B. Experience and Qualifications1. Project ManagerBrad Gowen, PE – Project Manager

a. Education: B.S.C.E. in Civil Engineering, University of Florida, 1999b. Registration: Professional Engineer, GA# 049259, SC# 33323c. Relevant Engineering Experience:Mr. Gowen is a professional engineer with experience in management, design, and construction administration on a wide variety of transportation projects. His project experience includes interstate widening, new interchanges, upgraded interchanges, bridge replacements, urban and rural multi-lane widenings, intersection improvements, and pedestrian facilities. His professional experience encompasses project management, concept development, environmental process, alternatives analysis, roadway design including preliminary, right-of-way, and final design plans, drainage design, and erosion control design. Mr. Gowen has served as either project manager or lead roadway design engineer on over ten projects which involve the replacement of bridges and/or the construction of a new bridge or multiple bridges in Georgia. He has also been the lead roadway engineer on three successful design-build projects for GDOT. His understanding of GDOT processes/guidelines and deep technical knowledge coupled with his client service-oriented nature makes him a well-suited project manager for this project. SR 45 over Kinchafoonee Creek and Kinchafoonee Creek Overflow, Webster/Sumter Counties, Georgia. Georgia

Department of Transportation. Served as Lead Roadway Engineer. This project consisted of the replacement oftwo narrow and structurally deficient bridges on SR 45 over Kinchafoonee Creek and Kinchafoonee Creek Overflow, 0.1 miles west of the Sumter county line. The relocated SR 45 consisted of two, 12’ lanes with 8’ rural shoulderslocated just south of the existing alignment. Traffic was maintained on the existing bridges while the proposedbridges were constructed. Responsibilities included horizontaland vertical geometry, construction plans, right of way plans, stage construction plans, erosion control plans, signing and marking plans, and utility plans.

SR 240 over Buck Creek, Macon County, Georgia. Georgia Department of Transportation. Served as LeadRoadway Engineer. This project consisted of the replacement of a narrow and structurally deficient bridge on SR240 over Buck Creek. The new ten span bridge has a superstructure consisting of Type I-Mod PSC girderssupported on a substructure utilizing 18” prestressed concrete pile bents. The relocated SR 240 consisted of two,12’ lanes with 8’ rural shoulders located just west of the existing alignment. Traffic was maintained on the existing

bridges while the proposed bridge was constructed. Responsibilities included horizontal and vertical geometry, construction plans, right of way plans, stage construction plans, erosion control plans, signing and marking plans, and utility plans.

SR 153 over Lanahassee Creek Bridge Replacement, Webster County, Georgia. Georgia Department ofTransportation. Served as Lead Roadway Engineer. This project consisted of the replacement of a structurallydeficient bridge on SR 153 over Lanahassee Creek 3.5 miles northeast of Preston. The proposed bridge wasreplaced on the existing alignment with traffic maintained duringconstruction on a temporary on-site detour. Responsibilities included horizontal and vertical geometry, construction plans, right of way plans, stage construction plans, erosion control plans, signing and marking plans, and utility plans.

d. Relevant Project Management Experience: SR 369 over Two Mile Creek Bridge Replacement, Forsyth County, Georgia. Georgia Department of Transportation.

Project Manager. The project consists of construction of a new two-lane 560-foot long, 43.25-foot wide bridge atthe current location. The new bridge will consist of two 12-foot lanes with 8-foot shoulders. The roadway approacheswill be reconstructed to provide two 12-foot lanes and 10-foot shoulders. The shoulder will include a 4-foot pavedshoulder. Tasks also include providing preliminary and final bridge and roadway plans, including right-of-way plansand cost estimates; participating in public involvement; preparing permit applications; performing environmentalstudies; and preparing a categorical exclusion document.Responsibilities included guiding the project through the Plan Development Process, meeting GDOT project milestones, scheduling, coordination with sub-consultants, project budgeting and invoicing, and overseeing the design of the project.

Killian Hill Road Bridge Reconstruction, Gwinnett County, Georgia. Project Manager. Services included developingconceptual designs through construction plans for the widening and reconstruction of the Killian Hill Road Bridgeover the Yellow River. Tasks included bridge and approach roadway design, a hydraulic study, and right-of-wayplans preparation. Services also included developing design plans that corrected the existing sag vertical geometry

to meet the 45-mph design speed by raising the grade and moving the bridge out of the 100-year flood level. Responsibilities included scheduling, coordination with sub-consultants, project budgeting and invoicing, and roadway design.

