• I thanked the Prime Minister for his support of the Queensland-PNG relationship which we both reinforced with the re-signing, at the reception, of the Queensland-Papua New Guinea Memorandum of Understanding regarding Business and Government Cooperation (Queensland-PNG MOU).

• I also advised that participants on the Queensland business mission accompanying my visit were looking forward to meeting with representatives of the PNG Government and industry at the Business Cooperation Group (BCG) meeting which occurred the following day.

• I noted that the BCG is developing a range of initiatives to help strengthen the PNG supply chains for PNG's domestic and export markets. This will see collaboration between industry bodies and the private sector in PNG and Queensland, delivering economic outcomes for PNG and Queensland with the BCG ensuring implementation of the initiatives.

• I also welcomed the Prime Minister seeking Queensland's involvement in a number of government-to-government initiatives. The highest priority initiatives discussed with the Prime Minister were the police officer exchange program and assistance with the Daru Hospital project. Other areas where cooperation will occur includes public sector reform in a number of areas - education and training, road infrastructure including the Highland Highway and other infrastructure improvements including airports and seaports.

• I conf irmed the capability and commitment of Queensland to support the PNG Government in the up-skilling of its people through relevant training initiatives and partnerships, particularly in the agriculture sector.

• I promoted Queensland's expertise in infrastructure development and as a potential supplier for the PNG national building infrastructure investment program.

• I was able to indicate that futu re Queensland Ministerial missions will be focussed on key sectors of importance to both PNG and Queensland.

• I advised the Prime Minister that the Queensland Government will be moving as soon as possible to appoint a dedicated trade and investment representative to strengthen the State's business and government t ies with PNG. The Prime Minister offered for the PNG Government to assist with hosting this representative should the Queensland Government decide to locate the representative in Port Moresby.

• The Prime Minister and I agreed that in future, we would meet every six months in our respective alternative locations so I will take a trade delegation to PNG every year and the Prime Minister will come to Queensland every year. I issued an invitation to the Prime Minister for other Ministers of the PNG Government to visit Queensland as part of the enhanced Queensland-PNG relationship .

MATTERS DISCUSSED • I was able to re-affirm Queensland's commitment to our relationship with PNG by

re-signing with the Prime Minister the Memorandum of Understanding regarding Business and Government Cooperation between PNG and Queensland (Refer Attachment 1 ). Under this MOU business initiatives to be implemented by the joint Queensland-PNG Business Cooperation Group (BCG) will result in economic benefits for Queensland exporters as well as for the PNG Government and its industries.

• I acknowledged the Queensland business mission in Port Moresby in conjunction with my visit with participants looking forward to meeting with representatives of the PNG Government and industry at the BCG meeting tomorrow.

• I was encouraged that the BCG is developing a range of initiatives to help strengthen the PNG supply cha in for PNG's domestic and export markets. This will see collaboration between industry bodies and the private sector in PNG and Queensland, delivering outcomes for PNG and Queensland with the BCG ensuring implementation of the initiatives (Attachment 2: BCG Action Plan).

• I congratulated the Prime Minister on his commitment to public sector reform, red tape reduction and development of infrastructure in PNG. I discussed the key findings of the Commission of Audit and the major issues being addressed in Queensland as part of implementing the recommendations of this report.

• I was able to announce that the Queensland and PNG Governments are discussing government cooperation in a range of areas beyond business to business linkages, including law and order, healthcare, public sector reform, infrastructure, and education and training.

• I presented to the Prime Minister a copy of an earlier study completed by the Queensland Department of Main Roads for the PNG Department of Transport into the Trans-Island Highway and advised that Queensland Transport and Main Roads (TMR) is finalising discussions with PNG Department of Transport on the next stage of the Magi Highway project. A draft inception report was completed in September 2012 by Cairns-based consultants, Project Partners and has been peer reviewed by TMR and will be completed by 30 June 2013.

MEMORANDUM OF UNDERSTANDING REGARDIN(; BUSINESS AND GOVERNMENT COOPERATION

between

and

The State of Queensland

Queensland Government

1. This Memorandum of Understanding (MOU) ret1ects the desire of the Government of Papua New Gu inea and the State of Queensland to define areas in whi ch projects of cooperation can be developed, accord ing to the principles of equity, reciprocity and econom ic development and sustainability.

