The majority verdict (10-1) was returned after two hours of deliberations on Wednesday, March 13, 2014 in the Jamaican Home Circuit Court in Kingston. Shane Williams, the fifth accused, was found not guilty. The trial lasted 65 days. Presiding judge Justice Lennox Campbell set the sentencing for March 27, 2014. They face up to life in prison. Kartel was charged jointly with fellow entertainer Shawn Campbell, aka Shawn Storm; Kahira Jones; Shane Williams; and André St John for the murder of Williams who was killed over two missing guns belonging to Kartel. The Crown represented by senior deputy director of public prosecutions, Jeremy Taylor, and Crown Counsel Leighton Morris alleged that on August 16, 2011, Williams was beaten to death in Kartel's house at 7 Swallowfield Avenue, Havendale, St Andrew over the missing guns. On September 29, 2011, Kartel and his co-accused were arrested by Jamaica's Major Investigation Taskforce and charged with murder, conspiracy to murder and ille- gal possession of firearms. Over the past two years, Kartel was freed on two murder charges, but remained in jail for the murder of Williams. He was also charged; along with two others includ- ing Vanessa "Gaza Slim" Saddler, with per- verting the course of justice, after Saddler claimed that Williams had robbed her to mislead the police into believing that he was still alive. Lead attorney for Kartel, Tom Tavares- Finson has signaled his intention to appeal the guilty verdict against his client. Tavares-Finson said that while the defense team accepted the ruling of the jury, an appeal was imminent. Jamaican Commissioner of Police, Owen Ellington expressed his satisfaction at the guilty verdict handed down by the jurors. “The guilty verdict is a victory for law and order, it is a decisive statement for justice and it is a victory for an acceptable public morality,” Ellington said. Meanwhile, the Police arrested a male juror who attempted to bribe the foreman of the panel. News broke minutes before the afternoon sitting that a bribe attempt had been made. Making decisions is a central part ofleadership. Even when a leader uses a

laissez-faire leadership style, the leaderremains responsible for making many deci-sions such as the nature of the goals that fol-lowers should pursue and the type of leader-ship style that is appropriate for the situation.

Followers often look to leaders to makedecisions, particularly if they have difficultyenvisioning the specific tasks that arerequired to achieve a goal. Because of theimportance of decision making to leadership,you should understand how to approach deci-sion-making.

To make better decisions, you shouldunderstand that decision-making is a processinvolving a sequential series of steps that areoften considered part of the critical thinkingprocess. These steps are identifying the prob-lem; analyze the possible solutions to theproblem; evaluate which of the possible solu-tions will be most effective and select andimplement the solution.

These steps give you a structured frame-work to improve the quality of your deci-sions. The first three steps focus on collect-ing information that is useful when making adecision. The way leaders as decision makerscollect the information often depend on theirleadership style and the situation. For example, the autocratic leader may becomfortable with personally collecting theinformation, while a participative leader maybe comfortable relying on the informationprovided by others.

Identifying a problem requires that youunderstand that a problem exists and can rec-ognize the root cause of the problem. Whileit is often easy to recognize the symptoms ofa problem, the actual cause of the problemmay not be immediately apparent. As aresult, a good leader carefully evaluates thenature of the problem before considering thepossible solutions.

All problems have more than one possi-ble solution. Effective decision-makingrequires identifying the range of possible

solutions that address the root cause of theproblem.

The analysis determines the way each ofthe possible solutions will affect the problem.The analysis should also consider the effectof the possible solution on the processes orsystems used by an organization based on theassumption that a change to fix one part of asystem may cause a new problem with anoth-er part of the system.

At the same time, the leader mustremain aware that decisions have a directeffect on followers when evaluating possiblealternatives.

After evaluating the possible alterna-tives, the leader should be able to determinethe solution that is most likely to solve theproblem without causing new and unantici-pated problems.

Several reports over the past decadesrevealed that the New York City public

schools have not been operating efficientlyin meeting the needs of our children.

