Russia has appropriate legal base for statistical coordination. Law on Statistics establishes an adequate statutory provision. The Law also defines that the function should be given to the particular public authority, i.e. this function is centralized.

3. Clear sharing of authority between participants of statistical activity.

The Government of the Russian Federation adopted a list of the subjects of official statistics with functions to be fulfilled. Coordinator of statistical activity is the Federal State Statistics Service (Rosstat).

Rosstat’ authorities

The following authorities are delegated to the Rosstat:

• - coordination of activity in the field of official statistics;

• - development of the Federal Plan of Statistical Works together with other public authorities;

• - adoption of statistical observation forms (questionnaires) and instructions on filling in;

- coordination of official statistical methodology formed by other public authorities.

All government drafts and legal acts elaborated by Rosstat (on statistics, agricultural census, population census) to be coordinated with all stakeholders, including participants of surveys and users of statistical information.

Involvement of different members of the statistical community to coordination process is of high priority. In 2009 Rosstat organized the 1st Russian forum of statisticians and users.
