Have you seen the NoTowersOn50 signs in the community? Perhaps your neighbor has a NoTowersOn50 sign in

their yard or decal on their car? Talk to them! Hear about the challenge Stone Ridge is facing!

In a nutshell, the Stone Ridge entrance on Route 50 will become nothing but grass if the Dominion Power application is approved by the State Corporation Commission (SCC). Our landmark fountain, our logo – will be gone forever. All residents need to become familiar with what is at stake. Go to NoTowersOn50.org, sign the petition and attend the SCC Public Hearing when the new date is selected.

Local businesses and community organizations, including Stone Ridge Association, came together to form Save 50 Task Force to bring awareness to the proposed high capacity power lines on Rt. 50 in the Dulles South community. The NoTowersOn50.org website is the single source where everyone can sign the petition and find updated information. The following is a brief summary of events so far…

On May 20, 2015 Dominion Power submitted an application to the SCC for the Poland Road 230 kV Transmission Line and substation, case # PUE-2015-00053. The application proposes the placement of 110’ tall power lines along Route 50 from Stone Ridge to Poland Road. The power lines would pass directly in front of the Stone Ridge entrance which forces the removal of the entrance fountain, pond and landscaping to achieve the 100’ buffer required for pole installation. The tall transmission line could also compromise the flight path for helicopters transporting trauma patients to the new StoneSprings Hospital. All property owners along Route 50 are likewise negatively impacted by the proposed transmission lines and have voiced their opposition to the application.

Stone Ridge Association and Van Metre Companies have engaged legal counsel to fight the proposed routes. South Riding Propriety and other property owners along Route 50 have also joined the fight

by engaging independent legal counsels. On July 15th the Loudoun County Board of Supervisors unanimously passed a resolution strongly opposing Dominion’s proposed routes for the Poland Road transmission line. In fact, the BOS submitted three alternative routes to SCC for consideration. On August 6th the SCC postponed the scheduled Public Hearings to provide Dominion Power time to review the alternative routes proposed by the BOS.

So far, we are waiting for the SCC to reschedule the Public Hearing. Meanwhile, neighboring associations such as Avonlea, Kirkpatrick Farms, Lenah Run and others have stopped by the office to get yard signs, decals, flyers, etc. to spread the word in their own associations. The collective goal is to say NO to any transmission line on Route 50 – the gateway to Loudoun County.

Stone Ridge has a lot to lose … YOU need to have YOUR voice heard by the SCC.

Join the Cause! Go to NoTowersOn50.org and click on “take action” to sign the petition expressing your opposition to the routes proposed by Dominion Power. Everyone in the household, 18 years and older, can submit a petition. The Save 50 Task Force created the petition to the specifics required by the SCC. (Note: without completing the petition fully, the SCC will discard your submission.)

Get Involved!Volunteer to help spread the word, hand out yard signs/clings, and be ready to attend the SCC Hearing!

Follow the Case The primary repository for documents related to this case can be found on the SCC’s Docket Search site (enter case number PUE-2015-00053). Please note it could take a day or two for documents to be loaded to their site.

Be Seen and Heard! Watch for updates on the website and through the e-blast. As soon as the SCC schedules the new Public Hearing date, that information will be posted.

BOARD HIGHLIGHTS FOR AUGUST

BOARD

Approved the July 17, 2015 Board of Directors Meeting Minutes and the Committee minutes.

Denied the request from an owner in Landbay 5R to waive the $50 Existing Modification Application Fee; Directors determined the Declaration of Covenants, Conditions and Restrictions, Article VII, Section 7.8 “Application Review” clearly stated the requirement of an approved application before construction of any improvement.

Acknowledged the necessary adjustments to the pool hours the week of August 31st was due to Loudoun County Schools opening before Labor Day.

Accepted the 2015 calendar for Board work session September 10, Annual Meeting November 17 and the December Board meeting moved to December 1.

Sustained the decision of the Architectural Review Committee to disapprove the fence application for owners in Landbay 2 that extended the property line fence 12’ into the common area; Directors determined common areas should remain open for all residents to enjoy.

Sustained the decision of the Architectural Review Committee to disapprove the privacy panel application for owners in Section 55; Directors determined the privacy panels were not in keeping with the overall style and design of the homes in the Savannah sections.

Accepted the 2014 audit performed by Johnson, Bremer & Ignacio, CPAs, P.C.