Public high school students' views andexperiences on issues ranging from aca-demics, safety and social services issueshave been depressing.

As part of the solution to fix the ongo-ing problems, the chartered school conceptwas introduced and authorized under theNew York Charter Schools Act of 1998.These schools receive public funding butoperate independently.

Chartered schools have been recordingsuccesses in their ability to provide a safe,disciplined, and orderly learning environ-ment and serve some of the city's lowest-performing and troubled students who canbe tough to handle. Class sizes also made asignificant difference in how students per-ceived their education with higher academ-ic performances.

However, Bill de Blasio who duringhis campaign for mayor, made it clear thathe had a different, less favorable view ofchartered schools than his predecessor,Michael Bloomberg.

With the support of teachers unions,the mayor is already shutting out charteredschools from public school properties. Themayor is also blocking several high-achiev-ing charter schools out of its building, leav-ing hundreds of parents wondering wheretheir children will attend classes next fall.

Although the chartered schools serveonly 6 percent of the city’s student popula-tion, de Blasio claim that the public schoolslosing their classroom space did not pro-vide properly for children with specialneeds. He further alleged that the charteredschools housing elementary school kids inhigh school buildings were not secured.

The mayor was also quoted as saying,“Chartered schools are not the silver bulletto fixing public education.”

Nevertheless, de Blasio should consid-er that 93 percent of chartered school stu-dents in the city are Blacks and Latinos andmajority of these students are in the top 1percent in math and 7 percent in readingand writing in New York State.

It would appear that de Blasio move toboot chartered schools from city buildingsis illogical and not in the interests of thepeople he vowed to serve.

Governor Andrew Cuomo is on theright tract by promising to pay the rent ofchartered schools denied space under thecrackdown by Mayor de Blasio. The gover-nor also pledged to support legislation thatwould give charters extra money to leasenew facilities if they get the boot from citybuildings.

We need to fix the education system inNew York City, but removing charteredschool from city buildings is not a smartsolution.

Lawyer Arrested for StealingEast Haven:

Alfred J. Cronk, 55, East Haven, Connecticut, a former attorney, was arrested andcharged with stealing more than $18,000 of the proceeds from the sale of a house

owned by an estate he was retained to represent.The defendant was charged with one count of Larceny in the Second Degree, a

class C felony carrying a maximum prison sentence of ten years.According to the arrest warrant affidavit, Cronk arranged for the sale of the home

of a deceased East Haven woman whose estate he was retained to represent. The pro-ceeds from the sale were deposited into the attorney’s trustee account from which hemisappropriated more than $18,000, the warrant alleges.

According to the warrant, Cronk surrendered his license to practice law in May2013, following an investigation of complaints brought against him by other individu-als to the state Judicial Branch’s Disciplinary Counsel for lawyers.

Cronk was released after posting a $20,000 non-surety bond and will be arraignedin New Haven Superior Court, G.A. No. 23, on March 25, 2014. The charges are mere-ly accusations and he is presumed innocent unless and until proven guilty.

The case is being prosecuted by the Statewide Prosecution Bureau in the ChiefState’s Attorney’s Office in Rocky Hill.

MOUNT VERNON:

An off-duty Mount Vernon Firefighterand his wife face robbery and assault

charges in an attack on a pregnant womanthat occurred during a dispute over the titleto a vehicle.

Charles Clayton, 38 and his wifeLashea Clayton, 35 of 75 Barket KennelRoad in Pleasant Valley are accused ofaccosting a 32-year-old woman on the 400block of South 1st Avenue shortly before 7Wednesday night in an attempt to get her torelinquish the title to her vehicle.

The vehicle is registered to the victim,however there is a conflict over its owner-ship between the victim and an imprisonedmember of the Clayton family.

Lashea Clayton is alleged to havephysically attacked the woman whileCharles Clayton reportedly took her purseand other items.