2 . T he go vernment oJ Papua New G uinea and the State or Queensland established n Business Co-operation Group (the Gro up) in March 1992 under the initial MOU signed by the Prime Minister of Papua New G uinea and the Premier of Queensland.

3. T he purpose of the Group is to create greate r awareness of business opportunities and to develop business contacts which will be to the mutual benefit of Papua New Guinea and Q ueensland and to encourage government-to-government co-operation.

4 . T he Group is to i nvcstigate the potcn1"ial for the development of key alliances, promote the expans ion o f business and ind ustry, and facilitate collaborative projects, whereby industry representntives, research, educational institutions, government departments and agencies in the State of Q ueensland and Papua New Guinea seek to secure synergistic benefits and joint commercial advantages. This will include the identification of proj ects concerned with, but not limited to:

a) Vocational training for priority industri es including, but not limited to, mining and other resources, agriculture, foreslry, fisherieii , transport and infrastructure, tourism and public sector;

b) Developing management and government procedures whi ch will encourage industry development and investment;

c) Exploring opportunities for joinl activities within the agribusiness, aquaculture, sporls and community sectors;

d) Encouraging tedmology and human resource development exchanges to help in stimulating employment opportunities and economic development; and

e) Co-operation with capacity building to strengthen Papua New G uinea's management of resource sector development, nolably gas commercialisation and mining, land titles management and reform, and }Jarliamentary democracy.

5. The Group's operating structure will include officials of both Governments and private sector organisations involved in the expansion of government and business re lationships between Papua New Guinea and Queensland.

6. The secre tari ats of the Group will he in the Papua New G uinea Departments of Foreign Affairs and T rade and the Queensland Government export agency, Trade and Investment Queensland in Brisbane.

7. The Group will meet annually to review the progress of priorities identified <'II the previous mceti ng and decide on priority projects to be set out in the action plan for the subsequent twelve months. The annual meetings of the full group will alternate between Papua New Guinea and Queensland .

8. Adion teams will be established to ens ure progress of projects in the action plans (referred to in clause 4) and will meet a<> and where required. The results will be communicated to the Heads of both Governments through the :-;ecretariats.

9. The activities of the Group will reflect the priorities of both Governments and business communities, in expanding trade and other interests of mutual benefit to the Governments of Papua New G uinea and Queensland.

'10. This MOU wi II come into effect on the elate or i Is s igning by both Parties . It wi II be current for a period of four years, unless either of the Parties wishes to term inate this MOU, in which case the termmating Party sl1ould give three months notice in writing.

11. This MOU may be modified by formal agreement in writ ing by both Parties.

12. The MOU is not legal ly binding and does not create a legal relationship between the Parties. T he implementation of these and o ther initiatives will be at the discretion of each Party and subject to the financial and o ther resources, laws and rules governing each party.

Queensland Papua New Guinea Business Cooperation Group

ACTION PLAN

The Queensland Papua New Guinea Business Cooperation Group (BCG) is a group of participants from Government and the Private Sector who will work together to facilitate Economic Development outcomes in support of the reinvigorated Queensland Papua New Guinea Memorandum of Understanding on Business Cooperation (MoU).

The BCG is a facilitation group, with the purpose of creating linkages that support Economic Development through partnerships and information sharing between Queensland and Papua New Guinea, in the spirit of the MoU on Business Cooperation. The BCG is not a funding body.

It is the intention of the group to actively encourage collaboration and the formation of partnerships between Queensland and Papua New Guinea. The BCG will work to alleviate roadblocks to commercial development and enable the private sector to grow in PNG.

The concept of the BCG engagement is a clear alignment to a supply chain outcome. The BCG, using the reach of its members, will work with Government and Private Sector to identify and support the implementation of projects that align to strengthen the PNG supply chain. The focus will be to align to existing programs and projects not to create new concepts. We aim to get things moving and work to remove road blocks.

Queensland and Papua New Guinea Government departments can use the forum to: • Link with each other and private sector through the BCG • Identify projects of the private sector that can be supported.

Area of Focus -these will provide many opportunities for the private and public sector in Queensland and Papua New Guinea to collaborate and drive commercially viable outcomes

• Supply chain support -from Village to Market. Developing economic partnerships, identifying project • Grow Industry Association capability, including in Provincial and Local Government. • Encourage skills training in industry from on-the-job to vocational qualifications. • Supporting the integration of Literacy, Numeracy, Governance and Financial Literacy into all commercial

ventures.