Approved the annexation agreements for Van Metre at Stone Ridge East, Van Metre at Stone Ridge East II and Section 15B Proffer.

Agreed to have Gorove/Slade update the all way stop warrant studies for Mineral Springs / Destiny Drive and Stone Springs Blvd. / Greenstone Drive intersections.

Awarded the Greenstone tennis court crack repairs and color coat to Bishop’s Tennis, Inc. for a cost of $10,370.

ELECTION PROCEDURES FOR HOMEOWNER BOARD MEMBER

Attention Owners!! The 2015 elections are just around the corner!

One director position is open for this year’s election in November. Director Leslie Lewis filled the vacancy created when Paul Yeloushan resigned in May 2014 and was elected for a one-year term at the November 2014 Annual Meeting. Owners interested in participating on the Board can also toss their hat(s) into the ring for the 2015 election at Stone Ridge!

Electronic voting is back again for the 2015 Stone Ridge election! Owners will have three methods of voting available: electronic, paper proxy/ballots and at the meeting per Community Code No 11. Please watch the EIS for more details as the election time draws near!

The following procedure was established by the Board of Directors at the June 21, 2005 meeting for the election of homeowner Board members. The following procedures will be followed:

DECLARATION OF CANDIDACY • Solicit candidates via the newsletter and

SRNet at least 30 days prior to the annualmeeting

• Candidates for the Board of Directors mustdeclare their intent to run, in writing, nolater than 5 p.m. on the date specified withthe submission of a half page, single-spacedtyped resume/biography to the Associationoffice stating their intent to run.

• In conjunction with the written declarationto run, Candidates for the Board of Directorsmust complete a petition form with at least3 signatures and return the petition to theAssociation office.

• Nominations from the floor may be acceptedpursuant to Section 3.5(b) of the Bylaws.

BALLOT FORMAT• Candidates’ names will be placed on the

ballot in alphabetical order.• Ballots will be printed on one sheet. Copies

of the biographies will be included with theballot.

• Each ballot will include name, signature,address, and a statement that it is only validif signed. A space will be provided for thevoter’s signature.

BALLOT DISTRIBUTION• Ballots will be mailed to the Owner address

of record with the Association and will bedistributed only to Owners in good standing.

• One ballot will be allowed for each vote. Ifthe ownership of a lot/unit is in the nameof more than one (1) person, Owners mustagree and cast the one vote allowed for eachlot/unit.

BALLOT RETURN• Ballots may be mailed or hand-delivered to

the Association office until the opening ofthe Annual Meeting or cast in person at theAnnual Meeting.

• Election results will be announced at theAnnual Meeting.

HOW TO BECOME A CANDIDATE

The Board of Directors is comprised of members serving three-year terms. To be eligible to serve as a Director, you must be an owner and have no outstanding architectural violations or delinquent assessments.

To declare your candidacy, return the Director Petition form along with a short (half page single-spaced) biographical sketch to the Association office. The following questions may serve as a guideline:

• How long have you lived in Stone Ridge?• What attracted you to this community?• What previous volunteer or work-related

experience/skills do you have that could bebeneficial in the role of a Director?

• What goals do you have for the communityin the next three years?

One violation hearing was conducted; monetary charges were assessed.

The Covenants Committee investigates and renders decisions on alleged violations of the Governing Documents as dictated by Article VII of the Amended & Restated Declaration of Covenants, Conditions and Restrictions.

Meetings are held the second Wednesday of the month November through January and the fourth Wednesday of the month for the remainder of the year in the Association Office Conference Room at 6:30pm. Meetings are open to all Stone Ridge residents.

Disapproval was based on Community Code No. 1 Design & Maintenance Standards, Doors, which states: “Storm doors will be finished the same color as the door they enclose or that of its immediately surrounding trim.” Owner can appeal disapproval to the Board of Directors.

Fall is here! Soon we will be enjoying the vast array of color displayed by all the beautiful fall foliage. It is important to remember that lawn mowing season continues well into the fall. Please continue to mow and trim your lawns and remove any dead plants, bushes, or trees.

Remove any fallen leaves. Your kids may love jumping around in the piles of leaves in your yard, but in general, they are not good for your lawn. When leaves pile up, they block sunlight from reaching your grass, and therefore inhibit the process of photosynthesis. This, in turn, limits the amount of energy and nutrients the plants can create. Your grass needs to breathe. We suggest doing leaf removal at least twice in the fall; even better, do it every 7-10 days.

