T he National Statistics Office (NSO), the major statistical agency of the government, is set to conduct the 2010 Census of Population and Housing (CPH) starting May 17 this year, a week after the first fully-automated national elections.

On the said day, as prescribed by Batas Pambansa Blg. 72, large number of public schools teachers of the Department of Education (DepEd) will compose the nearly 58,000 NSO trained census-takers (enumerators), over 11,000 team supervisors, and almost 4,300 census area supervisors and their assistants will augment the NSO field staff in the nationwide conduct of the 2010 CPH.

For about 15 to 30 minutes, enumerators, who will be wearing official CPH 2010 IDs, will visit and interview every household on basic information on the number of people residing within the house including their ages, sex, civil status, education, livelihood activity and other demographic, social and economic characteristics.

All information to be collected about the population and living quarters will be counted as of 12:01 AM, Saturday, of the reference date which is May 1, 2010. The enumeration is expected to last for 23 days. The NSO targets to submit barangay counts to the Office of the President on December 2010.

USMian has finally broken MSU’s winning streak

18th PSQ SOCCSKSARGEN CHAMPION-

During the 18th Philippine Statistics Quiz (PSQ) Regional Finals of SOCCSKSARGEN, the University of Southern Mindanao (USM) student, Emelou L. Maning, emerged as the Regional Champion. He competed against twenty-four (24) other contestants coming from different schools in all of the provinces and key cities in the region.

Emelou L. Maning, a Bachelor of Science in Electronics and Communication Engineering student, was very consistent during the

contest. He led the ranking from Round 1 to the Final Round. His total score was 29 at the end of three rounds.

Finally, he has broken the winning streak history of the Mindanao State University –General Santos (MSU-GSC) City for five consecutive years. Ms. Honey Vincent V. Valle, coach of Maning, finally had the championship after years of being in the contest as a coach.

D espite natural and man made calamities faced by all of us as well as burning issues of na-tional interest and concerns that al-most divided the nation into fractions, the governance still went well ahead on its whole in 2009.

The National Statistics Office is part of the whole picture not as a bit of fire to further divide the nation but as a catalyst of change caused by statistics it produces and civil registration services it provides. More than that, the NSO also responded to the call of nation to extend help to the less fortunate or victims of disasters. It therefore strengthened its corporate social responsibility and moved ahead to provide the needed help and services.

As a primary statistical agency of the government and a civil registration watchdog of the country, the NSO was able to deliver quality and timely statistical and civil registration services to the government, business community, research-ers, academe and the public.

In SOCCSKSARGEN area, the NSO was blessed with dedicated and committed personnel who were responsible in carrying out its mandate. Statistical activities ranging from data collec-tion to processing and dissemination of results were very well managed and even went ahead of the timetable set for each activity.

In addition to the regular government statistical surveys con-ducted annually, the NSO also undertook the following: (1) 2009 Family Income and Expenditures Survey (visit 1). It was carried out in July which provides data on family income from all sources in cash and in kind and all forms of expenses whether for basic needs or otherwise. FIES data is a rich source in estimating number of families belonging to poverty line; (2) 2009 Global Adult Tobacco Survey, the first ever survey conducted in the Philippines. The survey aims to deter-mine tobacco use in countries with highest smoking rates and track these countries’ progress in implementing tobacco-free programs over time; (3) Household Survey on Domestic Visitors which gathers data on domestic tourism in the

Philippines; (4) Consumer Expectation Survey which provides quick and regular assessment of the financial condition of consumers and economic condition of the country at present and in the near future from the consumers’ own viewpoints; (5) 2008 Annual Survey of Philippine Business and Industry and its rider 2008 Survey on Information, Communication and Technology. While these surveys are conducted nationwide, the response rates by region vary and are being looked upon with caution to ensure accuracy and reliability of the results.