The Outcomes • Creation of a supply chain model that is simple and on-going. • Integrated training and up skilling throughout industry. • Joint commercial advantages for Queensland and Papua New Guinea. • Organisations with increased transparency and strengthened governance. • Government agencies, NGO's and commercial entities connecting to create commercially sustainable

operations. • Collaboration and demonstrated sustainability wi ll confirm success for the projects.

How it works The secretariat, Trade & Investment Queens land and PNG DFAT- Trade

• Projects will be li sted by the BCG and a register of the key areas that match the mandate and point to areas of assistance requested. In an effort to allow organic development and collaboration to occur.

• Maintain a matrix of organisations, with skills experience, interest areas and a register of programs connecting to the BCG.

• Facilitate quarterly meetings of the BCG. • A quarterly report wi ll be provided to the members that will include projects, status, successes and

roadblocks (issues). BCG Members:

• Will identify projects they can assist with or have an interest in and advise the secretariat • Provide feedback on new opportunities projects and progress made towards our goals.

Australian High Commissioner to PNG

• I noted the re-signing of the Memorandum of Understanding regarding Business and Government Cooperation between PNG and Queensland the previous evening and the positive commitment of both governments to the economic growth of PNG. This includes strengthening the private sector capabi lity, particularly SMEs in alignment with the PNG Government's priority to establish and expand the SME sector.

• I noted the PNG Government's commitment to developing the infrastructure and agriculture sectors in PNG and encouraged PNG businesses to work with Queensland companies on projects in these sectors.

• I noted that the Queensland-PNG BCG meeting held later that day would include discussions on a number of supply chain projects. The objective is to identify projects that will lead to sustainable production capacity, provide routes to market for PNG produce and opportunities for down stream processing and the formation of a private sector training association. The action plan is robust and discussions are already well underway with the government and private sector to work together to encourage stronger economic development in PNG.

• I outlined the various agreements I had reached with the Prime Minister the previous evening including government to government exchanges and assistance in a number of areas with the highest immediate priority being police officers and the Daru Hospital project. Other areas of forthcoming cooperation will be in overall public sector reform, education and training, general heath care exchanges and infrastructure.

• I indicated that the Prime Minister and I had agreed to meet every six months on average alternating between Queensland and PNG. Our next meeting will be later this year when the Prime Minister will visit Queensland.

• Finally, I took the opportunity to brief the audience on the key findings of the Commission of Audit and the major issues being addressed as part of implementing the recommendations of this report. I outlined the fiscal challenges the Queensland Government faces in bringing the Queensland Government budget back under control and made it clear that these challenges mean that the cooperation initiatives agreed with the Prime Minister the previous evening will need to be cost neutral for Queensland.

• I met with a number of executive board members of the Chamber, and the meeting was chaired by Mr John Leahy.

• I reiterated to the Business Council that last night saw the re-signing of the Memorandum of Understanding regarding Business and Government Cooperation between PNG and Queensland and the positive commitment of both governments to the economic growth of PNG which includes strengthening the private sector capability , particularly SMEs in alignment with the PNG Government's priority to establish and expand the SME sector.

• The meeting discussed a wide range of business to business and government to government initiatives between PNG and Queensland, many of which I discussed with the Prime Minister the previous evening. The Business Council expressed strong support for the announcement of the police officer exchanges and the other initiatives to be implemented covering healthcare, infrastructure , public sector reform and education and training.

• I noted the PNG Government's commitment to developing the PNG's infrastructure and the key sectors of the local economy including mining and resources and discussed with the representatives the ways in which Queensland businesses can engage with PNG businesses to work on projects in these sectors.

• I also sought their views on major issues being faced by the private sector in PNG and how these issues could be addressed through the actions of government and/or industry.

• Mr Justin McGann hosted my visit in the absence of Sir Mick Curtain who had been delayed in Townsvi lle.

• I inspected the new dry dock facilities developed by Townsville-based Curtain Bros and congratulated Mr Justin McGann on the company's role in developing sustainable business relationships between Queensland and PNG.

• Delegates on the Queensland Business Mission also participated in this site visit.

