Offshore-Windenergienutzung in Deutschland
Offshore wind power is increasingly gaining in importance. The worldwide installed offshore capa city has grown to around 4,000 MW in the last twenty years. This value will be more than doubled already in the next two years, because never before so many projects have been in the realization phase as in 2012. This contribution gives an uptodate overview of the offshore wind farms which are currently under construction or in preparation for construction. Besides the situation in Germany, the status in other European coastal states is also described.
Offshore Wind Power in Germany
Until the end of June 2012 the responsible Federal Maritime and Hydrographic Agency of Germany (BSH) approved a total of 24 offshore wind farms (OWF) in the Exclusive Economic Zone (EEZ) in the German North Sea and 3 OWF in the Baltic Sea. Furthermore, two projects each in the coastal waters (12nautical mile zone) of the North Sea and the Baltic Sea have been approved (Fig. 1). Thus, the way is princi pally cleared for construction and operation of more than 2,000 wind turbines off the German coast. The lion’s share of the approvals was granted already in the period 20042007. However, only two OWF, the offshore test site

„Alpha Ventus“ in the EEZ of the North Sea (12 WTGS / 60 MW) and „EnBW Baltic 1“ (21 WTGS / 48.3 MW) in the 12 sm zone of the Baltic Sea, are completely operatio nal so far.Due to the great distance from the coast of the planned offshore wind farms, the realization of the grid con nection in the German North Sea is a special challenge. The responsible transmission system opera tor TenneT has already ordered grid connections for an offshore wind power capacity of 5,500 mega watts und therefore made investments of nearly six billion Euros. However, in view of the multitude of other planned projects, considerable additional investments are required. The realization of the high voltage direct current (HVDC) transmission technology means to break new ground to some extent, and there are only few companies on the market, which offer the required grid technology. Furthermore, some problems occurred in the construction of the converter platforms for the ordered grid connections. That is why deferments for the supply of the grid connection of the respective projects are to be expected. In view of the existing challenges, the Federal Ministry of Economics and the Federal Ministry for the Environment have developed a proposal for the regulation of the liability limitation in July 2012 in or der to establish reliable frame conditions. The proposal aims to regulate the compensation if the grid connection cannot be completed in time or if a longterm breakdown of the grid occurs. Furthermore it was decided to introduce a special offshore grid development schedule for the grid connection of the German offshore wind farms. The planned legal regulations aim to avoid deferments and blocka des respectively in terms of upcoming investment decisions of the involved offshore companies.Despite the current problems and the deferments that have already occurrred, the advancement of the German offshore wind power is unmistakable. Thus, in 2012 alone

seven offshore wind farms in the North Sea and another project in the Baltic Sea shall be realized at once. Three projects are already under construction and for five projects the start of offshore construction is scheduled in the next months. After completion in 2013/14, 438 additional wind turbines with 1,979.2 MW in the North Sea and further 80 WTGS with 288 MW in the Baltic Sea will be installed.Tab. 1 gives an overview of the offshore wind farms which are currently under construction and in preparation of construction in the North Sea and the Baltic Sea. Fig. 2 shows the grid connection projects in the German North Sea. In the following, the current status of the respective offshore wind farms is described in brief.
NORTH SEA
Coastal watersRiffgatThe OWF „Riffgat“ has been under construction since June 2012 und is situated around 15 km northwest of Borkum within the coastal waters of Lower Saxony. Until the end of July, half of the used monopiles were already installed. The project comprises 30 wind turbines of the type Siemens SWT3.6120 with a total rated power of 108 MW. Completion of the offshore wind farm is scheduled for summer 2013.The grid connection for OWF „Riffgat“ is realized by a 155 kV alternation current (AC) single connec tion that feeds into the 220 kVgrid at the transformer station in EmdenBorssum. The submarine power cable line from the offshore substation to the coastal access point near Greetsiel has a length of around 50 km, the onshore cable line to the transformer station in EmdenBorssum spans another 30 km. The grid connection is under construction since July 2011 and is scheduled to be ready by spring 2013.
Cluster „DolWin“Borkum West IIStart of construction of the first phase of extension of the „Trianel wind farm Borkum West II“, with at first 40 of 80 planned WTGS of the type Areva Wind M5000, was on September 1st, 2011. Within six months a total of 120 piles for the mounting of the tripod foundations could be driven into the sea ground. The project „Borkum West II“ will be realised 45 km north of Borkum. In June 2012, Trianel reported that the commissioning of the first extension phase with a capacity of 200 MW will be deferred to the second quarter of 2013due to delays in the grid connection and the production of substation and foundations. However, tripods as well as substation of the OWF shall be installed still within 2012, as the respective installation time slots have been contractually secured, according to Trianel. The grid connection „DolWin 1“ for the OWF „Borkum West II“ is under construction since March 2011 und is carried out by a high voltage direct current (HVDC) transmission. The cable line compri ses 75 km submarine cable and 90 km onshore cable to the feedin into the 380 kVtransmission grid at the transformer station Dörpen/West. Completion of the grid connection was originally scheduled for spring 2013, but will probably be delayed (see above).

