But the working nurse never got the chance to rent at Pelham East Apartments because of her race, a federal lawsuit says.     Making decisions is a central part ofleadership. Even when a leader uses alaissez-faire leadership style, the leaderremains responsible for making many deci-sions such as the nature of the goals that fol-lowers should pursue and the type of leader-ship style that is appropriate for the situation.

    Followers often look to leaders to makedecisions, particularly if they have difficultywith envisioning the specific tasks that arerequired to achieve a goal. Because of theimportance of decision making to leadership,you should understand how to approachdecision making.

    To make better decisions, you shouldunderstand that decision making is a processinvolving a sequential series of steps that areoften considered part of the critical thinkingprocess.

    These steps are (a) identify the problem,(b) analyze the possible solutions to theproblem, (c) evaluate which of the possiblesolutions will be most effective, and (d)select and implement the solution. These steps give you a structured frameworkto improve the quality of your decisions. Thefirst three steps focus on collecting informa-tion that is useful when making a decision.The way leaders as decision makers collectthe information often depends on their lead-ership style and the situation.

    For example, the autocratic leader maybe comfortable with personally collecting theinformation, while a participative leader maybe comfortable relying on the informationprovided by others.

    Identifying a problem requires that youunderstand that a problem exists and can rec-ognize the root cause of the problem. Whileit is often easy to recognize the symptoms ofa problem, the actual cause of the problemmay not be immediately apparent. As aresult, a good leader carefully evaluates thenature of the problem before considering the

    possible solutions.All problems have more than one possi-

    ble solution. Effective decision makingrequires identifying the range of possiblesolutions that address the root cause of theproblem.

    The analysis determines the way each ofthe possible solutions will affect the prob-lem. The analysis should also consider theeffect of the possible solution on the process-es or systems used by an organization basedon the assumption that a change to fix onepart of a system may cause a new problem

    with another part of the system. At the sametime, the leader must remain aware that deci-

    sions have a direct effect on followers

    Another African American hasbeen dumped into the pool ofinjustice and racial discrimination,as last week a New York grand juryrefused to indict NYPD OfficerDaniel Pantaleo in the death of 43-year-old Eric Garner, an AfricanAmerican resident of Staten Island.

    The decision came as a shockto us, especially because the inci-dent was caught on video. Theworld watch as Pantaleo, alongwith three other officers, physicallygrab Garner.

    As the 350-pound Garner fallsto the ground, Officer Pantaleo isseen hanging on his back with hisarm around his neck in a choke-hold. The video shows Garnershouting, I cant breathe severaltimes as an officer holds him in thechokehold. Garner, who was beingarrested for selling loose, untaxedcigarettes, died a few minutes later.

    The autopsy from the medicalexaminer attributed Garners deathto homicide -- meaning death at the

    hands of another party. Accordingto the coroners report, Garner diedas a result of compression of neck(chokehold), compression of chestand prone positioning during phys-ical restraint by police.

    Despite these evidences, thegrand jury failed to indict Pantaleo.But, nobody knows exactly theinstructions from the Republican,district attorney for Staten Island,Daniel M. Donovan, Jr. or thecharges filed with the grand juryagainst Pantaleo.

    In a society with racial ten-sions bubbling at the surface, toomany black men are being abusedand killed by police officers whileour district attorneys (DAs) fails tobring these unscrupulous officers tojustice.

    The voters in our communitieselect these DAs, who represent thegovernment in the prosecution ofcriminal offenses. As in the case ofmost African Americans in NewYork City, the majority of the DAs

    are Democrats and in some casesthey are African Americans also.

    In such politically chargedenvironments, African Americansin NYC should be respected andprotected by both city and stateagencies and their operatives. Afterall, the mayor appoints the cityspolice commissioner. However, itwould appear that our white policeofficers are not getting the messageto not mess with any innocentblack man.

    We agree that the DAs shouldnot be given sole authority to inves-tigate cases where police officersuse deadly force on unarmed civil-ians. However, it would appear thatwhite cops are willing to abuse orkill blacks because in most casesthey will be freed by a corrupt jus-tice system.

    In our opinion, the much talkand demonstration from our civilrights leaders will not change thebehavior of the police towardsblacks. The police commissioner

    must be held responsible for theracist and abusive behavior of anymember of his team.