• By the end of 2014, PNG Dockyard will open their new dry dock facility on Motukea Island which has been under construction for the past year. The project is valued at approximately A$220 mill ion (KSOO million) and will enable vessels up to Panamax size to be repaired in PNG instead of travelling to Singapore, China or the Philippines.

• When the new dry-dock is in operation, the total PNG Dockyard business wi ll employ 800 PNG nationals. There are currently 400 PNG nationals employed in the existing PNG Dockyard operation and 1,800 PNG nationals employed in Port Moresby across the entire Curtain Bros operations (civil construction, residential and commercial building, PNG dock yard, ancillary services).

• PNG Dockyard is owned by Townsville-based Curtain Bros who have established a number of companies in PNG to service the infrastructure, construction and resources sectors. Townsville hosts the main office and is the logistics hub of the business.

• Curtain Bros was established in PNG in 1966 and is a strong business leader in Queensland's engagement with PNG.

• I noted the development of infrastructure in PNG being a key priority for the PNG Prime Minister. The Memorandum of Understanding regarding Business and Government Cooperation between PNG and Queensland includes a focus on business engagement in the infrastructure sector.

• The lunch was an opportunity to reiterate the various matters and agreements I had made with the Prime Minister and a number of his Ministers since my arrival.

• The PNG Government is interested in learning from Queensland about public sector reform and asset management. We discussed the key findings of the Commission of Audit and the major issues being addressed as part of implementing the recommendations of this report.

• I was able to indicate that future Queensland Ministerial missions to PNG will be focussed on key sectors of importance to both PNG and Queensland. I indicated that when I return to PNG with a business delegation in 2014, I will stay longer and travel to other PNG cities.

• We discussed the re-signing of the Memorandum of Understanding regarding Business and Government Cooperation between PNG and Queensland and the positive commitment of both governments to the economic growth of PNG. I noted that the Queensland-PNG Business Cooperation Group (BCG), established in 1992 when the original Queensland-PNG MOU was signed, met today to discuss a number of supply chain projects.

• The lunch discussed a wide range of government-to-government and business-to-business initiatives between PNG and Queensland, many of which I discussed with the Prime Minister the previous evening. In the key initial areas of cooperation, namely the police officer exchange program and the Daru Hospital project it was agreed and noted that action would commence immediately on the implementation of these activities.

• On behalf of the people of Queensland, I laid a wreath at the Bomana War Cemetery outside Port Moresby.

• During my walk around the cemetery I received a briefing on the cemetery and the soldiers it contains from Australian Defence Staff Colonel Dick Parker and Mr Jason Daniels, Manager, Office of Australian War Graves from Townsville.

• The Bomana War Cemetery was commenced in 1942 by the Australian Army. Those who died fighting in Papua and Bougainville are buried there, with many being re-interred from grave sites in the areas where the fighting had taken place.

Premier off to PNG QUEENSLAND Premier Campbell Newman will lead a trade mission to Papua New Guinea later this month.

The two-day tour from May 14 will focus on strengthening trade, investment and business collaboration, Mr New­man said yesterday.

PNG and Queensland signed a memorandum of

understanding on busi­ness co-operation in 1992.

"We have met many milestones and now in its 21st year I will renew this agreement with an emphasis on agri­business, resources, con­struction, infrastructure and education,"he said.

A business delegation will accompany Mr New­man.

City looks to PNG to fill boarding schools TOWNSVILLE Enterprise and Charters Towers will be represented on Premier Campbell Newman's next trade mission to Papua New Guinea later this month.

The delegation of political and business figures will touch down in Papua New Guinea next Tuesday and hold meetings over four days to increase trade between the two regions.

Townsville Enterprise general manager economic development Ross Contarino said he hoped to secure direct internat­ional flights between Townsville and Papua New Guinea.

"We have organised meetings with Air Niugini and we will really be pushing for direct flights to Port Moresby out of Townsville," he said.

"There are a lot of Townsville businesses doing work in PNG and it makes sense to have those direct flights.

"At the moment people have to either go via Brisbane or overnight in Cairns before they can get back to Townsville and

that really is just an unnecessary incon­venience.

"The easier it is to get between Towns­ville and Port Moresby the more trade between the two cities will happen."

Cr Beveridge said the aim of attracting more overseas students was part of a push to boost the region's economy.

