities is electronic and settlement is carried manually via Securities Transfer Forms. Settlement cycle is Trade Day plus 3 Business Days.

There are currently 18 listed equity securities and 2 listed debt securities on POMSoX...

There’s a big difference between what people want and need in life, and the same principle applies to business. For instance, although most people want to be fit, look good and stay in shape, by far the majorities do not possess these attributes. This is because they only have a weak desire, or a want (based on media images), rather than a serious reason, or a need (they must be fit and in shape).

So while many businesses might want growth, most have not cultivated a need for growth. To want growth usually means wanting more money, more power, to be perceived by others to be successful.

To need growth is to have a product or service of value that you desire more customers to experience.

Or it might be that you have good staff that need more responsibility and a higher challenge, or perhaps you need to block a competitor from taking a position that could erode your business. And, of course, if you have such needs then it is natural that you would privately hope to make more money and be more successful.

TIPS TO ACHIEVE GROWTH To achieve growth you need to attend to a number

of key issues:

ARTICLE: INVESTMENT PROMOTION AUTHORITy

The Investment Promotion Authority in collaboration with the International Finance Corporation is currently developing a draft

Bill on the amendments to certain sections of the Companies Act 1997.

The Companies Act 1997 is a replica of the New Zealand Companies Act 1993 and the review is aimed at updating the Companies Act and the Business Names Act to make it easier for small entrepreneurs to understand and also to align it in accord with changes in corporate governance.

The areas targeted for amendment include:

• Changes that would offer increased protection and benefits for shareholders,

• Clarification of the duties that are imposed upon directors,

• Changes that would make the process of issuing shares more transparent and streamlined,

• Changes aimed at protecting creditors of a company including changes in the liquidation process that would bring a more disciplined structure to the process so as to protect creditors,

• Amending the process in which annual returns are currently filed, bringing certainty to a process that is overly complicated, streamlining certain filing requirements in anticipation of implementation of an on-line registration system,

• Clarifying the powers of the Registrar, including the specific authority to correct the register when an error is discovered.

The proposed amendments also require simplifying filing requirements & establishing an online registration system and clarifying specific duties of the Registrar to ensure better management of the registry.

online reGiStration SyStemThe Investment Promotion Authority intends

to adopt the New Zealand Companies Office Registration Online system.

This is because of the similarities in legislations used in both New Zealand and Papua New Guinea.

The key features of the New Zealand Companies Register are:

• Online annual return filing,

• Review and approving or rejecting pending requests,

• Compliance assessment, alerting and escalation,

• Integrated workflows between the public users and registry staff, enabling the seamless flow of activities between self service functions, and back-office functions,

• Interactive electronic task list from which registry staff complete assigned tasks. Tasks are assigned based on a number of factors including team memberships and defined roles.

A working committee, set up by IPA for this project, will also look at including other features to suit the PNG context. The committee anticipates having the online registration system in line with the existing system.

However the IPA is mindful that not everyone has access to the internet so will also maintain the hard copy lodgement at the front counter. IPA intends to provide facility incentives to users of the online registration once it has been adopted..

Tenders have been invited for contractors to build the online registration system.