    We may not want to admit, butwe have a big political problem.We did not elect a mayor whoappoints a police chief who is man-aging a group of police officerswho are constantly picking on aparticular group of people.

    In todays America where tol-erance for everything and every-body is the order of the day, boththe mayor and the police commis-sion would have to resign if a par-ticular group of NYPD officersconstantly discriminate against,abuse or kill any member of theJewish or the LGBT communities.

    The political capital and influ-ence of these people would jumpinto action and immediately fix theproblem. Perhaps it is time theAfrican American community alsoseek a political solution to keepracist police, as well as the criminaljustice system, in check.

HoSang also thanked his many loyal customers for their commitmentover the years. He reiterated that without a strong customer base, he could not be the philanthropic business leader he istoday. The handing over presentation was part of a gala celebration hosted by JAAP, co-partner of the Jamaica LINACMachine Project Initiative, which also donated US$20,869 to the cause. Guest speaker, LASCOs Lascelles Chin, also pledgedUS$50,000 over the next year to the cancer-fighting mission.

    BROOkLYN:

    ABrooklyn elementary schoolteacher already facingcharges for allegedly sexuallyabusing a handful of his studentshas had more counts added to hisindictment.

    Omil Carrasquillo, 36, wasinitially arrested in September forallegedly groping five of his stu-dents, but on Monday, the numberof victims went up to nine.

    Carrasquillo was a scienceteacher at P.S. 249 in kensington.

    Prosecutors say the incidentsspanned from November 2012 toSeptember of this year. They saythe girls ranged from 8 to 11 yearsold. Carrasquillo is due back incourt in February.

    MANHATTAN:

    State Attorney General EricSchneiderman wants the authority forhis office to investigate deaths at the handsof police.

    Schneiderman was joined Monday inLower Manhattan by Public AdvocateLetitia James, City Comptroller ScottStringer and several other elected officialsfor the announcement in Lower Manhattan.

    It comes after Schneiderman sent a let-ter to Governor Andrew Cuomo saying thatunder New York law, the authority exists,has been used before and is needed now.

    If he is given the permission to investi-gate, it would only apply to cases after theexecutive order is signed, which means itwould not apply to the Eric Garner case.

    Both James and Schneiderman say thegrand jury's decision not to indict officerDaniel Pantaleo in the Garner case provesDAs should not be given sole authority toinvestigate cases where police officers usedeadly force on unarmed civilians.

    "Existing state law authorizes the gov-ernor to supersede any district attorney onany criminal matter by appointing theAttorney General to investigate and prose-cute the case," Schneiderman said.

    Prominent immigration attorney JoanPinnock has been elected Advisory BoardMember representative for the JamaicaDiaspora Northeast USA (JDNE) region fol-lowing an online, 14-day voting exercise thatended November 24.

    Of the over 2,500 persons across the 12states that voted, Pinnock secured 731 votesto defeat Tracy Tomlinson-Dixon who gar-nered 451 votes. Tomlinson-Dixon wasnamed the alternate member to the advisorboard.

    On the Future Leader ballot, Erin Lue-Hing got 875 votes, while her rival, ScherieMurray, received 286.

    Pinnock, a resident of Teaneck, NJ, grewup in kingston has been a practicing immi-gration attorney for the past 17 years. Withlaw offices in Newark, NJ, and in Brooklyn,NY, Pinnock has represented severalJamaicans who have applied for political asy-lum based on their political affiliation.

    Guard arrestedin death of inmateAuthorities have arrested a New YorkCity jail guard in connection with thedeath of a homeless ex-Marine in a swelter-ing 101-degree Rickers Island cell.

    Carol Lackner, 34, was arraignedMonday Dec. 8 on falsifying businessrecords and official misconduct charges.She faces up to four years if convicted.

    The homeless man, Jerome Murdough,56, who was arrested on trespassing chargeslast February after seeking shelter fromfrigid temperatures in the stairwell of publichousing project in Harlem.

    In May, The Associated Press reportedLackner had a history of abandoning herRikers Island jail post. The AP also reportedthat although logbooks indicated she touredMurdough's unit, video surveillance did notshow her doing so.

    Lackner was suspended for 30 daysafter an investigation found she abandonedher post before Murdough was discovered.

    Her lawyer says she performed visualtours, not walking tours, and her superiorsalso didn't visit Murdough's unit.