Two of the victim’s young childrenwere present during the incident. The vic-tims’ mother, an off-duty CorrectionsOfficer was also present and intervened,detaining the suspects until Mount VernonPolice Officers arrived at the scene. Thevictim who is seven months pregnant wastaken to Lawrence Hospital with bruisesand abrasions as well as abdominal pain.

Both of the Clayton’s were chargedwith 2nd Degree Robbery, a felony, 3rdDegree Assault a misdemeanor andEndangering the Welfare of a Child, a mis-demeanor. The charges may be upgradedpending examination of the unborn child.

Charles Clayton, who has been withthe Mount Vernon Fire Department for sixyears, has been arrested eight times since1996 and two of the arrests were for felonycharges. He has been arrested once sincebecoming a firefighter on the misdemeanorcharge of Driving While Intoxicated.

The arrest occurred in 2011 and hepled guilty to Driving While AbilityImpaired by Alcohol, a traffic infraction.All of his arrests occurred in MountVernon, Port Chester and the Bronx andinclude charges of Driving WhileIntoxicated, Criminal Possession of aControlled Substance, Criminal Possessionof Marihuana, Bail Jumping and ResistingArrest, Including the 2011 incident.

Charles Clayton has been convictedtwice of Driving While Ability Impairedby Alcohol, a traffic infraction. He hasbeen convicted three times on the charge of7th Degree Criminal Possession of aControlled Substance in addition to con-victions for Bail Jumping, Resisting Arrest,and Reckless Driving. Lashea Clayton hasno prior arrest record. Both are due inMount Vernon City Court later today.

“The pregnant victim in this case in noway deserved the treatment she got over acar that doesn’t even belong to the sus-pects,” said Mayor Ernest D. Davis. “Thelack of compassion for the woman and herchildren is disturbing.”

ROME:

Attorney General Eric T. Schneidermanrecently announced the settlement of

an investigation by his office against BetsyRoss Nursing and Rehabilitation Center,located in Rome, NY, for discrimination onthe basis of race against African-Americanemployees. Betsy Ross is a private, for-profit, 120-bed nursing home facility thatprovides long-term care, rehabilitative serv-ices and other treatment to senior citizens.

Attorney General Schneiderman’soffice opened an investigation after receiv-ing multiple complaints about discrimina-tion in the assignments of African-American nurses at the nursing home.Specifically, the complaints alleged that thenursing home accommodated the raciallydiscriminatory preferences of a patient whodid not want to be seen or treated byAfrican-American nurses.

The nursing home responded by reas-signing all African-American nurses toanother unit of the facility, barring African-American employees from working in theunit, and posting an order that read “NoColored Nurses” in the unit.

“The fact that nearly 50 years after thepassage of the Civil Rights Act of 1964,some New Yorkers are still subject to racialdiscrimination at work – or anywhere – isshocking and unacceptable,” AttorneyGeneral Schneiderman said. “Sadly, thiscase demonstrates that racism is still alive,and that we must be aggressive and unwa-vering in rooting out racial discriminationby employers.”

Marc Morial, President and ChiefExecutive Officer of the National UrbanLeague, said, “Each day, we are confrontedwith bitter reminders of ongoing discrimi-nation faced by African American and otherunderserved communities in the workplace.I applaud the Attorney General’s Office forenforcing our anti-discrimination laws andtaking steps to ensure that all employees aretreated equally, regardless of race.”

Under Title VII of the Civil Rights Actof 1964 and the New York State HumanRights Law, it is unlawful to discriminateagainst employees based on race. BetsyRoss has agreed to implement new policiesand reforms to protect the rights of employ-ees and to ensure a nondiscriminatory envi-ronment for all employees going forward.

Ranti Azeez-Taiwo of Staten Island, wassentenced to serve 18 months in prison

to be followed by one year of supervisedrelease, the Justice Department and InternalRevenue Service (IRS) announced on(March 6) Thursday.

