Stakeholders Dialogue in Water Management at Basin Level

Case of Yarmouk Basin – Jordan

This presentation document the case of stakeholders dialogue

in water management at basin level in Jordan which is being

implementing by GIZ/Jordan through;

“Improved Water Resources Security In

Low Income Rural and Urban

Communities – WRAP project ”

This project is funded by the European Union's Non-State Actors and

Local Authorities programme for "Strengthening the Capacities of Non-

State Actors - Actions in partner countries (Multi-country)“

YARMOUK BASIN – KEY FACTS

YB is located in the northwest of

Jordan.

Administratively; the basin areas

locates within four governorates in

Jordan.

The total water abstraction in 2011

was 46.3 million m3, while the safe

yield is 40 million m³.

Around 170 wells are existing in the

basin area

The total cropped areas in the basin

are 440,030 Dunum, both irrigated

and rain-fed crops.




CHALLENGES

The main challenges that facing water sector in YB are;

Increased water demand for domestic, industrial and agricultural uses in the basin area in a way exceeds water availability.

Refuges fluxes in the cities within YB and associated increase in water demand and water distribution infrastructure.

Over abstraction from groundwater especially for irrigation and domestic uses.

Climate change impacts on water resources




GOAL OF STAKEHOLDERS DIALOGUE

The main goal of the

stakeholders’ dialogue is to:

“Sustain the management of

water resources in Yarmouk

basin and reduce groundwater

abstraction”




DIALOGUE METHODOLOGY - BRIEF

Phase I: Preparatory Phase

Step1:Identify the purpose and

outputs of stakeholders’ dialogue.

Step2: Conduct baseline studies to

analyze project physical boundaries

and social aspects.

Step3: Perform stakeholders’ analysis

and establishing River Basin

Committees (RBCs).

Phase II: Implementation Phase

Step1: Participatory meetings and

discussions at sub-basin level.

Step2: Consultations and verification

process at basin level.

Step3: Decisions approval and

institutionalizing water dialogue at

national level.




PHASE ONE : EXPLORING AND ENGAGING





A. Create resonance

Preparatory meetings with potential

officials stakeholders to introduce

dialogue activities and get support

(formal meetings)

Field visits to project area and

meetings with local communities

leaders and water users to start

networking and trust building

(informal meetings)

Launch the activities of stakeholders

dialogue in water management

(kickoff workshop with high

governmental support)





B. Understand the Context

Perform technical and social studies

to understand and analyze situation of

Yarmouk basin;

i. Technical study to analyze water

systems (SW and GW resources) at

supply and demand sides

ii. Technical study to analyze

agricultural patterns and

environmental settings

iii. Soci-economic study to analyze

social and economical aspects of

local communities at basin area.





C. Build Container for Change

The following activities were implanted

to create/establish dialogue committee

(container)

i. Perform stakeholders analysis and

define stakeholders groups.

ii. Define power / influence relations of

each group.

iii. Establish sub-basin committees

structure and select representatives

for core committee structure

iv. Develop communication strategy to

reach stakeholders

management of water and natural

resources in Yarmouk basin areas

through;

i. Reduce the abstraction and

rationalize the use of groundwater

ii. improve the management of surface

water resources “
