REMEMBRANCE DAY 2012

Her Majesty the QUEEN has approved of REMEMBRANCE DAY being observed on Sunday, November 11, 2012 as a National Day of Remembrance for those who lost their lives in the World Wars of 1914-1918 and 1939 - 1945.

Remembrance Day will be observed in Saint Lucia in the following manner:

At 8:57 a.m. Her Excellency the Governor General will arrive at Derek Walcott Square.

At 8:59 a.m. the Last Post will be sounded.

Two (2) minutes of silence will be observed at the War Memorial on Derek Walcott Square at 9:00 a.m.

Her Excellency the Governor- General will give a brief address followed by a short National Service during which prayers will be said by His Grace Archbishop Robert Rivas, Archdeacon Randolph Evelyn and

the Reverend Madet Merové. The Act of Remembrance will be recited by the Ex-Servicemen League. Her Excellency the Governor General will lay a wreath at the foot of the memorial on behalf of the State.

Committee to Review Public Omnibus Fares

In keeping with PART 6, subsection 54(6) of the Motor Vehicle and Road Traffic Act, Chapter 8.01 of the Revised Laws of Saint Lucia 2001, Cabinet has approved a committee to review Public Omnibus Fares.

The committee comprises:

The following streets in Soufriere will be rehabilitated as part of the Bridge Street Bridge-Soufriere reconstruction program.

SOUFRIERE

1. Upper Bridge Street

The GOSL intends to apply funds from the consolidated fund to cover eligible payments under the Contract for The Rehabilitation of Streets in Castries, Vieux Fort and Soufriere. Bidding is open to all interested bidders. 1. The Government of Saint Lucia herein represented by the Ministry of Infrastructure, Port Services and Transport invites sealed bids from eligible bidders for The Rehabilitation of Streets in Castries, Vieux Fort and Soufriere. The time for completion is four (4) weeks from the date of possession of the site. 2. Bidding will be conducted through standard National Competitive Bidding (NCB) procedures and is open to all eligible bidders. 3. Bidders shall have the following experience and capabilities requirements:

Minimum average annual turnover of EC$1.0 million calculated as total certified payments received for contracts in progress or completed, within the last 3 (three) years. In case of Joint Ventures (JV), JV members should jointly meet the requirement, at least one partner must meet at least forty percent (40%) of the requirement, and all other partners must meet at least twenty five percent (25%) of the requirement; Bidders must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credits, and other financial means, other than any contractual advance payments to meet: (i) the following cash flow requirement: EC$200,000 and (ii) the overall cash flow requirements for this contract and its concurrent commitments.

In case of JV, JV members should jointly meet the requirement, at least one partner must meet at least forty percent (40%) of the requirement, and all other partners must meet at least twenty five percent (25%) of the requirement;

The bidder must have experience under contracts in the role of contractor, subcontractor, or management contractor for at least three years prior to the applications submission deadline. In case of JV, each partner must meet requirement;

Participation as contractor, management contractor, or subcontractor, in one (1) contract within the last ten years, with a value of at least EC$0.5m that have been successfully and substantially completed and that are similar to the proposed works.. In the case of JV, JV must meet all requirements and at least one partner should meet requirement for one characteristic;

For the above or other contracts executed during the past five years a minimum experience in the following key activities: Reconstruction of approximately 150 meter of road including placement of 200mm thick of sub-base layer, 175mm thick of crushed stone base layer, 50mm thick of Asphaltic Concrete surfacing. In the case of JV, JV must meet all requirements and at least one partner must meet the requirements for one characteristic.

4. A margin of preference for eligible national contractors/joint ventures shall not be applied.

5. Bidding documents (and additional copies) may be obtained at The Ministry of Infrastructure, Port Services and Transport, Castries, Saint Lucia.

6. Interested bidders may purchase the Bidding Documents at a price of EC $600.00 and obtain further information at the address below (*) from October 4th , 2012 from 0900 hours (9:00am) to 1500 hours (3:00 pm) daily from Monday to Friday.
