Executive Summary

Modernization of Targeted Public Distribution

System (TPDS) including its end-to-end

computerisation is a priority area for the

Department of Food & Public Distribution

(DoF&PD). With the enactment of the National

Food Security Act (NFSA), 2013, computerisation

of TPDS has acquired greater importance.

Some States/UTs have taken initiatives for

computerisation of TPDS. This Department had

also initiated pilot schemes for computerisation

of various aspects of TPDS functioning in select

States/UTs. However, such initiatives did not envisage end-to-end coverage in a comprehensive

and integrated manner.

In view of the above, the Department has prepared a scheme under the 12th Five Year Plan (2012-

17) for its implementation in all States/UTs on cost sharing basis. The scheme comprises

implementation of two components, namely, Component-I i.e. digitization of beneficiary and

other databases, computerisation of supply-chain, setting up of portal & grievance redressal

mechanism and Component-II i.e. FPS automation. NIC is the technical partner for the scheme

and the implementation agency for the Centre.

Government has approved Rs. 884.07 crore for Component-I during 2012-17 on cost sharing basis

(90:10 for North Eastern States and 50:50 for remaining States/UTs) out of which Government of

India’s share is Rs. 489.37 crore and States/UTs share is Rs.394.70 crore. The Department issued

the Administrative approval for the scheme to all States/UT on 10.12.2012. States/UTs have been

requested to send their proposals for financial assistance under the scheme. The implementation

guidelines were issued by the Department in the month of September 2013.

Proposals for financial assistance under the scheme have been received from 28 States/UTs.

Rs.41.69 crore was allocated for the scheme during 2012-13 (R.E.) which was disbursed to 7

States, NIC, etc. In 2013-14 (RE), Rs.191.76 crore has been allocated, out of which Rs.154.39 crore

has been sanctioned upto 30.01.2014 to 16 States (incl. funding to 3 States covered partly in

preceding year), NIC, etc. Thus, a total of Rs.196.08 crore has been released/ sanctioned to 20

States, NIC, etc. during financial 2012-13 and 2013-14. Requests for financial assistance from three

States/UTs are being processed by the Department and proposals of another 5 States are under

examination in consultation with NIC, etc.

The progress of implementation of Component-I in States/UTs is summarized as follows:

• Digitization of FPS has been completed in 29 States/UTs and is in progress in 6

States/UTs. Digitisation of Godowns database has been also completed in 29

States/UTs and in progress in 6 States/UTs

• Digitization of ration cards/ beneficiary database has been completed in 13 States/UTs

and is in progress in 17 States/UTs

• Online allocation of foodgrains has been implemented in 5 States/UTs and is in

progress in 9 States/UTs

• Supply-chain has been computerized in 3 States and is in progress in 4 States/UTs

• Transparency Portals have been created in 25 States/UTs

• Call Centre/Toll free helpline numbers for TPDS have been established in 25

States/UTs

• Online grievance redressal mechanism for registration and tracking of grievances is

available in 18 States/UTs.

1. TPDS - Background

In June 1997, Government of India launched the Targeted

Public Distribution System (TPDS) with focus on the poor.

TPDS is operated under the joint responsibility of Central

Government and State Governments /Union Territory

(UT) Administrations. The Central Government is

responsible for procurement, allocation and

transportation of foodgrains up to the designated depots

of the Food Corporation of India (FCI). The operational

responsibilities for lifting and distributing the allocated

foodgrains within the States/UTs, identification of eligible

families, issuance of ration cards to them and supervision

over distribution of allocated foodgrains to eligible card

holders through the Fair Price Shops (FPSs) are that of

the State/UT Governments.

Under TPDS, the Central Government allocates foodgrains

to States/UTs for 6.52 crore Below Poverty Line (BPL) households (including 2.43 crore

Antyodaya Anna Yojana - AAY households) and about 11.52 crore Above Poverty Line (APL)

households.