Anyone with kids or animals can understand that lawns become compacted over time. If your soil is compacted, it is difficult for water, air, and nutrients to penetrate the soil. This is where core aeration comes in. Core aeration is the process of pulling up little dirt plugs out of your lawn to relieve this pressure. Aeration improves fertilizer uptake, reduces water runoff, strengthens roots, reduces compaction, enhances heat and drought tolerance, improves resiliency, and can take a destroyed lawn and renovate it quickly. We recommend you do core aeration once per year and always in the fall. September is a great time for core aeration!

You’ll likely see the most prominent and dramatic results with overseeding. Overseeding, also called reseeding, is the process of adding more grass plants for your existing lawn. Over time, mature plant’s production rates will drop. Therefore, to keep a lawn young and lush, it’s necessary to incorporate crops of young grass plants. Overseeding benefits all types of grass, but it will benefit cold season grasses in Northern Virginia, the most. Fall is the best time of the

year to do this. When nights are 50-60 degrees, right before leaves start falling, is the perfect time. You’re basically giving your lawn a head start by overseeding in the fall instead of the spring. When you’re ready to overseed, cut your grass a little shorter (to a height of 2 inches or shorter). Think about applying soil amendments such as fertilizer. Do this every year until your lawn is thick and awesome.

Fertilization is the process of feeding your lawn the proper nutrients it needs to be healthy and green. Experts say you should fertilize your lawn four times per year (once each season), but make sure that at the very least, you should do it once per year. The fall is a great time to do so because your lawn is in ideal condition for feeding; the temperatures are right, the amount of sunlight is prime, and it’s good preparation for a season of slower growth. Organic fertilizer is better for your lawn, but chemical will kill those pesky weeds. Your choice. Buy the proper equipment. A drop spreader is great for smaller lawns, but a rotary spreader is better for big lawns. Most importantly, use care with fertilizer, and make sure to clean up properly after you’re done.

• Conduct a full-body tick check using a hand-held or full-length mirror to view all partsof your body upon return from tick-infestedareas. Parents should check their children forticks under the arms, in and around the ears,inside the belly button, behind the knees,between the legs, around the waist, andespecially in their hair.

• Examine gear and pets. Ticks can ride intothe home on clothing and pets, then attachto a person later, so carefully examine pets,coats, and day packs.

• Tumble clothes in a dryer on high heat for anhour to kill remaining ticks. (Some researchsuggests that shorter drying times may also be effective, particularly if the clothing is not wet.)

PREVENTING TICKS ON YOUR PETS

Dogs are very susceptible to tick bites and tickborne diseases. Vaccines are not available for all the tickborne diseases that dogs can get, and they don’t keep the dogs from bringing ticks into your home. For these reasons, it’s important to use a tick preventive product on your dog.

Tick bites on dogs may be hard to detect. Signs of tickborne disease may not appear for 7-21 days or longer after a tick bite, so watch your dog closely for changes in behavior or appetite if you suspect that your pet has been bitten by a tick.

To reduce the chances that a tick will transmit disease to you or your pets:

• Check your pets for ticks daily, especiallyafter they spend time outdoors.

• If you find a tick on your dog, remove it rightaway.

• Ask your veterinarian to conduct a tick checkat each exam.

• Talk to your veterinarian about tickbornediseases in your area.

• Reduce tick habitat in your yard.• Talk with your veterinarian about using tick

preventives on your pet.

Avoid folklore remedies such as “painting” the tick with nail polish or petroleum jelly, or using heat to make the tick detach from the skin. Your goal is to remove the tick as quickly as possible--not waiting for it to detach.

Election Day will be here before you know it. The Loudoun County Office of Elections has made some precinct changes in the Ashburn, Blue Ridge, Broad Run, Catoctin and Dulles Election Districts. A Voter Registration Notice will be sent to all of those residents impacted by the change in early to mid- September.

DOG LICENSING NOW AVAILABLE ONLINE

Loudoun County residents can now pay for their dog licenses online. Citizens have the option to purchase dog licenses for one, two or three-year periods provided that the dog’s rabies certificate is valid for the period of time being covered. The cost is $10 per dog.

