expected to address the history surrounding the area the Tribe claims is a

reservation. Her testimony is also likely to include the Tribe's relationship with

and recognition by the United States through treaties, Congressional acts, and

other federal governmental actions, as well as other historical events, acts, and

records bearing on whether the Tribe currently possesses a permanent reservation

and whether that reservation has been diminished or disestablished.