SR 369 over Six Mile Creek Bridge Replacement, Forsyth County, Georgia. Georgia Department of Transportation.Project Manager. The project consists of construction of a new two lane bridge over six Mile Creek approximately6.2 miles northeast of the city of Cumming. The new bridge will consist of two 12-foot lanes with 8-foot shoulders.The roadway approaches will be reconstructed to provide two 12-foot lanes and 10-foot shoulders. The shoulderwill include a 6.5-foot paved shoulder. Tasks also include providing preliminary and final bridge and roadway plans,including right-of-way plans and cost estimates; participating in public involvement; preparing permit applications;

performing environmental studies; and preparing a categorical exclusion document. Responsibilities included guiding the project through the Plan Development Process, meeting GDOT project milestones, scheduling, coordination with sub-consultants, project budgeting and invoicing, and overseeing the design of the project.

e. Relevant Experience Utilizing GDOT Specific Processes, Manuals, or Guidance:Mr. Gowen has a solid foundation and understanding of the Plan Development Process, Roadway Design Policy Manual, Driveway and Encroachment Control Manual, CES Cost Estimating Process, Drainage Manual, Utility Accommodation Policy and Standards Manual, Pavement Design Manual, Roadway MicroStation Customization, InRoads, Electronic Data Guidelines, and Plan Preparation Guidelines. He has gained considerable experience in designing Erosion Control Plans in accordance with the Georgia Environmental Protection Division Guidelines.

2. Key Team LeadersJacob Redwine, PE – Roadway Lead

a. Education: B.S. in Civil Engineering Technology, Southern Polytechnic State University, 1997b. Registration: Professional Engineer, Georgia # 032729c. Relevant Experience:Mr. Redwine has 19 years of experience in the engineering field including design and preparation of paving, grading, drainage, lighting, and marking plans for construction. A wide variety of projects ranging from transportation development to aviation development and improvements have contributed to Mr. Redwine's versatile background. Duties have included, but are not limited to: program and project management, civil design, airport design, stormwater management, pavement design, earthwork calculations, and construction support needed to complete various projects. SR 88 Widening and Reconstruction, Jefferson County, GA. Georgia Department of Transportation. Roadway

Designer. This project consisted of widening and reconstruction of 9.4 miles of an existing two-lane facility. Theproposed SR 88 would consist of two 12-foot lanes in each direction separated by a 44-foot depressed grassmedian. The project provided two new bridges over Rocky Comfort Creek. Due to significant vertical re-alignment

to meet speed design, stage construction plans were extremely important to this project. Responsible for horizontal and vertical alignment, intersection sight distance calculations at side roads, stage construction plans (3 stages), right of way plans, erosion control plans, signing and marking plans, and utility plans.

Flat Shoals over Dolittle Creek Bridge Replacement, Dekalb County, GA. Lead Roadway Engineer. This projectconsisted of the replacement of a structurally deficient bridge over Dolittle Creek. Bike lanes and sidewalks wereincluded in the new typical section and the bridge was lengthened to clear the FEMA flood plain. Responsibilities included: detailed concept design; horizontal and vertical geometry for preliminary plans, right-of-way, final plans, and erosion control plans.

Snapfinger Road Widening and Reconstruction, Dekalb County, GA. Lead Roadway Engineer. This projectconsisted of the widening of Snapfinger Road for safety and operational improvements starting at the intersectionof Wesley Chapel Road and continuing south for 1.8 miles to Flat Shoals Parkway Trail. Included in theimprovements were the addition of 4-foot bike lanes, curb and gutter with ADA compliant sidewalks, 20-ft. raisedmedian on 4-lane divided urban roadway, as well as the redesign of alignments for safety and vertical grades tocorrect inadequate sight distance. Responsible for working on the concept layout design, preliminary construction plans, drainage design, utility plans, and erosion control plans for this project.

d. Brian Adams, PE, SE – Bridge Lead a. Education: BSAE, University of Georgia, 2001b. Registration: Professional Engineer, GA # 31675, Structural Engineer, UT #7276051-2203c. Relevant Experience:

Brian has 16 years of structural design experience. He has led the bridge design effort for many of H&L’s projects.As a lead engineer, Brian provides direction to the bridge design team and offers technical guidance in the designprocess.