More than the data production, NSO 12 pursued various over and above activities such as capacity building both for NSO personnel and civil registry office personnel region-wide; strengthened linkages to both government and non-government entities; promote the use of decentralized registry of establishment system (DRES) by the local govern-ment units, support Kasalan ng Bayan sponsored by various LGUs to legalize marital union; joined Muslim World in celebrating eid’l fitr (end of Ramadan) to enhance under-standing and appreciation of culture and disseminate the im-portance and value of statistics. The first ever Statlympics conducted in Koronadal City as part of observing 20th National Statistics Month was participated by all NSO personnel in the region. The sponsorship by the LGUs of the 18th Philippine Statistics Quiz at provincial and regional levels showed the strong partnership between the latter and NSO in region 12. Provision of books and school supplies to the local elementary school also honored the NSO 12 management. Worth mentioning too is the collection of over one million pesos in the BREQS operation of the regional office which were added to the overall collections of the region in the CRS operation based in General Santos City in the amount of P29.8 Million pesos. These are significant activities that highlighted the accomplishment of NSO in region 12.

Conducted only once a decade, this census gathers comprehensive data about the size, composition and distribution of the Philippine population. Updated census figures will provide government planners, policy makers and administrators on which to base their

social and economic development plans and program. The need to come-up with an up-to-date database for national and local development planning, a special population census was held in August 2007 that stood the country's population to 88.57

The contest was held at South Cotabato Gym and Cultural Center, Koronadal City, South Cotabato last November 12, 2009. The major sponsor of the event was the Provincial Government of South Cotabato through its Provincial Planning and Development Office. This was the first time in the history of PSQ in Region 12 that the event was sponsored by a Provincial Government.

The Board of Judges was chaired by Ms. Herlita G. Caraan, Regional Head of National Statistical Coordination Board (NSCB) XII). Members where Education Supervisors Gerardo O. Magno of Department of Education XII and Evelyn N. Sotes, Ed.D. of Commission on Higher Education XII. Ms. Jhoana R. Bautista of Bureau of Agricultural Statistics (BAS) Central Office represented the PSQ National Steering Committee for the second consecutive year. Serving as this year’s offi-cial quizmaster was Ruben D. Abaro, Jr., Provincial Statistics Officer of NSO SOCSARGEN, General Santos City.

After two rounds, only 10 contestants were left to qualify for the final round (Round 3). At the end of Round 3, Donnaville D. Delfin of MSU-GSC taking up Bachelor of Science in Mechanical Engineering, landed as the second placer. She was followed by Keiff Humphrey M. Bedia (third place) of Sultan Kudarat Polytechnic State College – Isulan Campus. Bedia is taking up Bachelor of Science in Civil Engineering.

Placers were as follows [in particular order from 4th to 10th place]: Joshua John E. Bautista of Mindanao State University-Dadiangas Campus; Johanna E. Dingal of Notre Dame of Dadiangas University; James Aldrin A. Anito of Cotabato City State Polytechnic College; Rhea Jayne U. Bernardino of University of Southern Mindanao Kabacan; Regeric Rex R. Fuentes of Southern Baptist College, Mlang; Rachel L. Ochavo of Cotabato City State Polytechnic College; and Xavier George H. Cardos of Notre Dame of Marbel University.

Before the awarding of prizes, a well-applauded number from South Cotabato’s pride, the Cyber Crew Dancers, was enjoyed by the audience including around a hundred student-spectators from ND Marbel University, USM-Kabacan, ND University and Marbel Institute of Technology who expressed support to their peers and classmates.

Maning, Delfin, and Bedia, each received a cash prize, a specially designed trophy, a medal, and token from Bangko Sentral ng Pilipinas (BSP) Cotabato Branch. The seven other placers received a consolation prize and a token courtesy of BSP.

The event was graced with different personalities in the region. South Cotabato Vice-Governor Atty. Eliordo Ogena attended the event in the absence of Governor Daisy P. Avance-Fuentes, PIA XII Director Olivia Sudaria, DOLE XII Assistant Director Joel M. Gonzales, officials from different regional and local government offices and members of the Regional Steering Committee for this year round of PSQ.

Mark Anthony S. Matampac, last year’s champion, also gave his testi-mony during his year of being in the contest. He also shared his experiences during his representation in the 2008 PSQ National Finals.

Maning, together with his coach, Honey Vincent V. Valle, represented the region to the PSQ National Finals that was held on December 4, 2009 at Ramon Magsaysay Hall, SSS Building, Quezon City, Metro Manila. Although a BS Mathematical Sciences student of Zamboanga Peninsula brought home the grand prize, Maning did a remarkable performance to have reached the Final Round in the said tilt.