2. National Food Security Act, 2013

Government has notified the National Food Security Act

(NFSA), 2013 on 10th September, 2013 with the objective

to provide for food and nutritional security in human life

cycle approach, by ensuring access to adequate quantity

of quality food at affordable prices to people to live a life

with dignity. The Act provides for coverage of upto 75% of

the rural population and upto 50% of the urban population

for receiving subsidized foodgrains under TPDS, thus

covering about two-thirds of the population. Persons

belonging to eligible households will be entitled to receive 5 kgs of foodgrains per person per

month at subsidised prices of Rs. 3/2/1 per kg for rice/wheat/coarse grains. The existing

Antyodaya Anna Yojana (AAY) households, which constitute the poorest of the poor, will

continue to receive 35 kgs of foodgrains per household per month.

The Act also stipulates that the Central and State Governments shall endeavour to progressively

undertake necessary reforms in the TPDS in consonance with the role envisaged for them in this

Ordinance. The reforms shall inter-alia, include-

• application of information and communication technology tools including end-to-end

Computerisation in order to ensure transparent recording of transactions at all levels,

and to prevent diversions;

• leveraging Aadhaar for unique identification, with biometric information of entitled

beneficiaries;

• Full transparency of records.

3. Challenges facing TPDS

Successful implementation of the TPDS is faced with some of the following challenges:

• Leakages and diversion of foodgrains

• Inclusion/exclusion errors

• Fake and bogus ration cards

• Lack of transparency regarding allocation, off-take, availability of foodgrains at FPS,

etc.

• Weak grievance redressal and social audit mechanisms.

4. TPDS Computerisation–Department’s past efforts and other

developments

During the 11th Plan period, this Department initiated two pilot schemes for computerisation of

TPDS that are briefly described as follows:

• A non-Plan scheme for ‘Smart Card based delivery of Essential Commodities’ was

approved to be implemented on pilot basis in Chandigarh UT and State of Haryana

during 2008-09 and 2009-10. The goal of the scheme was to make delivery of services

under TPDS more efficient by introducing smart card based delivery of TPDS

commodities to beneficiaries and to assess the replicability of smart card based

delivery of TPDS commodities in terms of cost benefits and suitability of the

technology.

• A pilot Plan scheme for ‘Computerisation of TPDS Operations’ was approved for

implementation in three districts each of Assam, Andhra Pradesh, Chhattisgarh and

Delhi and in the Department with an expenditure of Rs.53.47 crore. The scheme

proposed to use ICT tools for information capture and foodgrains tracking across the

supply chain along with involvement of citizens and other stakeholders in the entire

process. Considering the scale and complexity involved, it was decided to implement

the proposed ICT solution till the block level only.

These pilot schemes are presently at various stages of implementation. These schemes have also

been subsumed in the plan scheme that is presently being implemented.

5. Plan Scheme under the 12th Five Year Plan

With a view to provide infrastructure and financial support to States/UTs, the Department

prepared a Plan Scheme on End-to-end Computerization of TPDS Operations for its

implementation in all States/UTs under the 12th Five Year Plan (2012-17) on cost-sharing basis

(90:10 for North Eastern States and 50:50 for remaining States/UTs). The Scheme proposed

implementation of Component-I i.e. activities, namely, digitization of beneficiary and other

databases, computerisation of supply-chain, setting up of transparency portals & grievance

redressal mechanism and Component-II i.e. FPS automation across the country.

The existing State initiatives and NIC’s learnings from the pilot projects have been utilized for

implementation of the current Plan Scheme. Under the scheme, NIC would provide application

software(s) for Centre and States/UTs; be the technical partner and the Implementation Agency

for the Centre. As Aadhaar and National Population Register (NPR) projects involve capture of

bio-metric details of residents, the proposed Plan Scheme did not provide for gathering of bio-

metric information of beneficiaries.

The total outlay of the project was estimated at Rs.4273.47 crore, out of which Government of

India’s share was pegged at Rs. 2287.81 crore and States/UTs’ share was estimated to be

Rs.1985.65 crore.