Officials with the Loudoun County Department of Animal Services hope the new online system will lead to an increase in the number of licensed dogs within the county as well as provide an easier and more user-friendly experience for the citizens of Loudoun.

The Commonwealth of Virginia mandates Loudoun County to require all dogs four months of age and older to be licensed. In Loudoun County, dog licenses are issued concurrently with the rabies vaccination effective period for each dog. Failure to purchase a dog license is a Class IV Misdemeanor which can carry up to a $250 fine. There are many other reasons to purchase a dog license.

• A license identifies a dog as owned and not ahomeless stray. Animal Control Officers whofind a dog running loose in the communitywearing a collar and license will attempt todeliver the pet home immediately, skipping atrip to the animal shelter.

• For a dog and its owner to enjoy the manybenefits of visiting a local dog park, a doglicense is required.

• License fees support Animal Servicesprograms including: care and housing forapproximately 3,000 stray and abandonedanimals a year; investigations of animalneglect and cruelty; emergency rescue andresponse services for animals: adoptionof homeless pets to new families: andcommunity education and outreach.

• Dog licensing programs ensure rabiesremains controlled among dogs. The onlyway to prevent your dog from contractingthe rabies virus is to maintain current rabiesvaccinations. Maintaining current rabiesvaccinations and dog licenses could save yourdog’s life.

RESPONSIBLE DISPOSAL OF E-WASTE

E-waste has been defined as “discarded electrical or electronic devices, and/or used electronics which are destined for reuse, resale, salvage, recycling or disposal” but is more easily defined as “anything with a battery or a cord”.

Some examples of e-waste include: cellphones, tube-type and flat panel televisions, computer monitors, laptops, pads, printers, radios, microwave ovens and DVD players- just to name a few.

It’s likely that everyone reading this has dealt with e-waste in one way or another. Perhaps one of your electronic devices has broken, you have purchased a newer model, or maybe you’ve kept your original model as long as you possibly could but it finally became too obsolete or dated to use with current technology.

Due to competitive technology and our information savvy society, even the latest technology is out of date within a few months of purchase. As a result, we are upgrading and changing out our electronic devices more often than ever before. It is estimated that 20 to 50 million metric tons of electronic devices are discarded each year.

E-waste is a dangerous material to dispose of improperly and irresponsibly due to toxic heavy metals such as mercury and lead and corrosive chemicals. These substances can cause serious damage when they are disposed of in the trash and subsequently end up in the landfill. When this happens, chemicals can seep (or leach) into surrounding groundwater causing serious harm to individuals, as well as the environment.

E-waste is also not acceptable in your traditional, Single Stream recycling. Lithium ion batteries which are located in many electronic devices can cause dangerous truck fires, while

mercury-containing devices have the opportunity to break and cause a hazardous waste ‘release’.

The safest and most responsible disposal for your e-waste is at a designated e-waste drop off location. To find these locations simply search “nearby e-waste drop off locations”. You may also contact your local landfill, which may have designated e-waste collection days established for you to drop off your items for proper disposal. Smaller items like cellphones can also be recycled at e-waste drop off bins located within electronic stores like Best Buy.

Over the past year, the Board of Supervisors has made progress on a significant number of transportation initiatives. Periodically, I try to provide updates so you know where projects stand. Due to space constraints, I can’t cover everything, but I invite you to visit www.loudoun.gov/underconstruction to stay

up date on current projects as well as future plans.

Route 50: Progress is continuing on final paving and configuration of Route 50. The project should be completed by the end of the year. I continue to be concerned about ongoing congestion on 50 even with the additional lane capacity and we are working with VDOT to ensure that signals are properly timed. VDOT has agreed to a pavement striping project on Route 28 northbound at the 50 interchange which might help ease some of the congestion there by extending the acceleration lane.

Route 606 Widening Project: Ground was broken in July to widen Route 606 to 4 lanes plus a bicycle/pedestrian lane, with the option for future expansion in the median to six lanes. The contract was awarded last summer to Shirley Contracting. Shirley will be able to maintain all lanes during the project. Included in this project will be the connection to Loudoun County Parkway. The new intersection will present some challenges and we are working to try to ensure there will be enough capacity. Completion of the project is expected in September of 2017.