Breaking new grounds for PSQ history, chronicles of the regional finals were made in print through creation and distribution of eighty-nine (89) copies of Souvenir Program.

1570-1800s During these periods, population count was

determined largely by estimates rather than actual counts. The earliest estimate which placed the population at half a million was made by Dr. D. P. Barrows, Chief of the Bureau of Non-Christian Tribes. This was for the year 1570, at about the time of the conquest of the islands by Legaspi. In 1591, the population was estimated at 667,612 based on the number of tributes comprising an encomienda. About 166,903 tributes were counted, each representing four persons on the average. This was the only estimate based upon encomiendas as the system ceased in 1600. Later, population estimates depended on church records since people were distributed by parish among religious orders. With records of baptisms, marriages and burials as the source, only the Christian population was counted. In 1799, Father Manuel Buzeta estimated the Christian population at 1,502,574.

1878 The first official census in the Philippines was carried out

by the Spanish government pursuant to a royal decree calling for the counting of persons living as of the midnight of Decem-ber 31, 1877. The census yielded a population count of 5,567,685.

1888 and 1898 Two more censuses, similar to that under-

taken in 1878, followed by orders of separate royal de-crees. The population for 1887 was counted at 5,984,727. In 1898, the population, as published in the Guia Official, was placed at 5,279,955. The census operation during that year was abandoned when war erupted between the Spaniards and the Americans.

1903 The census was conducted on March 2, exactly a year

after the establishment of the civil government. This was conducted to fulfill Act 467 which was approved by the U.S. Congress in July 1902. The census covered the whole Philippine Islands and the actual gathering of data took about two months. The population was counted at 7,635,426.

1903 census enumerators of the province of La Laguna

1918 This was the first census in the Philippines undertaken by

an all-Filipino crew from the directorship down to the lowest level. By proclamation of the Governor-General, Census Day was scheduled on December 31, 1918. The population was counted at 10,314,310.

1939 This census was undertaken in conformity with Section 1

of C. A. 170. It was the first taken under the Commonwealth government with Census day on January 1. The Philippine population figure was 16,000,303.

1948 With the war just ended, a census was needed to plan

for the reconstruction and rehabilitation of the country. The first census under the Republic of the Philippines was authorized by Republic Act No. 36, popularly known as the Cen-sus Act of 1946. Census day was on October 1, 1948. The population was counted at 19,234,182.

1960 The census for this year combined population and

housing, the first of its kind to be undertaken. Conducted simul-taneously with the census of population, the housing census included questions on housing conditions, area of farms operated, and the number of livestock and poultry raised. This provided the sampling frame for the agriculture census. The population counted was 27,087,685.

1970 Executive Order No. 149 designated Sunday,

February 15, 1970, as Census Day. But this had to be reset to May 6 because of budgetary constraints. It was compensated, however, with a wider and more vigorous participation from government agencies and their instrumentalities. The total population was 36,684,486.

1975 The first mid-decade population census was undertaken

in May of this year, almost three years after Martial Law was declared on September 21, 1972. The census, aptly referred to as the Integrated Census of Population and Its Economic Activities, was sanctioned by Presidential Decree No. 650. The Philippine population was registered at 42,070,660.

1980 The Census of Population for this period, together with

the Census of Housing, commenced on May 1.

It was during this census year when Parliamentary Bill No. 809, filed in February 1980, proposed "to hold the census every 10 years beginning in 1980 without prejudice to the undertaking of special censuses on agriculture, industry, commerce, housing and other sectors as may be approved by the National Eco-nomic and Development Authority." The said bill was enacted as Batas Pambansa Bilang 72 one month after the 1980 census enumeration ended.

Proclamation No. 2170 declared as official the 1980 population count conducted by the National Census and Statistics Office. The population was counted at 48,098,460.

1990 The Census of Population and Housing (CPH) for this

period was conducted in May 1990. For the first time, a Census logo and slogan contest was launched nationwide. The winning slogan was "Sensong Pambayan, Sandigan ng Kaunlaran".

Pursuant to the provision of Batas Pambansa Bilang 72, a final report on the total population, total household population, and number of households at the barangay level was approved by the President under Proclamation No. 688 dated February 12,

1991. The population reported was 60,703,206.

1995 More popularly known as the POPCEN, the 1995

Census of Population was undertaken in the month of September. The data gathered provided an updated basis for the apportionment of the Internal Revenue Allocation to local government units and for the creation of new legislative areas such as regions, provinces, municipalities and barangays.

