Senator Link offered the following Senate Resolution, which was referred to the Committee on
Assignments:
SENATE RESOLUTION NO. 55
WHEREAS, The prices of commodities - from oil and copper to coffee and corn - have declined by 10-
70% per commodity over the past year as measured in the Dow Jones and Bloomberg Commodity Indices; the price of oil has fallen 70%; this price collapse is now creating a new crisis; and
WHEREAS, The collapse of commodity prices is the new "subprime mortgage" crisis of 2016; the commodities and their related financial paper are tied to a $300 trillion derivatives bubble in the major
banks and other companies in the United States, and far more internationally; it was the derivatives
meltdown that set off the 2008 financial collapse; and
WHEREAS, This new financial crisis is being driven by a collapse of our industry and infrastructure;
in November and December of 2015, U.S. Commerce Department durable goods orders fell by 1.1% and 5.1% respectively; mass layoffs are increasing, highlighted by the announcement of 10,000 layoffs at
Caterpillar and 200,000 layoffs in the oil fields; the Institute for Supply Management Manufacturing Index
has contracted for four straight months nationwide; and
WHEREAS, A return to a durable recovery will require adoption of national credit and national banking
policies as was done by Alexander Hamilton, John Quincy Adams, Abraham Lincoln, Franklin D. Roosevelt, Dwight Eisenhower, and John F. Kennedy; the program of federal credit to industry, states,
and cities built the industry and agriculture of our nation; and
WHEREAS, National credit, under this Constitutional program, can be made available for the creation
of productive jobs in infrastructure, manufacturing, and high technology projects, thus creating mass
employment for our now heavily unemployed and underemployed workforce, especially young people; therefore, be it
RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the United States Congress to immediately adopt the "American
Recovery" program by doing the following:
1) Restore the provisions of the Glass Steagall Act, and pass HR. 381 in the U.S. House of

Representatives and S. 1709 in the U.S. Senate, which aim to immediately restore the separation of investment and commercial banking; Glass-Steagall in the U.S. House has four Illinois Congresspersons
co-sponsoring, and was law for 66 years; it prevented banking crises like the one experienced in 2008;
2) Return to a national banking and a federal credit system, modeled on the principles of
Alexander Hamilton's First Bank of the United States, which built all the infrastructure of the nation for
the first 40 years; it was reinstituted as Illinois native son Abraham Lincoln's National Banking-Greenback policy that built everything from railroads to steel mills; Lincoln was the architect of the
Transcontinental Rail System that built America, and as a State Legislator he was a leading sponsor of
internal improvements and water projects here in Illinois; nationally, Lincoln was a leading advocate for a new National Bank; the same credit policy was embodied in Franklin Roosevelt's Reconstruction
Finance Corporation, which financed the New Deal infrastructure program; for example the Works Progress Administration was financed by RFC and employed tens of thousands of Chicagoans of all
ethnic backgrounds in productive jobs; Ronald Reagan's father, Jack, was the director of the Works
Progress Administration in Peoria;
3) Use the federal credit system to build a modern network of high speed rail, power
generating systems, water projects, such as those urgently needed in the Southwest and cities like Flint,
Michigan; Chicago; Philadelphia; and others nationwide; and other critical programs; and
4) Launch a program to rebuild our space program to put a permanent manned colony on the
Moon and explore the solar system, and develop a program to create nuclear fusion, to finally solve the
energy needs of the nation and the planet; the University of Illinois at Urbana-Champaign is actively
involved in fusion research; and be it further
RESOLVED, That suitable copies of this resolution be delivered to President Donald Trump, U.S.
Speaker of the House Paul Ryan, U.S. Senate Majority Leader Mitch McConnell, and all members of the Illinois Congressional Delegation.
Senator Bush offered the following Senate Resolution, which was referred to the Committee on
Assignments:
SENATE RESOLUTION NO. 72
WHEREAS, Illinois has more units of local government than any state in the country, numbered at over
7,000; and
WHEREAS, The General Assembly finds that consolidation of units of local government will result in
cost-saving for the taxpayers; and
WHEREAS, The General Assembly finds that consolidation of units of local government shall only
occur in the absence of reductions in the quality of services to taxpayers; and
WHEREAS, Lake County and the 31st Legislative District would benefit from a study assessing how
specific units of local government may be consolidated or dissolved; therefore, be it
RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE
STATE OF ILLINOIS, that the Working Group on Local Government Consolidation is created to identify
ways to eliminate barriers to consolidation and resolve certain discrepancies in the Illinois statutes governing local governments and special districts in Lake County and the 31st Legislative District; and be
it further
RESOLVED, That the Working Group shall consist of the following members:
(1) one member of the Senate appointed by the President of the Senate, who shall serve
as chair;
(2) one member of the Senate appointed by the Senate Minority Leader;
(3) one member selected from recommendations provided by the Lake County Board to be