"All councils in regional Queensland are focusing on economic development be­cause it helps to build up the population " he said. '

"A lot of regional towns are worried about their future and you have to do whatever you can to keep them going strong."

Premier leads PNG trade mission PREMIER Campbell Newman flew to Papua New Guinea yesterday to take part in a two-day trade mission.

Mr Newman is travelling with a business delegation to strengthen links in agri­business, resources, construc­tion, infrastructure and

education. He will re-sign a memorandum of understand­ing on business co-operation between PNG and Queens­land, which was originally concluded in 1992.

"This will mark a new chap­ter in the business relation­ship between Queensland and

Papua New Guinea," a spokes­man said. "PNG and Queens­land both have relatively new governments but share a com­mon desire to develop our regions and industries."

Mr Newman served in PNG while working as an army engineer in the late 1980s.

Thin blue line extends to Papua New Guinea UP to 150 Queensland police could be on their way to Papua New Guinea by the end of the year as part of a police swap. In exchange, up to 150 PN G officers will fly to Queensland to work and be trained.

The deal was struck between Premier Camp­bell Newman (pictured) and PNG Prime Minister Peter O'N eiU yesterday on the first day of Mr Newman's trade mission.

Mr Newman said some details were still being worked out but the swap -part of a new Memor­andum of Understanding signed between the two governments - would not

LJ come at any cost to the Queensland taxpayers.

"This will be done at the cost of

PNG taxpayers," Mr Newman said.

The swap will be of­fered to constables and senior constables while senior commissioned offi­cers will be offered the chance to apply for a position as deputy police commissioner of the PNG police force.

The MOU also covered issues of business, govern­ment, health and edu­cation.

Port Moresby: Premier Campbell Newman has cemented trade relations between Queensland and Papua New Guinea, signing an historic agreement with Prime Minister Peter O'Neill .

In the capital Port Moresby to renew a Memorandum of Understanding on business cooperation, Mr Newman said Papua New Guinea's close proximity made Queensland an ideal trading partner and supplier of goods and services.

"Queensland's industries have already played a vital role in the development of Papua New Guinea," Mr Newman said.

"In the 21st year of this agreement, we have renewed our emphasis on working together in a range of industries including agriculture, resources, construction, infrastructure and education.

PNG trade and investment representative to be appointed

Queensland's business ties with Papua New Guinea will be further strengthened with the appointment of a dedicated Queensland­Papua New Guinea trade and investment representative.

Premier Campbell Newman made the announcement while in Port Moresby to meet with industry and Government leaders .

Queensland in fight to free PNG from TB

Queensland will help Papua New Guinea in its fight to combat tuberculosis and other diseases, by contributing

support to the construction of a new hospital at Daru in the Western Province of the country.

Premier Campbell Newman discussed the hospital with Prime Minister Peter O'Neill in Port Moresby and said he

would also consider opportunities for nursing staff in the country.

"Queensland taxpayers may not know that currently it's costing them $14 million a year to look after PNG nationals

who come into our state," Mr Newman said.

'That location, in Daru, is important, because it deals specifically with people who have diseases and who are

currently coming into Queensland for treatment.

"We only receive about $4 million back from the commonwealth , so anything that we can do to provide support to

the hospital, where locals can get help, is in the ultimate interests of Queenslanders."

Mr Newman said initially PNG wanted technical support to build the hospital but the prospects could expand on its

completion.

"Providing this technical expertise will come at no cost to the Queensland taxpayer," he sa id.

"We have also discussed nursing staff opportunities here in Papua New Guinea and we will continue to explore

that with them.

"Obviously, we will talk with the nurses union as well."

Health Minister Lawrence Springborg said it's important to build on the effective TB treatment regime that is

already established at Daru.

"By providing the best treatment in the home communities, the outcomes will improve," Mr Springborg said.

"To be effective, TB treatment must run its full course and that is undermined when sufferers travel in search of

better treatment options.

"This is a difficult issue and there are local problems that must be addressed as part of the solution.

"However, by working together with the PNG Government and the medical teams on Daru, I am confident we can

make a strong , positive contribution."

PREMIER Campbell New­man is in talks to ship up to 150,000 live cattle to Papua New Guinea as foreign aid to solve the state's beef crisis.

