Verhoging in nuwe begroting beperk danksy dissiplineDANIE KEET

Inwoners van Stellenbosch staar ’n verho-gingvangemiddeld9%inmunisipale tarie-we en belastings in die gesig vir die2014/2015-boekjaar.

Die munisipale begroting is verlede weekdeur die stadsraad goedgekeur. Met die nuwebegroting kon die raad die toename in die jaar-likse bedryfsuitgawesvan R1 033 726 076 indiehuidige finansiële jaar tot die voorgesteldeR1 056 997 841 vir die nuwe boekjaar (’n toena-me van 2,25%) beperk.Die bedryfsuitgawebegroting vir 2014-’15 is

R1 121 211 728 en R294 188 484 word vir kapi-taalbeleggings begroot.“Danksy goeie finansiële dissipline het die

Stellenbosch-munisipaliteit die resessie in ’ngesonde finansiële toestand binnegegaan en

dren, but they don’t know what else to do. Thestarting point for positive discipline is for par-ents to think about the long-term goals for chil-

dren, rather than the short-term goals.Using positive discipline is also a smart way

to prevent violence in the long term, since chil-dren grow up learning that problems are notsolved through violence, but through thinkingand negotiating.SonkeGenderJustice is calling onall parents

and caregivers in South Africa to avoid spank-ing for one week, and then to decide about thebest method to manage their children’s behav-iour. In 2015 the Children’s Act is due to beamended.Sonkeand theworkinggrouponposi-tivedisciplineareadvocating for theuseofposi-tive discipline and the prohibition of physicalpunishment at home. This will not criminaliseparents, since the removal of the parent fromthe child’s environment is obviously not in thebest interest of the child. It will rather encour-age healthy and caring relationships betweenparents and children.

Ella Demas en Marie Titus kon nie hul dank-baarheid en tevredenheid genoeg beklemtoonnie.

Titus sê: “Die winter is op pad en die goedjiesgaan handig te pas kom.”

Net om te verseker dat almal geregtig wasop ’n pakkie, is daar 1 000 koskaartjies vir be-hoeftiges gedruk.

As jy dus in die ry gestaan het sonder ’nkaartjie, kon jy ongelukkig nie iets kry nie.

No excuse for lateapplications.At the start of every school year a small per-centage of parents contact schools and dis-trict offices looking to find a last minuteplacement for their children.Where there is a large influx of late appli-

cations to a school – additional teaching andlearningmaterials need to be ordered, morefurniture needs to be delivered and in somecasesadditional teachingpostsarerequired.Often these parents complain that they

cannot enrol their child at their school ofchoice because it is full, or refuse to placetheir child in specific schools that still haveavailability. These things do not happenovernight.It remains the responsibility of parents to

enrol their child timeously. The fact is, how-ever, that there is no excuse for late applica-tions. This is themessage theWCEDare tak-ing to parents this year in a campaign thatencouragesparents toenrol their childearlyfor the 2015 school year. While the 2015 ad-missionsprocessbeganasearlyas thebegin-ning ofMarch, many parents have yet to en-rol their children in school.TheWCED is appealing to parents of chil-

dren who are starting primary or highschool or who will be changing schools in2015 to apply as soon as possible during thesecond term,whichendson27June. Schoolshave to informparents inwriting by 30 Junewhether their applications were successful.Parentswhoareunsuccessful can thenap-

Funding applications are invited from non-profit and other qualifying organisations to render certain socialwelfare/community development services on behalf of the Department as listed hereunder:

• Children and Families: Child care and protection, care and support to families, HIV/Aids, child and youth-care centres.

• Early Childhood Development and partial care programmes• Special Programmes: Substance abuse treatment, early intervention, and aftercare services, residential and non-residential

care programmes for older persons, residential and non-residential care programmes for persons with disability.

• Social Crime Prevention: Probation and diversion services, residential and non-residential programmes for victimempowerment.

• Community Development: Youth development, sustainable livelihood.• Partnership Development: NGO institutional capacity building.

All organisations, including residential and non-residential facilities funded for the 2014-15 financial year, intending to renderservices to the Department, must ALSO submit funding applications.

Basic Eligibility Criteria and Conditions Applicable to Funding Applications:• Be registered in terms of the NPO Act 71 of 1997 or Item 1 of Schedule 1 of the Companies Act 71 of 2008;

• The above-mentioned registrations must be current and proof of validity must be included in the funding application (i.e.deregistered organisations will automatically be disqualified);

• If the proposal relates to a specialised service requiring statutory registration, the organisation must supply evidence ofregistration in terms of the applicable legislative requirements;

• Proven track record of rendering of social welfare / community development services within the RSA;

• As per the application forms clear targets, outputs and outcomes must be reflected in funding applications, which mustbe aligned to the Annual Performance Plan of the Department;

• Funding applications must further include audited or certified financial statements of the applicant organisation in respectof the previous financial year;

• Funding applications must include indication by the applicant organisation of its internal monitoring and evaluationmechanisms and specifically declare its willingness to adhere to the Department’s timelines for reporting on results;

• Funding should be applied for a programme in its totality, irrespective of geographic boundaries

Voor jy egter jou oë uitveë is daar ’n jaar ver-by. Die fase waar alles nuut was, is verby enas jynieversigtig isnie,kanjoubesigheidmak-lik maar net nog ’n daaglikse werk wees metjou as die bestuurder.

Maar ’n bestuurder hou gewoonlik bestaan-de stelsels in stand sonder om soseer ingestelte wees op die groei van die besigheid. Om egter’n entrepreneur te bly, beteken iets anders. Dithou meer verband met leierskap. Leierskapwordonderskeivanbestuurdeurdatdit tedoenhet met die ontginning van nuwe markte endie groei en uitbreiding van die besigheid.

Om die besigheid te laat groei, moet jy nuwemaniere van doen beproef, kreatief en innove-rend wees en kyk vir unieke goed wat jy kandoen wat ander besighede nie doen nie. Hoekan ons onsself onderskei en uniek wees temidde van so baie mededingers?

Goeie leierskap is nodig vir ’n nuwe besig-

heid. Uitsonderlike leierskap isegter nodig om die besigheid opdie langtermyn te laat aanhougroei. Het jy as entrepreneur ’nplan hoe om jou besigheid te laatgroei?

The four-piece local band, Ran-dall Cyster and friends, will beperforming at GrandWest’s Jack-son Hall for the month of June.