SR 172 over South Fork Broad River, Georgia Department of Transportation, Madison County, GA. This projectwas a bridge replacement under one of H&L’s Big Bridge Work Order contracts to replace the structurally deficientand functionally obsolete bridge over South Fork Broad River on SR 172. The new structure is a two-lane, three-span, 190-foot concrete bridge consisting of two deck girder spans and one pre-stressed concrete beam span.Brian was responsible for design of the bridge. He coordinated with the roadway team for bridge geometryverification, ensured that the bridge design was properly integrated with the bridge hydraulic analysis, andcoordinated with the geotechnical engineering team for development of all foundation solutions. He led the bridgedesign team, providing technical direction and oversight, and he tookresponsibility for completion of the design and production of the drawings. He ensured quality control efforts were maintained in accordance with the QA Plan. Brian verified the design for constructability, including consideration ofanticipated staged construction under traffic.

SR 135 over Dark Bay Creek, Georgia Department of Transportation, Atkinson County, GA (Project #BRST-0000-00688, PI #432107). This bridge replacement project was a work order under one of H&L’s Big Bridge Work Ordercontracts. The project provided complete final bridge design for the replacement of a structurally deficient andfunctionally obsolete bridge on SR 135 over Dark Bay Creek. Brian was responsible for design of the bridge. Hecoordinated with the roadway team for bridge geometry verification, ensured that the bridge design was properlyintegrated with the bridge hydraulic analysis, and coordinated with the geotechnical engineering team fordevelopment of all foundation solutions. He led the bridge design team, providing technical direction and oversight,and he took responsibility for completion of the design and production of thedrawings. He ensured quality control efforts were maintained in accordance with the QA Plan. Brian verified the design for constructability, including consideration of anticipated staged construction under traffic.

SR 1/US 27 over Mountain Creek, Georgia Department of Transportation, Effingham County, GA (Project BRST-005-5(47), PI #533145). Under one of H&L’s Big Bridge Work Order contracts, this project provided complete finalbridge plans to replace the structurally deficient and functionally obsolete bridge over Mountain Creek on SR 1/US27. Brian was responsible for design of the bridge. He coordinated with the roadway team for bridge geometryverification, ensured that the bridge design was properly integrated with the bridge hydraulic analysis, andcoordinated with the geotechnical engineering team for development of all foundation solutions. He led the bridgedesign team, providing technical direction and oversight, and he took responsibility for completion of the design and

production of the drawings. He ensured quality control efforts were maintained in accordance with the QA Plan. Brian verified the design for constructability, including consideration of anticipated staged construction under traffic.

d. Relevant Experience Utilizing GDOT Specific Processes, Manuals, or Guidance:Brian is thoroughly familiar with the PDP documents and guidelines. He has designed many projects in accordance with the PDP, PPG (Plan Presentation Guide), EDG (Electronic Data Guidelines), GDOT Bridge and Structures Policy Manual, GDOT Bridge Detailing Guidelines, and GDOT Bridge Programs. He is experienced with AASHTO Bridge Design Specifications, including LRFD. Brian is proficient in structural design software such as SAP2000, DESCUS I, DESCUS II, Bridge Designer II, CONSPAN, RC-PIER, PCACOL, and he is proficient with Georgia DOT bridge design programs such as BRPSBM, BRCTBM, BRSPAN, BRPAD, BRGEOM, and BRRBAR.