Azeez-Taiwo was also ordered to pay$24,802 in restitution. On September 30,2013, a federal jury in the Eastern Districtof New York convicted Azeez-Taiwo of 16counts of aiding or assisting in the prepara-tion of false income tax returns for clients.

According to evidence introduced attrial, the defendant operated a tax prepara-tion business called Lot Associates Inc.,located in Staten Island. Evidence showed

that the defendant aided, advised and pre-pared false individual income tax returnsfor clients during the 2006 through 2010tax years.

These false individual income taxreturns claimed unreimbursed employeeexpenses and charitable donations that tax-payers testified the defendant claimed ontheir returns without the taxpayers’ knowl-edge. Several taxpayers testified they paidfines and interest to the IRS as a result ofthe false income tax returns Azeez-Taiwohad prepared and submitted to the IRS.

This case was investigated by IRS-Criminal Investigation and was prosecutedby Trial Attorneys Mark Kotila and MarkMcDonald of the Tax Division.

including those related to stop and frisk, are on the decline. The Civilian ComplaintReview Board says they fell six percent between 2012 and 2013. While the number ofdocumented street encounters by the NYPD dropped 64 percent, the number of com-plaints related to stop and frisk fell nine percent. The CCRB acknowledges however, thatsome of the decrease may be related to a two month period last year when their toll freenumber was down due to Hurricane Sandy.

Thisweek, nearly 28,000 students will find outwhether they scored high enough on a test toearn a spot at one of the city's eight special-ized high schools, but this year's eighthgraders could be the last to go through thatprocess.

According to NY 1 reports, there are77,000 eighth graders. Five thousand scoredwell enough on an exam to get into one ofthe city's specialized high schools.

Stuyvesant High School has alwaysrequired the highest scores. This year, 952students got in. Just 21 of them are Hispanic.Seven are black.

"These schools are the jewels in thecrown for our public school system," saidMayor Bill de Blasio. "They produceextraordinary leaders."

The student demographics at the spe-cialized schools, however, have beenincreasingly out of line with the rest of theschool system. Seventy percent of city stu-dents are black or Hispanic. This year, theygot 12 percent of the offers.

AHaitian investigative judge promisedon Thursday to issue, within the com-

ing weeks, his report on the case of 9 ofthe 20 Jamaicans held in Haiti on drug andgun trafficking charges, as the investiga-tion into the case comes to an end.

Judge Frantz Badette said he hasalready completed his inquiry into thecases involving Roy Prince, RichardWinston and Gary Williams, and promisedto issue his report on those cases by theend of this month, while he continues towork on six other cases.

"I would like to say that we are work-ing on the cases regarding the Jamaicansand I will issue my report on three of themin about two weeks," Badette told HCNNon Thursday, as he sat in his investigatingroom at the Judicial Palace in the southerntown of Les Cayes.

Badette is also investigating accusa-tions of drug trafficking against LinvalSamuels, Tuckre Augustus, EthnielWilliams, Dennis Michael, RomaineBrown and Glenval Hall.

"We are mov-ing forward withthese six other cases.We have a few moreinterrogations tocarry out and Ishould conclude theinvestigation in lessthan a month,"Badette told HCNN.

The judge'sreport will determine

who should be released for lack of evi-dence and who should be tried.

The investigating judge is forbiddenby law to reveal or discuss publicly thefindings of his investigation before theconclusion of the inquiry, but other judi-cial sources told HCNN that some of theJamaican suspects, who were caught inpossession of narcotics, will be sentbefore a criminal court to be tried.

The remaining 11 cases were distrib-uted to other judges or were submitted tojudges whose term has, in the meantime,expired -- which has caused scores ofinvestigations to stall, according to sever-al judicial sources.

tional approach needs to be taken by theCaribbean Community (CARICOM) onthe issue of reparations.

She noted that the matter, which isimportant given the history and modernconsequences of slavery in Jamaica andthe wider Caribbean, should be a processof reconciliation and dialogue, free fromanimosity.