Again, pursuant to Batas Pambansa Blg. 72, the population count and the number of households at the barangay level were declared official by the President under Proclamation No. 849 dated August 14, 1996. The total population was recorded at 68,616,536. It involved around 30,000 hired census field workers.

1995 POPCEN Logo

2000 The 2000 Census of Population and Housing or

Census 2000 was conducted in May 2000 with the slogan, “Census 2000, Count me in!!!” This is the 11th census of popu-lation conducted in the country since 1903, and the 4th census of housing conducted in the country since 1960.

Pursuant to Batas Pambansa Blg. 72, the results of Census 2000, i.e., the population count and the number of household were proclaimed and declared official by the President of the Philippine under Proclamation No. 28 dated April 18, 2001. The Philippine population as of May 1, 2000 was recorded at 76,498,735 persons.

President Arroyo’s issuance of Executive Order No. 26 on Feb-ruary 5, 2002, providing for the reorganization of the adminis-trative regions in Mindanao, a census report on New Mindanao Grouping was released on April 2005. This is to provide a com-prehensive information to government and non-government agencies in their research and implementation of projects in various regions in Mindanao.

2007 “Impormasyong tapat para sa serbisyong angkop at

sapat” was the 2007 Census of Population’s (POPCEN 2007) official slogan. It was designed to take an inventory of the total population of the country during the reference period August 1, 2007. Official population count was recorded at 88.57 million. This translated into an annual growth rate of 2.04 percent for the period 2000-2007, which is the lowest population growth

Population increased by 76,527 persons The total population of South Cotabato (excluding General Santos City) as of August 1, 2007 was 767,255 persons. This figure is higher by 76,527 persons over the 2000 Census figure (690,728 persons). The population count of the province based on the 2000 and 2007 censuses translated to an annual population growth rate (PGR) of 1.46 percent for the period 2000 to 2007, lower than the 2.30 percent PGR for the period 1995 to 2000. Average household size slightly decreased The number of households posted an increase of 23,733 from 141,418 in 2000 to 165,151 in 2007. The total house-hold population also increased, from 689,663 in 2000 to 765,605 in 2007. The average household size in 2007 was 4.6 persons, which is slightly lower than the average house-hold size of 4.9 persons in 2000. City of Koronadal, the provincial capital, was the most populated in the province Among the 10 municipalities and one city in South Cotabato (excluding General Santos City), the City of Koronadal, the provincial capital, was the most populous having 149,622 persons or 19.5 percent of the provincial total population, followed by the municipality of Polomolok with 17.1 percent. The municipality of Tampakan had the lowest population share at 4.5 percent.

Males outnumbered females Of the 765,605 household population of the province, 393,214 were males and 372,391 were females. These numbers resulted in a sex ratio of 106 males for every 100 females, higher than the sex ratio in 2000 (104 males for every 100 females). Median age in South Cotabato was 21 years old In 2007, the household population of South Cotabato had a median age of 21 years, which means that half of the household population were below 21 years old. The median age in 2000 was 20 years. Across age groups, children in the age group 0 to 4 years comprised the largest proportion (12.3 percent), followed by age groups 5 to 9 years (12.2 percent) and 10 to 14 years (12.0 percent). Males outnumbered the females in the age brackets 0 to 59 years. On the other hand, females outnumbered males in the age brackets 60 years and over.

Population increased to 475,514 The population of Sarangani was 475,514 persons as of August 1, 2007, based on the 2007 Census of Population (POPCEN 2007). This figure was higher by 64,892 persons over the population count of 410,622 persons in 2000. The recent population count for the province translated to an annual growth rate of 2.04 percent for the period 2000 to 2007, lower than the 2.43 percent annual growth rate registered for the period 1995 to 2000.

The number of households reached 98,788, which was 15,892 households more than the 2000 figure. The average household size in 2007 was 4.8 persons, which was slightly lower than the average household size of 5.0 persons in 2000.