A meeting of the Expenditure Finance Committee (EFC) was held on 06.09.2012 to consider the

proposed scheme. During the EFC meeting, it was decided that while activities taken up under

Component-I could be implemented in the first stage, the activities under Component-II i.e. FPS

automation should be taken up after taking into consideration various factors like coverage and

linkage with UIDAI/NPR data, availability of connectivity at FPSs, finalization of Smart Card

standards, etc. Accordingly, EFC concurred with the funding requirement proposed for

Component-I during 2012-17 amounting to Rs. 884.07 crore.

In the meeting held on 04.10.2012, Cabinet Committee on Economic Affairs (CCEA) approved the

Plan Scheme for implementation during 12th Five Year Plan with a total cost of Rs.884.07 crore,

out of which Government of India’s share is Rs. 489.37 crore and States/UTs share is Rs.394.70

crore.

The Department issued the Administrative approval for the scheme on ‘End-to-end

Computerisation of TPDS Operations’ to all States/UT on 10.12.2012. States/UTs were requested to

send their proposals for financial assistance under the scheme.

The original timelines laid down for digitisation of beneficiary database and computerisation of

supply-chain were October, 2012 and March, 2013 respectively. As progress among States was

slow and uneven for want of approval of the scheme and release of funds to States / UTs, based

on their request, these targets were re-fixed to March, 2013 and October, 2013 to make them

more realistic. However, there has been delay in finalisation of action plans by States/UTs, late

submission of their financial proposals, practical problems faced during implementation, etc.

Keeping in view requests received from the States/UTs seeking clarifications on various aspects

of the scheme and also with a view to provide a comprehensive way forward for its

implementation, a need was felt for detailed guidelines for implementation of the scheme.

Accordingly, the Department in consultation with NIC prepared the Implementation Guidelines

for use of Food and Civil Supplies (F&CS) Departments of States/UTs. A copy of the draft

guidelines was circulated to all States/UTs in June 2013. The Implementation Guidelines were

thereafter issued by the Department in the month of September 2013.

Computerization of TPDS has been included as a Mission Mode Project (MMP) in August 2011

under the National eGovernance Plan (NeGP). As per the MMP Guidelines, an institutional

mechanism is to be established both at the Centre and States/UTs. Accordingly, the Department

has prescribed a comprehensive management structure for the scheme in May 2013, which was

circulated to all States/UTs. The details of the management structure are at Annex-I.

This Department has been rigorously following up with States/UTs to send their proposals and

reviewing their progress during one-to-one meetings, video-conferences, workshops, conference

of Food Ministers/ Secretaries etc. A workshop was also held at Guwahati (Assam) in May 2013

especially for the North East region. So far, proposals for financial assistance have been received

from 28 States/UTs. A total of Rs.196.08 crore has been released to 20 States, NIC, etc., details of

which are given at Annex-II.

6. NIC's role and responsibilities

NIC is the technical partner for the scheme and the implementation agency for Centre. NIC has

developed a Common Application Software (CAS) comprising of various modules like

Stakeholder Identity Management System (SIMS), Existing Ration Card Management System

(eRCMS), Food & Essential-commodities Assurance & Security Target (FEAST), etc. These

applications have been made available to all States/UTs for further customisation as per their

requirements. States have also been given the flexibility to select NIC or any other agency as their

technology solution partner. As per NIC, 32 States/UTs have opted for NIC’s CAS and its modules.