appointed by the Governor;
(4) one member selected from recommendations provided by the Lake County Forest Preserve
District to be appointed by the Governor;
(5) three members selected from recommendations provided by an association representing local townships to be appointed by the Governor;
(6) two members selected from recommendations provided by an association representing
local fire protection districts to be appointed by the Governor;
(7) two members selected from recommendations provided by an association representing
local park districts to be appointed by the Governor;
(8) one member selected by the College of Lake County to be appointed by the Governor; (9) two members from local elementary school districts selected from recommendations
provided by the Superintendent of Schools to be appointed by the Governor;
(10) two members from local high school districts selected from recommendations provided
by the Superintendent of Schools to be appointed by the Governor; and
(11) three members selected from recommendations provided by an association representing local municipalities or cities to be appointed by Governor Rauner; and be it further
RESOLVED, That the Working Group shall meet periodically but no less than once every three months;
the group shall meet in accordance with the requirements of the Open Meetings Act; and be it further
RESOLVED, That the Illinois Department of Revenue shall provide administrative support and technical assistance to the Working Group; and be it further
RESOLVED, That the Working Group shall accept testimony and evidence from third parties, including comments from the public at large, in crafting their report to the General Assembly; and be it further
RESOLVED, That the Working Group shall submit their report to the General Assembly no later than May 31, 2018; the report shall include findings including, but not limited to, the following issues as they
occur in Lake County:
(1) an assessment of the number of units of local government and the costs associated with each unit, including salaries, expenses, and operating costs;
(2) an assessment of the units of local government that are engaged in intergovernmental
cooperation efforts and what, if any, cost savings have resulted from such partnerships;
(3) recommendations for the elimination of barriers to consolidation;
(4) recommendations for the streamlining or consolidation of units of local government;
and
(5) recommendations for intergovernmental cooperation potential; and be it further
RESOLVED, That suitable copies of this resolution be delivered to the Chair of the Working Group on Local Government Consolidation and Governor Rauner.
Senator Sandoval offered the following Senate Joint Resolution, which was referred to the
Committee on Assignments:
SENATE JOINT RESOLUTION NO. 7
WHEREAS, Interstate 55 from Interstate 355 to Interstate 90/Interstate 94 in DuPage, Cook, and Will
Counties experiences severe congestion for extended periods of time on a daily basis and is unable to
accommodate existing traffic demands; and
WHEREAS, The Illinois Department of Transportation is seeking to move forward with a project to
provide additional highway capacity along Interstate 55 from Interstate 355 to Interstate 90/Interstate 94 in DuPage, Cook, and Will Counties and toll the additional capacity; and
WHEREAS, The project is contingent upon compliance with applicable environmental requirements and, if federal funds or requirements are involved, approval by the Federal Highway Administration; and