Glan was the most populated municipality Among the seven municipalities of Sarangani, Glan, was the most populous with a population of 102,676 persons or 21.6 percent of the provincial total population. This municipality was followed by Malungon (20.2 percent), Alabel, the provincial capital (15.1 percent), Malapatan (13.8 percent), Kiamba (11.2 percent), and Maasim (10.4 percent). The municipality of Maitum (7.8 percent) had the least share. (see Figure 1 on page 8)

Males dominated the household population Of the 474,949 household population of Sarangani, 52.0 percent were males and 48.0 percent were females or a sex ratio of 108 males for every 100 females. This was slightly higher than the sex ratio of 106 males for every 100 females in 2000.

Half of the population of Sarangani were below 19 years old

The household population of Sarangani had a median age of 19 years, which shows that half of the household popu-lation were below 19 years old. The median age for the province in 2007 was one year higher than the median age of 18 years recorded in 2000. (see Figure 2 on page 8)

Majority of the voting-age population were males More than half (52.9 percent) of the household popula-tion of Sarangani were in the voting age group (18 years old and over). The distribution of voting-age population by sex showed that males (52.5 percent) outnumbered the females (47.5 percent).

Overall dependency ratio was reduced The proportion of household population in the working age group (15-64 years) was 57.0 percent, young depend-ents (0-14 years), 40.0 percent and old dependents (65 years and over), 3.0 percent.

The overall dependency ratio was 75.4, which implies that for every 100 persons in the working age group, there

were about 75 dependents (70 young dependents and 5 old dependents). In 2000, the overall dependency ratio was 81 (76 young dependents and 5 old dependents).

Single persons comprised more of males than females Nearly half (49.6 percent) of the household population 10 years old and over in 2007 were married while 43.2 per-cent were single. The marital status of the rest of the population was either widowed, divorced/separated, common law/live-in, or unknown. Among single persons, there were more males (57.0 percent) than females (43.0 percent). Females outnumbered the males in the rest of the categories for marital status.

In 2000, the proportion of married persons was 46.0 per-cent, while the proportion of single persons was 42.3 per-cent of the total household population 10 years old and over.

Post baccalaureate degree holders were dominated by males

Of the household population 5 years old and over, 48.5 percent had attended or finished elementary education and 23.8 percent had reached high school. College under-graduates accounted for 3.5 percent and academic de-gree holders, 2.5 percent.

Majority of those with academic degree (57.2 percent) were females, while males dominated the post baccalau-reate degree (51.8 percent) holders.

Number of occupied housing units increased From a total of 81,560 occupied housing units in 2000, the number of occupied housing units reached 97,737 in 2007, showing an increase of 19.8 percentage points. The average number of occupants for every 100 occupied housing units was 101 households or 4.9 persons per oc-cupied housing unit. This was lower than the ratio of 102 households for every 100 occupied housing units or 5.0 persons per occupied housing unit in 2000.

Materials for roofs and outer walls of occupied housing units improved Majority of the occupied housing units had outer walls made of bamboo/sawali/cogon/nipa (66.0 percent). This was followed by half concrete/brick/stone and half wood (11.9 percent) and wood (11.7 percent).

About half (50.2 percent) of the occupied housing units in 2007 had roof made of cogon/nipa/anahaw, followed by galvanized iron/aluminum (44.6 percent). There was a shift from lighter to stronger material for the roof. Use of cogon/nipa/anahaw decreased from 59.1 percent in 2000 to 50.2 percent in 2007 while use of galvanized iron/aluminum increased from 33.9 percent in 2000 to 44.6 percent in 2007.

One out of two persons was in the voting age group More than half (56.6 percent) of the house-hold population belonged to the voting-age population (18 years old and over). This is slightly higher than the proportion of voting-age population (54.2 percent) recorded in 2000. The proportion of males of voting age (51.4 percent) was higher than the propor-tion of females (48.6 percent). Overall dependency ratio dropped to 67 The proportion of household population in the working age group (15 to 64 years) was 59.9 percent; young dependents (0 to 14 years) comprised 36.4 percent, and old de-pendents (65 years and over) accounted for 3.7 percent. The overall dependency ratio of the province was 67, which means that for every 100 persons in the working age group, there were about 67 dependents (61 young de-pendents and 6 old dependents). The de-pendency ratio in 2007 is lower compared to the 2000 ratio of 73 persons per 100 work-ing-age population. More than half of male population were never-married Of the 578,505 household population 10 years old and over, 44.2 percent were never-