Simpson-Miller was addressing aclosed door meeting at the 25th inter-ses-sional meeting of the Conference of Headsof Government of the CaribbeanCommunity (CARICOM), which official-ly opened on Monday in St Vincent andthe Grenadines.

A key item on the table was repara-tions for native genocide and slavery. It isa topic of intense discussion in theCaribbean, which has led to the formation

of individualnational commis-sions throughoutthe region. Theseinclude Jamaica,Antigua andB a r b u d a ,Barbados, Belize,Guyana, StVincent and theGrenadines andSuriname.

In addition, a CARICOM ReparationsCommission was constituted to establishthe moral, ethical and legal case for thepayment of reparations by the govern-ments of all the colonial powers and therelevant institutions in those countries, tothe nations and people of CARICOM forthe crimes against humanity, includingnative genocide, the trans-Atlantic slavetrade and a radicalized system of chattelslavery.

"Some may find it ironic that gun vio-lence took place in my community thismorning as I prepared to hold a press con-ference at City Hall to discuss efforts todeclare June as Gun Violence AwarenessMonth. It actually doesn't come as a sur-prise to many in our community becausethese incidents occur too regularly. What isshocking perhaps is that this didn't takeplace in the middle of the night in a known'hot spot' for violence, but rather in a tree-lined working class neighborhood, on ablock where parents were dropping theirchildren off to school, seniors were headingto daily mass and church, and commuterswere on their way to work.

"To say I'm outraged would be wrongand to say I'm disheartened would bewrong. We all know that when the longwinter subsides, the scourge of gun vio-lence will increase in certain communities.I would rather say that I'm emboldened bythis morning's shooting and as co-chair ofthe Council's Taskforce to Combat GunViolence, I know that as legislators, wemust continue our efforts to address the rootcauses of this epidemic. The model we haveemployed in one precinct in each borough

has assisted law enforcement in curbing gunviolence. It is time now to expand themodel that Mayor Bloomberg and SpeakerQuinn helped established and duplicatethese programs in other precincts where gunviolence flourishes. If an organization likeMan Up! can take a few blocks in East NewYork and employ programming that helpszero out gun violence for nearly an entireyear, then our City discussion shouldn't becentered on Stop & Frisk. Rather thandebating tactics that clearly don't work, weshould be racing to duplicate the work ofgroups like Man Up!, YO SOS and LIFECamp.

Councilmember Mathieu Eugene,Chair of the Youth Services

Committee, is announcing that the NewYork City Department of Youth andCareer Development (DYCD) are accept-ing applications now for the 2014Summer Youth Employment Program(SYEP).

The application period started,Monday, March 3, 2014 and ends Friday,April 25, 2014. Anyone who is aged 14 to24 and is a permanent resident within thefive boroughs of New York City is eligi-ble to apply for the program.

Applicants for SYEP can submit acompleted application by going on towww.nyc.gov/dycd.

SYEP provides New York City youthwith paid summer employment for up tosix weeks in the months of July andAugust. Participants gain work experi-ence in a variety of entry-level jobs,including summer camps, parks, muse-ums, hospitals, community-based organi-zations, small businesses and retail organ-izations.

In addition to providing youth withinvaluable work experience, SYEP alsoprovides important workshops on careerexploration, job readiness, financial liter-acy and opportunities to continue educa-tion and social growth.

Programs take place in community-based organizations in all five of theCity’s boroughs. Youth have the option ofapplying for program online or at a com-munity-based organization during theapplication period. A lottery process will

determine the participants of the program.Specialized programming is available fordisabled, foster care, runaway/homelessand justice-involved youth.

Councilmember Eugene stronglyencourages all youth who are eligible forSYEP to apply. “I consider SYEP to be avery important program that the City pro-vides to our youth. Developing work andsocial skills at an early age lays down astrong foundation for our young peopleand helps them develop the work ethic,self-esteem and character that will enablethem to succeed in all endeavors theyaspire to in the future. Having once run anorganization that provided recreationalopportunities for underprivileged chil-dren in Brooklyn, I understand howimportant SYEP is for the continuedgrowth and development of our youth,”said Councilmember Eugene.

