SIMECO is an engineering and contracting firm established in 1984, having theirheadquartersatViaRomilli,22-Milano,Italy.

SIMECO present workforce is approx. 300,000 manhours/year (177 engineers andtechnicians operating on a full time equivalent basis). Sub-contracting agreements withqualified engineering firms account for additional 100,000 manhours/year managed bySIMECOforatotalcapacityofapprox.400,000manhours/year.

SIMECOpresentworkforce in the specific areaof Process Technologies is approx. 50,000engineering manhours/year performed through a staff of more than 30 engineers andconsultants.

SIMECO provides specific expertise, know-how and solutions in brownfield projects. Forinstance, SIMECO has frame agreements with Eni Spa to provide process engineeringservice–withthemainfocusonfeasibilitystudies,processoptimizationstudies,technicalassessment,preparationofextendedBasicDesignPackage(BEDP)andcostestimate,etc…-

to all Eni group plants in Italy and worldwide. Most of the projects deal withtroubleshooting and debottlenecking of existing process units, energy savings, andidentificationof technical solutions foroperational improvements. Theoriginal twoyearscontract was extended for additional two years thanks to the excellent track recordachieved.SIMECOhasbeenrecentlyawardedanewthreeyearscontractvaliduntil2019.

Agreements for process engineering services and project management services arepresentlyinforcewithSARLUX(SarrochRefinery)andRAM(MilazzoRefinery).

In themidstream sector, frame agreements for engineering services, including operativemaintenance,havebeen in forcewithURS (nowAECOM) forAdriatic LNG (a JVbetweenExxonMobil, Qatar Gas and Edison) for the offshore LNG Regasification Terminal in theNorthernAdriaticSea (Italy)andwithTransMediterraneanPipelineCompany (TMPC) forthe Transmed Pipeline between Cape Bon (Tunisia) and Mazara del Vallo (Italy) (seeparagraphsviiiandix).

Further to be a provider of engineering services, SIMECO is a Main Contractor for EPCprojects boasting recent experiences in revamping and debottlenecking of refinery units(see followingpar.vii).Servicesprovidedcoversup tocommissioning,assistance toplantstart-upandoperation.

SIMECO’s affiliate company Streamline Engineering Srl specializes in basic design ofpipelines.

PacificFutureEnergyiscommittedtobuildandoperatetheworld’sgreenestrefineryon British Columbia’s north coast. PFEC believes it’s in Canada’s national strategicinterest to gain access to international markets for Alberta’s oil, especially thegrowingAsianmarket;thecompanybelievesitshouldnotbedoneatthesacrificeofBC’s coast or broader environment andmust be done in full partnershipwith FirstNations.The facilitywill processbitumen fromAlberta’soil sands into refinery fuels suchasgasoline,kerosene,dieselandotherdistillates.The Study addressed the implementation of the first train/module of the Refinery,processing200,000BPSDofRawBitumen.The$10BillionRefinerywillbebuilt inmodules,witheachphasehavingaprocesscapacityof200,000BPSD.TheRefineryhasthepotentialtoincreasethecapacityto1MBPSD,ifneeded.Themain project bases/constraints driving the overall configuration of the refinerywere:

o GreenestRefineryEver:thecomplexwillproduceexclusivelywhiteproducts,i.e.nofuel oil nor cokewill be produced. Effluents will beminimized through extensivewaterreuseandfluegastreatments.

The project scope includes the revamping of the flowlines,installationofnewequipmentforgas/oil/waterseparationandnewexportlinestotheprocessingfacilities.

TheGTPwill separate commercial natural gas from propane, butane and LPG used inmany industrial, commercial and manufacturing applications. The GOSP at Burun Oil Field had some trouble operations, i.e. sand carry over,cloggingof filters by paraffines contained in the crudeoil andHSE issues. SimecoScopeofWorkwastocarryout,onavery tightschedule,a reviewof theexistingBDP developed by the previous Owner of the Oil Field in order to solve theoperating problems. Each document of the BDP was reviewed. Severalinconsistencies were identified and for each document a Comment Sheet wasproduced.Eventually, recommendationswereprovided toCompany regarding thepossibilitytousetheBDPasabasisforanEPCbidtode-bottleneckthePlant.

§ Risk Analysis/Assessment Study for the Out of Service (Decommissioning andDismantling) of Gas Sweetening Unit at DP4 Platform – Bouri Field, Libya, 2008-2009.DP4 Platform produces oil and associated gas which is partially used as fuel(5mmscfd),theexcessbeingflared.TheFuelGasSweeteningUnitlocatedonDP4platformwasdesignedtoproducetherequiredfuelgasfreefromHydrogenSulphide.Sinceitscommissioningtheunitdidnot run properly resulting in high operation and maintenance cost. Since thematerials of the Fuel Gas System were compatible with sour gas materialsspecifications, the issue to remove the unit to recover space for other Field’sdevelopmentinstallationswasraised.Therefore, to allow an effective and rational decision about re-commissioning ordecommissioning and dismantling the Gas Sweetening Unit, a thorough RiskAssessment Study (including HAZID, HAZOP, Risk Analysis, Consequence Analysis,ToxicGasDispersionStudy,ExplosionConsequenceAssessment,FireConsequenceAssessment and Environmental Assessment) was awarded to SIMECO. The studyaddressed thepossible impactof untreatedof gaswithhigh concentrationofH2Son:o the operation of the equipment of the fuel gas system, i.e. heaters and Gas

Turbineso theenvironmento personnelsafety

An extensive constructability review was carried out to identify the mostappropriate dismantling sequence of the existing unit to allow the simultaneousoperationoftheproductionplatform.
