Introduction TheEastPokotCommunityconsistofapproximately161thousandpeoplein2016accordingtodatafromthegovernment.Fromthese161thousandpeople,79thousandaremenand88thousandwomen.ThepovertyindexoftheTiati(EastPokot)sub-countystandsatarateof67%.Alsotheliteracylevelofthecommunityisverylow(Tiatysub-countygovernment,2016).ThesestatsshowthatthePokotCommunityisdealingwithharshlivingconditions.TheEastPokotCommunitybelongstothePokottribe.Atribewithalotofculturaltraditions,suchasFemaleGenitalMutilation(FGM).ThePokotliveinaruralareawithscarcityofcleandrinkingwater.InordertoimprovethehealthandlivingconditionsofthepeoplelivinginEast-Pokot,theEastPokotMedicalProject(EPMP)isgoingtofacilitateanewdispensaryandaResourceCentreinBarpello.Thenewdispensarywillbeclosertothepeopleandwillhavebetterfacilitationsthenthe‘old’dispensary.Theyhopethiswillcontributeinhigherratesofpeoplevisitingthedispensary.Onthesamecompound,theResourceCentrewillbeaplacewherepeopleofthecommunitycancometogether.Also,theEPMPcangiveseminarsto(young)mothers,menandtheyouthaboutHealth.HealthseminarswillnotbetheonlyseminarswithintheResourceCentre.Forinstance,seminarsaboutwatermanagementorsanitationandhygienecanbegivenintheResourceCentre.

Theroofsofthesebuildingswillbeusedforrainwaterharvesting.TogetherwithanotherwatersupplysystemthiswillforeseeincleanwaterforthedispensaryandforthosewhowillvisitthedispensaryorResourceCentre.Thesecompoundwillbeacontributionforthedevelopmentofthearea.Thenewdispensarywillforeseeinbetterhealthcarefacilities.TheseminarsintheResourceCentrewillcreateawarenessamongtheEastPokotPeopleaboutimportantissues.Thewatersupplysystemhopefullycontributesinasolutiontocleanwaterforeveryone.ThisreportshowsallstakeholdersinvolvedinthebuildingandexploitationphaseofthenewdispensaryandResourceCentre.Itwillgiveaclearoverviewoftheimportanceandinterestofeverystakeholder.Theanalysiswillmappotentialcoalitions,butwillalsoidentifypotentialconflictsbetweenstakeholders.

Stakeholders InthischapterthestakeholderswhichareinvolvedinthebuildingandexploitationphaseofthenewdispensaryandResourceCentrewillbedescribedinthecategories:problemowners,constructionstakeholdersandstakeholdersdispensaryandResourceCentre.

Problem owners PokotcommunityThePokotcommunityisaKenyancommunitywhichbelongstothePokotTribe.ThePokothavetheirowntraditionallivestyle.TheEast-Pokotcommunityconsistofapproximately161thousandpersonsandlivesinaruralarea.TheEldersTheEldersaretheleadersofthePokotcommunity.PokotmencanbecomeanElderwhentheyhavereachedacertainlifestage.ThepoweryouhaveasanElderdependsonyourachievementsandstatuswithinthecommunity(Sr.Modesta,Personalannouncement,2016).TheEldershaveanabsolutepoweroverthecommunity.VillagersbuildingsiteThevillagersarepartoftheEast-Pokotcommunity.Around20familiesliveinorintheneighbourhoodofthebuildingsitewherethenewdispensaryandresourcecentrearegoingtobebuild.Thatiswhythesevillagersneedtoberelocated.

EPMP–EastPokotMedicalProjectTheEastPokotMedicalProject(EPMP)isahealthcareprojectforthepeoplelivinginEastPokot.TheyhavelocatedtwodispensariesinBarpelloandKositei,buttheyalsogooutformobileclinicswithinthewholeregion.Thehealthcareservicestheyprovidedifferbetweenimmunizationtillsmalloperationslikestitching.Furthermore,theEPMPgivesHealthseminarstothe(young)mothersandmenofthecommunityinordertocreateawarenessontheimportanceofhealthcareandhygiene.

