UK Department for Transport defines the purpose of a port master plan as follows:

Our experience: Every master plan will be different depending on the size, location, business of a port and the extent of plans for future development although they have similar topics to address

Why creating a vision?
§ to define the ambitions, targets and long-term desired position of a port§ to use it as a communication tool for port employees, port users, local
community and other key stakeholders§ marketing tool for or other ports related publication

§ the vision also forms a sophisticated framework for the design and the development of the port masterplan itself
§ to use it as a checking tool during the process to confirm that you aim on the right focus, goal and targets

approvalsHistorically ports have had often poor relationships with their neighbours. This has largely been due to:§ Traffic: both congestion and overnight§ Noise: from traffic, port equipment and cargo handling, particularly at night§ Light pollution: visual aspect and light spill to adjacent properties§ Air quality: dust, particulates, smelly cargoes§ Housekeeping: litter, unmaintained buildings, dereliction
Finally ports have not always responded adequately to complaints.

The trend is for ports to seek a good relationship with their surrounding port cities, port citizens and communities.

• Several campaigns such as “Living with the Port” organized by the Port of Koper in Slovenia
• Harbour WEB TV to keep the public informed about the latest news of the port business organized by Hamburg PA, Germany
• Establishment of Port Centres such as in Rotterdam, Antwerp or Melbourne
These initiatives are highly appreciated, supported and awarded by ESPO!

• Prepare a stakeholder engagement plan• Prepare publicity (letter or leaflet, press, radio or TV)• Invite stakeholders at the earliest possible stage• Meeting, workshop, panels or exhibition• Allows beneficial influence over planning process• Record all community consultation • It assists environmental impact assessment and consents• Set up website for master plan• Repeat consultation as plan develops• Consider public exhibition once plan is developed