In June 2013, the Department entered into a Memorandum of Understanding (MoU) with NIC. As

per the said MoU, the key responsibilities of NIC are inter-alia as follows:

i. NIC would develop, provide and maintain a Common Application Software (PDS-CAS)

ii. NIC’s solutions would be integrated, allow seamless data exchange, and inter-operable

while being based on open standards

iii. NIC would ensure inter-operability for States/UTs using PDS-CAS and provide consultancy

to States/UTs that opt for not using PDS-CAS; prescribe common standards

/specifications, etc.

iv. Development of executive dashboard for monitoring progress of computerisation,

creating and maintaining single unified information system; ICT support for online

allocation of foodgrains by Department through PDS-CAS; its integration with FCI’s

Integrated Information System for Foodgrains Management (IISFM) for computerisation

of supply-chain in States / UTs

v. Integrate PDS-CAS with the existing /legacy application(s) of the States/UTs

vi. Provide hands-on training for PDS-CAS to the State F&CS departments

vii. Prepare all necessary documentation relating to PDS-CAS to all States/UTs

viii. Provide operational support to the end-users using telephonic and online support

through a Technical Helpdesk system

ix. Appoint dedicated project heads at NIC Hqrs and States / UTs for close coordination with

the respective Governments

x. Assist the States & UTs for planning and hosting the PDS-CAS at State Data Centres (SDC)

/National Data Centre (NDC) with Business Continuity Plan in secured environment

xi. Provide appropriate ICT support for undertaking STQC audit of the application software

for TPDS.

7. Current status of the scheme

The status of implementation of various activities under Component-I as reported by the

States/UTs and National Informatics Centre (NIC) is given in the following paragraphs.

A brief discussion on the activity wise status is given in the succeeding paragraphs.

Digitisation of Stakeholders’ databases This would help the States/UTs maintain a central repository of all TPDS stakeholders, which can

further be used by other applications. Digitisation of stakeholder data involves creation of

masters of Districts, Blocks/tehsils, F&CS Offices, FPSs, Godowns / Depots, Card Types,

Wholesalers, FPS dealers, etc. using appropriate application software. This master data is a pre-

requisite for subsequent digitisation of beneficiary data as it needs to be mapped to the FPSs etc.

The master data is also the foundation required to initiate computerisation of the supply chain.

Digitisation of Ration cards This would help State/UTs in preparing correct list of beneficiaries, minimising inclusion/exclusion

errors, determining the category-wise allocations, elimination of bogus/ineligible cards, etc.

Ration cards can be digitised through manual data entry, scanning, using other databases such

as Aadhaar, National Population Register (NPR), Socio Economic Caste census (SECC), electoral

data, etc.

Once a consolidated ration card database is created at State level, the same can facilitate online

ration card management for addition, deletion and modification in the ration card records as well

as issuance of new ration cards. States/UTs would adopt workflow based approach for

issuance/modification/cancellation of ration cards based on the digitized data, using either the

software developed by NIC or by any other agency. All States/UTs have been requested to adhere

to NIC’s ration card capture form and data dictionary shared with them during October 2011.

The ration card capture form and data dictionary has the provision of seeding Aadhaar number

into the ration card database. During the process of digitisation of beneficiary database,

States/UTs may seed the Aadhaar numbers wherever available. Seeding of Aadhaar numbers in

the ration card database would help in eliminating the duplicate beneficiaries/ration card holders

and better targeting of food subsidy.

Computerisation of Supply-chain management

Subsequent to computerisation of the supply chain, States/UTs can maintain correct account of

foodgrains allocated and delivered at FPS, ensure efficient and timely delivery of foodgrains to

beneficiaries, minimise leakages/diversion of foodgrains and encourage transparency in the

system.

The activities involve use of ICT tools for tracking of movement of allocated foodgrains at

multiple stages i.e. from Food Corporation of India (FCI) godowns to intermediary storage/

distribution points and further to FPSs. Foodgrains receipt and issuance will be entered into the

system and thus, stock position of TPDS commodities for all godowns can be created which

would be monitored at State/UT level. States/UTs will generate District or FPS-wise online

allocation orders on the basis of their allocation policy. The commodity wise allocation order can

be generated at the F&CS Hqrs. based on the digitised beneficiary data and also sent to all

officers in FCI and districts through the online system.