TeamPokotTeamPokotconsistof3formerstudentsoftheminorInternationalEntrepreneurshipandDevelopment(IED).InthisminortheywereinternsfromtheEPMPontheprojectoftheResourceCentre.Aftertheminor,theycontinuedthisproject.TeamPokotismanagingthefundingandthedesigningoftheResourceCentre.StudentsoftheDelftUniversityofTechnology4participantsintheminorIED,whowilldesignawatersupplysystemforthecompoundwherethebuildingsaregoingtobebuild.TheywillconducttheirresearchasinternsfromtheEPMP.

Constructionstakeholders

ConstructorTheConstructor(JohnwaysBuildersLtd.)isthecompanythatisgoingtobuildthenewdispensaryandresourcecentre.ArchitectsThedesignofthebuildingswillbedonebyacoupleofarchitectsfromKenyaincollaborationwithTeamPokot.WorkersTheworkerscanbedividedin2groups.JohnwaysBuildersLtd.willhaveitsownworkerswhowillconstructthebuildings.Theothergrouparelocalworkersfromthecommunitywhichcangainskillsduringtheconstructionofthebuildings.MaterialsuppliersThesesupplierswilldeliverthematerialsneededforthenewdispensaryandResourceCentre.

CatholicDioceseofNakuruThecatholicDioceseofNakuruisaterritorialunitofadministration(Wikipedia,2016)ofthecatholicchurchandtheBishopofNakuruisinchargeoftheDiocese.ItcoversallCatholicorganisationsintheareaoftheCatholicDioceseofNakuru.BarpelloCatholicMissionTheBarpelloCatholicMissionislocatedinBarpelloinordertodevelopthecommunityandspreadChristianityunderthecommunity.TheMissionisinchargeoftheEPMP,thenursery,theprimaryandthehighschool.Itconsistsoftwocongregations:

VillageHealthCommitteesTheVillageHealthCommitteesarecommitteesineveryvillageinEastPokot.ThesecommitteeswillfollowuptheworkoftheEPMPintheirvillage,whentheEPMPisnottherewithamobileclinic.

ChiefofBarpellolocationIreneKakukaistheChiefofBarpellolocationsince2013.Hermaintasksaretoimplementgovernmentpoliciesandtoachievedevelopmentwithinthecommunity.TheChiefisworkingtogetherwiththemission,theEPMPandtheEldersinordertoachievedevelopment.MinistryofHealthTheMinistryofHealthisanationalgovernmentinstitution.Whichconcernsaboutthenationalhealthandhealthcarefacilities.DepartmentofHealth–BaringoCountyThisdepartmentisthelocaldepartmentoftheministryofHealthinBaringoCounty.ThedepartmentwillfocusonthehealthandhealthcarefacilitieswithinBaringoCounty.Chemolingotsub-countyhospitalThesub-countyhospitalofTiati(EastPokot)islocatedinChemolingot.ItisahospitalwhichisfacilitatedbytheMinistryofHealth.Thesub-countyhospitalisfortheEPMPandtheEastPokotcommunitytheclosesthospitalinthearea.MedicalsuppliersWithintheMinistryofHealththerearecertainmedicalsuppliers.ThesuppliersofdrugsfortheEPMPconsistofthefollowingorganisations:

• KenyanMedicalSuppliersAuthority• MEDS–MissionforEssentialDrugsandSupplies

SponsorsSponsorsaretheorganisationsorpeoplethatarefinanciallysupportingtheEPMPortheResourceCentre.WithouthelpofsponsorstheworkoftheEPMPbecomesimpossible.Theretwotypesofsponsors.ThosewhowillcontributedirectlytotheprojectwithoutanyrestrictionsandthesponsorswhoonlydonatemoneywhentheEPMPisfulfillingthedemandsofthatsponsor.OtherdevelopmentorganisationsintheareaInBarpelloLocationthereareworkingdifferentdevelopmentorganisations.ThemissionandtheEPMPcanbothbeseenasadevelopmentorganisation.OtherdevelopmentorganisationsinthisareaaretheFredHollowsFoundations,whichfocussesontrachomaissues.WorldVisionKenyahelpschildren,familiesandcommunitiesinconditionsofpoverty(WorldVisionKenya,2016).AnotherdevelopmentorganisationisTrócare.Trócarefacilitatescertainshambas(vegetablegarden)andseminarsinordertocreateskillsandknowledgeaboutfarming.FarmingSystemsKenya(FSK)isworkingtogetherwiththelocalcommunityinordertohelpthem.Fornow,FSKisconstructingasand-damwithinthearea.

MinistryofHealthàChiefofBarpelloLocationOneofthegoalsoftheChiefistoimplementgovernmentalpolicies.TheMinistryofHealthisoneoftheinstitutionsthathascertainpoliciesthatneedtobeimplemented.TheEldersàPokotcommunityTheEldershaveabsolutepoweroverthePokotcommunity.Thiscanbeseenasadirectformalrelation,becausethecommunityshouldobeytheElders.TheElders(PokotCommunity)ßàChiefofBarpelloLocationThisindirectformalrelationisinterestingbecausetheEldershavecommunalpowerandthechiefhasbeengivenpowerfromthegovernment.ThesituationisthattheChiefhastonegotiatewiththeEldersaboutpoliciesshewantstoimplement,becausethePokotpeoplewillonlylistentotheElders.EPMPßàVillageHealthCommitteesTheVillageHealthCommitteesfollowuptheworkoftheEPMP.InmostplacestheEPMPonlywillcomeonceintwoweekswiththeirmobileclinic.Whenthemobileclinicisdone,theVillageHealthCommitteestakeovertheactivitiesoftheEPMP.EPMPßàPokotcommunityThisindirectformalrelationisareallyimportantone,becausetheEPMPprovideshealthcareservicesforthePokotcommunity,butwhentheyarenotsatisfiedtheywillprobablyneverreturntothedispensaryfortreatment.ItisimportantfortheEPMPtohaveagoodrelationshipwiththePokotcommunity.

Conclusion ThisstakeholderanalysisismadeforthebuildingandexploitationphaseofthenewdispensaryandResourceCentre.Itgivesaclearoverviewoftherelationsbetweenstakeholders,thepotentialcoalitionsitmaps,theconflictsitsforeseesandthedifferbetweenthepowerandinterestofthestakeholders.WithoutpermissionfromtheElderstherecannotevenbebuildanewdispensaryandResourceCentre.HavingagoodrelationshipwiththeEldersisreallyimportantinordertoreachyourdestination.Anotherimportantrelationshipistheonewiththecommunity,becausewhenyoudon’thaveagoodrelationtheywillnotvisitthedispensaryandseminarsintheResourceCentre.Fromthe7criticalstakeholdersdo6ofthemhavesimilarinterestandobjectives.These6stakeholderscanbeseenastheKeyPlayerswithinthisproject.Theywillgetthebestresultiftheyformacoalitionwitheachother,wheretheywillcollaborateforthebestresult.Thevillagersofthebuildingsitearetheonlystakeholderwithconflictinginterestandobjectives,butaslongastheygetafaircompensationfortherelocationtherewillnotbeaproblem.Butwithinthe6keyplayerswithsimilarinterestandobjectivesthesponsorsarecritical.Becausewhennoornotenoughsponsorswanttofinanciallycontributetotheproject,thedispensaryandResourceCentrecannotbebuild.

Inconclusion,theEPMPwillhavetocollaborateespeciallywiththeKeyPlayerstobringthisprojecttoasuccess.Aslongasthevillagersofthebuildingsitearesatisfiedandenoughsponsorswanttocontribute,therewillnotbeanyproblemforthebuildingandexploitationphaseofthenewdispensaryandResourceCentre.