Mr Newman headed a trade delegation to PN G yesterday and was part of a briefing to officials about lifting Queens­land's beef glut and alleviating his hosts' "protein drought".

Delegates are pushing for live cattle to be sent, rather than cash in an AusAid­funded program to the $500 m illion-a-year aid recipient.

They visited port facilities, holding yards and processing plants in Port Moresby yester-

day to check the capacity of the infrastructure and to as­sess animal welfare standards.

Federal MP WarTen Entsch is the mastermind of the plan, backed by Cairns Chamber of Commerce chief Deb Han­cock and prominent north­west mayors and graziers.

The Opposition Whip said he had spoken to Mr Newman and Opposition Foreign Af­fairs spokeswoman Julie Bishop about solutions to the crisis facing graziers.

"Clearly, we have to look outside the square," Mr Entsch said.

"Farmers have very, very challenging options and we certainly don't want to see these cattle being destroyed -that. in itself. would be an

animal welfare issue of huge proportions.

"Given that PNG is the largest recipient of Australian aid, we could use some of those aid dollars to buy as many as 150,000 of our heavier cattle, especially the breeding females, from our

farmers, and send them to PNG to build up their herd.

"This would be a far more productive option than killing our cattle and then letting PNG buy other countries' products with our aid dollars."

Ms Hancock said the re­sponse in PNG was positive.

PNG's national herd is less than 40,000 head of cattle.

More than two mi ll ion head of cattle in Queensland and the Northern Territory are in limbo because of drought and restrictions from the live ex­port ban in Indonesia.

PNG's Trade Minister Richard Maru told ABC Radio last month: "Australia has done nothing to help us raise beef here, because it's not in t heir national interests."

Papua New Guinea, Trade Mission

Hon. CKT NEWMAN (Ashgrove- LNP) (Premier) (9.36 am): Last week, on 14 and 15 May, I travelled to our nearest neighbour, Papua New Gu inea, to meet Prime Minister Peter O'Neill on behalf of the state of Queensland. This was the first v isit to PNG by a Queensland Premier in more than 10 years and I was very pleased to talk to Mr O'Neill about how we can work together on new ventures. Fifteen of Queensland's leading businesses and companies, as well as representatives from Queensland Treasury and Trade, joined me on the trip to be part of forging new bonds with PNG. It is in Queensland's interests to have a strong, stable PNG on our doorstep, and we have outlined a number of ways we can build stronger trade and development ties with PNG.

As part of our commitment to Papua New Guinea, I am happy to announce that I signed a historic memorandum of understanding with Prime Minister Peter O'Neill. The renewed MOU includes a revitalised PNG-Queensland business cooperation group to form partnerships and find new opportunities for us and PNG in key sectors. We will also be appointing a dedicated Queensland­PNG trade and investment representative. This new position will strengthen our business ties with PNG and be the go-to point for Queensland companies wanting to do business in PNG. I am really looking forward to working closely with the PNG government to help create stronger trade and business ties between our two communities.

I am also pleased to confirm that the Queensland Police Service is considering a potential voluntary exchange of up to 150 QPS officers to help improve policing in the Royal Papua New Guinea Constabulary. The QPS has strong training and mentoring capabilities and the exchange will be a great opportunity to share this knowledge with our closest international neighbour. Of course, the relevant legal and constitutional issues must be addressed. The officers going must have appropriate protections . They must be given appropriate remuneration, and that applies also to PNG officers coming into Queensland. One of the things that overrides everything I am saying today is that the PNG government has indicated its fu ll preparedness to pay for any assistance that it is given, so I stress that it will not be costing Queensland taxpayers .

Turning to health services now, one example of how we can work together to improve lives in PNG and Queensland is our plan to help PNG combat tuberculosis and other diseases by supporting construction of a new hospital at Daru in the Western Province. expertise, again at no extra cost to the Queensland taxpayer. Most Queenslanders are unaware that in 2010-11 it cost the state almost $14 mil lion a year to look after the health of PNG nationals who accessed Queensland public health services for treatment and assistance.

Sadly, the federal government only reimbursed just under $4 million of those costs. So Queensland taxpayers are paying around $10 million a year to care for PNG nationals. That is why, among many other reasons, a hospital in Daru is so important, because it will treat people with tuberculosis and other life-threatening illnesses on their home soil rather than forcing them to travel into Queensland for treatment.