For movement of foodgrains from FCI to State Godowns, computerisation covers operations like

receipt of payment from State agencies, generation of release order against allocation,

generation of truck-challan, gate-pass and capturing the information pertaining to the receipt of

goods by State agencies. Information related to foodgrains lifting from FCI would be made

available to State agencies through the online application.

As regards movement of foodgrains from State Godowns to FPSs, computerisation involves

capture of information relating to receipt of foodgrains from FCI, receiving payment from State

agencies/ FPS dealer, issuance at State depot, generation of delivery order, generation of truck-

challan, gate-pass and recording the acknowledgement receipt received from FPS dealer.

Using an application module, SMS notifications would also be sent to the FPS dealers/ registered

beneficiaries concerned regarding dispatch of commodities and receipt at FPSs.

Setting up of Transparency Portals and Grievance Redressal mechanisms This would help States/UTs in minimising inclusion/exclusion errors, elimination of bogus/

ineligible cards, facilitate social audit and ensure that beneficiaries receive their entitlement.

All States/UTs are developing their respective transparency web portals, which will have all TPDS

related data and information available for public view without restriction on access. The

transparency portal would host information in public domain, such as lists of beneficiaries, FPSs,

Storage Godowns / depots, F&CS offices / officers, monthly allocation, actual off-take, etc. The

reporting formats to be adopted for hosting the various reports on their portals were sent to

States/UTs by the Department on 11.09.2012. The content on the portal would be in the local

language of the State/UT as well as in English wherever possible. A list of TPDS Portals set up so

far by State/UTs is compiled and placed at Annex-IV.

A toll-free helpline number is to be set up by each State/UT for

grievance registration and redressal. In this connection, this

Department has issued guidelines on 31.01.2013 for setting up

of 4-digit common toll free helpline number ‘1967’ and 1800

series toll-free number in all States/UTs. The provision of

registration, receipt of acknowledgement and tracking of

public grievances must also be available on transparency portal

and through SMS facility. A dedicated team would be deployed by the States/UTs for addressing

the grievances of the individuals.A list of toll-free helpline numbers in place in States/UTs is

compiled and placed at Annex-V.

In October 2012, this Department launched a National Transparency Portal for TPDS

(http://pdsportal.nic.in). The objective of the portal is to provide all TPDS related information

through a single platform in the public domain. All States/UTs have been requested to maintain

and update the data on the portal through use of TPDS application software and provide links

where required to their State TPDS portals.

8. Next Steps

In addition to the successful completion of Component –I, the

Department also proposes to initiate Component-II i.e. automation of

FPSs in those States/UTs, which have completed the first phase of

computerisation. Proposals seeking technical and financial assistance

for Component-II have been received from States viz. Delhi, Gujarat,

Karnataka and Puducherry. Further details regarding their proposals are

being obtained. An assessment regarding their completion of

Component –I shall also be made.

Some pilot projects for FPS automation have already been undertaken in States/UTs. These are

briefly as follows:

i. Issuance of Food Coupons with Finger prints authentication – Gujarat

ii. Issuance of Biometric based Smart Card as Ration Card – Chandigarh, Haryana,

Puducherry

iii. Issuance of Smart Card as Ration Card without Biometric – Chhattisgarh

iv. Online authentication of finger print and transaction capturing – East Godavari, Andhra

Pradesh

NIC has been entrusted to develop solution(s) for implementation of Component-II in States/UTs

keeping in view learnings of the above-referred pilots and other State/UT initiatives.