WHEREAS, It is the intent of the Public-Private Partnerships for Transportation Act to promote public-private partnerships for transportation by authorizing transportation agencies to enter into public-private
agreements related to the development, operation, and financing of transportation facilities; and
WHEREAS, The Department is seeking to move forward with the project to provide additional highway
capacity along Interstate 55 from Interstate 355 to Interstate 90/Interstate 94 in DuPage, Cook, and Will
Counties and toll the additional capacity pursuant to the authority provided under the Public-Private Partnerships for Transportation Act; and
WHEREAS, It is a requirement of subsection (d) of Section 15 of the Public-Private Partnerships for Transportation Act that prior to the Department's commencement of a procurement under the Act with
respect to any potential project, the General Assembly shall authorize the commencement of the procurement by a joint resolution; therefore, be it
RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that in
accordance with subsection (d) of Section 15 of the Public-Private Partnerships for Transportation Act,
we authorize the Department to commence a procurement process for a project to provide additional
highway capacity along Interstate 55 from Interstate 355 to Interstate 90/Interstate 94 in DuPage, Cook,
and Will Counties and toll the additional capacity; and be it further
RESOLVED, That suitable copies of this resolution shall be presented to the Secretary of State and the
Secretary of the Department of Transportation.
Senator Barickman offered the following Senate Joint Resolution, which was referred to the
Committee on Assignments:
SENATE JOINT RESOLUTION NO. 8
WHEREAS, It is highly fitting that the Illinois General Assembly pays honor and respect to individuals
who gave their lives in service to their communities; and
WHEREAS, Dana Schoolman was a volunteer firefighter with the Ashkum Township Fire Protection
District for six years; and
WHEREAS, Dana Schoolman also served as an emergency medical technician with the Ash-Clif
Ambulance Service; and
WHEREAS, On November 6, 1988, Dana Schoolman was fatally injured in the line of duty; at
approximately 8:00 am, he responded to a medical emergency call in his personal vehicle; he lost control on the ice and snow covered roadway near the intersection of US Route 45 and Iroquois County Road
2400 North and died from injuries sustained in the accident; and
WHEREAS, Dana Schoolman was 31 years of age; he was survived by his wife and two children; and
WHEREAS, Dana Schoolman was honored at the National Fallen Firefighters Memorial in Emmitsburg, Maryland in 1989 and at the Illinois Fallen Firefighters Memorial in Springfield; therefore,
be it

WHEREAS, It is highly fitting that the Illinois General Assembly pays honor and respect to the truly great individuals who have served our country and, in so doing, have gone above and beyond the call of
duty in truly heroic acts; and
WHEREAS, Specialist Phillip Pannier was born on December 5, 1987 in Peoria; his parents were
Donald and Robyn Amigoni Pannier; and
WHEREAS, SPC Phillip Pannier graduated in 2006 from Roanoke-Benson High School, where he was
active in band, FFA, football, and soccer; and
WHEREAS, SPC Phillip Pannier began his military career with basic training at Fort Benning, Georgia;
he achieved his rank of private first class, serving his home post at Fort Campbell, Kentucky; and
WHEREAS, SPC Phillip Pannier was killed in action on January 8, 2008, while serving in Operation
Iraqi Freedom; he was posthumously promoted to the rank of specialist; and
WHEREAS, SPC Phillip Pannier was a member of St. Paul Lutheran Church in Benson; and
WHEREAS, SPC Phillip Pannier enjoyed being outdoors on the farm; he was also active with the Happy Hustlers 4-H Club and was an avid deer hunter; and
WHEREAS, SPC Phillip Pannier was preceded in death by his paternal and maternal grandparents, and his brother, Dale Opie Pannier; and
WHEREAS, SPC Phillip Pannier was survived by his parents; his brothers, Dan (Karin) Pannier and Benjamin Pannier; his sister-in-law, Tanya; his nieces and nephews, Kaitlyn, Karly, Kiefer, Jessica,
Colton, and Dalana; and his fiancee, Jennifer Held; therefore, be it