NORDSEE

The OWF “Teesside“ with 27 turbines of the type Siemens SWT2.393 and a total installed power of 62.1 MW is small in comparison with the other UK projects. Here too, all of the monopile foundations were installed by mid2012, so that completion and commissioning of the wind farm is expected to be realized before the end of 2012.The OWF “London Array“ is the next record project under construction in the UK offshore area. The project comprises 175 Siemens SWT3.6120 wind turbines with a total installed power of 630 MW. A large part of the monopiles and about one third of the wind turbines was already installed by mid2012.The construction phase of the OWF “Gwynt y Môr“ is going to start in summer 2012 with the piledriving work for the monopiles. The OWF will be equipped with 160 Siemens wind turbines of the 3.6 MW class with a total installed power of 576 MW.Also in 2012 two prototypes of 6 MW wind turbines, type Siemens SWT6.0154, are to be installed within the project “Gun fleet Sands 3“. Another project for which construction work is scheduled to start in 2012 is “West of Dudden Sands“, also to be equipped with Siemens wind turbines, 108 turbines of the type SWT3.6120, total installed capacity 388.8 MW.
BelgiumIn Belgium the OWF “Thornton Bank Phase II“ with a total installed capacity of 184.5 MW will be connected to the grid before the end of 2012. By the end of July 2012, the first 30 Repower 6M wind turbines ever to be installed at an offshore site were erected within this project. For 2013 another 18 Repower 6M WTGS are scheduled to be installed. In the course of the foundation work for „Thornton Bank II“ the jacket foundations for the followup project “Thornton Bank Phase III“ have also already been installed.
DenmarkIn Denmark the OWF “Anholt“ is under construction comprising 111 Siemens SWT3.6120 wind turbines with a total installed power of 399.6 MW. With this project, a large part of the monopile foundations had been erected by mid2012.
The Fig. 3 gives an overview of the locations of the offshore wind farms under construction in the European neighboring countries.
the latter of which will be used at the wind turbine sites with a water depth of at least approx. 33 m.Grid connection will be at 150 kV level via a 120 km submarine cable and a 16 km onshore cable extending up to the point of common coupling in the Bentwisch transformer station in MecklenburgVorpommern. Completion and commissioning of „EnBW Baltic 2“ are scheduled for 2013.
Status of Offshore Wind Power - InternationalThere are also other European countries in which a large number of offshore wind farms are under construction. A major part of these activities takes place in Great Britain, where currently already about half the offshore wind capacity worldwide is installed. As shown in the following overview, offshore wind farms are under construction at present also in Belgium and Denmark.
Great BritainIn 2012, the British OWFs “Ormonde“ (150 MW, 30 Repower 5M) and “Walney 2“ (183.6 MW, 51 Siemens SWT3.6120) have started operation. Another six OWFs are under construction at present, which together will have a total installed capacity of more than 2,350 MW. All the sites of these wind farms are located near the coast within or just outside the 12nautical mile zone in comparatively shallow waters, which allows the use of monopile foundations and threephase AC grid connection. It is an interesting fact that all 665 WTGS currently under construction in Great Britain are supplied by Siemens. The turbine types used have a rated power of 3.6 MW, most of them with 120 m rotor diameter. An exception is the OWF „Teesside“, which will be equipped with 2.3 MW WTGS. The 140 WTGS of the type Siemens SWT3.6107 of the OWF “Greater Gabbard“ have already been erected completely, with a major part of them already connected to the grid. With a total installed power of 504 MW, “Grea ter Gabbard“ is therefore expected to become fully operational in 2012 as the world’s largest offshore wind farm.In the OWF “Sheringham Shoal“ all of the 88 Siemens SWT3.6107 wind turbines have also already been installed. Consequently, this major project with a total installed power of 316.8 MW is also expected to become fully operational in 2012.In the offshore project “Lincs“ all of the monopile foundations were erected by mid2012, so that the 75 Siemens SWT3.6120 can now be installed. The total installed capacity of the OWF is 270 MW.