The IRS reminded taxpayers thePresidents Day holiday period typically

marks one of the busiest weeks of the taxfiling season for its phone lines. There areother alternatives to help taxpayers findanswers to commonly asked tax questions.

The Internal Revenue Service has sev-eral easy-to-use, online tools on IRS.gov.Taxpayers can check the status of theirrefund, request a copy of their tax transcriptor get an answer to their tax questionsaround the clock.

“The entire week of the Presidents Dayholiday marks a peak time in the number ofcalls to the IRS, and we encourage taxpay-ers to visit IRS.gov as the best place to getquick help,” said IRS Commissioner JohnKoskinen.

Due to limited resources, the IRS haschanged the services provided at the toll-free telephone number and IRS TaxpayerAssistance Centers. To save time and findanswers faster, taxpayers should makeIRS.gov their first stop. A good place to startis 1040 Central for a quick overview. TheIRS Services Guide also provides a list ofresources.

Here are some of the most commonreasons people call us over Presidents Dayholiday week and the faster and easier waysto get answers:

Want to know where your refund is?More than 90 percent of refunds are issuedin less than 21 days. IRS representatives

will not provide individual refund informa-tion before then. Taxpayers can easily findinformation about their refund by using theWhere’s My Refund? tool. It’s available onIRS.gov and on the Smartphone app,IRS2Go.

Where’s My Refund? provides taxpay-ers with the most up-to-date informationavailable. Taxpayers must have informationfrom their current, pending tax return toaccess their refund information. Refundinformation is updated just once a day, gen-erally overnight, so there’s no need to checkmore than once a day.

Didn’t get a W-2? Employers are required tosend to their employees a Form W-2,Statement of Earnings, by January 31.Employees should allow enough time fortheir form to be mailed to their address ofrecord. If form W-2 is not received by mid-February, employees should first contacttheir employer to ensure they have the cor-rect address on file.

After exhausting all options with theemployer, employees may contact the IRSand we will send a letter to the employer.However, we would urge you to call afterPresidents Day week to avoid long waittimes on the telephone.

Need a copy of your tax return or tran-script? Taxpayers can easily order a returnor transcript on the IRS.gov website, on our

IRS2Go Smartphone app or by mailing us acompleted Form 4506-T. More informationon these options is available at IRS.gov.

Ordering a tax return or tax transcriptdoes not mean a taxpayer will get theirrefund faster. The two are not connected inany way. IRS transcripts are often used tovalidate income and tax filing status formortgage, student and small business loanapplications and to help with tax prepara-tion.

Need answers to tax law questions?Questions about what filing status means,whether to file a tax return or who can beclaimed as a dependent? Simply do a key-word search on IRS.gov; use Publication17, the annual, searchable income tax guide;or the IRS Tax Map, which allows search bytopic or keyword for single-point access totax law information by subject. Taxpayers

can even call TeleTax at 1-800-829-4477 forrecorded information on a variety of gener-al and business tax topics.

Can’t pay a tax bill?For taxpayers whose concern isn’t a refund,but rather, a tax bill they can’t pay, theOnline Payment Agreement tool can helpthem determine in a matter of minuteswhether they qualify for an installmentagreement with the IRS. And those whosetax obligation is even more serious, theOffer in Compromise Pre-Qualifier can helpthem determine if they qualify for an offerin compromise, an agreement with the IRSthat settles their tax liability for less than thefull amount owed.

Need help with preparing your taxes?Free tax return help is available nationwidefrom volunteers and on IRS.gov with FreeFile. Local community partners operateroughly 13,000 Volunteer Income TaxAssistance (VITA) and Tax Counseling forthe Elderly (TCE) sites nationwide. IRS Free File is offered by 14 tax soft-ware companies that make their brand-nameproducts available for free to the 70 percentof taxpayers who earned $58,000 or less lastyear.