    The AP first reported the February 15death of Murdough in a Rikers unit formentally ill inmates. Murdough's death --along with the horrifying death of anothermentally ill inmate in a similar mentalobservation unit five months earlier --prompted Mayor Bill de Blasio to convenea task force on how the mentally ill fare injail. Last week, de Blasio announced thattask force's findings, saying he'll spend$130 million over the next four years toimprove how the mentally ill interact withthe justice system, before, during and afterjail stints.

    The ruling Dominica Labour Party (DLP)won a fourth consecutive term in office inMonday's general elections, with PrimeMinister Roosevelt Skerrit winning his thirdelected term.

    Skerrit's DLP won 15 seats, with theopposition United Workers Party (UWP) ledby Lennox Linton, now a first time MP, win-

    ning the remaining six seats, gaining threemore seats than previously.

    Skerrit has been prime minister ofDominica since 2004 having been sworn-in atthe age of 31 as the country's and Caribbean'syoungest prime minister on January 8, 2004,following the death in office of former primeminister Pierre Charles.

    Amid calls for the resumption of thedeath penalty, former attorney generalAlfred Sears said on Monday that it wouldbe a mistake for The Bahamas to harkback to the colonial practice of killing peo-ple.

    The death penalty... in my view itconfirms the culture of killing, Sears said.But Bishop Simeon Hall, former chairmanof a government-appointed CrimeCommission, said Some people dontbelong in civilized society and should besubject to capital punishment.

    Sears and Hall commented on theissue after chairman of the ConstitutionalCommission Sean McWeeney said therehas been a very strong push for the nextconstitutional referendum to deal with thedeath penalty.

    While the government has not yetrevealed what issues it intends to addressfollowing the referendum on gender equal-ity, McWeeney said he would not be sur-prised if the death penalty referendum isaccelerated based on the interest surround-

    ing it. However, Hall said there is no needfor a referendum on that issue. I think areferendum on the death penalty would bea waste of time and foolish, he said.

    Several Jamaicans or persons ofJamaican parentage may be beneficiaries ofproperty in Jamaica, W.I., left to them byway of a Will or by way of intestacy (wherethere is no Will).

    In order to claim the gifts left by Will,contact the named Executor under the Willand ensure that they file a Probate applica-tion, with the assistance of a qualifiedAttorney-at-Law.

    Where the deceased died without leav-ing a Will then he is said to have died intes-tate. In this instance the appropriate benefi-ciary(ies), based on legislation, would retainan Attorney-at-Law to file an application fora Grant of Administration.

    If you would rather forego the processof probate or administration because youhave no intention of returning to Jamaica tolive or you believe that either process wouldbe a costly venture to undertake, then it ispossible that you could save a lot more inthe end if you were to alter your opinion.

    It may be best to make haste mainlybecause of the interest factor, chargeable bythe Jamaican Taxpayer Audit andAssessment Department, from and after theexpiration of twelve (12) months from thedate of death of your deceased relative.There are however several ways to reducethe expenses involved.     Police officers inTrinidad & Tobagothreaten to resign

    The last Wednesday's edition of theTrinidad Express newspaper, seniorpolice officers in Trinidad & Tobago, includ-ing an Assistant Commissioner of Police anda Senior Superintendent, have threatened toresign following the Governments decisionto purchase the leave of AssistantCommissioner of Police Wayne Dick for half-a-million dollars.

    The Express said it was "reliablyinformed that on Monday, the T&T PoliceService Social and Welfare Association held ameeting with its membership, in which thesepromises were made." Last Thursday, Cabinetmade a decision to purchase Dicks leave.

    Nigerian rebels spenta year in Trinidad

    Nigerian rebels who were involved in mil-itary attacks against the Nigerian gov-ernment spent a year in Trinidad and Tobagoas tourism students. This occurred eventhough the head of the Special Branch hadraised a red flag and advised that they be sentback to their country as they posed a serioussecurity threat to Trinidad and Tobago.

    The issue of illegal immigrants hasgripped national attention over the past fewweeks, but since last year security intelli-gence agencies have been probing the issueand wrote to then national security ministerJack Warner raising alarm about the 66Nigerians, advising that they could causehavoc in this country.     Jamaican swimmer Alia Atkinson madehistory on Dec. 2 when she equaled theworld record in the100 breaststroke at theFINA World Short Course Championships inDoha, Qatar.