Dulles Access Road/Bi-County Parkway: Not a lot new to report. In the wake of community opposition, VDOT has not taken steps to move forward on their plans to put median lanes on Route 50. The County completed a study demonstrating that these lanes are not needed and recommending that Evergreen Mills Road be widened to 4 lanes to allow traffic to move between a future Bi-County/Northstar Boulevard and 606/Dulles Airport. The Bi-County Parkway is undergoing study by VDOT to determine whether it scores high enough for funding in the new congestion relief formula.

Braddock and Pleasant Valley Road Roundabout: Last summer, the contract for the new roundabout was awarded to Fort Myer Construction and construction is officially underway. They expect to maintain all travel lanes during peak travel hours and limit lane closures to off peak or evening times. We are encountering some difficulty with utilities during the relocation process—both my office and Delegate Ramadan are trying to cut through the red tape. This project is expected to be completed by the end of 2016.

Tall Cedars Parkway: This project will complete the missing segment of Tall Cedars Parkway between Gum Spring Road and Pinebrook Road. We have seen frustrating delays entirely due to right of way acquisition. The County Attorney’s Office is finalizing agreements with the property owners over the summer and the project should begin before the end of the year. We are anticipating that completion will likely be in late 2016 or early 2017. As part of the new Avonlea Town Center development, Peterson Companies will be completing the missing two lane section between Pinebrook Road and Riding Center Drive.

Edgewater/Poland: We are working to update the temporary roundabout to a permanent one. I secured $950,000 in the FY2016 budget to begin work on design and construction. We are awaiting a project schedule.

Northstar Boulevard: Northstar Boulevard will be linked from Tall Cedars Parkway in Stone Ridge all the way across Route 50 to Brambleton. Funds have been allocated by the Board in three separate phases. The section from Shreveport Drive to Route 50 will cost $56.3 million and is funded over the next six years. The section from Route 50 to Tall Cedars Parkway is $36.7 million, funded in FY 2016-2017 and FY 2019-2020. Northstar and Arcola Boulevard will provide parallel routes to Gum Spring Road and alleviate congestion in that corridor.

As we all know, Loudoun’s transportation infrastructure has not kept pace with growth. Our traffic congestion is an impediment to economic development and to the quality of life for our residents. I continue to maintain that we must upgrade our infrastructure before seeing anymore significant residential growth, although growth is still occurring due to previous approvals and by-right development. SCHOOL BUS STOPPING FOR SCHOOL BUSES In the following pictures, the red vehicles must stop and remain stopped until all children are clear of the roadway and the bus moves again.

STOPPING DISTANCEThree factors determine the distance that it takes to stop your vehicle: perception time, reaction distance and braking distance.

PERCEPTION TIME:The time it takes you to recognize a hazard.

REACTION DISTANCE:The distance your vehicle travels between the time you recognize a problem and the time you apply the brakes.

BRAKING DISTANCE:The distance your car travels after you apply the brakes.

Perception time, reaction distance and braking distance are affected by weather, visibility, and your mental and physical condition. Braking distance is also affected by how fast your vehicle is traveling, the condition of your brakes and tires, and the pavement condition. BE A WALKING ROLE MODELChildren learn through experience. Walking with parents or another caregiver is an important way for children to practice crossing real streets and picking safe places to walk. There is no magic age when children are old enough to walk without an adult. But, as a parent, you should decide when your child has the skills and experience to deal with traffic safely without you.

As you walk with your child, remember these safety tips:

• Wear bright-colored clothes, and carryflashlights or wear reflective gear if it is darkor hard to see.

• Look for traffic at every driveway andintersection. Be aware of drivers in parkedcars that may be getting ready to move.

• Obey all traffic signs and signals.• Cross the street safely:

- 1. Stop at the curb or edge of the street. - 2. Look left, right, left and behind you and

in front of you for traffic. - 3. Wait until no traffic is coming and begin

crossing. - 4. Keep looking for traffic until you have

finished crossing. - 5. Walk, don’t run across the street.

• You must stop for stopped school buses with flashing red lights and an extended stop sign when you approach from any direction on a highway, private road or school driveway. Stop and remain stopped until all persons are clear and the bus moves again.

• You must also stop if the bus is loading or un loading passengers and the signals are not on.

• You do not have to stop if you are traveling in the opposite direction on a roadway with a median or barrier dividing the road and d1e bus is on the opposite side of the median or barri er. However, be prepared for unexpected actions by persons exiting the school bus.