Our visit to PNG and our commitment to forging stronger business and community links with our closest neighbour certainly sparked a lot of interest from parties on both sides. I am very excited about our relationship with PNG and I look forward to updating the House about future partnerships that may evolve that benefit both PNG and Queensland.

THE Papua New Guinea and Queensland governments have agreed to have up to 150 policemen in PNG by the end of year. This was agreed to at a meeting last night In Port Moresby between Prime Minister Peter O'Neill and visiting Queensland Premier Campbell Newman, who arrived m the afternoon for a two-day visit. The decisiOn follows talks between O'Neill and Australian Prime Minister Julia Gillard last week on the need for Australian police to assist in capacity build1ng of the PNG pollee force. After the meeting with O' Neill at the Grand Papua Hotel , Campbell was to have attended a receptiOn, hosted by the Port Moresby of Cha mber of Commerce and Industry (P0~1CCJ). The prem1er IS expected to address a breakfast hosted by the POMCCI at the Grand Papua Hotel early th1s morning, followed by a meeting with the Business Council of PNG then a visit to the Curta in Brothers shipping dockyard at Motukea near Port Moresby. He is scheduled to have lunch with O'Neill at the Gateway Hotel and then v1Sit the Bomana War Cemete ry before leaving at qpm. Accordmg to AAP, Newman is travelling with a business delegation, seeking to strengthen links in agribusiness, resources, construction, infrastructure and education. He will re -sign a memorandum of understanding on business co-operation between PNG and Queensland, wh1ch was ong1nally sig ned in 1992. "This will mark a new chapter in the business relationship between Queensland and Papua New Guinea," a spokesman told AAP . "PNG and Queensland both have relatively new governments but share a common desire to developing our regions and Industries ." The premier served in PNG while working as an army engineer '" the late 1980s. He is the third Aust ralian leader to visit the country in recent weeks, following on from Governor- General Quentin Bryce and Prime Minister Julia Gillard.

PAPUA New GUinea policemen wi ll be tra1ning in Queensland by the end of the year even as police personnel from the Australian state are patrolling the streets of Port Moresby and other towns. Visiting Queensland Premier Campbell Newman and Prime Minister Peter O'Neill signed a memorandum of understanding on Tuesday paving the way for cl ose cooperation, mamly in the areas of law and order, health, infrastructure development, and public service capacity build ing. O'Neill said he hoped th1s cooperation with Queensland would be more "practica l and hands on " than the existing relationship with Canberra (federal government). Newman said the deployment of 150 Queensland police officers could happen sooner than the other projects and areas or cooperation. Under the agreement, the same number of PNG pollee off1cers will be sent to Queensland to be up· sk1lled and to get a feel of how police address daily law and order Issues In Queensland towns and cities. Officia ls from PNG and Queensland will meet 1n the coming weeks to work out t he details of this arrangement. "Law and order is one of our priority areas, and I'm delighted your government has been able to respond quickly to our request," O'Neill told Newman during their meeting. Under the agreement, the PNG Government would also be seeking the assistance and expertise of the Queensland Government to build a hospital for Daru In Western. This will address concerns about Daru and Torres Strait Islanders crossing the border to seek treatment for diseases such as TB in Queensland hospitals. "We 11ave huge funds sitting in Trusts abroad that can be utilised to build such health facilities for the people of Western. Your experience will be necessary to help us design a hospita l that can cater for our needs," O'Neill said. Engineers from Queensland wi ll be seconded to PNG to help design roads in the country. Queensland engmeers were used 1n the past to des1gn and cost the upgrade of the Highlands H1ghway, and that report was presented to the prime minister yesterday . PREMIER Campbell Newman is in talks to ship up to 150,000 live cattle to Papua New Guinea as foreign aid to solve the state's beef crisis. Mr Newman headed a trade delegation to PNG on Tuesday and was part of a briefing to officials about lifting Queensland's beef glut and alleviating his hosts' "protein drought". Delegates are pushing for live cattle to be sent, rather than cash in an AusAid-funded program to the $500 million-a-year aid recipient. They visited port facilities, holding yards and processing plants in Port Moresby to check the capacity of the infrastructure and to assess animal welfare standards. Federal MP Warren Entsch is the mastermind of the plan, backed by Cairns Chamber of Commerce chief Deb Hancock and prominent northwest mayors and graziers. The Opposition Whip said he had spoken to Mr Newman and Opposition Foreign Affa irs spokeswoman Julie Bishop about solutions to the crisis facing graziers. "Clearly, we have to look outside the square," Mr Entsch said. "Farmers have very, very challenging options and we certainly don't want to see these cattle being destroyed - that, in itself, would be an animal welfare issue of huge proportions. "G iven that PNG is the largest recipient of Australian aid, we could use some of those aid dollars to buy as many as 150,000 of our heavier cattle, especially the breeding females, from our farmers, and send them to PNG to build up their herd. This would be a far more productive option than killing our cattle and then letting PNG buy other countries' products with our aid dollars". Ms Hancock said the response in PNG was positive. PNG's national herd is less than 40,000 head of cattle. More than two million head of cattle in Queensland and the Northern Territory are in limbo because of drought and restrictions from the live export ban in Indonesia. PNG's Trade Minister Richard Maru told ABC Radio last month: "Australia has done nothing to help us raise beef here, because it's not in their national interests."

