OBJECTIVE To provide a solution for better monitoring of

Anganwadi & related services using Biometric and Barcode systems

ASSUMPTIONS No. of workers at each Anganwadi – 2

No. of Children & other beneficiaries at each Anganwadi – max. 100 nos.

Data from each Anganwadi to be sent to the central server located in Gandhinagar on daily basis

Deployment of centralised Server at Gandhinagar for generating MIS reports as per requirement

All CDPO offices are having basic IT Infrastructure such as computers & GSWAN connectivity

TECHNICAL/FEASIBILITY CHALLENGES Different operating environment of Anganwadi (Ex.

some anganwadi operated in rented premise and some anganwadi do not have electricity facility yet)

Monthly recurring cost of SIM card in case of the GPRS technology based machine to be used.

Need of some storage and uploading system If GPRS technology will not used.

Safety & custody of biometric devices on day to day basis

CLASSIFICATION OF BENEFICIARIES For this particular project, we have 3 category of

beneficiaries

Anganwadi workers & visiting supervisorObjective is to provide a system for daily attendance mark in for all Anganwadi workers & for visiting supervisors at Anganwadi

3 to 6 years child Objective is to provide daily hot cooked meal and regular tracking/monitoring

THR BeneficiariesObjective is to provide take home ration on defined interval and regular monitoring

IS THERE ANY GENERIC SOLUTION APPLICABLE TO ALL??? There is no single generic solution applicable to all

beneficiary in all the circumstances as there are so many governing factors.

Our solution will be dependent on local governing factors so we will divide our solution in 3 parts as per beneficiary

Our approach should be to develop unique solution for unique case i.e. a solution for Anganwadi with no electricity will differ from Anganwadi with electricity.

Biometric system will verify thumb impression of Anganwadi worker every time***

Anganwadi worker will be issued a smart card & she will swap/scan the card every time wall mounted/Hand hold device***.

best suited.

Biometric system will verify thumb impression of child every time while serving hot cooked meal

A mother-child combine smart card to be issued. Beneficiary receives bar coded coupons for entire month at CSC. Beneficiary give coupons to anganwadi workers. Anganwadi worker gives hot cook meal and collect and submit all bar coded coupons to CDPO.

Approx Cost (Rs.)

25000 per unit Barcode Reader: 5,000 per Unit at block level

System Limitation

1. Child thumb impression changes too fast.

2. Not easy to take thumb impression of too young children.

3. No control on quality and quantity of hot cooked meal

TECHNICAL SOLUTIONS: PART 3 :FOR DISTRIBUTION OF TAKE HOME RATION (THR) Essentially the system requires a fingerprint

enrolment and authentication device with low cost connectivity or smart card or bar-coupon system.

Options are available :

Option 1 : THR distribution System based on biometric technology

Option 2: ICDS card + Bar coded coupon system (PDS Model )

Biometric system will verify thumb impression of beneficiary every time.

Smart card for woman to be issued. With smart card beneficiary receives bar coded coupons for entire month at CSC. Beneficiary give coupons to anganwadi workers. Anganwadi worker gives THR and collect and submit all bar coded coupons to CDPO.

Barcode Reader: 5,000 per Unit at Block level

POINTS FOR CONSIDERATION Any solution to be implemented after pilot study and

in phase by phase manner

It is observed that as age increases the biometric details of a person may differ to some extent.

Biometrics is an expensive security solution.

Recurring cost of sim card recharging each month for deploying GPRS system

One time registration of all beneficiaries for biometric will be required. Data may be captured from UID