married while 47.4 percent were married in 2007. The remaining 8.4 percent of the household population 10 years old and over were either widowed, divorced/separated, in common law/live-in marital arrangement, or with no report on marital status. Among the never-married persons, there were more males (56.0 percent) than females (44.0 percent), On the other hand, females out-numbered the males in the rest of the cate-gories for marital status. More females had attained higher levels of education Of the household population five years old and over, 36.1 percent had attended or fin-ished elementary education, 33.0 percent had reached high school, 6.7 percent were college undergraduates, and 6.9 percent were academic degree holders. The proportion of males was higher than females in education categories preschool (53.2 percent), elementary (54.5 percent), high school (50.1 percent), and post secon-dary courses (53.5 percent). On the other hand, there were more females than males among college undergraduates, and among those with academic degrees and post bac-calaureate courses. Among the household population 5 to 24

years old, majority (62.4 percent) attended school at anytime during the School Year 2007 to 2008. Of the total females aged 5 to 24 years, 63.6 percent attended school at anytime during the said school year, while attendance for males was 61.3 percent of the total males aged 5 to 24 years old. Number of occupied housing units in-creased From a total of 138,572 occupied housing units in 2000, the number of occupied hous-ing units reached 163,886 in 2007, showing an increase of 18.3 percent. The number of households for every 100 occupied housing units was 101 in 2007, lower than the ratio of 102 households for every 100 occupied housing units in 2000. The ratio of persons per occupied housing unit in 2007 was 4.7, while it was 5.0 persons per occupied hous-ing unit in 2000. Use of strong materials for roofs and outer walls increased The proportion of occupied housing units with roofs made of galvanized iron/aluminum increased from 56.2 percent in 2000 to 72.7 percent in 2007. Meanwhile, the proportion of occupied housing units with outer walls made of con-crete/brick/stone also increased, from 23.9 percent in 2000 to 29.4 percent in 2007.

NSO 12’s Innovations to October 2009 National Statistics Month Observance

A jam-packed of breakthrough activities was made by NSO Region 12 in celebration of the 20th NATIONAL STATISTICS MONTH (NSM) last October 2009. The month-long celebra-tion upheld “Enhancing Security Sector Statistics for Good Governance, Peace, and Sustainable Development”, as the theme. FIRST EXTEMPORANEOUS SPEAKING CONTEST

The speaking wit of every Regional Office 12’staff was tested on October 13, 2009 during its first-ever impromptu speaking challenge. It was held at the office library. RD Manulon stressed the aims of the activity, which includes enhancing the employees’ knowledge and appreciation of the annual celebration, training for public speaking, and determining basic knowledge about the office’s mandates and statistical activities and data, among others. Serving as judges were RD Manulon as the Chairman, and members, State Auditor II Rosalina S. Batoctoy (resident Auditor of the office), and for-mer office’s Cashier I, Carlos R. Catubig.

The top five winners were given apt accolade and prizes.

Said activity will be sustained in the next year’s celebration.

FIRST ON-THE-SPOT STATISTICAL ESSAY WRITING CONTEST NSO 12 conducted the activity for Fourth Year High School Students of Sinawingan National High School at the Munici-pality of Libungan, Cotabato Province last October 20, 2009.

The writing contest, which was joined in by eleven (11) con-testants, revolved around the theme, “The importance of

security sector statistics in the Province of Cotabato”. It served as a pilot-test activity that will hopefully be

implemented region-wide next year.

While the contest was on-going, Director Manulon led the team for info dissemination at a number of classrooms. Top-ics were about NSM and mandates and services of NSO.

Winners were as follows: 1st Placer: Lyndel Jean Pagaduan; 2nd Placer: Jessar Cedeño; and 3rd Placer: Cherry Mae Reyno. They received trophies, medals, and cash prizes of Php1,000, 750, and 500, respectively. Each of the eleven participants received a souvenir pink folder courtesy of Census of Popula-tion 2007 and certificate of participation.

Awarding ceremony was done on December 4, 2009 at the school grounds, recognizing the assistance of Mr. Pepito G. Gardose, the school principal, Municipal Civil Registrar Marilou Q. Fronda, and the contest’s judges composed of National Statistical Coordination Board XII, Regional Unit Head, Herlita G. Caraan, SCO II Helen G. Colango of NSO Cotabato and Administrative Officer V Lorna M. Sumalpong.