WHEREAS, Youth and young adults, ages 16 to 24, who fall into two groups need opportunities to become successful adults: (1) those who are neither working nor in school, including those without a high
school diploma, and (2) those who are low-attending, jobless high school students; these individuals are
in need of opportunities to succeed as adults; according to a recent study by the Great Cities Institute at the University of Illinois at Chicago, in 2014, there were 190,945 youth and young adults (16 to 24 years
old) who were jobless and out-of-school in Illinois; of those, 46,501 were between 16 and 19 years of age
and 144,444 between the ages of 20 and 24; and
WHEREAS, Of these 190,945 jobless and out-of-school youth and young adults, 73,130 were white,
39,712 Hispanic, and 78,103 were African American; and
WHEREAS, The vast majority of these youth and young adults who are neither working nor in school, including those without a high school diploma and those who are low-attending jobless high school
students, come from low-income areas in both Chicago and downstate; and
WHEREAS, Many of these youth and young adults need opportunities to become successful adults and
would benefit from education and employment opportunities if these opportunities are structured using
evidence based/best program practices of smaller, more flexible, and more structured comprehensive
programming to address their education, work, and social development needs; and
WHEREAS, Illinois currently has a shortage of skilled workers; provided with the right opportunities, these youth and young adults, could be trained to fill those vacancies for the benefit of the employers, the
Illinois economy, and their own futures; and
WHEREAS, According to the Illinois Department of Corrections Fiscal Report for 2014, only 19.7%
of inmates in Illinois prisons completed high school, and only 19.2% completed a GED program, leaving
62% of inmates in Illinois without an education higher than 11th grade; and
WHEREAS, Youth without a high school diploma earn $516,000 less over their lifetimes than those
with high school diplomas and some college education; and
WHEREAS, The benefit to Illinois taxpayers is over $290,000 in tax revenue over the lifetime of a
youth who earns a high school diploma versus a youth who does not earn a high school diploma; there is also a savings to taxpayers in terms of youth with a high school diploma requiring less expenditures for
social services such as welfare, mental health and dependency services, and reduced risk of imprisonment
or other criminal justice related costs; and
WHEREAS, There is significant research and program experience to draw upon to assist in the
development of successful programs to support out-of-school and jobless youth to improve their education and find employment; therefore, be it
RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that there is
created the Statewide Task Force on Developing Opportunities for Youth and Young Adults Who Are
Jobless and Out-of-School in order to examine and develop programs to address the growing numbers of out-of-school and jobless youth in Illinois, including those without a high school diploma, who are neither
working nor in school, and low-attending jobless high school students; and be it further
RESOLVED, That the purpose of the Task Force is to examine policies, programs, and other issues
related to developing a variety of successful approaches using best program practices for out-of-school
and jobless youth students, with the goal of improving their education, work-related, and social development skills, so that they can successfully enter the workforce and become productive adults; and
be it further
RESOLVED, That the Task Force shall be composed of the following members:
(1) Eight legislators, two appointed by the President of the Senate, two appointed by
the Speaker of the House, two appointed by the House Minority Leader, and two appointed by the Senate
Minority Leader;

(2) One representative from the Governor's office appointed by the Governor;
(3) One representative of the State Board of Education appointed by the State Superintendent of Education;
(4) One representative of the Department of Human Services appointed by the Secretary of the Department of Human Services;
(5) One representative of the Department of Children and Family Services appointed by its Director;
(6) One representative of the Illinois Department of Juvenile Justice appointed by its
Director;
(7) One representative of the Department of Commerce and Economic Opportunity appointed
by its Director;
(8) One representative of the Illinois Community College Board appointed by its
Executive Director; and
(9) One representative of the Illinois Board of Higher Education appointed by its
Executive Director;
(10) One representative of the Illinois Department of Corrections appointed by its
Director; and
(11) 15 representatives of organizations with successful experience working with jobless
youth without a high school diploma and low-attending high school students, three appointed by the
President of the Senate, three appointed by the Speaker of the House, three appointed by the House Minority Leader, three appointed by the Senate Minority Leader, and three appointed by the Governor,
with one of these public representatives serving as the Chairperson of the Task Force; and be it further
RESOLVED, That the duties of the Task Force shall include conducting a series of public hearings and
listening sessions throughout the State to discuss the issues of jobless and out-of-school youth including
youth without a high school diploma and low-attending high school students who need opportunities to become successful adults; the Task Force will examine their impact on various regions of the State and
complete a review of data regarding out-of-school and jobless youth comparing Illinois with other states
in the region and nationally, including a review of various financing and funding mechanisms used by other states, counties, cities, foundations, and other financial funding sources; the Task Force will submit
a final report with recommendations to the Governor and the General Assembly on ways to address these
challenges; and be it further
RESOLVED, That the Task Force shall issue an interim report of its findings to the Governor and the
General Assembly no later than January 31, 2018; and be it further
RESOLVED, That the Task Force shall issue a final report by December 31, 2018; and be it further
RESOLVED, That upon the filing of the final report the Task Force is dissolved.

WHEREAS, Thomas Boyle served two tours in the United States Marine Corps in Vietnam; he earned
the Cross of Gallantry for his service; and
WHEREAS, Thomas Boyle served with the Chicago Police Department for 30 years; he was personally
responsible for capturing brothers Tyrone and Larry Strickland, who were later convicted of murdering Wheeling Police Officer Kenneth Dawson in November of 1985; and
WHEREAS, Upon his retirement, Thomas Boyle served as a Law Enforcement Professional for the
Criminal Investigations Department of the Department of Defense, where he trained police in Kosovo,
Iraq, and Afghanistan; and
WHEREAS, Thomas Boyle was awarded the Defense Medal of Freedom and the Civilian Commander's
award for the investigation and prosecution of eight terrorist bomb makers in Iraq; and
WHEREAS, Thomas Boyle was killed in a firefight on June 19, 2012 while serving in Afghanistan; and
WHEREAS, Thomas Boyle was survived by his wife of 35 years, Pauline, and his son, Ryan; therefore, be it

CONSTITUTIONAL AMENDMENT NO. 3

RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES CONCURRING HEREIN, that there
shall be submitted to the electors of the State for adoption or rejection at the general election next occurring
at least 6 months after the adoption of this resolution a proposition to amend Article IV of the Illinois Constitution by changing Section 6 as follows:
ARTICLE IV THE LEGISLATURE
SECTION 6. ORGANIZATION
(a) A majority of the members elected to each house constitutes a quorum. (b) On the first day of the January session of the General Assembly in odd-numbered years, the Secretary
of State shall convene the House of Representatives to elect from its membership a Speaker of the House
of Representatives as presiding officer, and the Governor shall convene the Senate to elect from its membership a President of the Senate as presiding officer. A person may serve no more than ten years in
any one of the following offices: Speaker of the House of Representatives, President of the Senate,
Minority Leader of the House of Representatives, or Minority Leader of the Senate; provided that service before the second Wednesday in January of 2019 shall not be considered in the calculation of a person's
service.
(c) For purposes of powers of appointment conferred by this Constitution, the Minority Leader of either house is a member of the numerically strongest political party other than the party to which the Speaker
or the President belongs, as the case may be.

(d) Each house shall determine the rules of its proceedings, judge the elections, returns and qualifications of its members and choose its officers. No member shall be expelled by either house, except
by a vote of two-thirds of the members elected to that house. A member may be expelled only once for the
same offense. Each house may punish by imprisonment any person, not a member, guilty of disrespect to the house by disorderly or contemptuous behavior in its presence. Imprisonment shall not extend beyond
twenty-four hours at one time unless the person persists in disorderly or contemptuous behavior.
