1 The Church of St. Luke and the Epiphany islocated at 330 South 13th Street in the heart ofPhiladelphia. The church is a mortar constructedbuilding in poor condition^seating approximately1,200 people. Attached to the church is the parishhall containing 10 large rooms. It is estimatedthat the replacement value of the church is $250,000.00,and the replacement value of the parish hall is$100,000.00. Next to the church and parish hallis a four-story dwelling which the parish>commendably>provides for the "voluntary services for the blind".The parish does not own a rectory but provides an apart-ment for the rector.

THE CHURCH NEIGHBORHOOD

St. Luke and the Epiphany is located in theheart of the downtown community on the edge ofa shopping and commercial section, containinghospitals, rooming houses, apartments, and single-home dwellings. The church neighborhood is under-going some changes due to urban renewal projects.

.Using an arbitrarily selected parish area thefollowing characteristics were noted at the timeof the 1960 census: there were some 19,314 persons,and of this number some 4,086, or 21.2% were non-white persons. The median age of adults 25 yearsof age and over living within this parish arearanged from a low of 37.1 years to a high of 52.9years. The age range indicates that there isa much higher than average number of elderly personsliving within this parish area. It is further noted

in the attached data on the community that a relativelyhigh percentage of the population were college graduatesor had attended college.

Within this carefully defined parish areacontaining 19,314 persons in 1960 there were bythe time of our Study some 604 members of theEpiscopal Church making up 3.1% of the totalpopulation. Of these 604 Episcopalians some 65were members of St. Luke and the Epiphany makingup 10.8% of the Episcopal membership and 19.7%of the parish membership.

THE CHURCH PROGRAM

PH-64 On the average Sunday there are 16 personsWP/sk in attendance at the 9:00 o'clock service and4 156 persons attend the 11:00 o'clock worship

service. The congregation did not have a churchschool program at the time of this Study.

Organizations serving St. Luke and the Epiphanywere: the Red Cross organization, the Women ofSt. Luke and the Epiphany, the Prayer Fellowship,the Altar Guild, the Acolytes Guild, and the Vestry.Information on the membership of these organizationsand programs may be found in the attached report.

The rector lives in the neighborhood but alsoserves as chaplain of the Jefferson Hospital.

The congregation had a pledged'income duringthe last year of reporting of $3,469.00, a plateoffering of $3,169.00, and income from endowmentof $65,004.00. It is interesting to note that theparish still has a pew rental system which broughtan income of $1,020.00.

When the Parish Self-Study Group consideredthe major problem facing the congregation theywisely made the following statement "development ofa representative congregation and enlisting of con-gregation and vestry in the" outreach of the church.

REPORTED MEMBERSHIP AND FINANCIAL DATA FROM 'JOURNALS

PH-64 Because of information submitted in otherWP/sk sections of our Study there is some question as to6 the actual baptized membership and communicant

strength as reported in the Diocesan Journals. How-ever, it is noted that between 1940 and 1963 thebaptized membership decreased from 850 persons to610 and communicant strength decreased from 736to 592. During the three-year period 1961 through1963 a total of 13 persons were baptized and 11persons were presented for confirmations, and theratios of baptisms and confirmations to the combined

communicant strength during this period were 0.7%and 0.6% respectively.

Between 1961 and 1963 the total reportedexpenditures for the congregation were $208,814.00,and of this amount some $357.00, or 0.2%>was ex-pended for work outside the parish. The highesttotal reported expenditures occurred during theyear 1961.

DISCUSSION AND RECOMMENDATIONS

ST., LUKE AND THE EPIPHANY, Philadelphia, Pennsylvania

PH-64WP/ht St. Luke and the Epiphany has had a long and

sk . distinguished career of service to the Church and1 the City of Philadelphia. During the past 25 years,

there have been many socio-economic and politicalchanges in the city, exerting a strong influence onthe present-day congregation. Many members of St.Luke and the Epiphany have moved to the suburbsduring this period and even though it was possibleto keep their interest for a while, time has takenits toll because of the difficulties experiencedin travelling to the inner-city. The leaders ofSt. Luke and the Epiphany recognize this and statein their Self-Study analysis: "the major problemfacing this congregation is the development of arepresentative congregation and the enlistment ofthe congregation and vestry in the outreach of thechurch." The Study Group wasted no time in gettingto the heart of the matter.

There are several blank spaces in the Self-Study;making it difficult to really know some of the otherproblems faced by this congregation. The EpiscopalCensus was not completed and, therefore, severalquestions should be asked to fill out the missingsections of our Study. What is the age structure ofthe congregation? Who are the people that attendchurch services? Does it embrace typical members ofthe community? How many families make up the present

membership? How many individuals not in familiesPH-64 are in the membership? How many children are thereWP/ht below the age of 14 years? How many of the members

sk are above the age of 65? How many of the reported2 communicants attended church regularly last year? The

answers to these questions were not submitted in theStudy but the Local Self-Study Group may find theanswers helpful in planning for the future.

There is some evidence that the parish member-ship records might need to be up-dated. A total of331 baptized members were recorded on the membershipdistribution map,, or approximately half the numberreported in the Parochial Reports and Self-Study.

It is true that St. Luke and the Epiphany hasa sizeable income from endowments^ but should thepresent membership rely on the generosity of membersof former years to carry almost the full cost of itscurrent program? There is no pledged income,, butenvelopes are distributed for use by the members.Last year the envelope system yielded considerablyless than $100.00 per week by the entire congregationfor local support and contributed a total of $86.00.,or $.15 per communicant for the entire year, towardthe work of the diocese; nation, and world. This maybe a partial truth since monies may have been con-tributed in other ways. Endowments for church work,set up by the faithful in former years, should encouragethe present membership to follow their example andassume some sacrifical giving. St. Luke and theEpiphany came into being more than 100 years ago be-cause of the interest and support of others.

There is no evidence in our Study to indicatethat the laity shares in the ministry of the church.From the little historical and contemporary data inhand regarding effective engagement, one strongly

suspects that the church needs to be expressed inother ways, besides the assembling of the congrega-tion in the large church building for worship onSunday. It needs to be broken down into smaller

sk groups for thinking, for community participation,3 Bible Study, prayer^ and discussion. It needs to

be broken down and deployed into its naturalgeographical and cultural setting. Such is theexpressed plan for St. Luke's as seen by the rectorin his addendum to our report. No church in ourpresent day can adequately serve without the in-volvement of laity in the ministry. A Parish Lifeand Community Conference, especially designed forSt. Luke and the Epiphany should be considered.

There is much confidence that Urban Renewaland private developments will affect the churchand bring in many new and former members as theymove back into the city. If the experience of othercongregations that have gone through such a changecan be relied on, increase in membership from thissource is highly questionable unless members areprepared to share in the ministry.

St. Luke and the Epiphany should not attemptto go it alone. Problems faced by the community andthe church are too formidable for unilateral action.St. Luke and the Epiphany might consider initiatingecumenical dialogue with other Episcopal, Roman,and denominational churches serving this neighborhood.Overlapping the programs and more effective, shareduse of church buildings and ministries should bediscussed. Two denominations, facing similar problemsof church buildings designed for another day and age,might even consider using one building on Sunday withseparate services, but one church school. At the veryleast, common problems, community action,and viablecooperative efforts should be on the agenda.