    The 25-year-old Atkinson touched justahead of defending champion and favoriteRuta Meilutyte to claim the gold and equalthe record of 1:02.36. Meilutyte was clockedin 1:02.46.

    The look of total surprise on Atkinsonsface told the story. Not only did she snatchthe upset win, but she also became the firstblack woman to claim a world title in thepool. The winning time was also a new meetrecord.

    It is Jamaicas first short course worldtitle -- a big improvement on Atkinson'sachievement as the only Jamaican swimmerto ever finish with silver medals in the 50breaststroke in 2012 and 2014, and the 100breaststroke in 2012.

    Atkinsons time tied Ruta Meilutytesworld record of 1:02.36 from the Moscowstop of the FINA World Cup.

    It also broke Meilutytes meet record of1:02.43 a day earlier during qualifyingrounds.

    Incarcerated reggae artiste Buju Banton, isseeking to benefit from amendments todrug sentencing guidelines implementedrecently in order to secure an early releasefrom prison.

    Buju Banton, whose given name isMark Myrie, is currently serving a mandato-ry ten year sentence for his conviction on acharge of conspiracy to distribute cocaine.

    He is scheduled to be released in 2019.However, the Tampa Bay Tribune is report-ing that he has filed a motion in court, in anattempt to secure an earlier release date.

    The newspaper said Buju filed his ownmotion from prison asking to be releasedearly under a recent change in federal drugsentencing guidelines.

    Authorities have arrested aNew York City jail guard inconnection with the death of ahomeless ex-Marine in a swelter-ing 101-degree Rickers Island cell.

    Carol Lackner, 34, wasarraigned Monday Dec. 8 on falsi-fying business records and officialmisconduct charges. She faces upto four years if convicted.

    The homeless man, JeromeMurdough, 56, who was arrestedon trespassing charges lastFebruary after seeking shelterfrom frigid temperatures in thestairwell of public housing projectin Harlem.

    In May, The Associated Pressreported Lackner had a history ofabandoning her Rikers Island jailpost. The AP also reported thatalthough logbooks indicated shetoured Murdough's unit, video sur-veillance did not show her doingso.

    Lackner was suspended for30 days after an investigationfound she abandoned her postbefore Murdough was discovered.

    The former president of the Dix Hills SoccerClub admitted in federal court Tuesday tooperating a Ponzi scheme which looted theyouth groups treasury and two dozen partici-pants parents, volunteers and others of $5 mil-lion, officials said.

    Robert Rocco, 48, of Dix Hills, pleadedguilty in federal court in Central Islip to a singlecount of wire fraud and briefly outlined his rolein the scheme to U.S. District Judge LeonardWexler. As part of the plea agreement, Rocco

    faces a sentence of 46 to 57 months in prison,officials said.

    The plea also calls for Rocco to repay thevictims about $3.5 million. But Rocco does nothave the money to repay the victims, accordingto sources.

    Though Rocco did take in the $5 millionthrough the scheme some of the victims werepaid back with other peoples or some of theirown money, as is typical in a Ponzi swindle,before the operation collapsed.

    Roccos attorney, Richard Haley, ofIslandia, declined to comment after the plea, asdid Eastern District federal prosecutor AllenBode.

    Reached by telephone, Martin Targget, thecurrent president of the league, declined tocomment on the plea. Taggert said that Roccosaction did not effect the operation of the league,which has 600 to 700 youth playing on variousteams.

    December 1, 2014 -- To mark the 26thannual World AIDS Day, the HealthDepartment released new data in the 2013HIV Surveillance Annual Report, whichshow that the number of new HIV diagnosesin New York City has reached an all-timelow.

    Black and Hispanic populations andmen who have sex with men (MSM) contin-ue to be disproportionally affected with thehighest HIV prevalence rates. With thereports release, the Health Department alsoannounced the launch of #BeHIVSure andNY knows, two campaigns that promoteHIV testing among all New Yorkers.

    Both campaigns were announced byMayor Bill de Blasio and HealthCommissioner Dr. Mary Bassett at an eventat the world famous Apollo Theater organ-ized in partnership with the NYC WorldAIDS Day Coalition, a group of more than40 local organizations working toward end-ing the HIV epidemic in New York City.