Annexure-I: Management Structure

The Department of Food & Public Distribution has specified the governance mechanism at Centre

and in the States/UTs vide its letter dated 6.5.2013 and the Implementation Guidelines dated

17.09.2013. The bodies comprising the management structure and their terms of reference are

given as below:

1) Empowered Committee headed by Secretary (F&PD)

a) Decisions on policy matters

b) Overall guidance, review, coordination and monitoring of computerization of TPDS

c) Finalize deliverables and timelines relating to TPDS computerization

d) Quarterly meeting to review & monitor in order to ensure timely and quality

implementation

e) Appraise/ approve recommendations of Finance & Technical Committees

f) Review and appraise the performance of MMP of DoF&PD, Technical Partner (NIC at

Central level) and State level Mission Teams/Technical Partner (NIC or other agencies)

g) Review & appraise Special Pilot Projects (Smart Cards, etc.)

h) Review & appraise Computerization of FCI operations at Godowns

i) Any other issue as may be taken up by EC

2) Finance Committee (FC)

a) Recommend proposals after scrutiny for financial assistance received from States/UTs

and NIC under the scheme and put up to Competent Authority for approval;

b) Assess periodically the progress made by States/UTs and NIC as per milestones and

timelines; Recommend release of further installments, recoveries if required, etc.

c) Assess fund requirements for Component-II.

d) Recommend policy / process related reforms / changes to EC

e) Any other issue as may be assigned by the Empowered Committee.

3) Technical Committee (TC)

a) Prepare Technology Roadmap for TPDS computerization including special pilot projects

and integration with FCI Godown computerization scheme.

b) Provide a dedicated National Data Center for TPDS and its linkage with State Data

Centers.

c) Provide technical guidance and advisories to DoF&PD, States/UTs, and NIC technical team

for implementation of the scheme

d) Address technical issues for integration of CAS with (i) existing PDS solutions; (ii) non-CAS

based solutions in States/UTs; and (iii) other Government scheme

e) Monitor the functioning of NIC technical team

f) Evaluation and Finalization of specifications, standards, etc. of hardware and software

required for implementing Component-I and Component-II

g) Assessing & augmenting capacity building needs of NIC

h) Any other issue as may be assigned by the Empowered Committee.

4) MMP Team at DoF&PD

a) Overall responsibility for design and development of Component I & II of the scheme

b) Examine all technical parameters & standards incl. those relating to architecture,

network, data storage, connectivity, hardware, software etc. at Centre & State/UT level;

ensure they are in line with the best practices and in synergy with existing initiatives of

Central and State/UT Governments.

c) Ensure integration of various stakeholders such as DoF&PD, FCI, States/UTs,

Aadhaar/NPR, etc. and inter-operability across platforms

d) Assess readiness of common application and State/UT application software modules,

their effectiveness as per scheme requirement.

e) Review application software customization in States/UTs, define user acceptance norms

and confirm user acceptance

f) Identify human resource requirements; recommend appropriate qualifications, sourcing

norms, etc.

g) Identify training requirements; define training programmes of NIC, training calendars,

sourcing of trainers, etc.

h) Assess the proposals received from States/UTs under the scheme as per administrative

approval, guidelines issued etc. on the financial and technical angle; decide upon

admissibility, deviations permissible, etc.; obtain administrative approvals and financial

sanctions from competent authority

i) Review the scheme progress on weekly basis; track its progress in States/UTs against

milestones incl. through MIS tools; take requisite measures to resolve issues affecting

scheme implementation

j) Service EC, FC and TC for timely decision making and updates

k) Any other issue as may be assigned by the Empowered Committee.

5) Secretarial Team

a) To render secretarial assistance to the MMP team as above

6) NIC Technical Team

a) Technical Partner and Implementation Agency for DoF&PD for entire Computerization of

TPDS

b) Technical assessment of State’s financial proposals and providing its recommendations to

MMP Team at DoF&PD

c) Maintain a dedicated National Data Centre exclusively for TPDS and its linkages with State

Data Centers

d) Provide standards and specifications for PDS including data / metadata, software

protocols and platforms, point of sale (PoS), bio-metrics, minutiae, Smart card, bar code,

NPR/Aadhaar integration, etc.

e) Coordinate with Central & State mission teams and take necessary measures for ensuring

inter-operability of various solutions implemented under the scheme;

f) Ensure accessibility and integration of State/UT related data on National PDS Portal;

maintain executive dashboard for monitoring State/UT wise progress of computerization;

create and maintain single unified Management Information System (MIS) for Centre and