A MESSAGE TO THE PEOPLE OF PAPUA NEW GUINEA FROM THE PRIME MINISTER, HON PETER O'NEILL CMG MP.

WE MUST FIGHT CRIME, AND BUILD A SAFER NATION, TOGETHER

Your National Parliament has overwhelmingly endorsed my governments strong and comprehensive package of new laws to deal with the law and order problem, and rising crime generally, we face as a nation and a community.

These measures are the toughest, and the most-wide ranging, introduced by any government since Independence. They are a direct response by my government, and the national parliament, to the demands many citizens have made.

Now the tough measures are law- and they include the procedures for the actual implementation of capital punishment, and much higher penalties, including minimum penalties, I am appealing directly to you, and all our fellow citizens, to join with the government and begin the demanding task of significantly reducing crime, and making our communities safer.

If we work together, if we support our police in their difficult work, and if our police do so with discipline and commitment, then we can made Papua New Guinea what we all want it to be - safer, happier, and peaceful.

What I want to stress is that introducing the death penalty, and tougher penalties for a range of crimes, is just the start of the fight against crime. And it is a fight we are only going to win if we all work together.

Here are some of the follow-up steps my government will take to make sure the tougher penalties are effective -and deliver the safer nation and community we all want.

1. The government has begun the recruitment and training of new police, something that has been neglected for too long.

2. I am negotiating a hands- on policing assistance program with the Queensland Government. Up to 150 police from Queensland, with experience fighting crime in their communities will work side by side with out police in police stations across Papua New Guinea. A similar number of our police will gain experience working in police stations in Queensland.

3. The government will give priority to the establishment of at least one island, or remote prison, which will house the most dangerous criminals. There will be work also to improve security at all major prisons.

4. My government will soon introduce legislation to establish an Independent Ant­Corruption Commission. The Commission will drive the fight to reduce corruption and abuse, and what is termed "white collar" crime.

5. My government will look at involving our churches, and community groups, more closely in the fight to make our communities safe.

My fellow citizens, these and other measures we are already committed to implementing, give us a real hope of reducing crime and lawlessness, and making our cities, our towns, and our villages, much safer for all.

I urge you to help us make these measures work, and work across our nation.

It is important that criminals are not protected and it is important when you see criminal behaviour you contact the police.

It is also important our business sector, including our major mining and other resource companies help the police fight crime.

I encourage our business sector to consider ways they can directly assist the police by providing them with resources - such as vehicles and giving access to spare accommodation. This needs to be properly organised and managed - but I want the business community, and the community generally, to consider ways the police and other law enforcement agencies can be supported,

In conclusion , I want to thank the many citizens who have raised concern about crime, and corruption, and especially the women's groups and churches and community groups who have demanded tough action to end the appalling criminal abuse of our women.

The measures Parliament has passed, and the other steps we are taking , will ensure that reducing criminal attacks on our women gets the priority and attention it deserves.

The comprehensive measures the National Parliament has endorsed are an important start.

But now the hard work must begin - and I urge you, and all our fellow citizens, to work with us to make sure these and related measures are effective, and bring about the safer and more secure community we all want Papua New Guinea to be.