Lori Kennedy – NEPA Lead a. Education: MS Personal Financial Planning, Georgia State University, 1994; BSCE, Univ. of Rhode Island, 1985b. Registration: N/Ac. Relevant Experience:

Ms. Kennedy has over 30 years of planning, environmental, design, construction and funding oversight on Federal-aid/State-aid transportation projects. During her 10-years with FHWA, she had direct oversight on several multi-million dollar projects from review and approval of NEPA documentation and final construction plans to construction inspection of these projects in the field. These projects included the last widening of I-285 from I-75 to I-85, the last widening of I-20 west of Atlanta, the Kennedy Interchange, the downtown connector, GA 400 from I-285 to I-85, the Talmadge Memorial Bridge, the initial HOV lanes, and others. As acting Transportation Manager during her 10-years at FHWA she managed the $530M statewide construction program and statewide Federal-aid environmental clearances program. Ms. Kennedy has continued to be involved in all aspects of GDOT transportation projects from NEPA, design, value engineering, and construction inspection services. Bridge Replacements - CR 191/Herndon Road over Ogeechee River and Ogeechee River Overflow, JenkinsCounty, Georgia: Quality Control Reviewer of two NEPA documents (Categorical Exclusions) and overseeing thecompletion of Ecology Addendums to previously approved Ecology Reports for two bridge replacement projectson CR 191/Herndon Road and separated by approximately 0.4 mile. The public’s concerns primarily consisted ofthe length of time that an approximate 18-mile detour would be needed and the project’s construction coordinationwith the bridge replacement of the Ogeechee River Overflow Bridge Replacement. The NEPA documents receivedFHWA approval and included National Register eligible culturalresources, threatened and endangered species, waters of the US, and avoidance/minimization alternatives, economic impacts analysis, and floodplain impacts. GDOT EDS-441(47)(48)(49)(46)(41) and BRF-023-1(12): Project Manager responsible for managing the

completion of two NEPA documents for these projects; which consisted of 64 miles of widening and reconstructionof US 441 from the GA/FL state line to Pearson, from two lanes to four lanes with a 44-foot depressed grass median. Responsible for all assessments of environmental impacts related to NEPA documents. Responsible for thepreparation of and attending the three Public Information Meetings/three Public Hearings, outreach to EJcommunities, and responding to the public’s comments. Responsible for participating in the PAR with resource

agencies and permitting. Overall project included numerous eligible national register historic resources and districts, displacements, wetlands, USTs and other environmental impacts. Both EAs and FONSIs received FHWA approval.

SR 400/I-85 Connector Ramps, Fulton County, Georgia: Quality Control Reviewer for the NEPA/EnvironmentalAssessment, Phase I Environmental Site Assessment and public involvement activities for the proposed additionof ramps to the existing SR 400/I-85 interchange to connect SR 400southbound to I-85 northbound and I-85 southbound to SR 400 northbound. The FONSI was signed by FHWA and the project construction is complete.

Project involved providing conceptual development, database review, preliminaryplans, right of way plans, and final construction plans for construction of the new S.R. 53 Bridge over the ChestateeRiver (Lake Lanier), which was needed to replace an existing steel truss bridge considered structurally deficient. The

superstructure is made from seven precast pre-stressed concrete beams that are post-tensioned together on site to create the four span continuous unit. SR 47 Bridge Replacement over Little River a. Client Name: GDOT | Project Location: Lincoln and Columbia Counties, GA | Dates: 2014 - 2016b. Description of Overall Project and Services Performed: This project replaced the functionally obsolete and structurally

deficient bridge on SR 47 over J. Strom Thurmond/Clarks Hill Lake/Little River, 10.5 miles southeast of Lincolnton,GA. The existing bridge consisted of a steel truss system with reinforced concrete deck and steel beams underneath.The proposed bridge is 1925’ x 43.25’ and is located just west of the existing bridge structure. The bridge typicalsection consisted of 12’ travel lanes in each direction with 8’ shoulders. The relocated SR 47 roadway typical sectionconsisted of 12’ travel lanes in each direction with 6’ shoulders (4’ paved). The roadway approaches were foundedon rock embankment which were constructed to 1.5’ above the normal pool of the lake and the remaining cross sectionconsisted of soil fill up to the finished grade. In addition, retaining walls were constructed to minimize impacts to the

lake. Services include providing design changes during construction and answering Requests for Information (RFI’s). Additionally, our Project Manager, Brad Gowen, served as lead roadway design engineer while with his previous employer and was responsible for design and construction plan submittals throughout the course of the project.