States / UTs, etc.

g) Provide Common Application Software (CAS) for States/UTs and DoF&PD including

related activities viz.

i) Prepare CAS for Component I & Component II of the scheme on open standards

ii) Prepare Software Requirement Specifications (SRS) for CAS and conduct gap analysis

for States & UT;

iii) Design, develop and configure/ customize CAS for meeting the State & UT specific

requirements

iv) Assist States & UTs for planning and hosting CAS at State Data Centers / National Data

Centre with Business Continuity Plan in secured environment

v) Support States &UTs for undertaking STQC audit of CAS

vi) Maintenance of CAS through version control of source codes and scripts, updates and

bug fixing

vii) Integration of existing State application(s) and FCI’s IISFM with CAS, incl. migration of

existing data, seamless data exchange, handholding support etc. to States/UTs.

viii) Obtaining User Acceptance Testing

ix) Set-up module wise development teams comprising of Project Managers, Solution

Architects, software designer, database administrators, technical lead, senior

developers and developers; assign specific roles & responsibilities to them; review

their progress and delivery as per targets.

x) Train the trainers of States/UTs or their nominees on CAS.

xi) Provide telephone and online support to end-users through a dedicated helpdesk

system; ensure resolution of issues within reasonable time; enable tracking of the

status of issues raised; and escalate issues not resolved within reasonable time to the

notice of DoF&PD along with proposed solution, etc.

xii) Documentation - prepare documentation relating to CAS covering its implementation,

configuration / customization, operations, backup, maintenance, etc. Make all

documents accessible to States/UTs and regularly update the same; ensure that

Intellectual Property Rights (IPR) of all software code, data, algorithms,

documentation, manuals etc. generated as a part of implementation of this project

reside with NIC on behalf of DoF&PD.

xiii) Portal - ensure TPDS related data captured and generated through CAS and other

sources is hosted at State Transparency Portal with linkages to National TPDS Portal.

xiv) Provide dedicated Portal management services to handle all suggestions/comments

received along with management of National PDS Portal.

7) State Apex Committee headed by Chief Secretary

a) Overall guidance, review, monitoring and coordination

b) Decisions on Policy matters

c) Approval of deliverables and timelines by various agencies/groups

d) Financial Powers as per the delegation

8) State Project eMission Team (SPeMT) headed by Secretary, Food

a) Preparation of DPR / Financial Proposal for approval from DoF&PD

b) Set up dedicated State Data Centre for TPDS

c) Assess training needs at various levels and ensure comprehensive training of

staff/officers through appropriate training modules. Finalize training calendar for the year

d) Overall responsibility of Project implementation at State level

e) Detailed Functional Requirement at State level

f) Implementation of BPR and Change management

g) Communications and Training

h) Selection of Technical Partner for customization/ development and implementation of

TPDS.

Annexure-II: Details of Funds released to States/UTs Proposals for financial assistance under the scheme have been received from 28 States/UTs, out

of which funds have been released to 20 States/UTs till date. The remaining proposals are under

examination in the Department. Proposals of 3 States/UTs, namely, Daman & Diu, Chandigarh and

Haryana are yet to be received. States of Gujarat and Karnataka have sought funds only for

Component-II i.e. FPS automation. State of Sikkim and A&N Islands have not opted for financial

assistance under the scheme and are meeting their requirements from other sources.

Rs. 41.69 crore was allocated for the Scheme during 2012-13 (R.E.) which was disbursed to 7

States, NIC, etc. In 2013-14 (tentative RE), Rs. 191.76 crore have been allocated, out of which

Rs.154.39 crore have been sanctioned upto 30.01.2014 to 16 States (incl. funding to 3 States

covered partly in preceding year), NIC, etc. Thus a total of Rs.191.30 crore has been released/

sanctioned to 20 States during financial 2012-13 and 2013-14, details of which are provided in the

table below:
