The Commission accepted Austria's national plan on condition that certain changes are made, including a reduction in the total number of emission allowances proposed. The cleared annual allocation is 30.7 million tonnes of CO2 allowances, 6.4% less than Austria had proposed. The Emissions Trading Scheme ensures that greenhouse gas emissions from the energy and industry sectors covered are cut at least cost to the economy, thus helping the EU and its Member States to meet their emission commitments under the Kyoto Protocol. Read more Emission Trading Scheme (EU ETS) National Allocation Plans for 2008 to 2012 Commission proposes raising the ceiling for “de minimis” aid in the agriculture sector The European Commission adopted a draft regulation raising the ceiling for small amounts of aid (“de minimis” aid) in the agriculture sector to €6 000 per beneficiary over any period of three years and the maximum total per Member State to 0.6% of the value of agricultural output. It also sets out a clearer definition of the scope of such aid. The draft regulation gives the Member States greater room for manoeuvre in granting aid without distorting competition. Read more Commission partially endorses training aid to General Motors Belgium The European Commission has closed an in-depth investigation concluding that €2.18 million aid the Flemish Region intends to grant to support training at General Motors Belgium in Antwerp (“GM Antwerp”) is compatible with EC Treaty state aid rules. However, the Commission also found that further €3.15 million aid would only have served to finance training activities which General Motors would have carried out anyway, even without aid. Such aid would not serve the common interest by increasing training activities, but would simply distort competition between plants located in different Member States. Therefore, the Commission decided that this last part of the aid would be incompatible with the Single Market. Read more

OOtthheerr EEEEAA ppooiinnttss ooff iinntteerreesstt EFTA Surveillance Authority Annual Report 2006 This Annual Report provides an overview of the work of the Authority and, in particular, the developments in individual cases during 2006. The Authority has maintained its focus on the timely and correct implementation of EEA legislation in the three EEA EFTA States. However, special efforts were made to reduce the number of pending cases, which, at the end of the previous year, stood at almost 700 cases. At the end of 2006, the number of pending cases stood at 644. This ongoing process of reducing case load should allow the Authority to free resources to cope with its surveillance functions more effectively. The stabilisation of the BCI is the net effect of a worsening in managers' assessment of their stocks of finished products and of the production trend observed in recent months and improvements in managers' views on total order books and in their production expectations for the months ahead. Meanwhile, managers' assessment of export order books remained stable. Technology is fuelling innovation and productivity, and there are signs of fundamental change in markets and user behaviour, as Europe moves towards a knowledge-based economy. The Commission's vision is to tap this potential by providing the freedom for people, infrastructures, organisations, funding, knowledge circulation and global co-operation to operate effectively, securing knowledge firmly at the heart of society. The Green Paper "The European Research Area: New Perspectives" recognises the challenges posed to Europe by underinvestment in and fragmentation of research and the growing globalisation of science & technology.