with a median barrier with 4’ wide inside shoulders and 6.5’ wide paved outside shoulders, as well as six (6) newbridges, one bridge requiring railroad coordination. The 3.1-mile long roadway begins at Bourne Avenue/SR 307 andterminates at the eastern end of Jimmy Deloach Parkway and includes a new interchange at Grange Rd. The purposeof the connector is to improve travel time from the Savannah Port to I-95 and accommodate increasing truck traffic toand from the port. This was the first Design-Build project that included right-of-way acquisition, which acceleratedthe completion of the project schedule by two years. A value engineering proposal by the design-build teamsaved the Department $2M in right-of-way costs. Finally, the innovative bid package resulted in over $8M insavings from cost estimates. Services included providing design changes during construction and answeringRequests for Information (RFI’s). b. Primary Office All work on this project will be performed in Holt’s Duluth, GA office. This office was established in September, 2013, two months after Holt Consulting went into business. Paul Holt lived and worked in the Atlanta Area for over 15 years, half of his career, building a transportation design operation for his former employer, The LPA Group. During his tenure in GA, Mr. Holt worked on many transportation projects throughout the state for GDOT and numerous local government clients. While developing a solid reputation for project delivery and client service, he also developed solid relationships in the local transportation industry. Through the investment of time, energy, and financial resources, Holt Consulting is committed to build a leading transportation presence in GA. We currently have the staff availability to complete these projects and we are actively recruiting additional transportation design personnel to support projects undertaken in GA. Our Atlanta area office is dedicated to providing transportation design services for GA clientele, and specifically for GDOT. Our Atlanta personnel are seasoned roadway design professionals who operate in an environment without corporate bureaucracy which allows them to focus on and deliver project and client commitments in the most efficient manner. Because the current project obligations within the office are low, our team can focus on this project, thereby benefitting GDOT and promoting efficiency. c. Narrative on Additional Resources and Ability Project Manager – Mr. Gowen brings 17 years of roadway design experience on transportation projects to Holt Consulting Company. Mr. Gowen’s experience includes both traditional bid-build and design-build projects. He has experience working on projects with multiple bridges similar to this project, including the GDOT Big Bridge 2 contract. This experience demonstrates his capabilities to manage multiple projects concurrently across multiple geographies and various stages of development. He also has the demonstrated capability to manage a large team of subconsultants. Team Coordination –The Holt Team includes multiple subconsultants, several of which are certified DBE’s. Our team partners are companies with which we have long-standing relationships and experience working together. The benefit to GDOT is that we have already established mutual trust, our companies are a good fit together, we have virtually no learning curve, and we ultimately, across the board, have GDOT’s best interest as our top priority. We have assigned two bridge design squads (see organizational chart on previous page) to handle and stay ahead of schedule for the multiple bridges that are included in this contract. Our team will have no issues with meeting the milestone dates as shown in the RFP; NTP March 2017 and Let Contract July 2020. As the Holt Consulting QA/QC team members, Joe Leoni, PE, with Arcadis, and Massod Shabazaz, PE with Heath & Lineback, will be responsible for the review of design submittals at various stages of the Plan Development Process which includes but not limited to Conceptual Design, PFPR Plans, ROW Plans, FFPR Plans, Corrected FFPR Plans, and Final Plans for review of all roadway and bridge design elements for the project. The quality review will utilize a standard checking procedure, which is a check and balance process that includes review (checking), concurrence (back-checking), incorporation and verification (re-checking) of all production work and documents. One of the keys to delivering this project successfully is early and often coordination on front-end activities, including surveying, geotechnical investigations and recommendations, and environmental permitting. Our Team will meet, through consistent tracking and measuring, the incremental milestone deadlines in order to meet the submittal review dates and letting date. Availability – As demonstrated in the Commitment Table below, our project manager and key team leader’s project commitments relative to their available capacity are low. These professionals will be able to devote the necessary time and attention to make this project their number one priority. If selected, Holt Consulting will be under contract with GDOT in approximately 3 to 4 months for this project. Projecting our current workload out to coincide with the timeframe for beginning work, the Holt personnel assigned to this project (Brad Gowen, Jacob Redwine, Daniel Atkinson, Chris Lowery, and Paul Holt) are completely committed to the delivery of this project and will have availability of over 80% of their time. Our subconsultant team members have similar levels of availability for this project. Holt understands the importance of meeting schedule milestones, is dedicated to meet all deadlines on this project, and will utilize the full breadth of resources available from our team to do so.