FIRST STATLYMPICS This was conceived and initiated by National Statistics Office XII’s Director, Atty. Manulon, in celebration of the 20th NSM. The said event was held on October 31, 2009, where differ-ent events, composed of Larong Pinoy, indoor games and outdoor games, were enjoyed by all regional and provincial employees. EMR Center, Koronadal City, South Cotabato served as venue.

The event aimed to promote camaraderie and showcase talents and abilities of the employees in sports-related activi-ties, competing against the respective team-banners namely, Alpha, Chi Square, Delta, and Sigma.

Banner raising was succeeded with team building activity. Came next was the Larong Pinoy. It was followed by simulta-neous games of indoor and outdoor events namely, Badmin-ton, Boggle, Chess, Dart and Scrabble. In the end, Alpha Team emerged as the Over-all Champion, followed by teams Chi-square, Delta and Sigma.

Region 12 Draws Plans and Strategies for CY 2010

D ecember 15, 2009 - - - A day of short and snappy review of milestones for calendar year 2009 and

strategic planning for year 2010 fin-ished off well for NSO Region 12 at Mergrande Ocean Resort, Davao City. The delegation of eighteen partici-pants, headed by Director Manulon and his three Provincial Statistics Offi-cers, selected key staff from the regional office and provincial offices, worked out in full to meeting the objectives of the event. Fortifying linkages with Local Govern-ment Units through collaboration with respective City and Municipal Civil Reg-istrars across the region; heightening awareness of the agency’s statistical

and civil registration products and services thru access to media channels like radio, television and print; publication of Provincial Profiles; and sending of staff to various trainings that are organized by other agencies, were among the strategies agreed on to be embraced for CY 2010. Event ended with Director Manulon’s statements of hope for a better year of performance for CY 2010, emphasizing workmanship and unity for the conduct of the May 2010 Census of Population and Housing. As one NSO Region 12 family, he also set the challenge and burning desire for all participants to excel even more for the ensuing years.

DEVELOPMENT influences SECURITY.

An Eid’l Fitr thanksgiving party which

commemorated the end of Ramadhan for Muslim faithful was celebrated by the Regional Office last October 6, 2009 at the office library. Invited guests were the administration, faculty and staff of the office’s adopted school, the Muamad Elementary School of Biniruan, Cotabato City and friends of NSO XII.

The talk was all about “Of Statistics and Data: How and Where the Local Government and Aca-deme Sector are Heading?” Trivia ques-tions about latest updates on statistical results generated by the NSO were also showcased during the talk.

The LGU-Decentralized Registry of Es-

tablishments System (DRES) Training in Sarangani was successfully conducted on November 19-20, 2009. It was par-ticipated by representatives coming from all of the seven (7) municipalities of the said province, that summed up to a total of 40 participants. Trainers/consultants were from NSO ITSD and IRD personnel. The training was funded by the Office of the Provincial Gover-nor.

Census figures also serve, as bases for 1) Internal Revenue Allotment for the local government units (LGUs); 2) apportionment of congressional seats for the legislative branch; 3) creation of new LGUs, i.e., provinces, cities, municipalities and baran-gays; and 4) conversion of a unit to higher level such as from a municipality into a city, among others.

Businesses and industries use the statistical information from the census in determining 1) sites for establishing businesses; 2) con-

sumer demands for various goods and ser-vices; and 3) supply of labor for the production of goods and services.

The nationwide undertaking is the country’s 13th census of population and the 5th census of housing. With the evolution of informa-tion technology, census questionnaires will yet again be processed using scanning device and software, Intelligent Character Recogni-tion (ICR) technology similar to Census 2000 and Census of Population (POPCEN) 2007 with data cleaning program as one of the

additional features. Progress Monitoring System (PMS) using short messaging service (SMS) will also be established to monitor progress of enumeration and for evaluating completeness and quality of census results.

With these progress, the NSO, led by Admin-istrator Carmelita N. Ericta, and supported by her regional directors in the 17 regions, is asking the public’s full cooperation in the census of population and housing that will start on May 17 to make it as clean, orderly and comprehensive as the May 10 elections.
